Families in market economies worldwide have long been confronted with the demands of participating in paid work and providing care for their dependent members. The social, economic and political contexts within which families do so differ from country to country but an increasing number of governments are being asked to engage, or better engage, with this important area of public policy. What seems like a relatively simple goal – to enable families to better balance care-giving and paid employment – has raised several difficulties and dilemmas for policy makers which have been approached in different ways. This paper aims to identify and critique the nature and development of the means by which legal engagement with work-family reconciliation has, historically, been framed in the European Union. In doing so, and with reference to specific cohorts of workers, we demonstrate how disjointed the strategies are in relation to working carers and argue that the EU is unlikely to provide the legal framework necessary to bring about effective change in this fundamentally important area of social policy.

The military offers a form of welfare-for-work but when personnel leave they lose this safety net, a loss exacerbated by the rollback neoliberalism of the contemporary welfare state. Increasingly the third sector has stepped in to address veterans’ welfare needs through operating within and across military/civilian and state/market/community spaces and cultures. In this paper we use both veterans’ and military charities’ experiences to analyse the complex politics that govern the liminal boundary zone of post-military welfare. Through exploring ‘crossing’ and ‘bridging’ we conceptualise military charities as ‘boundary subjects’, active yet dependent on the continuation of the civilian-military binary, and argue that the latter is better understood as a multidirectional, multiscalar and contextual continuum. Post-military welfare emerges as a competitive, confused and confusing assemblage that needs to be made more navigable in order to better support the ‘heroic poor’.

The controversy of growth: a debate between economists and sociologists about the Swedish public sector Has the ‘Swedish model’ forced Sweden into stagnating economic growth? And has this caused Sweden to lag behind other comparable OECD-countries from the 1970s and onwards, i.e. since Sweden chose a welfare path different from many other countries? This has been the subject of a more than twenty year long controversy between Walter Korpi, professor of sociology and social policy, and leading Swedish mainstream economists. In a series of articles, especially during the years of economic crisis in the 1990s, Walter Korpi claimed that other reasons than the Swedish model has to be taken into account when comparing welfare states and their impact on economic growth, while the economists have persistently maintained the opposite view. These disputes over statistics and methodology have developed into what is here referred to as a science based controversy. This article analyzes the controversy between sociology and economy in accordance with controversy theory. In this way we can consider both the underlying social as well as political aspects of the debate, which leads to the conclusion that not every aspect of a science-based controversy is a byproduct of science itself.

O tema central deste trabalho é a avaliação de riscos em estratégias de investimentos de longo prazo, onde a necessidade de um exemplo prático direcionou à aplicação de Asset Liability Models em fundos de pensão, mais especificamente, a planos de benefício definido. Com os instrumentos de análise apresentados, acreditamos que o investidor com um horizonte de retorno de longo prazo tenha uma percepção mais acurada dos riscos de mercado a que está exposto, permitindo uma seleção de carteiras mais adequada aos objetivos de gestão. Para tanto, a inclusão de variáveis de decisão que procuram quantificar os objetivos de gestão - indo além do modelo simplificado de média-variância - exerce papel de fundamental importância.

From a methodological point of view, this paper makes two contributions to the literature. One contribution is the proposal of a new measure of pro-poor growth. This new measure provides the linkage between growth rates in mean income and in income inequality. In this context, growth is defined as propoor (or anti-poor) if there is a gain (or loss) in the growth rate due to a decrease (or increase) in inequality. The other contribution is a decomposition methodology that explores linkages between growth patterns and social policies. Through the decomposition analysis, we assess the contribution of different income sources to growth patterns. The proposed methodologies are then applied to the Brazilian National Household Survey (PNAD) covering the period 1995-2004. The paper analyzes the evolution of Brazilian social indicators based on per capita income exploring links with adverse labour market performance and social policy change, with particular emphasis on the expansion of targeted cash transfers and devising more pro-poor social security benefits.

The principles of the Unified Health System (Sistema Único de Saúde - SUS) - universal attendance, integrated and decentralized administration and the users' participation - were included in the Federal Constitution of 1988 as a result of a political movement around the subject of the health which has begun in the second half of the decade of 70, together with the overcoming process of the authoritarian regimen established in 1964. This movement, which got the name of sanitary movement or movement for the Sanitary Reform, can be understood in its relationship with a process of cultural changing among the Brazilian left, that looked for new forms of facing the democracy and, with it, the social policy. This work part of the premise that one of the main influences to guide this new vision was the Italian Marxist Antonio Gramsci's thought. We've tried to identify, in the formation of the speech on the Sanitary Reform and in the definition of the political strategies of those that make efforts for it, the influences of Gramsci. To reach this objective, we analyzed the editorials of Saúde em Debate (Health in Debate) magazine, official vehicle of the Centro Brasileiro de Estudos de Saúde (Brazilian Health Studies Center - Cebes), which is still in activity, that represented, in the analyzed period, 1976 to 1988, the critical thought about the reality of the health in the country and finished to be the institution that supported the project of Sanitary Reform.

Este trabalho objetiva demonstrar a impossibilidade estrutural de democratização do Supremo Tribunal Federal (STF) a partir da participação social nas audiências públicas jurisdicionais. Para tanto, o trabalho divide-se em três partes. Na primeira, são abordados dois fenômenos macrossociais, a crise do Estado de bem estar e a globalização econômica, com a finalidade de resgatar as principais interpretações sobre a emergência do Judiciário e identificar os projetos normativos de reforma originados. Dentre eles, destaca-se a perspectiva de Vianna e Burgos (2002), pois seu conteúdo é verificado nos discursos oficiais que interpretam as audiências públicas como instrumentos democratizantes do STF. No segundo capítulo, pretende-se questionar a possibilidade de democratização participativa do STF a partir da teoria política de Poulantzas (2000). Para esta matriz conceitual, o direito, na formação social capitalista, organiza interesses e unifica o consentimento de forma a moldar o corpo social de acordo com as prioridades das classes posicionadas no bloco do poder dominante. Prevê a concessão de direitos e sua retirada conforme os movimentos políticos das classes, que estão em contínua disputa no interior de um Estado de características materiais e permeado por fissuras. Nesse sentido, as audiências públicas, são interpretadas como procedimentos que sofisticam o formalismo tradicional dos tribunais, ocultando o exercício do controle por mecanismos que aparentemente concederiam espaço para participação popular e igualariam as oportunidades de intervenção de agentes de diferentes grupos sociais. Estas características sugerem a impossibilidade de democratização de suas estruturas. Por fim, no terceiro capítulo, o estudo de caso das cinco audiências realizadas evidencia a reprodução da disposição litigiosa do processo jurídico nestes eventos, uma vez que os ministros pouco participam, dispõem os participantes em lados opostos como se estivessem exercendo o contraditório e somente utilizam os pronunciamentos das audiências em seus votos para reforçar argumentos de seu interesse. De acordo com as informações sistematizadas, o presente estudo sugere que as audiências públicas não provocam impactos democratizantes nas estruturas do STF. Ao contrário, sofisticam os procedimentos existentes para reproduzir o tradicional papel de controle dos aparelhos judiciais no interior do capitalismo.

Uma das grandes questões do federalismo brasileiro é o papel dos estados no campo das políticas públicas. Se por um lado o papel dos estados nas políticas públicas para sistemas de welfare state ainda passa por indefinições e a literatura que discute seu papel na participação da formulação e execução de políticas nas áreas de saúde, educação, assistência social e habitação é bastante restrita, o cenário aparenta ser bastante distinto no que tange às políticas de desenvolvimento econômico, por possuir significativa vantagem frente aos municípios e governo federal. A presente tese busca mostrar que o papel dos estados têm ampliado e se especializado mais em funções relativas à infraestrutura e ao desenvolvimento regional. Por meio do trabalho de análise, planejamento e capacidade de articulação com vários atores das agências de desenvolvimento estaduais e secretarias de desenvolvimento econômico, os estados podem visualizar de forma privilegiada suas particularidades e semelhanças nas atividades produtivas, de logística e de necessidades específicas, e assumem uma gama de ações de formulação, execução e implementação de políticas que envolvem articulação com os demais entes da federação, setor privado e sociedade civil e novas arquiteturas socioinstitucionais para a criação, desenvolvimento e manutenção de instrumentos de apoio. Neste ambiente institucional advém o estudo de mecanismos de associativismo territorial, notadamente os Arranjos Produtivos Locais, crescentemente utilizados como instrumentos de desenvolvimento regional pelos estados, com o apoio do governo federal. De natureza associativista e voluntária, os Arranjos Produtivos Locais são instrumentos que podem ser aproveitados e incrementados pelos estados, uma vez que a territorialidade na qual estão inseridos possuem vocação produtiva pré-existente, e intervenções em direção ao incentivo, capacitação e profissionalização são algumas das possibilidades de ação dos estados. A partir de tal premissa que o presente trabalho busca analisar o papel que os estados têm assumido na formulação, execução e articulação de políticas públicas para Arranjos Produtivos Locais. Ao assumir que os estados são melhor dotados de estrutura institucional do que os municípios e o governo federal para políticas específicas para Arranjos Produtivos Locais, busca-se compreender como três estados selecionados Pernambuco, Minas Gerais e Rio Grande do Sul têm tratado o tema.

A Constituição de 1988 trouxe em seu espírito e texto a participação social na elaboração e implementação de políticas públicas. Entretanto, a realização desse espírito não acontece sem que emerjam diferentes conflitos entre Estado e sociedade civil nos processos de tomada de decisão. Os conselhos de direitos, como o Conselho Municipal dos Direitos de Crianças e Adolescentes de São Paulo, e os conselhos de políticas sociais são o locus privilegiado da interação da sociedade civil e do Poder Público na definição e no controle das políticas públicas. Ainda, as parcerias entre Estado e organizações da sociedade civil perdem oportunidade e potência por responderem também a essa lógica deficiente da participação social. Isso é o que nos mostra a experiência do Fundo Municipal dos Direitos da Criança e do Adolescente de São Paulo.

This thesis, whose title is DEVELOPMENT AND SOCIAL ASSISTANCE: AN EFFECTIVENESS EVALUATION IN SOCIAL ASSISTENCE POLICY IN THE CITIES OF ASSÚ AND MOSSORÓ/RN (2004/2008), has as main aim to evaluate effectiveness in Social Assistance Policy in the cities of Assu and Mossoró/RN, from 2004 to 2008, identifying its impacts and effects in life of its users. The methodological process for the research was composed by: a) Literature review on this theme, development of public policies; social public policies, public policy evaluation and Social Assistance Policy in Brazil; b) Documental research from Municipal Management of Social Development and Municipal Counsels of Social Assistance in the cities of Assu and Mossoró/RN about the object of this study and empirical field; c) Field Research constituted by the realization of Focal Groups with Social Assistance users and semistructured interviews with municipal managers from Assú and Mossoró. It was also taken into account participant observations in events and activities related to Social Assistance previously mentioned, considering field management and also the response to users demands. Articulating the themes of Development and Public Social Policy in Social Assistance was the theoretical purpose for this thesis. To achieve this purpose, it was performed two theoretical displacements related, at the same time, to the notion of development and to the concept of Social Assistance, which means to comprehend development as social change and improvement in users life quality, expressed in the expansion of their capacities and liberties (SEN, 1993, 2000), and the Social Assistance as an element for development. Such displacements provide a view of Public policy and Social Policies and evaluate National Policy of Social Assistance achieved in those cities. As product, this thesis presents a methodological purpose for effectiveness evaluation in Public Policy, taking into account expansion of capacities and liberties, concluding that Social Assistance Policy in Assú and Mossoró/RN, even in lesser extent had its impact and caused effective results in the life of their users and provided an expansion of their capacities and liberties, improving life quality and empowered agent condition for those subjects. The results show that this Policy has been proved to be effective, and consequently, it was considered, in this thesis, to be also an element and an allied for development
