This paper analyzes the consequences of the interaction between two different levels of government (regulators) in the development of housing policy when their decisions determine the level of competition in the housing market. The analysis discusses the implications derived from a lack of coordination between a local regulator who controls the supply of land for housing development and a central regulator who decides on housing subsidies. The results suggest that lack of coordination has significant effects on prices and supply of houses, housing developers’ profits, and buyers’ surplus.

Listening to people, especially those who are poor, and involving them in policy making and decisions about service delivery processes are logical steps in building better services and improving policies aimed at poverty alleviation. This case describes a facilitated advocacy that helped to negotiate and support a role for poor people who farm and fish, to contribute recommendations for changes in services and policies that impact on their lives. The national Government of India’s Department of Animal Husbandry and Dairying and the Indian Council for Agricultural Research, both in the capital Delhi, have been linking with farmers and fishers and state government officials in the eastern states of Jharkhand, Orissa and West Bengal, in partnership with the STREAM Initiative of the intergovernmental Network of Aquaculture Centers in Asia Pacific and with the support of the UK Government Department for International Development, Natural resources Systems Program supporting farmers to have a voice(13 p.)

In May 2010, Brazil joined the roll of nations with a National Broadband Plan. The Decree nº 7,175/2010 had implemented a program that aimed to offer 30 million permanent broadband accesses until 2014 and established its main goals, such as accelerating economic and social development, promoting digital inclusion, reducing social and regional inequalities, promoting a generation of employment and income, and expanding electronic government services. However, the broadband access in Brazil is limited, expensive, and centralized in the main urban centres. Despite the fast growth in the past years due to mobile internet access, the market is still concentrated in the local incumbent operators that currently provide mobile services, landline services and Paid-TV services, resulting in a high level of market verticalization. The following dissertation investigates the constraint of broadband access development, the dynamics, the actors, and the factors that have delayed the roll-out of broadband services in Brazil. The study also promotes reflections about the challenge posed by the media, by costumers associations and by public opinion as critical observers of the policy making process. This research examines on the political influence towards regulation to determine the way policy will benefit interest groups. Many interviews have been conducted in order to understand the forces which have been acting in the telecommunications in Brazil after privatization, in 1998. This study aims to provide a better understanding of telecommunications regulatory process in Brazil, in order to help the country finding an adequate policy which can lead to the implementation of a broadband roll-out. The universal broadband access is the only way to benefit the whole society in Brazil with a satisfactory level of education and create more jobs and economic development regarding the plenty use of Information and Communications Technology (ICT).

Vietnam has an estimated 300,000 ha of water bodies throughout the country, plus about 3,200 km of coastline. The Government of Vietnam promotes development of aquaculture as an important part of the fisheries sector. The Government of Vietnam has recently placed particular emphasis on the importance of effective aquatic resources management for poverty alleviation. A great number of national and international activities, projects and organizations currently operate within the aquatic resources management sector in Vietnam. In a country with limited resources, the importance of efficient and effective information exchange among stakeholders within the sector, and between the sector and aquatic resources users, is increasingly being recognized. There is general agreement amongst Government and many donors that aquaculture and improved aquatic resources management can make a significant and direct impact on poverty reduction and hunger eradication in Vietnam. The key policy issue is to better support poor and vulnerable groups who depend on or could make use of aquatic resources through the use of the livelihoods perspective. To address this issue the Ministry of Fisheries of Vietnam (MOFI) has prepared this Sustainable Aquaculture for Poverty Alleviation strategy - the SAPA strategy. (Pdf contains 54 pages).

Vietnam has a large number of poor people whose livelihoods depend in various ways on aquatic resources. More than 20 million people living along the coastline are among the most vulnerable and poorest in Vietnam and similarly poor situations occur with more than 10 million population living in mid and highland areas throughout the country. The Government of Vietnam is giving high priority to the poverty alleviation and following several successful government and donor funded projects, it is recognized that aquaculture can and should play an increasingly important role in improving the livelihoods of poor people. The United States and Japanese counterpart panels on aquaculture were formed in 1969 under the United States-Japan Cooperative Program in Natural Resources (UJNR). The panels currently include specialists drawn from the federal departments most concerned with aquaculture. Charged with exploring and developing bilateral cooperation, the panels have focused their efforts on exchanging information related to aquaculture which could be of benefit to both countries. The UJNR was begun during the Third Cabinet-Level Meeting of the Joint United States-Japan Committee on Trade and Economic Affairs in January 1964. In addition to aquaculture, current subjects in the program include desalination of seawater, toxic microorganisms, air pollution, energy, forage crops, national park management, mycoplasmosis, wind and seismic effects, protein resources, forestry, and several joint panels and committees in marine resources research, development, and utilization. Accomplishments include: Increased communication and cooperation among technical specialists; exchanges of information, data, and research findings; annual meetings of the panels, a policy-coordinative body; administrative staff meetings; exchanges of equipment, materials, and samples; several major technical conferences; and beneficial effects on international relations. The purpose of the project is to develop sustained small-scale cage fish culture in inland and coastal waters through improved understanding of the social, institutional and resource environment of resource poor groups. Two Asian countries, Bangladesh (inland systems) and Vietnam (marine), were studied with this workshop bringing together both sides of the project together with representatives of collaborative institutions, government departments and universities. Addressing the overall aim of producing guidelines for the planning and extension of cage aquaculture in Asia a combination of group work and plenary discussion was conducted producing the following outputs. 1) An assessment of cage aquaculture potential, 2) Development options for small-scale cage culture, 3) A review of tools and methodologies and 4) Policy initiatives for sustainable cage culture development. Key issues raised were the use of outputs as a guide to be adapted to regional circumstances to facilitate farmer and extension worker discussion and not as a rigid methodology. The degree of linkage between development, research and government institutions was also considered a crucial factor in benefiting the research and development of cage culture at the local, regional and national level and vital in affecting the future policies by both development and government institutions. The investment prospects of fish farming in the Jos-Plateau, Nigeria, strategically located in about the centre of the country are discussed with special reference to its numerous abandoned mine lakes and the tripartite role of government, universities and individuals. In the Jos-Plateau, about 17.0 km super(2) is covered by these disused mine lakes, making up about 20-30% of the area covered. In such enterprise, problems commonly encountered, like population growth and government planning policies, fish demand and supply, manpower, feed and seed availability, preservation, processing and marketing are discussed. Inspite of these, prospects still abound with regards to land-use of these numerous disused mine lakes and feed availability based on the principles of using both industrial and farm by-products for fish culture, processing and marketing. These potentials, if properly harnessed, will help to supplement the protein insufficiency in the diet of the populace. In this regard, proposals on the economics of production and sales, strategies for achieving these development goals, cost-benefit analysis and their implications in further development of fish culture are discussed
