D'un temps ençà, diferents instàncies reclamen per als habitants del continent africà el seu dret a l'educació com un dels fonaments del desenvolupament. No obstant això, en la pràctica es confon l'esmentat dret, immanent en qualsevol societat humana, amb un sistema escolar a l'occidental, esqueixat de l'experiència infantil africana i desestructurant d'unes cultures que socialitzen els individus a partir de cercles concèntrics que parteixen del familiar i de l'entorn social més immediat. L'objectiu d'aquest article és proposar una reflexió sobre l'esmentat fenomen; i reclamar, a partir de l'anàlisi d'exemples determinats, el dret dels africans a una formació integral, a partir dels valors propis i dels àmbits més pròxims, sense especialistes ni programes, globalitzat, que no separi els fills de la seva família ni del seu entorn, com a instrument principal d'adquisició i de formació del coneixement i d'adaptació al món actual.

The DOT monitors performance of five core functions, under which are eight services, products and activities (SPAs). In all, 56 measures are used to monitor the core functions and SPAs in the DOT’s performance plan. (See Iowa DOT Performance Report – FY2009, pages 1A-9A.) Overall, DOT’s performance was good in fiscal year 2009. Of the 56 measures in the DOT’s performance plan, 43 measures (77%) met or exceeded their targets. Of the 13 measures falling short, ten were within four percent of their target. This means 95 percent of DOT measures met or exceeded 96 percent of their preset target. Performance measures monitoring the core functions of Physical Asset Management and Resource Management showed the DOT did a good job managing resources. A total of 11 of the 14 (79%) core function and SPA measures met or exceeded their predetermined targets. Two of the three measures falling short were within four percent of its target. Core function and SPA measures within the Transportation Systems core function indicated good performance. A total of 22 of the 30 (73%) core function and SPA measures met or exceeded their predetermined targets. Overall, six of the eight measures falling short were within four percent of their target. Performance measures monitoring the core functions of Enforcement and Investigation and Regulation and Compliance showed the DOT performed well. A total of 10 of the 12 (83%) core function and SPA measures met or exceeded their predetermined targets. Both of the measures falling short were within four percent of their target.

[eng] Aim: The paper examines the current situation of recognition of patients' right to information in international standards and in the national laws of Belgium, France, Italy, Spain (and Catalonia), Switzerland and the United Kingdom.Methodology: International standards, laws and codes of ethics of physicians and librarians that are currently in force were identified and analyzed with regard to patients' right to information and the ownership of this right. The related subjects of access to clinical history, advance directives and informed consent were not taken into account.Results: All the standards, laws and codes analyzed deal with guaranteeing access to information. The codes of ethics of both physicians and librarians establish the duty to inform.Conclusions: Librarians must collaborate with physicians in the process of informing patients.

The article analyses the functioning of the different systems employed for compensating authors for the right of public lending in libraries. Following a historical review, the text explores the principal aspects covered by standards: libraries included, works affected, methods for calculating the compensations, economic costs of the systems and beneficiaries. The main conclusions make reference to the diversity of legislative approaches in different countries and to the probable increase in the number of countries that will be applying this type of norm in the coming years

This information is provided in accordance with the State of Iowa Accountable Government Act, Iowa Code chapter 8E. The two basic business functions of the IUB are utility regulation and compliance, and resource management. This report covers performance information for both of these areas.
