Access to Latin American and Caribbean Exports in the United States market, 2001-2002 is the seventh annual report released by the ECLAC Washington Office, updating information contained in previous reports. Its aim is to compile and make available information on trade inhibiting measures that Latin American and Caribbean exports encounter in the United States market. This report needs to be placed in the context of a trade relationship between the United States and Latin America and the Caribbean, which has grown strongly over the years to the benefit of both economies. Moreover, it must be viewed against the background of the commitment to achieve the Free Trade Area of the Americas (FTAA), through which barriers to trade and investment will be progressively eliminated. In this regard, it is hoped that this report will further contribute to transparency and the elimination of obstacles to the free flow of trade in the Americas. The classification of trade inhibiting measures follows the definition used in the U.S. Trade Representatives (USTR) yearly publication National Trade Estimate Report on Foreign Trade Barriers. Based on this structure, the report focuses on the three areas of greatest relevance for Latin America and the Caribbean: Imports Policies (e.g., tariffs and other import charges, quantitative restrictions, import licensing, customs barriers). Standards, testing, labeling and certification (e.g., unnecessarily restrictive application of phytosanitary standards). Export subsidies (e.g., export financing on preferential terms and agricultural export subsidies that displace other foreign exports in third country markets).

Trains in Latin America and the Caribbean mainly serve as a means of mass transit, bearing passengers along local and suburban routes of cities and transporting freight beyond. Non-urban passenger trains almost disappeared during the last few decades of the twentieth century. In the new emerging markets, however, demand is based on the train itself or the scenery en route rather than a wish to arrive at a given station as in the past. The new tourist trains, which are often well-restored historical engines, are expensive to operate and their special characteristics make it difficult to integrate them with mass transit railway services. However, some may be profitable when run privately and others may have a social justification, based on the boost they can provide to economic development in the often isolated and relatively depressed areas where they tend to operate.

Climate change has the potential to impact on global, regional, and national disease burdens both directly and indirectly. Projecting and valuing these health impacts is important not only in terms of assessing the overall impact of climate change on various parts of the world, but also of ensuring that national and regional decision-making institutions have access to the data necessary to guide investment decisions and future policy design. This report contributes to the research focusing on projecting and valuing the impacts of climate change in the Caribbean by projecting the climate change-induced excess disease burden for two climate change scenarios in Saint Lucia for the period 2010 - 2050, and by estimating the non-market, statistical life-based costs associated with this excess disease burden. The diseases initially considered in this report are a variety of vector and water-borne impacts and other miscellaneous conditions; specifically, malaria, dengue fever, gastroenteritis/diarrhoeal disease, schistosomiasis, leptospirosis, ciguatera poisoning, meningococcal meningitis, and cardio-respiratory diseases. Disease projections were based on derived baseline incidence and mortality rates, available dose-response relationships found in the published literature, climate change scenario population projections for the A2 and B2 IPCC SRES scenario families, and annual temperature and precipitation anomalies as projected by the downscaled ECHAM4 global climate model. Monetary valuation was based on a transfer value of statistical life approach with a modification for morbidity. Using discount rates of 1, 2, and 4%, results show mean annual costs (morbidity and mortality) ranges of $80.2 million (in the B2 scenario, discounted at 4% annually) -$182.4 million (in the A2 scenario, discounted at 1% annually) for St. Lucia.1 These costs are compared to adaptation cost scenarios involving direct and indirect interventions in health care. This comparison reveals a high benefit-cost ratio suggesting that moderate costs will deliver significant benefit in terms of avoided health costs from 2010-2050. In this context indirect interventions target sectors other than healthcare (e.g. water supply). It is also important to highlight that interventions can target both the supply of health infrastructure (including health status and disease monitoring), and households. It is suggested that a focus on coordinated data collection and improved monitoring represents a potentially important no regrets adaptation strategy for St Lucia. Also, the need for this to be part of a coordinated regional response that avoids duplication in spending is highlighted.

The recent collapse of the Doha round once again underscores the tenuous nature of international trade negotiations. Likewise, the Economic Partnership Agreement (EPA) between the CARIFORUM grouping and the European Union (EU) has generated a great deal of discussion and debate over the past several months. What has clearly emerged is the existence of two diametrically opposed views on the impact and usefulness of the agreement. One view has it that the EPA is a major breakthrough in trade relations that will greatly benefit the region. On the other hand, some see it as being detrimental to the region and perhaps a total capitulation to the EU on the part of the CARIFORUM. They assert that it is part of a global EU strategy to impose World Trade Organization (WTO) policies on developing nations and get around the Doha obstacles. Both sides in this debate attempt to back up their views with reference to the text of the agreement. The objective of this review is to shed some light on the issues driving this debate particularly in the areas of market access, the impact on tariff revenues, and the implications for regional integration. This review also attempts to clarify and distill some of the main contentious issues regarding the EPA and to inform further discussion regarding an implementation plan. The approach is based on detailed study of the EPA text and its annexes plus extensive interviews with some of the main negotiators on the CARIFORUM side. Interviews were conducted both in person and via the Internet as many of the regional negotiators live or work outside of the region. The reviewer also attended presentations and discussions with some of the leading regional critics of the agreement.

The automotive sector is one of the sectors in which trade between mercosur countries has grown most strongly. This article examines the possibility that trade diversion occurred in that sector during the period 1991-2010, assuming that product costs fell as a result of market expansion. The analysis is based on the concepts of “cost reduction” and “trade suppression” coined by Corden (1972), which capture the effects of economies of scale. Indices of regional orientation and revealed comparative advantages are used in combination to assess whether the trade bloc is evolving in line with comparative advantages. The results suggest efficiency gains for automotive-sector products, exports of which from Brazil to mercosur grew more vigorously because the expanded and relatively protected market made it possible to exploit the economies of scale that are characteristic of the automotive industry.

A pesquisa versa sobre avaliação e trabalho docente no ensino médio, tendo como objeto de investigação e análise as políticas de avaliação que vêm sendo instituídas a partir dos anos 1990, com recorte específico no denominado novo Enem e suas repercussões sobre o trabalho docente. O estudo possui como objetivo geral analisar e compreender as reformas instituídas na educação brasileira a partir da década de 1990, com foco na avaliação externa, especificamente na implementação do Enem, enquanto um processo de avaliação implementado no bojo de uma nova regulação educacional, e suas possíveis repercussões sobre o trabalho docente nesse nível de ensino, última etapa da educação básica, tendo como lócus a Região Metropolitana do Cariri – CE. Quanto à metodologia adotada, optou-se pela abordagem de pesquisa qualitativa, enfocando o complexo universo das políticas de avaliação externa e do trabalho docente no Ensino médio, lançando mão, para a coleta de dados, da pesquisa exploratória, revisão bibliográfica, análise documental e entrevistas não-diretivas. O tratamento dos dados foi realizado com base na análise de conteúdo, a partir de exaustiva análise das informações levantadas que, cotejadas com o referencial teórico, permitiu a emersão de algumas categorias de análise, como: avaliações externas, trabalho docente, regulação da educação e accountability. Como síntese dos resultados aferidos, destacamos que: - A Reforma do Aparelho do Estado Brasileiro, implementada a partir da década de 1990, instituiu o “Estado avaliador”, pautado, dentre outros, pela desresponsabilização do Estado para com as políticas sociais, pelo foco nos resultados, na excelência, na performatividade e na obtenção da eficiência e eficácia educacional, instituindo mecanismos de controle, no formato de avaliações, para a promoção da regulação da educação, de modo a assegurar os valores dominantes no contexto educacional escolar, controlando seus resultados; - são fortes as repercussões das políticas educacionais inscritas sob a lógica mercadológica sobre o ensino médio, dado que o mesmo vem sofrendo alterações significativas nas últimas décadas, em decorrência do “Estado avaliador” e da crescente centralidade das avaliações externas; - as avaliações externas de larga escala, com destaque para o Enem, privilegiam o accountability, por meio dos fenômenos da desresponsabilização do Estado, da crescente responsabilização da escola e dos profissionais da educação, da meritocracia e da privatização da educação, promovendo a intensificação do trabalho docente; - o atual modelo de avaliação de larga escala impõe ênfase aos produtos ou resultados em detrimento do processo, focando-se no trato individual de instituições ou estudantes, por meio de dados predominantemente quantitativos, resultando em classificação e rankeamento, estimulando a competição entre as instituições educacionais e entre os sujeitos; - esse processo tem repercutido sobre o trabalho docente, intensificando-o, à medida que os professores, à revelia de suas condições objetivas de trabalho, que são extremamente precárias na maioria das escolas públicas, tendem a ser responsabilizados, individualmente, pelo êxito ou fracasso de seus alunos; - por fim, constatamos que, não obstante novas atribuições e responsabilidades estarem sendo imputadas ao professor, inclusive com a imposição unilateral de metas a serem atingidas, não há, em contrapartida às exigências postas pelo Enem, uma efetiva política de Estado voltada para a valorização dos profissionais docentes no Ceará, seja pela via da carreira, da remuneração e/ou da formação continuada.

Making bioproducts available to the market requires finding appropriate processes for mass production and formulation of biological agents. This study aimed at evaluating the Bipolaris euphorbiae production in a solid medium (fermentation in solid substrate) and in a biphasic system (growth in a liquid medium followed by growth in a solid medium), as well as determining the processes for collecting and drying conidia, under laboratory conditions. The influence of the incubation period and inoculum quantity were also investigated. The conidia were dried by using an oven (30ºC, 35ºC, 40ºC, 45ºC, 50ºC, 55ºC and 60ºC), and laminar flow, continuous air flow and aseptic chamber at room temperature. Dry conidia were obtained by sieving and grinding in a ball mill, hammer mill or grain grinder. The conidia viability and sporulation efficiency were evaluated in the solid medium and in the biphasic system. For growth period, the best sporulation on solid medium was obtained after 10 days of incubation, reaching 8.3 x 10(7) conidia g-1 of substrate. The biphasic system did not increase the B. euphorbiae sporulation (4.5 x 10(7) conidia g-1 of substrate), after 14 days, and the amount of liquid inoculum used in this system was not an important factor for increasing its production. The continuous air flow and laminar flow preserved the conidial viability (94.6% and 99.1%, respectively), while promoting a great moisture loss (62.6% and 54.0%, respectively). All the grinding processes reduced the conidia germination (86.2%, 10.5% and 12%, respectively), while sieving allowed the collecting of powdered conidia with high viability (94.8%).

Biodegradable polymers are starting to be introduced as raw materials in the food-packaging market. Nevertheless, their price is very high. Starch, a fully biodegradable and bioderived polymer is a very interesting alternative due to its very low price. However, the use of starch as the polymer matrix for the production of rigid food packaging, such as trays, is limited due to its poor mechanical properties, high hidrophilicity and high density. This work presents two strategies to overcome the poor mechanical properties of starch. First, the plasticization of starch with several amounts of glycerol to produce thermoplastic starch (TPS) and second, the production of biocomposites by reinforcing TPS with promising fibers, such as barley straw and grape waste. The mechanical properties obtained are compared with the values predicted by models used in the field of composites; law of mixtures, Kerner-Nielsen and Halpin-Tsai. To evaluate if the materials developed are suitable for the production of food-packaging trays, the TPS-based materials with better mechanical properties were compared with commercial grades of oil-based polymers, polypropylene (PP) and polyethylene-terphthalate (PET), and a biodegradable polymer, polylactic acid (PLA).
