This paper analyses the effect of job accessibility by public and private transport on labour market outcomes in the metropolitan area of Barcelona. Beyond employment, we consider the effect of job accessibility on job-education mismatch, which represents a relevant aspect of job quality. We adopt a recursive system of equations that models car availability, employment and mismatch. Public transport accessibility appears as an exogenous variable in the three equations. Even though it may reflect endogenous residential sorting, falsification proofs suggest that the estimated effect of public transport accessibility is not entirely driven by the endogenous nature of residential decisions.

In this paper we present a model of representative behavior in the dictator game. Individuals have simultaneous and non-contradictory preferences over monetary payoffs, altruistic actions and equity concerns. We require that these behaviors must be aggregated and founded in principles of representativeness and empathy. The model results match closely the observed mean split and replicate other empirical regularities (for instance, higher stakes reduce the willingness to give). In addition, we connect representative behavior with an allocation rule built on psychological and behavioral arguments. An approach consistently neglected in this literature. In this paper we consider a sequential allocation problem with n individuals. The first individual can consume any amount of some endowment leaving the remaining for the second individual, and so on. Motivated by the limitations associated with the cooperative or non-cooperative solutions we propose a new approach. We establish some axioms that should be satisfied, representativeness, impartiality, etc. The result is a unique asymptotic allocation rule. It is shown for n = 2; 3; 4; and a claim is made for general n. We show that it satisfies a set of desirable properties. Despite global environmental governance has traditionally couched global warming in terms of annual CO2 emissions (a flow), global mean temperature is actually determined by cumulative CO2 emissions in the atmosphere (a stock). Thanks to advances of scientific community, nowadays it is possible to quantify the \global carbon budget", that is, the amount of available cumulative CO2 emissions before crossing the 2oC threshold (Meinshausen et al., 2009). The current approach proposes to analyze the allocation of such global carbon budget among countries as a classical conflicting claims problem (O'Neill, 1982). Based on some appealing principles, it is proposed an efficient and sustainable allocation of the available carbon budget from 2000 to 2050 taking into account different environmental risk scenarios. Este artículo, por su extensión, se compone de dos partes y en su conjunto trata de establecer la conveniencia de introducir o profundizar la reflexión ética en las organizaciones de Servicios Sociales. Esta primera parte se dedica a descubrir las características de las organizaciones del ámbito del bienestar y cómo incide en ellas la dimensión colectiva de la ética. Así avanzamos, a partir de preguntas esenciales, hacia las razones que exigen un mayor rigor analítico y una praxis más consecuente de las entidades en las que trabajamos o con las que trabajamos los profesionales de intervención social. Aunque se trata de la parte más general, se abordan aquellos elementos necesarios para enmarcar la segunda parte en la que se propondrán conclusiones concretas para la inclusión de la dimensión ética en los Servicios Sociales.

Este artículo, por su extensión, se dividió en dos partes. La primera, que se editó en el número anterior, se centró en descubrir las características tanto de las organizaciones del bienestar, como de la ética cuando se aplica a la organización. En esta segunda parte, se presenta un esquema para situar y analizar la dimensión ética en las organizaciones de Servicios Sociales así como la postura que, en ellos, correspondería tomar a los profesionales. Con ello se trata de establecer la conveniencia de introducir o profundizar la reflexión ética en las organizaciones de Servicios Sociales y aportar argumentos que demuestren que también incumbe a éstas el plantearse y mantener en todo lo posible un tipo de comportamiento honesto, acorde con la dignidad de todas las personas y posibilitador de una vida buena.

We analyse the determinants of firm entry in developing countries using Argentina as an illustrative case. Our main finding is that although most of the regional determinants used in previous studies analysing developed countries are also relevant here, there is a need for additional explanatory variables that proxy for the specificities of developing economies (e.g., poverty, informal economy and idle capacity).We also find evidence of a core-periphery pattern in the spatial structure of entry that seems to be mostly driven by differences in agglomeration economies. Since regional policies aiming to attract new firms are largely based on evidence from developed countries, our results raise doubts about the usefulness of such policies when applied to developing economies. The paper aim is to analyse the influence of the European Employment Strategy (EES)in the implementation of the Spanish labour market policies. The first part of the paper describes the evolution and content of the EES. In the second one, the definition of activation is also explained. In addition to that, the ways how the EES develops and promotes active labour market policies are examined. The evolution of labour market policies in Spain and the current configuration of both active and passive policies are studied in the next three chapters. In these parts, the paper investigates to which extent the provisions of the EES have been implemented in Spain. The paper shows that: i) activation has been rising in the European countries since the implementation of the EES; ii) this fact has also happened in relative terms (comparing the evolution of active to passive policies); iii) Spain has been one of the countries which has led these processes; iv) the EES seems to have been influencing

Using a database of 2,263 responses to R&D public calls in Catalonia, during the period 2007–2010, this paper proceeds to analyse the potential interaction of the territorial and policy dimensions with the propensity to apply for, and be awarded, a public R&D subsidy. Controlling for characteristics at the firm and project level, we estimate models using a twostep procedure. In the first step, our results suggest that large firms which export and which belong to high-tech manufactures are more likely to participate in a public R&D call. Furthermore, both urban location and past experience of such calls have a positive effect. Our territorial proxy of information spillovers shows a positive sign, but this is only significant at intra-industry level. Membership of one of the sectors prioritized by the Catalan government, perhaps surprisingly, does not have a significant impact. In the second step, our results show that cooperative projects, SMEs or old firms shows a positive effect on the probability of obtaining a public subsidy. Finally, the cluster policy does not show a clear relationship with the public R&D call, suggesting that cluster policies and R&D subsidies follow different goals. Our results are in line with previous results in the literature, but they highlight the unequal territorial distribution of the firms which apply and the fact that policymakers should interlink the decision criteria for their public call with other policies.

Introducción. El efecto combinado de la reorganización mercantil de los servicios de salud, del aumento de las demandas sociales a la sanidad, de la tecnologización de la asistencia sanitaria y de la creciente presión asistencial genera notables cambios en las condiciones de trabajo de los profesionales de la salud. Objetivo: analizar la influencia de este nuevo entorno laboral en la salud y el bienestar ocupacional de los mismos. Método: Se diseñó una investigación que combinó metodologías cualitativa y cuantitativa. Participaron en ella unos tres cientos profesionales de la medicina y otros seiscientos de la enfermería empleados en hospitales de España y de varios países de América Latina, que respondieron un cuestionario que permitió recoger información sobre la valoración de los aspectos materiales, sociales y psicosociales de las condiciones de trabajo y las dimensiones cognitivas, emocionales y somáticas del bienestar laboral. Resultados. Los datos obtenidos pusieron de manifiesto la tendencia general a una relativa satisfacción con las condiciones de trabajo contrapesada por sentimientos ambivalentes asociados a la sobrecarga laboral percibida, a la densificación e intensificación del tiempo de trabajo, a la creciente incertidumbre por la carrera laboral y a los nuevos requerimientos técnicos y administrativos de la información que los profesionales deben producir y gestionar. Discusión. Estas constataciones convergen con las de otras investigaciones y plantean nuevos desafíos para la investigación y la intervención, en lo que concierne a la prevención de factores de riesgo psicosocial asociados a la sobrecarga de trabajo y a la presión asistencial; así como a la promoción de dispositivos organizacionales facilitadores de un entorno laboral saludable.

[spa] A través de las siguientes páginas nos adentraremos en la diferencia abismal de dos sistemas de protección del empleo, España y Dinamarca, producto de una concepción y evolución distinta del Estado del bienestar surgido tras la Gran Depresión de los años 30 y la II Guerra Mundial. Las políticas de empleo danesas gozan de una gran estabilidad y eficacia desde la década de 1990. España, por el contrario, tiene una amalgama de políticas desordenada y caótica que pone su acento en los incentivos a la contratación. Mirarse en el espejo danés, de vez en cuando, es una buena idea.

La aplicación de la resiliencia a la intervención social y educativa la ha convertido en un concepto aglutinador de muchos otros previamente investigados y presentes en la praxis profesional. La resiliencia aporta una mirada integradora que hace de ella una excelente metáfora del bienestar o la calidad de vida que los profesionales sociales contribuyen a desarrollar en los ámbitos en los que intervienen. En este artículo revisamos algunas buenas prácticas destacadas por educadores y educadoras sociales para la promoción de los factores protectores y exploramos, mediante la autopercepción de los estudiantes, en qué medida la formación universitaria capacita a los futuros profesionales para desarrollar actuaciones constructoras de resiliencia.

This paper investigates the example of Cyprus as a case study for the Europeanisation of conflict resolution. The argument advanced is that the European Union (EU) impacts the positions of the parts of the conflict (here, Greek Cypriots, Turkish Cypriots and Turkey) but not always towards the resolution of the dispute and compliance with EU conditionality. Conformity with EU conditionality depends on its credibility, which is decreased by the internalisation of the conflict into the EU. In this context, this work contributes to the discussion on Europeanisation and the aptitude of the EU in conflict resolution as well as the role of the EU in the Cyprus conflict during the post-accession years.

A minimum cost spanning tree (mcst) problem analyzes the way to efficiently connect individuals to a source when they are located at different places. Once the efficient tree is obtained, the question on how allocating the total cost among the involved agents defines, in a natural way, a confliicting claims situation. For instance, we may consider the endowment as the total cost of the network, whereas for each individual her claim is the maximum amount she will be allocated, that is, her connection cost to the source. Obviously, we have a confliicting claims problem, so we can apply claims rules in order to obtain an allocation of the total cost. Nevertheless, the allocation obtained by using claims rules might not satisfy some appealing properties (in particular, it does not belong to the core of the associated cooperative game). We will define other natural claims problems that appear if we analyze the maximum and minimum amount that an individual should pay in order to support the minimum cost tree.
