Atendimento ambulatorial versus programa de educação infantil : qual oferece mais mudança de hábito?

De acordo com um recente relatório da Organização Mundial de Saúde, a obesidade atingiu proporções epidêmicas em todo o mundo. Hoje a obesidade é muito comum e está começando a substituir a desnutrição e as doenças infecciosas. A obesidade está relacionada com doenças crônico-degenerativas e com sérias conseqüências psicológicas para o indivíduo. A obesidade é uma doença complexa e heterogênea, influenciada por diversos genes, no entanto, a combinação dos genes envolvidos no desenvolvimento de formas de obesidade ainda não foi definitivamente determinada (REILLY et al, 2002). A obesidade, ou o aumento da adiposidade, é geralmente atribuída a um desequilíbrio entre a energia ingerida (padrão alimentar) e a energia gasta (atividade física e metabolismo basal). Assim, o manejo da obesidade consiste em tornar esse balanço energético negativo, sendo o exercício considerado um dos aspectos principais, associado com mudanças alimentares e de estilo de vida saudáveis (ESCRIVÃO & LOPEZ, 1998). Dietas são, na maioria das vezes, transitórias. Então, a mudança de hábito alimentar e de atividade física são os aspectos principais, especialmente na criança, uma vez que a manutenção de peso irá proporcionar uma melhora dramática da composição corporal, já que o crescimento linear ainda existe. Mas, qualquer mudança de hábito necessita da colaboração da família (HILL et al, 1993). Assim, o presente estudo teve como objetivo principal comparar um programa de educação em obesidade infantil com o atendimento ambulatorial para manejo de obesidade infantil quanto a mudanças de hábitos alimentares e de atividade física e aquisição de conhecimentos em dieta saudável. Foi desenvolvido inicialmente um programa de educação em obesidade infantil e posteriormente comparado com o atendimento ambulatorial habitual. O presente estudo constou de um ensaio clínico randomizado entre crianças e adolescentes com idade entre 7 e 13 anos incompletos que tivessem IMC compatível para obesidade, de acordo com a idade e sexo, segundo classificação de COLE et al (2002). Os sujeitos foram aleatoriamente distribuídos em dois grupos. Cada grupo foi acompanhado por oito meses, sendo que o primeiro e o oitavo encontro serviram para responder questionários que avaliavam aspectos gerais, hábitos alimentares e de atividade física, conhecimentos gerais sobre dieta saudável e avaliação corporal. O grupo ambulatorial teve atendimento mensal com aferição de peso e orientações gerais quanto alimentação e atividade física. O grupo programa tinha encontro mensal, em grupo, seus participantes assistiam a uma aula expositiva e, posteriormente, eram divididos em grupos para atividades monitoradas, e os pais e/ou responsáveis ficavam discutindo suas dificuldades e como mudar hábitos. As 38 crianças inicialmente apresentavam algumas diferenças quanto a atividade física, mas após a intervenção elas se assemelharam, apresentando ambas tendência a desfechos favoráveis. O grupo programa passou a fazer mais atividade física e caminhar, e reduziu sedentarismo. O grupo programa foi mais efetivo em reduzir colesterol total. Houve também uma melhora do hábito alimentar do grupo programa, com menor consumo de massa + arroz, bebida láctea + leite, leite, salsicha + frios e sanduíche + bauru. Assim, conclui-se que as intervenções foram semelhantes e de sucesso, podendo-se aplicar mais o programa, que pode envolver menos profissionais, mais sujeitos e ser realizado em qualquer local, especialmente nas escolas, que são, na realidade, o local de mudança.

The management system based on lean thinking has led to significant changes in the companies that have decided to adopt it. Frequently, those changes do not create a sustainable position coherent with the good results that are obtained. Many are the causes being discussed and analyzed, not only in academia, but also by lean manufacturing institutes and companies. The existing practices related to the managerial information system and the implementation, development, and maintenance of the lean journey may be some of such causes. This dissertation emphasizes whether the changes generated by this type of management are being followed by the managerial information system. The development of such system was in many cases based on mass production, whose principles go against lean manufacturing concepts. Thus, the objective of this dissertation is to verify whether the traditional managerial information system can meet the needs of the companies that adopt lean manufacturing principles. Through a case study based on qualitative and exploratory research in an electronic equipment assembling company, the stage of the implementation of lean thinking concepts at the time of the field research was analyzed, as well as whether the metrics, financial and non financial indicators were suitable for lean principles. The aim of such study was to empirically verify if the criticism found in the existing literature was pertinent or not. The data collected through the analysis of the documentation, the interviews with managers and in loco observation was treated through the content analysis method. The main conclusion of the research is that, although the company in question is investing in training and applying lean principles in its production line and in some administrative activities, the current managerial information system does not demonstrate the specific results obtained with lean principles. However, how changes to the managerial information system will be implemented is yet to be determined. Currently, metrics and indicators aligned with lean management are being added to the managerial reports. As more lean tools are employed, mainly with the consolidation of more value streams, the company has already diagnosed the need for new indicators. The main office has started a diagnosis of measurement and control systems in a product line in one of its affiliates with the goal of studying the possibility of applying the so called lean accounting in the future.

The choice of accounting standards capable of defining the recognition, measurement and publicizing of financial and economic information to the general public constitutes one of the accounting community¿s greatest challenges. So, the analysis of the Fundamental Principles of Accounting and of the Conceptual Structure of Accounting becomes relevant because of its direct relation to the normative process and because it represents the essence of doctrines and theories relating to the Science of Accounting. Each country¿s set of rules diverges when it comes to creating and evidencing Accounting Statements, and that¿s why the harmonization of the International Accounting Rules is becoming more important among accountants: as an answer to the world qualitative and quantitative demand for information. When managers, answering a great variety of incentives, manipulate or manage the disclosure of accounting information, they show that the management of accounting information begins to represent a purposeful intervention in the process of elaboration of financial and economic statements with the intention of obtaining some private benefit. In this context, Accounting Regulation performs an important function in the technical procedure of professionals in the area and in the development of practices convergent with international standards, which, in their turn, are already in force. The present study, which is exploratory and non-experimental, aims at presenting and analyzing the process of accounting regulation under the perspective of rules and of the choice of accounting practices as an answer by regulated entities on a tridimensional perspective. The establishment of interaction among diverse fields, through interdisciplinarity, aims at bridging the gap between the fields of law and accounting by articulating concepts and cognitive schemes in a process of mutual enrichment. The research concludes that it is possible to apply concepts from Miguel Reale¿s Tridimensional Theory of Law in the study of accounting regulation.

Este estudo objetivou identificar de que forma as especificidades das organizações públicas influenciam a implementação da Gestão de Processos em seu âmbito. Para isso foi realizada uma análise de referenciais teóricos com a finalidade de delinear, principalmente, questões relevantes para entender as diferenças entre a administração pública e a privada e que impactam na implementação da Gestão de Processos naquelas organizações, e de subsidiar a elaboração de um roteiro de entrevistas estruturado. A partir dessa etapa, foi efetuada uma pesquisa de campo constituída por oito entrevistas com especialistas brasileiros de destaque no mundo acadêmico nos quadros de empresas ou instituições que atuam com Gestão por Processos, em consultorias nessa área e/ou profissionais com certificação internacional em processos, bem como com experiência na implantação da Gestão de Processos em organizações da Administração Pública Direta Federal. O resultado dessas entrevistas foi analisado, consolidado e examinado à luz da posição dos autores do referencial teórico. Na percepção dos especialistas consultados nesta pesquisa, a menor maturidade apresentada pelas organizações públicas, relacionada à medição de resultados e ao acompanhamento do desempenho, prejudica a tangilibilização dos resultados decorrentes da adoção da Gestão de Processos. Em consequência, as pessoas envolvidas têm dificuldade em perceber os ganhos que podem dela obter, situação que complica sobremaneira a possibilidade de movimentos de mobilização e o próprio comprometimento para a implementação da Gestão de Processos. Além disso, os entrevistados consideram que a postura e o perfil dos servidores públicos, aliados a outras especificidades das organizações públicas - tais como estabilidade na carreira; falta de mecanismos de reconhecimento e recompensa e de avaliação de desempenho criteriosa; cultura de documentação e controle excessivos e as disfunções da burocracia; e a descontinuidade na gestão devido a influências políticas - também podem prejudicar o engajamento, a motivação das pessoas para essa gestão e a identificação e implementação de melhorias contínuas nos processos organizacionais, atividades intrínsecas da Gestão de Processos.

A sociedade evoluiu, a oferta à educação superior aumentou e as instituições de ensino superior (IES) privadas passaram a investir em ações de marketing para se destacarem de seus concorrentes e tentarem obter maior quantidade de alunos matriculados. Esse fato foi responsável por provocar, nos últimos 10 anos, mudanças relevantes e adaptações nas gestões deste segmento, e a profissionalização da gestão de marketing nas IES no Brasil tem sido fonte de pesquisa nos estudos de métricas de marketing. O presente estudo tem como objetivo identificar na literatura métricas em marketing aplicadas aos serviços educacionais, o nível de conhecimento dos gestores de instituições de ensino sobre estas métricas e como estão sendo utilizadas e desenvolvidas. A metodologia utilizada neste estudo de natureza exploratória foi a pesquisa qualitativa por meio de entrevista em profundidade, realizada com oito profissionais dirigentes de marketing de IES privadas, classificadas em pequeno, médio e grande porte, da cidade de Curitiba - PR. Concluiu-se que o conhecimento empírico existe antes do avanço da educação, mas se fazem necessários o uso de métodos concretos e técnicos capazes de identificar os resultados das ações mercadológicas nas instituições. E verificou-se que essas ações começaram a ser praticadas nos últimos cinco anos pela maioria das instituições pesquisadas e a tendência é que exista maior desenvolvimento do mercado no setor da educação superior. Pesquisas futuras são discutidas à luz da teoria de marketing.

This work, developed within the Master's Degree Program in Public Administration and Government of Eaesp-FGV, consists of an exploratory study on performance measurement in the public sector. It is focused on the identification of complexity elements embedded in the implementation of public policies, to which the goals and targets of a target-oriented system relate, and especially on the implementation of this system as a management tool itself, from the case study of the then ongoing "Programa de Metas da Cidade de São Paulo 2013-2016". All information was obtained from municipal managers, in Government Departments responsible for strategic support activities to the implementation of the system, and sectoral Government Departments whose scope also included crosscutting actions, through interviews conducted from a starting question, and then followed by the free talk of the respondents. Through discourse analysis, an assortment of information was conducted, concerning to: 1) the impacts on management, articulation, and governance of the use of performance measurement and result-oriented management; 2) the flow and publicity of information on performance, produced within the monitoring process of this given target-oriented system, and also concerning the use given to this information; 3) the recording and register of experiences and learning related to the Programa de Metas, and its potential to result as a legacy for the public administrative structure of the City of São Paulo. Assuming that the stories managers tell, in this field of Applied Social Sciences, are as valid as Science or the theoretical constructs on the subject, all information gathered from the point of view of the interviewed public officials was segmented and problematized under the light of the literature on performance measurement. The main objective of this research is to contribute to the creation of parameters for qualitative analysis of the information generated in the implementation of a target-oriented system in Public Management at the local level. It is, from then on, expected that these parameters may help managers and researchers on the monitoring and evaluation of performance of a given government, by favoring the translation of merely arithmetic data on percentage of fulfillment of specific commitments, into eloquent elements more enabled to express the evolution of a mandate. O presente trabalho examina as normas brasileiras relativas ao provisionamento e à divulgação de passivos contingentes com vistas especificamente à sua aplicação para processos judiciais e administrativos, que representam o tipo de passivo contingente que mais impacta o resultado da maior parte das companhias nacionais, de todos os segmentos. O texto das normas, portanto, é confrontado com a realidade prática do mercado e as especificidades inerentes aos processos judiciais e administrativos. Além de contextualizar e explicar o funcionamento das regras aplicáveis, com destaque para o Pronunciamento Técnico nº. 25, do Comitê de Pronunciamentos Contábeis, que se tornou obrigatório para as companhias abertas por meio da Deliberação CVM nº. 594, de 15 de setembro de 2009, é realizada sua análise crítica, identificando omissões que podem dificultar o desempenho das atividades de provisionamento de tais demandas pelos profissionais competentes, fomentando a falta de uniformidade desses registros entre as demonstrações financeiras das companhias, bem como possibilitando o gerenciamento de resultados. Em seguida, são avaliadas e propostas soluções para os problemas identificados, com destaque para o estabelecimento de valores percentuais aos critérios de classificação de risco e a definição de critérios para classificação de risco de perda e mensuração de valores de passivos contingentes, organizadas em forma de diretrizes de boas práticas de provisionamento e de divulgação de passivos contingentes decorrentes de processos judiciais e administrativos.

We had as the problem of analysis in this research: what are the assumptions, principles and general content that based the Sistema Nacional de Avaliação da Educação Superior (SINAES). We started from the hypothesis that the general content of SINAES is essentially based on the assumptions and principles of a control/regulatory perspective of evaluation and a summative epistemology, objectivist and quantitativist, constituted by members who prioritize testing and classification of courses and institutions based on market values. The overall goal was to make a political evaluation of SINAES and the specific objectives were: a) apply the concepts of politics evaluation and meta-evaluation, b) identify the role of international organizations in education reform in the 1990s and its impact on superior education in Brazil c) redeem the concept of evaluation, especially in the field of studies in education; and d) investigate the evaluation policies of Brazilian superior education leading to SINAES. As for the technical procedures for collecting and analyzing data, the research was made with bibliography and documents, considering that it was developed by bibliographic sources and official publications. It was developed by crossing sources: texts or documents remitted to others; it was also concentrated: on the role of international organizations in educational and State reforms (in the 1990s); on the policies of evaluation of the Brazilian superior education (1980s and 1990s); on the proposal of the Comissão Especial de Avaliação (CEA); on the Law No. 10.861/2004; on the documents of CONAES; on the Decree No. 5.773/2006, and the MEC Regulatory Ordinances No. 4/2008 and No. 12/2008. It did not stop in the so called purely technical aspects, but in the ideological field itself. The research found that international organizations, notably the World Bank, played a political, intellectual and financial role determinant to the field of education, a fact that reflects in the legal framework. It was also found that the politics of evaluation of the superior education is historically marked by conflict, represented by two distinct perspectives of different natures and emphases. On one hand, the focus is on control / regulation, favoring efficiency, productivity and competitiveness benchmarking and prioritizing the punctual performance and measurement. On the other, it seeks to transform academic perspective in primarily formative / emancipatory, in order to support more institutional improvement. It was concluded that the CEA presented a conception evaluation predominantly formative and emancipatory, which emphasized the idea of system, centered around the institution and repudiated the rankings practices. In the post-formulation period, however, some of its principles were fragmenting and, gradually, the institution was giving way to the courses and the Exame Nacional de Desempenho de Estudantes (ENADE) grew in prominence. With the creation of the Conceito Preliminar de Cursos superiores (CPC) and of the Índice Geral de Cursos da Instituição de Educação Superior (IGC), it was redemeed the practice of evaluation as measurement and control, under the principles of efficiency and productivity. So, SINAES that seemed like a progressive evaluation method has assumed a setting that close resembles the Exame Nacional de Cursos (ENC-Provão). This thesis describes and analyzes various processes established and practiced by both groups about the socio-cultural objective (action) the measurement and timing, mobilized some socio-historical practices as the use of the gnômon of the sundial and reading and interpretation of movements celestial constellations in cultural contexts such as indigenous communities and fishermen in the state of Pará, Brazil. The Purpose of the study was to describe and analyze the mobilization of such practices in the socio-historical development of matrices for teaching concepts and skills related to geometric angles, similar triangles, symmetry and proportionality in the training of mathematics teachers. The record of the entire history of investigation into the socio-historical practice, the formative action was based on epistemological assumptions of education ethnomathematics proposed by Vergani (2000, 2007) and Ubiratan D'Ambrosio (1986, 1993, 1996, 2001, 2004) and Alain Bishop conceptions about mathematics enculturation. At the end of the study I present my views on the practices of contributions called socio-cultural and historical for school mathematics, to give meaning to the concept formation and teaching of students, especially the implications of Education Ethnomatematics proposed by Vergani (2000) for training of future teachers of mathematics

The public sector performance has received much attention in the literature and due to that the purpose of this work is to develop a proposal for a model of performance measurement for a higher education institution unit. First, we performed a theoretical research on public organizations and private institutions of higher education, followed by a literature review on performance measurement and evaluation. This review presents some performance models that are quite frequent in the literature: Total Quality Management (Total Quality Management) - TQM and the PDCA cycle, SMART System, Balanced Scorecard and Môdef Ouanturn. In order to verify the possibility of implementing a performance measurement model for Higher Education Institutions, it was conducted a case study in a support unit of a University, located in the city of Natal, RN, Brazil. The study attempted to identify the key processes of the unit and proposed by the use of Quantum model in order to improve the management and operation of the same. The work aims to contribute to the advancement of knowledge in measurement and performance evaluation in higher education institutions that where still lacks scientific production of this subject compared to other areas. This study also identifies better practices and opportunities for improvement in processes to determine the expected performance indicators to aid a decision-making unit.

The main purpose of this work is to develop an environment that allows HYSYS R chemical process simulator communication with sensors and actuators from a Foundation Fieldbus industrial network. The environment is considered a hybrid resource since it has a real portion (industrial network) and a simulated one (process) with all measurement and control signals also real. It is possible to reproduce different industrial process dynamics without being required any physical network modification, enabling simulation of some situations that exist in a real industrial environment. This feature testifies the environment flexibility. In this work, a distillation column is simulated through HYSYS R with all its variables measured and controlled by Foundation Fieldbus devices

This work holds the purpose of presenting an auxiliary way of bone density measurement through the attenuation of electromagnetic waves. In order to do so, an arrangement of two microstrip antennas with rectangular configuration has been used, operating in a frequency of 2,49 GHz, and fed by a microstrip line on a substrate of fiberglass with permissiveness of 4.4 and height of 0,9 cm. Simulations were done with silica, bone meal, silica and gypsum blocks samples to prove the variation on the attenuation level of different combinations. Because of their good reproduction of the human beings anomaly aspects, samples of bovine bone were used. They were subjected to weighing, measurement and microwave radiation. The samples had their masses altered after mischaracterization and the process was repeated. The obtained data were inserted in a neural network and its training was proceeded with the best results gathered by correct classification on 100% of the samples. It comes to the conclusion that through only one non-ionizing wave in the 2,49 GHz zone it is possible to evaluate the attenuation level in the bone tissue, and that with the appliance of neural network fed with obtained characteristics in the experiment it is possible to classify a sample as having low or high bone density

Low voltage solar panels increase the reliability of solar panels due to reduction of in series associations the configurations of photovoltaic cells. The low voltage generation requires DCDC converters devices with high efficiency, enabling raise and regulate the output voltage. This study analyzes the performance of a photovoltaic panel of Solarex, MSX model 77, configured to generate an open circuit voltage of 10.5 V, with load voltage of 8.5 V, with short circuit current of 9 A and a power of 77 W. The solar panel was assembled in the isolated photovoltaic system configuration, with and without energy storage as an interface with a DCDC converter, Booster topology. The converter was designed and fabricated using SMD (Surface Mounted Devices) technology IC (integrated circuit) that regulates its output voltage at 14.2 V, with an efficiency of 87% and providing the load a maximum power of 20.88 W. The system was installed and instrumented for measurement and acquisition of the following data: luminosities, average global radiation (data of INPE Instituto Nacional de Pesquisas Espaciais), solar panel and environment temperatures, solar panel and DC-DC converter output voltages, panel, inverter, and battery charge output currents. The photovoltaic system was initially tested in the laboratory (simulating its functioning in ideal conditions of operation) and then subjected to testing in real field conditions. The panel inclination angle was set at 5.5°, consistent with the latitude of Natal city. Factors such as climatic conditions (simultaneous variations of temperature, solar luminosities and ra diation on the panel), values of load resistance, lower limit of the maximum power required by the load (20.88 W) were predominant factors that panel does not operate with energy efficiency levels greater than 5 to 6%. The average converter efficiency designed in the field test reached 95%

The accelerated growth of urban regions have produced relevant effects on water resources. Urban regions need an adequate institutional structure that can be able to face environmental demands and the adverse effects of land use on water resources. This study aims at analysing land use effects on heavy metals concentration in sediments and water, as well as making a comparative analysis involving water physical-chemical parameters. Applied methodology included both in loco water parameters measurement and water and bed sediment sampling at 8 sections along the fluvial system. Sample analysis was performed in laboratory in order to measure heavy metal concentrations. It was measured metal concentrations of Al, Cu, Pb, Cd, Fe, Ni and Zn. Once the samples were subjected to acid digestion (method 3050B), concentration values were measured by using atomic absorption spectrometry by flame (ICP-FLAA). The analysis results were compared with normative reference, these standards is intended to assess the risks of toxic substances in sediment and water management programs. The normative reference used in this work were: a) Ontario Ministry of the Environment and Energy (OMEE, 1993) b) Normative Netherlands (VROM, 2000); c) Normative Canadian (CCME, 1999); d) United States Environmental Protection Agency (USEPA, 1977), e) CONAMA Resolution No. 344/2004; f) CONAMA Resolution No. 357/2005. The high concentrations of iron (38,750 mg.g-1), Lead (1100 mg.g-1), Nickel (100 μg.g-1) and zinc (180 μg.g-1) detected sediments confirm the state of degradation of the aquatic system. Iron concentrations (1.08 mg.L-1), Aluminum (0.6 mg.L-1) and phosphorus (0.05 mg.L-1) present in the water are outside the established standards for human consumption
