Lucas (1987) has shown a surprising result in business-cycle research: the welfare cost of business cycles are very small. Our paper has several original contributions. First, in computing welfare costs, we propose a novel setup that separates the effects of uncertainty stemming from business-cycle fluctuations and economic-growth variation. Second, we extend the sample from which to compute the moments of consumption: the whole of the literature chose primarily to work with post-WWII data. For this period, actual consumption is already a result of counter-cyclical policies, and is potentially smoother than what it otherwise have been in their absence. So, we employ also pre-WWII data. Third, we take an econometric approach and compute explicitly the asymptotic standard deviation of welfare costs using the Delta Method. Estimates of welfare costs show major differences for the pre-WWII and the post-WWII era. They can reach up to 15 times for reasonable parameter values -β=0.985, and ∅=5. For example, in the pre-WWII period (1901-1941), welfare cost estimates are 0.31% of consumption if we consider only permanent shocks and 0.61% of consumption if we consider only transitory shocks. In comparison, the post-WWII era is much quieter: welfare costs of economic growth are 0.11% and welfare costs of business cycles are 0.037% - the latter being very close to the estimate in Lucas (0.040%). Estimates of marginal welfare costs are roughly twice the size of the total welfare costs. For the pre-WWII era, marginal welfare costs of economic-growth and business- cycle fluctuations are respectively 0.63% and 1.17% of per-capita consumption. The same figures for the post-WWII era are, respectively, 0.21% and 0.07% of per-capita consumption.

The main objective of this paper is to propose a novel setup that allows estimating separately the welfare costs of the uncertainty stemming from business-cycle uctuations and from economic-growth variation, when the two types of shocks associated with them (respectively,transitory and permanent shocks) hit consumption simultaneously. Separating these welfare costs requires dealing with degenerate bivariate distributions. Levis Continuity Theorem and the Disintegration Theorem allow us to adequately de ne the one-dimensional limiting marginal distributions. Under Normality, we show that the parameters of the original marginal distributions are not afected, providing the means for calculating separately the welfare costs of business-cycle uctuations and of economic-growth variation. Our empirical results show that, if we consider only transitory shocks, the welfare cost of business cycles is much smaller than previously thought. Indeed, we found it to be negative - -0:03% of per-capita consumption! On the other hand, we found that the welfare cost of economic-growth variation is relatively large. Our estimate for reasonable preference-parameter values shows that it is 0:71% of consumption US$ 208:98 per person, per year.

Apos uma década de rápido crescimento econômico na primeira década do século 21, Brasil e Turquia foram considerados duas das economias emergentes mais dinâmicas e promissoras. No entanto, vários sinais de dificuldades econômicas e tensões políticas reapareceram recentemente e simultaneamente nos dois países. Acreditamos que esses sinais e a sua simultaneidade podem ser entendidos melhor com um olhar retrospectivo sobre a história econômica dos dois países, que revela ser surpreendentemente paralela. Numa primeira parte, empreendemos uma comparação abrangente da história econômica brasileira e turca para mostrar as numerosas similaridades entre os desafios de política econômica que os dois países enfrentaram, assim como entre as respostas que eles lhes deram desde a virada da Grande Depressão até a primeira década do século 21. Essas escolhas de política econômica comuns dão forma a uma trajetória de desenvolvimento notavelmente análoga, caracterizada primeiro pela adoção do modelo de industrialização por substituição das importações (ISI) no contexto da recessão mundial dos anos 1930; depois pela intensificação e crise final desse modelo nos anos 1980; e finalmente por duas décadas de estabilização e transição para um modelo econômico mais liberal. Numa segunda parte, o desenvolvimento das instituições econômicas e políticas, assim como da economia política subjacente nos dois países, são analisados comparativamente a fim de prover alguns elementos de explicação do paralelo observado na primeira parte. Sustentamos que o marco institucional estabelecido nos dois países durante esse período também têm varias características fundamentais em comum e contribui a explicar as escolhas de política econômica e as performances econômicas comparáveis, detalhadas na primeira parte. Este estudo aborda elementos do contexto histórico úteis para compreender a situação econômica e política atual nos dois países. Potencialmente também constitui uma tentativa de considerar as economias emergentes numa perspectiva histórica e comparativa mais ampla para entender melhor as suas fraquezas institucionais e adotar um olhar mais equilibrado sobre seu potencial econômico.

This work is about the 21st century reinforced concrete analysis under the point of view of its constituent materials. First of all it is described the theoretical approach of the bending elements calculated based on the Norms BAEL 91 standarts. After that, numerical load-displacement are presented from reinforced concrete beams and plates validated by experimental data. The numerical modellings has been carried on in the program CASTEM 2000. In this program a elastoplastic model of Drucker-Prager defines the rupture surface of the concrete in non associative plasticity. The crack is smeared on the Gauss points of the finite elements with formation criterion starting from the definition of the rupture surface in the branch traction-traction of the Rankine model. The reinforcements were modeled in a discrete approach with perfect bond. Finally, a comparative analysis is made between the numerical results and calculated criteria showing the future of high performance reinforced concrete in this beginning of 21st century.

Through the text presented we intend to outline the debate that occurred in Portugal in the transition from the 19th to the 20th centuries. At the time, the imperatives of scientific development had reached education as a basis for the national prosperity. It was believed that Portugal had fallen behind in comparison to the other European countries because it was not capable of constructing a civilization directed by scientific criteria, through the expansion and spreading of culture. The debate over the extension of schools to increasingly broader segments of the population acquires a different meaning when the theorist of Education make use of language from several other areas of knowledge in order to create a mosaic of what has become known, since that time, as the Science of Education.

This chapter analyzes the current position of United States supremacy, in light of the debate on hegemony and domination that acquires greater relevance after the formulation of the 'Bush Doctrine', which is systematized in the document 'The National Security Strategy of the United States of America'. Our approach will emphasize the following aspects: establishment of a parallel between the transition from the 19th to the 20th centuries, from studies that point out the characteristics of imperialism at different times; an analysis of the current foreign policies of the United States, focusing on the debate between unilateralism and multilateralism, emphasizing the reactions caused by the intervention in Iraq; a critical argument about the approaches that highlight in the security agenda of the Bush administration an indicator of a loss of hegemony, which would impose open domination over the search for consensus. Policies towards the external sector have maintained their basic characteristics since the beginning of the present decade, although emphasis has been given to some specific aspects. Little doubt remains that the positive outcome - at least until recently – has been clearly a result of the country having profited from very favorable circumstances in the international scenario. This article discusses the main features of the external sector of the Brazilian economy, regarding trade flows, foreign investment, the internationalization of Brazilian entrepreneurial groups and the short-term financial requirements in foreign currencies.
