The importance of science and technology (S&T) in Small Island Developing States (SIDS) is clearly articulated in Chapter XI, paragraphs 57, 58, 61 and 62 of the Mauritius Strategy for the Further Implementation of the Programme of Action for Sustainable Development of Small Island Developing States (MSI). At the regional level, the Heads of Government of the Caribbean Community (CARICOM) noted the challenge that CARICOM member States face in competing in this new international economic environment in which the impact of scientific and technological change has created a knowledge-based global economy. Given the importance of S&T to development of Caribbean SIDS, the Economic Commission for Latin America and the Caribbean (ECLAC) Subregional Headquarters for the Caribbean embarked on a study to determine the causes and consequences of low rates of specialisation in S&T with a view to making recommendations for development of strategies for addressing these challenges. Data on postgraduate (Master of Science, Master of Philosophy and Doctor of Philosophy) enrolment and graduation in agriculture, engineering and the sciences from the three campuses of the University of the West Indies (UWI) as well as from the University of Technology in Jamaica and the University of Trinidad and Tobago (UTT) were examined and analysed. Face-to-face interviews were also held with key personnel from these institutions and a questionnaire was also served to individuals in key institutions. Results of the study revealed that although the number of students enrolled in higher degree programmes has increased in absolute terms, they are decreasing in relative terms. However, enrolment in agriculture has indeed declined while enrolment rates in engineering, although increasing, were not significantly high. Market forces have proved to be a main reason for this trend while facilities for the conduct and supervision of cutting-edge research, the disconnect between science and industry and societal labelling of scientists as “misfits” are also contributing to the situation. This has resulted in a reduced desire by students at all levels of the school system and faculty to be involved in S&T; lack of innovation; a better staffed private, as compared with public, sector; and poor remuneration in science-based employment. There also appears to be a gender bias in enrolment with more males than females being enrolled in engineering while the opposite is apparent in agriculture and the sciences. Recommendations for remedying this situation range from increasing investment in S&T, creating linkages between science and industry as well as with the international community, raising awareness of the value of S&T at all levels of the education system to informing policy to stimulate the science – innovation interface so as to promote intellectual property rights.

The aim of this paper is to provide an overview of the gender and social disparities existing in the agricultural and rural sector in Caribbean economies. In this context, agricultural transformation as occasioned by the dismantling of preferential trading arrangements is analysed to identify the most relevant gender discriminatory measures in the current agricultural development policy and programmes. The analysis seeks to provide the basis for enhancing understanding among policy makers, planners and rural development practitioners of the gender and social dimension involved in the formulation of agricultural policy and more specifically in relation to the new policy and institutional arrangements for agriculture in the region. The paper also provides insights regarding what changes should take place to create an enabling environment for more gender-based approaches to policy-making and strategic planning in agricultural development and trade in the Caribbean. The methodology centred on the review of secondary sources that provide references on the new challenges, opportunities and constraints faced by the agricultural sector, in particular small farmers, in the context of globalization and agriculture transformation. Much of the literature for this assignment was obtained from FAO Headquarters in Rome and the FAO Subregional Office in Barbados, as well as the OECS Secretariat in St. Lucia. In the process of the review exercise, due consideration was given to changes in agricultural production patterns, resources allocation and rural livelihoods. Efforts to examine the most relevant policy measures and mechanisms in-place in support to agricultural development in the region were constrained, in the main, by the absence of gender disaggregated data. Documentation as regards the situation of women and men in relation to agricultural labour, rural income and food security situation in regions were limited. The use of the internet served to bridge the communication gap between countries and institutions. The preliminary draft of the paper was presented and discussed at the FAO/ECLAC/UNIFEM regional workshop on mainstreaming gender analysis in agriculture and trade policies, for Caribbean countries, in November 2003. The second draft of the paper was informed by comments from the workshop and additional information acquired through field visits to Barbados, St. Kitts and St. Vincent in March 2004. The three day visits to each of these three countries entailed a review/appreciation of the resource, constraints and institutional capacities for gender mainstreaming within the agricultural sector at the national level. This included visits to some of the major agricultural projects and interviews with farmers (where feasible) in respect of their perspective of the current situation of the agricultural sector and the viability of their farm enterprises. As well, meetings were held with relevant/available officials within the respective ministries of agriculture to discern the gender consideration as regards agricultural policy and planning at the country level. The internet was invaluable to the task of sourcing supplementary information to satisfy the aim of the paper; in respect of the identification of concrete policy measures and actions to formulate and develop more gender/social-responsive agricultural development policies. The final revision, though thwart with resource and communication constraints, was ultimately completed in compliance with the structure and approach proposed in the terms of references for this FAO/ECLAC assignment.

Drawing on data from a survey of returning migrants, this study examines the factors behind the decision to launch a business in Loja, Ecuador. The possible explanations fall under various headings: demographic characteristics, work experience abroad, reasons for returning, current situation, intention to re-emigrate, and activity before, during and after migration. The study also considers different concepts of “entrepreneur”, as own-account worker and as employer. The results are analysed, first, using univariate tests and then estimating probit models. The variables most closely associated with a high probability of starting a business after returning from migration are entrepreneurial experience during the migration, and the fact of having returned voluntarily, as well as having worked in the host country in agriculture or the hospitality sector. Having university training and having worked in public administration before migrating are negative factors. Other influential variables are age and the wage or salary received abroad, but these are more nuanced.

O estudo é uma ação de pesquisa do projeto "Sustentabilidade da pecuária leiteira da agricultura familiar da Amazônia Oriental", desenvolvido pela Embrapa Amazônia Oriental e propôs determinar os principais problemas da nutrição mineral nos sistemas de produção leiteira de pequenas e médias propriedades na microrregião de Castanhal (MrC) e no município de Uruará (MuU), Estado do Pará. Como objetivos específicos visou definir as características da suplementação mineral efetuada nas propriedades, bem como analisar o conteúdo mineral das pastagens formadas de Brachiaria brizantha cv. Marandu. Para isso, foram utilizados dois estudos sendo que no primeiro foram definidas as características da suplementação mineral nos sistemas de produção leiteira de ambos os locais estudados através de um questionário/entrevista. Dos dados obtidos pelo questionário/entrevista foram extraídas 22 variáveis consideradas importantes que foram classificadas em quatro grupos principais. Utilizou-se a estatística descritiva aplicando-se o teste de Qui-quadrado ao nível de 5% de probabilidade para determinação das diferenças testadas. No segundo estudo foram colhidas amostras de Brachiaria brizantha cv. Marandu em duas propriedades da MrC e quatro do MuU. As amostras de forragem foram colhidas em dois períodos distintos do ano, final do período seco (novembro/1998) e final do período chuvoso (junho/1999) para determinação de cálcio (Ca), fósforo (P), magnésio (Mg), sódio (Na), potássio (K), cobre (Cu), zinco (Zn), ferro (Fe), manganês (Mn) e cobalto (Co). O delineamento experimental utilizado para a amostragem da forragem foi inteiramente casualisado considerando os dois locais estudados (MrC e MuU) como sendo dois fatores e os dois períodos do ano (chuvoso e seco) foram considerados como sub-parcelas. A análise de variância foi realizada pelo método de mínimos quadrados e o teste F foi utilizado ao nível de 5% para testar os efeitos. O teste de Tukey foi utilizado para comparação das médias. Na microrregião de Castanhal, a Brachiaria brizantha cv. Marandu não atendeu as necessidades de P, Na, Cu e Zn sugeridas para bovinos de corte, categoria vacas em lactação e demonstra a necessidade de suplementação mineral via cocho. Apesar da atividade leiteira ser mais antiga nessa microrregião, os criadores não conseguem distinguir as necessidades diferenciadas de requerimento dentro das categorias de produção animal. Esse desconhecimento deve ser considerado como um importante fator de restrição de produtividade. Particularmente nessa microrregião, a baixa concentração de P na forragem durante o período chuvoso parece agravar o problema da deficiência mineral por se tratar de um período de maior disponibilidade protéicoenergético da forragem, fazendo com que o animal requeira maiores quantidades do elemento fósforo na dieta. No município de Uruará, a Brachiaria brizantha cv. Marandu não atendeu as necessidades de P, Na e Cu, sugeridas pelo NRC (1986) para bovinos de corte, categoria vacas em lactação e demonstra também a necessidade de suplementação mineral via cocho. Nesse município, observou-se um baixo consumo de mistura mineral e as condições dos cochos eram precárias. A localização do cocho dentro do curral e o acesso somente durante o período de ordenha inibiu o consumo de mistura minera!. A freqüência elevada de relatos de apetite depravado, atraso no cio, fratura espontânea, diminuição do apetite e emagrecimento dos animais, são sintomas sugestivos de deficiência clínica de P e Cu sintetizam a baixa qualidade da nutrição dos animais neste local.

A demanda mundial por energia limpa e sustentável tem aumentado nos últimos anos. Uma das alternativas é a biomassa, incluindo os plantios florestais, com destaque, no Brasil, para o gênero Eucalyptus spp., que, atualmente, possui diversos clones selecionados para a produção de energia. Em razão da diferença na adaptação dos clones aos diferentes ambientes, há necessidade de estudos específicos para avaliar a produção de energia para determinada região. Objetivou-se, neste estudo, determinar dentre seis clones de Eucalyptus urophylla S. T. Blake analisados, aqueles com maior potencial para a produção de biomassa e energia para a região Centro Sul do Maranhão (Grajaú). Os clones foram avaliados com 41 meses de idade, plantados em espaçamento de 4 x 3 m, e distribuídos em delineamento inteiramente casualizado, com cinco repetições. Cada parcela experimental era composta por 100 árvores. Foram determinadas a produção e a alocação de biomassa de cada parte da árvore e o poder calorífico de casca e do lenho. Dos seis clones estudados, dois se destacaram tanto na produção de biomassa, quanto para a geração de energia, sendo superiores em até 27 % em comparação com o clone de menor rendimento.

The use of mobile robots turns out to be interesting in activities where the action of human specialist is difficult or dangerous. Mobile robots are often used for the exploration in areas of difficult access, such as rescue operations and space missions, to avoid human experts exposition to risky situations. Mobile robots are also used in agriculture for planting tasks as well as for keeping the application of pesticides within minimal amounts to mitigate environmental pollution. In this paper we present the development of a system to control the navigation of an autonomous mobile robot through tracks in plantations. Track images are used to control robot direction by pre-processing them to extract image features. Such features are then submitted to a support vector machine and an artificial neural network in order to find out the most appropriate route. A comparison of the two approaches was performed to ascertain the one presenting the best outcome. The overall goal of the project to which this work is connected is to develop a real time robot control system to be embedded into a hardware platform. In this paper we report the software implementation of a support vector machine and of an artificial neural network, which so far presented respectively around 93% and 90% accuracy in predicting the appropriate route.
