Solar-powered vehicle activated signs (VAS) are speed warning signs powered by batteries that are recharged by solar panels. These signs are more desirable than other active warning signs due to the low cost of installation and the minimal maintenance requirements. However, one problem that can affect a solar-powered VAS is the limited power capacity available to keep the sign operational. In order to be able to operate the sign more efficiently, it is proposed that the sign be appropriately triggered by taking into account the prevalent conditions. Triggering the sign depends on many factors such as the prevailing speed limit, road geometry, traffic behaviour, the weather and the number of hours of daylight. The main goal of this paper is therefore to develop an intelligent algorithm that would help optimize the trigger point to achieve the best compromise between speed reduction and power consumption. Data have been systematically collected whereby vehicle speed data were gathered whilst varying the value of the trigger speed threshold. A two stage algorithm is then utilized to extract the trigger speed value. Initially the algorithm employs a Self-Organising Map (SOM), to effectively visualize and explore the properties of the data that is then clustered in the second stage using K-means clustering method. Preliminary results achieved in the study indicate that using a SOM in conjunction with K-means method is found to perform well as opposed to direct clustering of the data by K-means alone. Using a SOM in the current case helped the algorithm determine the number of clusters in the data set, which is a frequent problem in data clustering.

Distributed energy and water balance models require time-series surfaces of the meteorological variables involved in hydrological processes. Most of the hydrological GIS-based models apply simple interpolation techniques to extrapolate the point scale values registered at weather stations at a watershed scale. In mountainous areas, where the monitoring network ineffectively covers the complex terrain heterogeneity, simple geostatistical methods for spatial interpolation are not always representative enough, and algorithms that explicitly or implicitly account for the features creating strong local gradients in the meteorological variables must be applied. Originally developed as a meteorological pre-processing tool for a complete hydrological model (WiMMed), MeteoMap has become an independent software. The individual interpolation algorithms used to approximate the spatial distribution of each meteorological variable were carefully selected taking into account both, the specific variable being mapped, and the common lack of input data from Mediterranean mountainous areas. They include corrections with height for both rainfall and temperature (Herrero et al., 2007), and topographic corrections for solar radiation (Aguilar et al., 2010). MeteoMap is a GIS-based freeware upon registration. Input data include weather station records and topographic data and the output consists of tables and maps of the meteorological variables at hourly, daily, predefined rainfall event duration or annual scales. It offers its own pre and post-processing tools, including video outlook, map printing and the possibility of exporting the maps to images or ASCII ArcGIS formats. This study presents the friendly user interface of the software and shows some case studies with applications to hydrological modeling.

Os museus federais, de um modo geral, nas duas últimas décadas, têm apresentado resultados satisfatórios no desempenho de sua missão básica - preservação e difusão do acervo que detêm - sem, necessariamente, contar para isso com apoio e recursos governamentais expressivos. Ao contrário, integrantes de uma área de governo sabidamente desfavorecida de recursos orçamentários, bem como de interesse político, desprovida, ainda, de quadros altamente qualificados, desenvolveram soluções próprias e um estilo peculiar de gestão para lidar com essas dificuldades crônicas. Tais soluções gerenciais (Associações de Amigos, criatividade, abnegação, flexibilidade, intensa participação etc.), alinhadas com um modo orgânico de funcionamento e adequadas até então, acobertam, de uma maneira sutil e arriscada, um quase absoluto despreparo profissional para a implementação de sistemas de controle gerencial orientados para resultados - gestão estratégica, programação e orçamentação, controle de qualidade, capacitação técnica e gerencial, indicadores de resultados e avaliação de programas etc. A crescente concorrência de outros meios de entretenimento e lazer, o aperto no controle do déficit público e a conseqüente pressão no sentido da publicização dessas atividades (fortes candidatas a virarem organizações sociais), somados ao esperado crescimento da cobrança social pela accountabilíty de seus dirigentes formam um cenário nada promissor para essas instituições, até então, imunes aos escândalos ou, pelo menos, a uma avaliação menos favorável pela população e demais stakeholders. O julgamento ainda vigente em grande parte de sua elite técnica de que não existe inteligência no mundo da administração, um mal necessário e de convívio difícil com as artes, reforça o belo desafio a ser enfrentado nos próximos anos pelos dirigentes dessas instituições.

Policiais militares e civis consideram não ter recebido orientações e treinamento adequados para lidar com as manifestações e enfrentar os black blocs, segundo pesquisa realizada pela DAPP. De acordo com a websurvey 63% dos profissionais afirmam não possuir o preparo necessário para enfrentar ao manifestantes adeptos à tática de manifestação, contra 24% que dizem se considerar preparados. A pesquisa foi realizada pela internet no mês de dezembro e ouviu 5.304 de policiais civis e militares de todo o Brasil.

Apenas 10% apontaram como correto o comportamento dos policiais nas manifestações Outros 19% responderam que ‘alguns colegas não agiram da forma certa, mas não se pode generalizar’ Manifestantes fugindo de bombas de gás lacrimogêneo e vandalismo eram cenas finais de um enredo que se tornou conhecido no fim de muitos protestos, desde de junho do ano passado. Sete meses depois de a população tomar as ruas, uma pesquisa da Fundação Getulio Vargas ( FGV ) revela como as próprias forças de segurança se sentem despreparadas para agir diante dos grandes atos — que prometem se repetir durante a Copa do Mundo. Ao todo, 64% dos policiais militares e civis entrevistados admitiram não ter recebido orientação e treinamento adequado para lidar com as manifestações e os black blocs.

The present work develops a methodology to establish a 3D digital static models petroleum reservoir analogue using LIDAR and GEORADAR technologies. Therefore, this work introduce The methodolgy as a new paradigm in the outcrop study, to purpose a consistent way to integrate plani-altimetric data, geophysics data, and remote sensing products, allowing 2D interpretation validation in contrast with 3D, complexes depositional geometry visualization, including in environmental immersive virtual reality. For that reason, it exposes the relevant questions of the theory of two technologies, and developed a case study using TerraSIRch SIR System-3000 made for Geophysical Survey Systems, and HDS3000 Leica Geosystems, using the two technologies, integrating them GOCAD software. The studied outcrop is plain to the view, and it s located at southeast Bacia do Parnaíba, in the Parque Nacional da Serra das Confusões. The objective of this Doctoral Thesis was monitoring, in trimestral scale, the coastal morphology of the Northeastern coast sections of Rio Grande do Norte State, in Brazil, which is an area of Potiguar Basin influenced by the oil industry activities. The studied sections compose coastal areas with intense sedimentary erosion and high environmental sensitivity to the oil spill. In order to achieve the general objective of this study, the work has been systematized in four steps. The first one refers to the evaluation of the geomorphological data acquisition methodologies used on Digital Elevation Model (DEM) of sandy beaches. The data has been obtained from Soledade beach, located on the Northeastern coast of Rio Grande Norte. The second step has been centered on the increasing of the reference geodetic infrastructure to accomplish the geodetic survey of the studied area by implanting a station in Corta Cachorro Barrier Island and by conducting monitoring geodetic surveys to understand the beach system based on the Coastline (CL) and on DEM multitemporal analysis. The third phase has been related to the usage of the methodology developed by Santos; Amaro (2011) and Santos et al. (2012) for the surveying, processing, representation, integration and analysis of Coastlines from sandy coast, which have been obtained through geodetic techniques of positioning, morphological change analysis and sediment transport. The fourth stage represents the innovation of surveys in coastal environment by using the Terrestrial Laser Scanning (TLS), based on Light Detection and Ranging (LiDAR), to evaluate a highly eroded section on Soledade beach where the oil industry structures are located. The evaluation has been achieved through high-precision DEM and accuracy during the modeling of the coast morphology changes. The result analysis of the integrated study about the spatial and temporal interrelations of the intense coastal processes in areas of building cycles and destruction of beaches has allowed identifying the causes and consequences of the intense coastal erosion in exposed beach sections and in barrier islands
