To evaluate single and double K-shell inclusive charge transfer probabilities in ion-atom collisions we solve the time-dependent Dirac equation. By expanding the timedependent wavefunction in a set of molecular basis states the time-dependent equation reduces to a set of coupled-channel equations. The energy eigenvalues and matrix elements are taken from self-consistent relativistic molecular many-electron Dirac-Fock-Slater calculations. We present many-electron inclusive probabilities for different final configurations as a function of impact parameter for single and double K-shell vacancy production in collisions of bare S on Ar.

The design, reformulation, and final signing of Plan Colombia by the then US President, Bill Clinton, on the 13 July 2000 initiated in a new era of the US State´s involvement in supposedly sovereign-territorial issues of Colombian politics. The implementation of Plan Colombia there-on-after brought about a major realignment of political-military scales and terrains of conflict that have renewed discourses concerning the contemporary imperialist interests of key US-based but transnationally-projected social forces, leading to arguments that stress the invigorated geo-political dimension of present-day strategies of capitalist accumulation. With the election of Álvaro Uribe Vélez as Colombian President in May 2002 and his pledge to strengthen the national military campaign aganist the region´s longest-surviving insurgency guerrilla group, Las FARC-EP, as well as other guerrilla factions, combined with a new focus on establishing the State project of “Democratic Security”; the military realm of governance and attempts to ensure property security and expanding capitalist investment have attained precedence in Colombia´s national political domains. This working paper examines the interrelated nature of Plan Colombia -as a binational and indeed regional security strategy- and Uribe´s Democratic Security project as a means of showing the manner in which they have worked to pave the way for the implementation of a new “total market” regime of accumulation, based on large-scale agro-industrial investment which is accelerated through processes of accumulation via dispossession. As such, the political and social reconfigurations involved manifest the multifarious scales of governance that become intertwined in incorporating neoliberalism in specific regions of the world economy. Furthermore, the militarisation-securitisation of such policies also illustrate the explicit contradictions of neoliberalism in a peripheral context, where coercion seems to prevail, something which leads to a profound questioning of the extent to which neoliberalism can be thought of as a hegemonic politico-economic project.

Since 1999, with the adoption of expansion policy in higher education by the Chinese government, enrollment and graduate numbers have been increasing at an unprecedented speed. Accustomed to a system in which university graduates were placed, many students are not trained in “selling themselves”, which exacerbates the situation leading to a skyrocketing unemployment rate among new graduates. The idea of emphasizing career services comes with increasing employment pressure among university graduates in recent years. The 1998 “Higher Education Act” made it a legislative requirement. Thereafter, the Ministry of Education issued a series of documents in order to promote the development of career services. All higher education institutions are required to set up special career service centers and to set a ratio of 1:500 between career staff and the total number of students. Related career management courses, especially career planning classes, are required to be clearly included as specific modules into the teaching plan with a requirement of no less than 38 sessions in one semester at all universities. Developing career services in higher education has thus become a hot issue. One of the more notable trends in higher education in recent years has been the transformation of university career service centers from merely being the coordinators of on-campus placement into full service centers for international career development. The traditional core of career services in higher education had been built around guidance, information and placements (Watts, 1997). This core was still in place, but the role of higher education career services has changed considerably in recent years and the nature of each part is being transformed (Watts, 1997). Most services are undertaking a range of additional activities, and the career guidance issue is emphasized much more than before. Career management courses, especially career planning classes, are given special focus in developing career services in the Chinese case. This links career services clearly and directly with the course provision function. In China, most career service centers are engaging in the transformation period from a “management-oriented” organization to a “service-oriented” organization. Besides guidance services, information services and placement activities, there is a need to blend them together with the new additional teaching function, which follows the general trend as regulated by the government. The role of career services has been expanding and this has brought more challenges to its development in Chinese higher education. Chinese universities still remain in the period of exploration and establishment in developing their own career services. In the face of the new situation, it is very important and meaningful to explore and establish a comprehensive career services system to address student needs in the universities. A key part in developing this system is the introduction of career courses and delivering related career management skills to the students. So there is the need to restructure the career service sectors within the Chinese universities in general. The career service centers will operate as a hub and function as a spoke in the wheel of this model system, providing support and information to staff located in individual teaching departments who are responsible for the delivery of career education, information, advice and guidance. The career service centers will also provide training and career planning classes. The purpose of establishing a comprehensive career services system is to provide a strong base for student career development. The students can prepare themselves well in psychology, ideology and ability before employment with the assistance of effective career services. To conclude, according to the different characteristics and needs of students, there will be appropriate services and guidance in different stages and different ways. In other words, related career services and career guidance activities would be started for newly enrolled freshmen and continue throughout their whole university process. For the operation of a comprehensive services system, there is a need for strong support by the government in the form of macro-control and policy guarantee, but support by the government in the form of macro-control and policy guarantee, but also a need for close cooperation with the academic administration and faculties to be actively involved in career planning and employment programs. As an integral function within the universities, career services must develop and maintain productive relationships with relevant campus offices and key stakeholders both within the universities and externally.

A femtosecond-laser pulse can induce ultrafast nonthermal melting of various materials along pathways that are inaccessible under thermodynamic conditions, but it is not known whether there is any structural modification at fluences just below the melting threshold. Here, we show for silicon that in this regime the room-temperature phonons become thermally squeezed, which is a process that has not been reported before in this material. We find that the origin of this effect is the sudden femtosecond-laser-induced softening of interatomic bonds, which can also be described in terms of a modification of the potential energy surface. We further find in ab initio molecular-dynamics simulations on laser-excited potential energy surfaces that the atoms move in the same directions during the first stages of nonthermal melting and thermal phonon squeezing. Our results demonstrate how femtosecond-laser-induced coherent fluctuations precurse complete atomic disordering as a function of fluence. The common underlying bond-softening mechanism indicates that this relation between thermal squeezing and nonthermal melting is not material specific.

The non-university sector has been part of the Colombian higher education system for more than 50-years. Despite its long years of existence, it has never occupied such an important role within the education system as the one it is having today. Therefore, the aim of this work is to analyze the development of the non-university sector in the framework of the country’s social, educational and economic demands. Likewise, its actual situation and certain aspects of the relationship between its graduates and the world of work, i.e., graduates’ employment characteristics, the relationship of higher education studies and their work, as well as their early career success, are examined. In order to generate the required information, a graduate survey was carried out in Atlántico (Colombia). The target population was graduates from higher education institutions registered in Atlántico who were awarded a technical, technological or professional degree in 2008 from any of the following knowledge areas: Fine Arts, Health Science, Economy-Administration-Accountancy and similar, and Engineering-Architecture-Urban planning and similar. Besides, interviews with academic and administrative staff from non-university institutions were carried out, and higher education related documents were analyzed. As a whole, the findings suggest that the non-university sector is expanding and may help to achieve some of the goals, for which it is widely promoted i.e., access expansion for under-represented groups, enhancement of the higher education system, and the provision of programs pertinent to the needs of the market. Nevertheless, some aspects require further consideration, e.g., the sector’s consolidation within the system and its quality. As for the relationship between non-university higher education and the world of work, it was found to be close; particularly in those aspects related to the use of knowledge and skills in the work, and the relationship between graduates’ studies and their work. Additionally, the analysis of the graduates’ in their early career stages exposes the significant role that the socioeconomic stratum plays in their working life, particularly in their wages. This indicates that apart from education, other factors like the graduates’ economic or social capital may have an impact on their future work perspectives

The Khaling Rai live in a remote area of the mountain region of Nepal. Subsistence farming is central to their livelihood strategy, the sustainability of which was examined in this study. The sustainable livelihood approach was identified as a suitable theoretical framework to analyse the assets of the Khaling Rai. A baseline study was conducted using indicators to assess the outcome of the livelihood strategies under the three pillars of sustainability – economic, social and environmental. Relationships between key factors were analysed. The outcome showed that farming fulfils their basic need of food security, with self-sufficiency in terms of seeds, organic fertilisers and tools. Agriculture is almost totally non-monitized: crops are grown mainly for household consumption. However, the crux faced by the Khaling Rai community is the need to develop high value cash crops in order to improve their livelihoods while at the same time maintaining food security. Institutional support in this regard was found to be lacking. At the same time there is declining soil fertility and an expanding population, which results in smaller land holdings. The capacity to absorb risk is inhibited by the small size of the resource base and access only to small local markets. A two-pronged approach is recommended. Firstly, the formation of agricultural cooperative associations in the area. Secondly, through them the selection of key personnel to be put forward for training in the adoption of improved low-cost technologies for staple crops and in the introduction of appropriate new cash crops.

In West Africa, yam can be an important crop to reduce poverty and hunger if Research and Development measures identify and properly engage its key production factors for enhanced outputs and better income. Data from 1400 households in Ghana and Nigeria were collected in a multistage random sampling survey (and complementary data from 76 farm family fields) with a structured questionnaire and qualitative interview questions. The results showed that yam is produced mainly with crude inputs/technologies to reduce high dependence on labour, seed production and control of pests and diseases. Yam is produced widely with purchased inputs including seed yam and hired labour; chemical fertiliser, herbicide and pesticides are less often used. Analyses of determinants of use of purchased inputs reveal three serious impediments to expansion in yam production: the increasing scarcity and high cost of hired labour, shortage of suitable land and poor farm roads. As employment opportunities for unskilled labour in urban centres are presently expanding, increased yam production will be hard to achieve without labour-saving inputs for at least some of the production tasks, especially seedbed preparation and weeding, and without improvement in infrastructure.

Since dwarf napiergrass (Pennisetum purpureum Schumach.) must be propagated vegetatively due to lack of viable seeds, root splitting and stem cuttings are generally used to obtain true-to-type plant populations. These ordinary methods are laborious and costly, and are the greatest barriers for expanding the cultivation area of this crop. The objectives of this research were to develop nursery production of dwarf napiergrass in cell trays and to compare the efficiency of mechanical versus manual methods for cell-tray propagation and field transplanting. After defoliation of herbage either by a sickle (manually) or hand-mowing machine, every potential aerial tiller bud was cut to a single one for transplanting into cell trays as stem cuttings and placed in a glasshouse over winter. The following June, nursery plants were trimmed to a 25–cm length and transplanted in an experimental field (sandy soil) with 20,000 plants ha^(−1) either by shovel (manually) or Welsh onion planter. Labour time was recorded for each process. The manual defoliation of plants required 44% more labour time for preparing the stem cuttings (0.73 person-min. stemcutting^(−1)) compared to using hand-mowing machinery (0.51 person-min. stem-cutting^(−1)). In contrast, labour time for transplanting required an extra 0.30 person-min. m^(−2) (14%) using the machinery compared to manual transplanting, possibly due to the limited plot size for machinery operation. The transplanting method had no significant effect on plant establishment or plant growth, except for herbage yield 110 days after planting. Defoliation of herbage by machinery, production using a cell-tray nursery and mechanical transplanting reduced the labour intensity of dwarf napiergrass propagation.

El modelo de franquicia ha evolucionado desde su inicio en Estados Unidos, en 1862, por Singer Sewing Machine Company debido a la necesidad de superar los problemas de distribución y cobertura de sus productos. Diversas empresas decidieron seguir con este modelo ya que sus ventajas eran mayores para penetrar mercados nuevos. Un claro exponente de la optimización de este modelo es McDonald"s que tiene más de 25.4651 franquicias en 126 países, pero para que se diera esta expansión contaron con criterios propios del modelo de franquicia que garantizan el éxito, los cuales son: estandarización de procesos y procedimientos (consignados en manuales), un "Know How" diferenciador, una marca consolidada, un plan de expansión estratégico y un modelo de negocio característico; tales variables son insustituibles para el desarrollo satisfactorio del modelo de franquicia. A nivel Colombia el primer acercamiento de franquicia lo dio la multinacional Burger King en 1980, pero luego las empresas colombianas decidieron seguir este modelo siendo Kokoriko la pionera seguida de Presto y Frisby. Una de las empresas que utiliza el modelo de franquicias en Colombia es Pan Pa" Ya!, pero es una franquicia diferente, se llama Franquicia financiera, ya que el franquiciado solo es un inversionista que aporta el capital, pero la administración esta a cargo del franquiciador. La empresa empezó utilizando el modelo tradicional de franquicia, pero este no fue exitoso debido a que los procesos no estaban totalmente estandarizados, no existía la tecnología del pan congelado y el proceso de supervisión de los locales franquiciados era muy difícil. Hoy, la situación ha cambiado y la empresa está estudiando si continuar con el modelo de franquicia financiera o volver al modelo tradicional de franquicia.

El estudio de caso a desarrollar va a comprender la viabilidad de exportación de una empresa Colombiana llamada Jushi Design Limitada, la cual lleva 35 años en el mercado Colombiano con un gran reconocimiento en sus clientes y en el mercado mismo. Los casos de internacionalización de las empresa son hoy en día muy bien visto y de gran ejecución en las empresas colombianas debido al entorno en cual estamos viviendo, después de la apertura económica en el país las empresas se han puesto en la tarea de abrir sus mercados a otros países, como de igual manera importar productos de otros países, generando un comercio mucho más libre, sin fronteras u obstáculos. La globalización ha generado el intercambio de muchos productos ayudando al desarrollo de los países. Hoy en día el consumidor tiene la oportunidad de poder encontrar gran variedad de un solo producto en el mercado teniendo la posibilidad de elegir a sus necesidades la mejor opción. La ropa de moda femenina es un artículo en el cual las mujeres están muy al tanto de lo que sale y se comercializa sin olvidar las últimas tendencias y prendas que están a la moda. Es por esto que una empresa como Jushi Design Limitada con mucho tiempo en el mercado nacional está interesada en el desarrollo del plan exportador, así mismo el estar posesionado en las principales ciudades del país colombiano es de gran ayuda para el desarrollo de los objetivos planteados ya que se a preocupado por expandirse en el territorio nacional con sus prendas de últimas tendencias y gustos en las mujeres. No solo se realizara un estudio de viabilidad de exportación hacia la empresa Jushi Design Limitada si no también se buscara fortalezas y debilidades de la organización con el fin de poder contribuirle de alguna forma a la empresa sus problemas en los cuales frecuentan internamente y externamente. De esta forma entenderán cual es la salida a las diferentes debilidades que frecuentan dado el caso que las tengan. Es importante dar entender que por más que una empresa este en las mejores condiciones y posicionamiento en el mercado hay ciertas variables de las cuales toda empresa depende para el gran éxito y perdurabilidad en el tiempo, como lo son los aspectos políticos, sociales, económicos culturales entre otros. Todos estos son de gran fundamento para la consecución de los objetivos, buscar un país que cumpla con todas estas expectativas es muy importante para poder conseguir los objetivos planteados. Sin embargo nos basaremos en el aspecto comercial de Colombia frente al otro país ya que en este caso sería el primordial para encontrar el país indicado a realizar el estudio. Se realizara el diagnostico e investigación de mercados, con el fin de determinar tanto la situación de la empresa como la viabilidad en la que se encuentra, para la obtención del planteamiento del problema. Se buscara penetrar otros mercados con las diferentes colecciones que Jushi Design Limitada obtiene en el ano, de esta forma mostrara las últimas tendencias de la moda femeninas y sus diferentes y nuevos diseños en el mercado exterior. Las colecciones estarán fundamentas de acuerdo a la ocasión, clima y gusto de la persona, teniendo en cuenta aspectos como clima, moda, y ocasión en el cual este último está fundamentado mediante la época o momento en el cual está viviendo el cliente siendo en este caso la mujer.

La pérdida del litoral Boliviano en 1904, ha traído consigo, el aislamiento de procesos y fenómenos mundiales tales como la navegación y exploración libre de vías de comercio para la ampliación de sus intereses económicos y sociales, también ha deteriorado el ánimo de una nación que vive con la memoria de haber sido de algún modo víctima de un desfalco centenario. El diferendo de la región sur de Bolivia, es una de las situaciones políticas fronterizas que han ceñido a lo largo de la historia las relaciones bilaterales entre ambas naciones. Sin embargo, la dimensión del diferendo poco a poco se ha convertido en un asunto de política continental, debido a que muchas naciones en el mundo están de acuerdo en apoyar la devolución de una salida al mar para Bolivia. Lo que en un inicio fue un asunto bilateral, con el paso del tiempo se fue convirtiendo en un asunto multilateral y de importancia continental.

In the context of the digital business ecosystems, small organizations cooperate between them in order to achieve common goals or offer new services for expanding their markets. There are different approaches for these cooperation models such as virtual enterprises, virtual organizations or dynamic electronic institutions which in their lifecycle have in common a dissolution phase. However this phase has not been studied deeply in the current literature and it lacks formalization. In this paper a first approach for achieving and managing the dissolution phase is proposed, as well as a CBR process in order to support it in a multi-agent system

La democratización que conoce América Latina desde la década de los noventa del siglo pasado, el debilitamiento del marxismo dogmático, la terminación de la guerra fría y la presencia de nuevos actores sociales en la arena política han modificado el tradicional equilibrio de poderes en la región. Desde entonces han comenzado a desarrollarse nuevos movimientos sociales como los de derechos humanos, de grupos indígenas, de género, etc., lo que ha favorecido a las formaciones de centro izquierda. Es así como una ola de movimientos y partidos de izquierda se ha ido extendiendo por América Latina. El triunfo electoral de líderes de formaciones de izquierda en sucesivos países constituye la expresión más evidente de esta dinámica.

Este proyecto trata acerca del sector floricultor colombiano (2005-2009)y su relación con el mercado japonés, como proveedor potencial de flores de alta calidad y altamente valoradas en el mercado. Adicionalmente, se busca proponer a los floricultores colombianos la posibilidad de fortalecer su presencia en el mercado japonés, el cual ofrece grandes e importante oportunidades para su fortalecimiento y expansión.
