As a result of higher seed prices, improved planters and weed management programs, soybean growers are more aware of the importance of seeding rates and optimal plant populations at harvest. A harvest population of approximately 100,000 uniformly distributed plants per acre will maximize economic return in Iowa regardless of row spacing. There appears to be no economic advantage to harvest populations greater than, or less than, 100,000 plants per acre. Economics, however, should be considered carefully when striving for higher harvest populations since seed is expensive. Timely management, such as weed management, is more critical at low plant populations.

Planting soybeans in rows narrower than 30 inches can improve yield potential. Most Midwest research documents that narrow rows (less than 30 inches) yield greater than wide rows (30 inches or greater). On average in Iowa a 4.5 bu./acre yield increase can be expected using 15-inch row spacing, compared to 30-inch row spacing. These data have been fairly consistent for the past 20 years.

Iowa faces a signifi cant challenge over the next decade. In the words of a recent report, “The state faces the danger of worker and skill gaps that could undermine its businesses, erode the earning power of its workers, and slow its economic growth.” (Iowa Works Campaign, 2006) Iowa’s economic and demographic stability depends on attracting new immigrants and slowing the departure of residents. Eroding housing affordability and quality will make this more difficult. Housing alone cannot solve the problem, but it must be part of the solution. This study examines trends in the state’s major housing markets, analyzes the achievements of housing programs in the recent past, and incorporates input from more than 80 housing experts across the state. The second part of this study (included on the attached CD) analyzes housing’s impact on the economy. We developed three major policy recommendations.

This report summarizes state and utility low-income weatherization program activity for dwellings weatherized to completion during calendar year 2007. The report includes state, utility, and agency summaries of calendar year 2007 spending and impacts by measure, end-use, and fuel. The base data consisted of statewide program tracking databases of spending and measure installations maintained by the Iowa Department of Community Action Agencies.

The National Uniform Crime Reporting System began with 400 cities representing 20 million inhabitants in 43 states on January 1st, 1930. Since the establishment of the Uniform Crime Reporting Program, the volume, diversity, and complexity of crime steadily increased while the UCR program remained virtually unchanged. Recognizing the increasing need for more in-depth statistical information and the need to improve the methodology used for compiling, analyzing, auditing, and publishing the collected data, an extensive study of the Uniform Crime reports was undertaken. The objective of this study was to meet law enforcement needs into the 21st century. The result of the study was NIBRS (National Incident Based Reporting System). Adoption of the NIBRS system took place in the mid 1980’s and Iowa began organizational efforts to implement the system. Conversion to IBR (Incident Based Iowa Uniform Crime Reporting) was completed January 1, 1991, as part of a national effort to implement incident based crime reporting, coordinated by the Federal Bureau of Investigation and the Bureau of Justice Statistics of the U.S. Department of Justice. Iowa was the fifth state in the nation to be accepted as a certified “reporting state” of incident based crime data to the national system.
