William Francis Thompson (1888–1965) was a preeminent fishery scientist of the early to mid twentieth century. Educated at Stanford University in California (B.A. 1911, Ph.D. 1930), Thompson conducted pioneering research on the Pacific halibut, Hippoglossus stenolepis, from 1914 to 1917 for the British Columbia Provincial Fisheries Department. He then directed marine fisheries research for the State of California from 1917 to 1924, was Director of Investigations for the International Fisheries Commission from 1924 to 1939, and Director of the International Pacific Salmon Fisheries Commission from 1937 to 1942. He was also Director of the School of Fisheries, University of Washing-ton, Seattle, from 1930 to 1947. Thompson was the founding director in 1947 of the Fisheries Research Institute at the University of Washington and served in that capacity until his retirement in 1958. He was a dominant figure in fisheries research of the Pacific Northwest and influenced a succession of fishery scientists with his yield-based analysis of fishery stocks, as opposed to studying the fishes’environment. Will Thompson was also a major figure in education, and many of his former students attained leadership positions in fisheries research and administration.

William Francis Thompson (1888–1965), an early fishery biologist, joined the California Fish and Game Commission in 1917 with a mandate to investigate the marine fisheries of the state. He initiated studies on the albacore tuna, Thunnus alalunga, and the Pacific sardine, Sardinops sagax, as well as studies on other economically important marine organisms. Thompson built up a staff of fishery scientists, many of whom later attained considerable renown in their field, and he helped develop, and then direct, the commission’s first marine fisheries laboratory. During his tenure in California, he developed a personal philosophy of research that he outlined in several publications. Thompson based his approach on the yield-based analysis of the fisheries as opposed to large-scale environmental studies. He left the state agency in 1925 to direct the newly formed International Fisheries Commission (now the International Pacific Halibut Commission). William Thompson became a major figure in fisheries research in the United States, and particularly in the Pacific Northwest and Alaska, during the first half of the 20th cent

Between 1889 and 1916, the U. S. Fish Commission steamer Albatross made numerous trips to waters off southern California, particularly in and near San Diego Bay. The typical pattern for many years was to conduct cruises in waters off the Pacific Northwest or Alaska in summer months and waters off southern California in winter months. The Albatross conducted the first depth soundings and benthic profiles for southern California waters and secured the first samples of many endemic marine animals of this region. Albatross collections formed the basis for numerous definitive monographs of invertebrates and vertebrates that were published in subsequent years. The Albatross anchored in San Diego Bay in 1894, conducting the first biological investigations of the bay, and returned to sample again in many subsequent years. The ship and its crew also examined Cortez and Tanner banks for exploitation potential and conducted the first biological investigations of southern California’s tuna stocks in 1915 and 1916.

The 1980's seems to have been the decade for conservation anniversaries. Celebrating centennials have been the U.S. Fishery Bulletin (1981), NMFS Woods Hole Laboratory (1985), Journal of the Marine Biological Association (1987) and the Association itself (1984), Pacific halibut fishery (1988), Marine Biological Laboratory at Woods Hole, Mass. (1988), and England's Ministry of Agriculture, Fisheries, and Food (1989). While the U. S. Department of Commerce turned 75 (1988), 50th anniversaries were nlarked by the NMFS Northwest and Alaska Fisheries Center (1981), The Wildlife Society and its Journal ofWildlife Management (1987), National Wildlife Federation (1986), International Game Fish Association (1989), and, of course, the Marine Fisheries Review (1988), which provided the raison d'etre for this special issue being devoted to "Marine Fisheries History."

This is the Visual survey ERS Dane, Weaver & Bollin Catchments produced by the Environment Agency in 2005. Visual surveys of the River Dane downstream of the confluence with the Swettenham Brook, the River Weaver, and the River Bollin catchment in the EA Northwest South area of England were undertaken between 3rd and 9th February 2005 with the aim of identifying the spatial distribution and relative quality of exposed Riverine sediments (ERS). The potential value of these ERS in terms of likely habitat quality for ERS invertebrate communities was determined by recording a suite of appropriate environmental variables. Following an initial cartographical analysis of reaches likely to contain ERS, tens of kilometres of riverbank were inspected and 67 areas of ERS were selected for detailed visual survey. Site characteristics ranged widely both between and within catchments, with habitat quality ranging from poor to very high.

This is the report on Lakes – Classification and Monitoring, a strategy for the classification of lakes by the National Rivers Authority. This report describes a scheme for the assessment and monitoring of water and ecological quality in standing waters, greater than about 1ha in area, in England and Wales although it is generally relevant to Northwest Europe. Thirteen hydrological, chemical and biological variables are used to characterize the standing water body in any current sampling. Statistical testing on the chemical variables showed that at least six samples during a year would be needed to produce a representative sampling mean; but in this scheme the choice of variables minimizes logistic cost by not using boat sampling and time costs by not demanding extensive taxonomic work. Standing waters are classified in a state-changed system in which the contemporary values of the variables are compared with a reference baseline state and then placed in categories of percentage change from this baseline. The scheme is presently designed for use at about five year intervals on all lakes greater than 2ha area plus additional lakes of significant amenity or conservation interest.

After an unusually strong and persistent pattern of atmospheric circulation over the United State[s] in Fall 1985, it became quite changeable (although high amplitude anomalies still prevailed). Following a fall that was cold in the West and warm in the East with heavy precipitation, a high pressure ridge set in over the West during December, with generally light precipitation over most of the country. Throughout the winter, the central North Pacific was very active, with large negative atmospheric pressure anomalies centered at about 45°N, l60°W. This activity may have been encouraged by an enhanced meridional eastern North Pacific sea surface temperature (SST) gradient, with positive SST anomalies in the subtropics and negative anomalies in midlatitudes. However, in January, the western high pressure ridge remained strong and temperatures were remarkably warm, increasing the threat of drought in California after the two previous dry winters. However, in February, storms from a greatly expanded and southerly displaced Aleutian Low broke into the West Coast. An unusual siege from February 11 to February 20 flooded central and northern California, with very heavy precipitation and record to near-record runoff. Upwards of 50 percent of annual average precipitation fell on locations from the upper San Joaquin to the Feather River drainage basins, and the largest flow since observations began in the early 1900's was recorded on the Sacramento River at Sacramento. The atmospheric pattern that was responsible for this remarkable stormy spell developed when the western high pressure retrograded to the northwest into the Aleutians, accompanied by the strengthened and southerly extended storm tract that moved into California. Although exact details vary from case to case, this episode displayed meteorological conditions similar to those in several other historical California winter flood events. These included a long duration of very strong westerly to southwesterly winds over a long subtropical fetch into California. Much of the precipitation during this series of storms was orographically induced by the moisture laden flow rising over the Sierra ranges. Due to the warm air mass, snow levels were relatively high (about 7500 feet) during the heaviest precipitation, resulting in copious runoff.

EXTRACT (SEE PDF FOR FULL ABSTRACT): Four broad regions of the western United States within which annual streamflows exhibit strong spatial coherence are identified using principal component analysis with a varimax rotation. Geographically, the four regions encompass the Pacific Northwest, Far West-Great Basin, Central Rockies-High Plains, and Northern Great Plains. These regions are really consistent with previously documented, descriptively derived streamflow regimes as well as with general atmospheric circulation and precipitation modes of variation. Collectively, the four regional components account for nearly 63 percent of the total annual variation in western U.S. streamflow. The time history of most principal component patterns exhibit little or no persistence.

Although the mechanisms of climatic fluctuations are not completely understood, changes in global solar irradiance show a link with regional precipitation. A proposed mechanism for this linkage begins with absorption of varying amounts of solar energy by tropical oceans, which may aid in development of ocean temperature anomalies. These anomalies are then transported by major ocean currents to locations where the stored energy is released into the atmosphere, altering pressure and moisture patterns that can ultimately affect regional precipitation. Correlation coefficients between annual averages of monthly differences in empirically modeled solar-irradiance variations and annual state-divisional precipitation values in the United States for 1950 to 1988 were computed with lag times of 0 to 7 years. The highest correlations (R=0.65) occur in the Pacific Northwest with a lag time of 4 years, which is about equal to the travel time of water within the Pacific Gyre from the western tropical Pacific Ocean to the Gulf of Alaska. With positive correlations, droughts coincide with periods of negative irradiance differences (dry, high-pressure development), and wet periods coincide with periods of positive differences (moist, low-pressure development).

We examine monthly and seasonal patterns of precipitation across various elevations of the eastern Central Valley of California and the Sierra Nevada. A measure of the strength of the orographic effect called the “precipitation ratio” is calculated, and we separate months into four groups based on being wet or dry and having low or high precipitation ratios. Using monthly maps of mean 700-mb height anomalies, we describe the northern hemisphere mid-tropospheric circulation patterns associated with each of the four groups. Wet months are associated with negative height anomalies over the eastern Pacific, as expected. However, the orientation of the trough is different for years with high and low precipitation ratios. Wet months with high ratios typically have circulation patterns factoring a west-southwest to east-northeast storm track from around the Hawaiian Islands to the Pacific Northwest of the United States. Wet months with low precipitation ratios are associated with a trough centered near the Aleutians and a northwest to southeast storm track. Dry months are marked by anticyclones in the Pacific, but this feature is more localized to the eastern Pacific for months with low precipitation ratios than for those with high ratios. Using precipitation gauge and snow course data from the American River and Truckee-Tahoe basins, we determined that the strength of the orographic effect on a seasonal basis is spatially coherent at low and high elevations and on opposite sides of the Sierra Nevada crestline.

Bycatch can harm marine ecosystems, reduce biodiversity, lead to injury or mortality of protected species, and have severe economic implications for fisheries. On 12 January 2007, President George W. Bush signed the Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006 (MSRA). The MSRA required the U.S. Secretary of Commerce (Secretary) to establish a Bycatch Reduction Engineering Program (BREP) to develop technological devices and other conservation engineering changes designed to minimize bycatch, seabird interactions, bycatch mortality, and post-release mortality in Federally managed fisheries. The MSRA also required the Secretary to identify nations whose vessels are engaged in the bycatch of protected living marine resources (PLMR’s) under specified circumstances and to certify that these nations have 1) adopted regulatory programs for PLMR’s that are comparable to U.S. programs, taking into account different conditions, and 2) established management plans for PLMR’s that assist in the collection of data to support assessments and conservation of these resources. If a nation fails to take sufficient corrective action and does not receive a positive certification, fishing products from that country may be subject to import prohibitions into the United States. The BREP has made significant progress to develop technological devices and other conservation engineering designed to minimize bycatch, including improvements to bycatch reduction devices and turtle excluder devices in Atlantic and Gulf of Mexico trawl fisheries, gillnets in Northeast fisheries, and trawls in Alaska and Pacific Northwest fisheries. In addition, the international provisions of the MSRA have provided an innovative tool through which the United States can address bycatch by foreign nations. However, the inability of the National Marine Fisheries Service to identify nations whose vessels are engaged in the bycatch of PLMR’s to date will require the development of additional approaches to meet this mandate.
