This article presents the notion of the postmodern midwife, defining her as one who takes a relativistic stance toward bio-medicine and other knowledge systems, alternative and indigenous, moving fluidly between them to serve the women she attends. She is locally and globally aware, culturally competent, and politically engaged, working with the resources at hand to preserve midwifery in the interests of women. Her informed relativism is most accessible to professional midwives but is also beginning to characterize some savvy traditional midwives in various countries. Thus the concept of the postmodern midwife can serve as a bridge across the ethnic, racial, and status gaps that divide the professional from the traditional midwife, and as an analytical focal point for understanding how the members of each group negotiate their identities and their roles in a changing world.

Intersectionality has been adopted as the preferred term to refer to and to analyze multiple axes of oppression in feminist theory. However, less research examines if this term, and the political analyses it carries, has been adopted by women's rights organizations in various contexts and to what effect. Drawing on interviews with activists working in a variety of women's rights organizations in France and Canada, I show that intersectionality is only one of the repertoires that a women's rights organization might use to analyze the social experience and the political interests of women situated at the intersection of several axes of domination. I propose a typology of four repertoires that activists use to reflect on intersectionality and inclusiveness. Drawing on a quantitative and qualitative analysis of the interview data, I show that hegemonic repertoires about racial or religious identity in one national context shape the way activists and organizations understand intersectionality and its challenges. The identity of organizations, as well as their main function (advocacy or providing service), also shape their understanding of intersectional issues.

This article challenges the notion of economic rationality as a criterion for explaining ethnic boundary maintenance. It offers an ethnographic analysis of inter-ethnic relations in the context of games (cockfights and game-fishing contests) in the island of Raiatea (French Polynesia). Although all players engage in the same basic gambling practices, money is differentially scaled and mobilized by the Tahitian and Chinese participants. Building on recent pragmatic approaches to rationality, it is shown that the players' rationalities differ not from the point of view of economic maximization, but only in so far as they participate in social relations at different scales.

Trata-se de um estudo com abordagem multimetodológica apoiado na Teoria das Representações Sociais, com o objetivo de apreender as representações que o quesito cor tem para usuárias e profissionais de serviços públicos de saúde. Foi realizado em Unidades Básicas de Saúde do município de Salvador com 103 sujeitos. Os dados foram coletados por meio do Teste de Associação Livre de Palavras e da entrevista semiestruturada. Utilizou-se Análise Fatorial de Correspondência e análise temática. Os resultados mostram oposição de respostas entre pessoas que se autoclassificaram como brancas e pretas e oposição entre as pessoas mais jovens e mais velhas do estudo. As representações sobre o quesito cor retratam a complexidade da classificação racial e a necessidade de efetivação de trabalhos sobre políticas de saúde e de raças brasileiras.

BACKGROUND: The race- and sex-specific epidemiology of incident heart failure (HF) among a contemporary elderly cohort are not well described. METHODS: We studied 2934 participants without HF enrolled in the Health, Aging, and Body Composition Study (mean [SD] age, 73.6 [2.9] years; 47.9% men; 58.6% white; and 41.4% black) and assessed the incidence of HF, population-attributable risk (PAR) of independent risk factors for HF, and outcomes of incident HF. RESULTS: During a median follow-up of 7.1 years, 258 participants (8.8%) developed HF (13.6 cases per 1000 person-years; 95% confidence interval, 12.1-15.4). Men and black participants were more likely to develop HF. No significant sex-based differences were observed in risk factors. Coronary heart disease (PAR, 23.9% for white participants and 29.5% for black participants) and uncontrolled blood pressure (PAR, 21.3% for white participants and 30.1% for black participants) carried the highest PAR in both races. Among black participants, 6 of 8 risk factors assessed (smoking, increased heart rate, coronary heart disease, left ventricular hypertrophy, uncontrolled blood pressure, and reduced glomerular filtration rate) had more than 5% higher PAR compared with that among white participants, leading to a higher overall proportion of HF attributable to modifiable risk factors in black participants vs white participants (67.8% vs 48.9%). Participants who developed HF had higher annual mortality (18.0% vs 2.7%). No racial difference in survival after HF was noted; however, rehospitalization rates were higher among black participants (62.1 vs 30.3 hospitalizations per 100 person-years, P < .001). CONCLUSIONS: Incident HF is common in older persons; a large proportion of HF risk is attributed to modifiable risk factors. Racial differences in risk factors for HF and in hospitalization rates after HF need to be considered in prevention and treatment efforts.

En este trabajo presentaremos un estudio de caso para examinar las estrategias más recurridas de negación del racismo en el discurso periodístico. Tomando las herramientas del Análisis Crítico del Discurso (ACD), examinaremos una serie de noticias nacionales que negaban una misma acusación de racismo referente a un hecho acontecido durante los Juegos Olímpicos de 2008. Exploraremos las formas y efectos que tiene la negación por parte de la prensa deportiva y veremos cómo refleja a su vez estrategias etnocentristas de representación social. Reflexionaremos también sobre el papel que esta forma de discurso puede desempeñar posteriormente en la opinión pública, relacionándolo finalmente como una manifestación discursiva del llamado “nuevo racismo”.

“Señor Presidente, ¿cuándo tendré mi piso?” 1A pesar de la existencia de otros y muy diversos problemas, el acceso a la viviendasupone un auténtico quebradero de cabeza para aquellos que, por suerte o por desgracia,desean independizarse. En las encuestas, el encarecimiento de los precios es el principalproblema de los españoles; en la calle, el acceso a una vivienda supone una auténtica carrerade obstáculos; en los platós de televisión, sin embargo, el problema de la emancipaciónúnicamente sirve para poner en aprietos al Presidente del Gobierno.¿Qué hay de cierto en la mediatización del problema? ¿Es realmente difícil accedera una vivienda? Si lo es, ¿por qué? ¿Puede la Administración dar respuesta a este problemade forma eficaz y, siendo más exigentes, de forma eficiente? ¿O es la intervención fácticaun problema al libre funcionamiento del mercado? En las páginas que siguen hemosintentado dar respuesta a estas y muchas otras consideraciones.Podemos argüir, en una primera reflexión, que el problema de acceso a la viviendase debe a su encarecimiento en los últimos años. Pero, ¿cómo? Pues bien, el encarecimientoha sido motivado por un increíble aumento de la demanda especulativa no habitacional (esdecir, gente que invierte para no habitar y revender), al mismo tiempo que el sustitutomercado del alquiler se ha mostrado descoordinado y poco preparado para dar cabida aaquellos desdeñados por la propiedad.Ante esta situación, el Estado tenía dos opciones: intervenir en el mercado opermitir el libre albedrío. La creación de Viviendas de Protección Oficial y el incentivo alalquiler han sido los estandartes de la intervención pública en estos últimos años. Las VPOno han podido dar cabida a la totalidad de la demanda, precisamente por la restricción en lacapacidad financiera estatal que impide tal nivel de inversión. La discriminación por nivelde renta y la alta movilidad de los inquilinos se hacen imprescindibles.Mientras, el alquiler, cuyo futuro es casi panaceico, se enfrenta a diversos retos. Lanula protección contractual y la baja rentabilidad suponen serias trabas a la salida de pisosal mercado. La potencialidad de este tipo de tenencia es conceptualmente prometedora:consumo de vivienda a precios más bajos.1 Pregunta formulada al Presidente del Gobierno por uno de los participantes del programa televisivo“Tengo una pregunta para usted”, emitido por Televisión Española.

In this paper we attempt to describe the general picture reasons behind the world population explosion during the 20th century. In general we comment that if, according to some, at the end of the 20th century there were too many people, this was has a consequence of scientific innovation, circulation of information, and economic growth, leading to a dramatic improvement in life expectancies. Nevertheless, a crucial variable shaping differences in demographic growth is fertility. In this paper we identify as important exogenous variables affecting fertility female education levels, infant mortality, and racial identity and diversity. It is estimated that three additional years of schooling for mothers leads on average (at the world level ) to one child less per couple. Even if we can identify a worldwide trend towards convergence in demographic trends, the African case needs to be given more attention, not only because of its different demographic patterns, but also because this is the continent where the worldwide movement towards a higher quality of life has not yet been achieved for an important share of the world's population.

Refletir sobre a descolonização e sobre os fluxos humanos nos espaços de encontros e desencontros, de aproximações e de fossos de incompreensão que foram as colônias e suas respectivas metrópoles exige a observação da história das relações coloniais. Para o que se propõe neste trabalho cabe então começar por uma apresentação, ainda que breve, do que foi a relação entre Portugal e Angola. Apesar dos primeiros contatos entre Portugal e a região que atualmente compreende o Estado angolano remontarem ao século XV, a conversão de Angola em uma colônia de povoamento foi um processo iniciado em fins do século XIX, mas que só ganharia fôlego a partir de meados do século XX (Castelo, 2007). Em nenhum dos territórios africanos onde o colonialismo de povoamento teve lugar – África do Sul, Argélia, Rodésia do Sul, Quênia, Angola e Moçambique – desenvolveu-se um modelo puro de colônias de povoamento, como o dos EUA, por exemplo. O colonialismo de povoamento praticado no continente africano no século XX baseou-se simultaneamente no povoamento europeu com caráter definitivo, no domínio político e jurídico da metrópole sobre as populações indígenas e na exploração da mão-de-obra e dos recursos locais (Castelo, 2007; Elkins; Pedersen, 2005). Seguindo este padrão, nas colônias portuguesas rigorosas políticas em relação ao controle da terra e do trabalho das populações nativas coexistiram com a retórica da promoção de uma mistura racial harmoniosa através da fixação de colonos metropolitanos nos territórios africanos.

1. A ideia de que os seres humanos nascem livres e são iguais em dignidade, apesar de relativamente prosaica, tem uma poderosa força simbólica, com implicações concretas no campo de interacção e na forma como nos vemos a nós próprios e aos outros, enquanto indivíduos livres, com concepções próprias e formas particulares de realização pessoal, a quem devem ser garantidos espaços de autonomia e assegurado um mínimo existencial para as perseguir e concretizar, e que não podem ser nem beneficiados e nem discriminados injustificadamente, com base em categorias suspeitas de raça, religião, posição social, etc. Os direitos humanos consubstanciam-se, de facto, numa das mais poderosas forças ideológicas e institucionais que moldaram o ethos da modernidade e, gradualmente, se consolidaram e projectaram por grande parte do Mundo, particularmente no Ocidente. Com efeito, desde as revoluções liberais dos Séculos XVII e XVIII, com o surgimento do Estado liberal inglês e a democracia norte-americana, com o reconhecimento dessa categoria de direitos pela Declaração Francesa dos Direitos do Homem e do Cidadão de 1789 que, gradualmente, mas com hiatos importantes, os direitos humanos se têm afirmado como um dos pilares indissociáveis do Estado de Direito Democrático e, de certa forma, da própria comunidade internacional. Não obstante, foi curiosamente na sequência de um dos mais evidentes retrocessos que, aliás, não podem ser dissociados da própria modernidade, que eles se consolidam igualmente na esfera internacional, condição indispensável para a sua projecção além do número reduzido de países supramencionados. Destarte, o fim da II Guerra Mundial e as violações grosseiras aos direitos humanos promovidas principalmente pela Alemanha - mas também, embora sem qualquer equivalência, pela União das Repúblicas Socialistas Soviéticas e por outras potências vencedoras -, Declaração Universal dos Direitos Humanos de 19481 deixaram transparecer, de forma inequívoca, a necessidade de transformar princípios morais universais, decantados por filósofos e literatos, numa realidade positivada e palpável que pudesse conter a liberalidade de tratamento de Estados sobre indivíduos. Nasce, deste modo, a base do Direito Internacional dos Direitos Humanos, com a, posteriormente desenvolvida pelo conjunto de documentos que compõem a actual International Bill of Rights (Carta Internacional dos Direitos Humanos), designadamente os dois pactos de 1966 e convenções destinadas a lidar com situações ou categorias especiais de pessoas (discriminação racial, tortura, mulheres e crianças).

Lutzomyia columbiana es un flebotomíneo considerado como vector sospechoso de Leishmania mexicana y Leishmania braziliensis en Colombia. Este insecto pertenece al grupo verrucarum, que incluye algunos taxones isomórficos, lo que ha estimulado la búsqueda de marcadores moleculares que permitan, además de diferenciar las especies, estudiar sus relaciones de parentesco. En este artículo se describe por primera vez la estructura putativa del ARN de transferencia mitocondrial para serina que reconoce el codón UCN (ARNtSer) de Lu. columbiana. El ADN genómico fue extraído, amplificado y secuenciado a partir de seis especímenes colectados con cebo humano. La estructura secundaria del ARNtSer fue inferida con el programa tRNAscan-SE 1.21. El gen ARNts consistió de 67 pares de bases (pb), encontrándose un solo haplotipo en los seis individuos secuenciados. El ARNtSer de Lu. columbiana mostró 7 apareamientos intracatenarios en el brazo aceptor del aminoácido, 3 en el brazo dihidrouridina (DHU), 5 en el brazo del anticodón y 5 en el brazo ribotimidina-pseudouridina-citosina (TøC). El tamaño de las lupas correspondió a 5 nucleótidos en la DHU, 7 en la anticodón, 4 en la variable y 7 en la TøC. Lu. columbiana se distingue del resto de especies de Lutzomyia y Phlebotomus secuenciadas a la fecha por la presencia de una guanina en la posición nucleotídica 64, que produce un apareamiento no canónico tipo uracilo-guanina en el brazo aceptor. Se necesitan más estudios para confirmar la utilidad del ARNtSer como marcador molecular para la discriminación de especies de flebotomíneos.

In this paper we attempt to describe the general reasons behind the world populationexplosion in the 20th century. The size of the population at the end of the century inquestion, deemed excessive by some, was a consequence of a dramatic improvementin life expectancies, attributable, in turn, to scientific innovation, the circulation ofinformation and economic growth. Nevertheless, fertility is a variable that plays acrucial role in differences in demographic growth. We identify infant mortality, femaleeducation levels and racial identity as important exogenous variables affecting fertility.It is estimated that in poor countries one additional year of primary schooling forwomen leads to 0.614 child less per couple on average (worldwide). While it may bepossible to identify a global tendency towards convergence in demographic trends,particular attention should be paid to the case of Africa, not only due to its differentdemographic patterns, but also because much of the continent's population has yet toexperience improvement in quality of life generally enjoyed across the rest of theplanet.

L’any 2010, la Policia de la Generalitat-Mossos d’Esquadra regula per primera vegada, mitjançant una ordre de servei 1/2010 i un procediment intern, quines són les principals actuacions policials en matèria d’atenció, denúncia i seguiment a víctimes d’il·lícits penals motivats per l’odi i la discriminació. S’incorporen nous àmbits a l’aplicació d’Atestats i denúncies, amb la finalitat de visibilitzar les següents problemàtiques relacionades amb l’odi i la discriminació: · Aporofòbia · Antisemita · Disminuït físic/sensorial · Disminuït psíquic/mental · Ètnic/origen nacional/origen racial · Homofòbia · Orientació política · Religiós · Sexisme L’any 2012, amb motiu de la implantació d’un nou Pla d’atenció i seguiment a víctimes del Departament d’Interior, la Direcció General de la Policia impulsa un procés de millora de tota la documentació que regula l’atenció de les víctimes no només de violència masclista o domèstica sinó també d’altres col·lectius especialment vulnerables com són les víctimes d’il·lícits penals motivats per l’odi i la discriminació. Es realitza una instrucció operativa, AV-IN-22 L’atenció a les víctimes d’il·lícits penals motivats per l’odi i la discriminació, amb l’objectiu de dotar a la PG-ME d’uns criteris i normes bàsiques d’actuació en relació a la prevenció, la detecció, particularitats de la instrucció / denúncia, i el seguiment i protecció d’aquestes víctimes.

The State of Iowa and the Hiring Practices Working Group commissioned this review of the State’s hiring practices in response to recent concerns about these practices involving racial discrimination claims against the Departments of Human Services, Transportation, and Iowa Workforce Development. The State of Iowa should be commended for undertaking this review. The State has a longstanding Affirmative Action Program and commitment to diversity – they instituted their Affirmative Action Program in 1973, and continue their commitment to its success by making the changes necessary to ensure the program is viable and sustainable. Iowa Department of Administrative Services In July 2003, the State created the Iowa Department of Administrative Services (DAS) as a way to manage and coordinate the major resources of state government. DAS provides human resource services through an entrepreneurial management model. Entrepreneurial management is a customer-focused approach to delivering services. The customer departments have input about what services and products they want from DAS and in turn DAS is funded by the customer departments through purchases of DAS services and products. DAS looks to offer new and additional services (for example recruitment support and coordination) to various customers on a fee-for-service basis. A customer council is charged with approving the DAS business plan, establishing the rate for services, and reviewing service delivery and complaints. Under this entrepreneurial model, human resource services are provided by DAS-HRE (Human Resources Enterprise) central staff, 12 DAS-HRE Personnel Officers located at the customer departments, and customer agency staff. The majority of the recruitment and hiring functions are done by the customer (hiring) departments and their staff. Applications for employment are submitted using the BrassRing system with applicants being qualified by DAS-HRE employees. Since the creation of Human Resources Enterprise, DAS-HRE has strived to provide human resource tools to the departments. The Screening Manual and the Supervisor’s Manual are just two examples of the resources created for the hiring departments. They also provide Supervisor Training for newly appointed supervisors. Larger departments have dedicated staff assigned to human resource activities. The staff at the departmental level may or may not have a human resources background. Iowa Population and Workforce The 2000 U.S. Census indicated that Iowa’s population was 2,926,324. According to this census, 92.6 percent of Iowa’s population identified their race as white (alone). The nonwhite alone or minority population (including Black or African American, Asian, Native Hawaiian or Pacific Islander, Hispanic or Latino, American Indian or Alaska Native, two or more races, or some other race) was 7.4 percent.

BACKGROUND: The risk of end stage renal disease (ESRD) is increased among individuals with low income and in low income communities. However, few studies have examined the relation of both individual and community socioeconomic status (SES) with incident ESRD. METHODS: Among 23,314 U.S. adults in the population-based Reasons for Geographic and Racial Differences in Stroke study, we assessed participant differences across geospatially-linked categories of county poverty [outlier poverty, extremely high poverty, very high poverty, high poverty, neither (reference), high affluence and outlier affluence]. Multivariable Cox proportional hazards models were used to examine associations of annual household income and geospatially-linked county poverty measures with incident ESRD, while accounting for death as a competing event using the Fine and Gray method. RESULTS: There were 158 ESRD cases during follow-up. Incident ESRD rates were 178.8 per 100,000 person-years (105 py) in high poverty outlier counties and were 76.3 /105 py in affluent outlier counties, p trend = 0.06. In unadjusted competing risk models, persons residing in high poverty outlier counties had higher incidence of ESRD (which was not statistically significant) when compared to those persons residing in counties with neither high poverty nor affluence [hazard ratio (HR) 1.54, 95% Confidence Interval (CI) 0.75-3.20]. This association was markedly attenuated following adjustment for socio-demographic factors (age, sex, race, education, and income); HR 0.96, 95% CI 0.46-2.00. However, in the same adjusted model, income was independently associated with risk of ESRD [HR 3.75, 95% CI 1.62-8.64, comparing the < $20,000 income group to the > $75,000 group]. There were no statistically significant associations of county measures of poverty with incident ESRD, and no evidence of effect modification. CONCLUSIONS: In contrast to annual family income, geospatially-linked measures of county poverty have little relation with risk of ESRD. Efforts to mitigate socioeconomic disparities in kidney disease may be best appropriated at the individual level.
