Seasonal surveys were conducted during 1998–1999 in Baja California, Baja California Sur, Sonora, and Sinaloa to determine the extent and activities of artisanal elasmobranch fisheries in the Gulf of California. One hundred and forty–seven fishing sites, or camps, were documented, the majority of which (n = 83) were located in Baja California Sur. Among camps with adequate fisheries information, the great majority (85.7%) targeted elasmobranchs during some part of the year. Most small, demersal sharks and rays were landed in mixed species fisheries that also targeted demersal teleosts, but large sharks were usually targeted in directed drift gillnet or, to a lesser extent, surface longline fisheries. Artisanal fishermen were highly opportunistic, and temporally switched targets depending on the local productivity of teleost, invertebrate, and elasmobranch fishery resources. Major fisheries for small sharks (< 1.5 m, “cazón”) were documented in Baja California during spring, in Sonora during autumn–spring, and in Sinaloa during winter and spring. Triakid sharks (Mustelus spp.) dominated cazón landings in the northern states, whereas juvenile scalloped hammerheads (Sphyrna lewini) primarily supported the fishery in Sinaloa. Large sharks (> 1.5 m, “tiburón”) were minor components of artisanal elasmobranch fisheries in Sonora and Sinaloa, but were commonly targeted during summer and early autumn in Baja California and Baja California Sur. The pelagic thresher shark (Alopias pelagicus) and silky shark (Carcharhinus falciformis) were most commonly landed in Baja California, whereas a diverse assemblage of pelagic and large coastal sharks was noted among Baja California Sur landings. Rays dominated summer landings in Baja California and Sinaloa, when elevated catch rates of the shovelnose guitarfish (Rhinobatos productus, 13.2 individuals/vessel/trip) and golden cownose ray (Rhinoptera steindachneri, 11.1 individuals/vesse/trip) primarily supported the respective fisheries. The Sonoran artisanal elasmobranch fishery was the most expansive recorded during this study, and rays (especially R. productus) dominated spring and summer landings in this state. Seasonal catch rates of small demersal sharks and rays were considerably greater in Sonora than in other surveyed states. Many tiburón populations (e.g., C. leucas, C. limbatus, C. obscurus, Galeocerdo cuvier) have likely been overfished, possibly shifting effort towards coastal populations of cazón and rays. Management recommendations, including conducting demographic analyses using available life history data, determining and protecting nursery areas, and enacting seasonal closures in areas of elasmobranch aggregation (e.g., reproduction, feeding), are proposed. Without effective, enforceable management to sustain or rebuild targeted elasmobranch populations in the Gulf of California, collapse of many fisheries is a likely outcome. (PDF contains 243 pages)

ENGLISH: This study shows how the catch and effort statistics, from 1951 to 1956, of the fishery for yellowfin tuna, Neothunnus macropterus, in the Eastern Tropical Pacific Ocean, have been used to compute: (i) two indices of average population density; (ii) an index of concentration of effort on areas of greatest density of available yellowfin. These three indices were then used to determine: (i) quarterly and annual variation in each of them; (ii) the relationship between the two indices of density; (iii) the relationship of each of the indices to the number of exploited one-degree rectangles. To remove extreme sampling variation at low levels of effort, the data from all one-degree rectangles subjected to less than five logged days' fishing in a quarter were eliminated, and the computations were repeated for comparison with those of the original data. SPANISH: Este estudio da a conocer cómo las estadísticas sobre la pesca y el esfuerzo de pesca de la pesquería del atún aleta amarilla, Neothunnus macropterus, en el Océano Pacífico Oriental Tropical, durante 1951 a 1956, han servido para computar: (i) dos índices del promedio de la densidad de la población; (ií) un índice de la concentración del esfuerzo en las áreas de mayor densidad de atún aleta amarilla disponible. Estos tres índices han sido luego usados para determinar: (i) la variación trimestral y anual en cada uno de ellos; (ií) la relación entre los dos índices de densidad; (iii) la relación de cada uno de los índices con el número de rectángulos de un grado explotados. Para evitar la extrema variación del muestreo a bajos niveles de esfuerzo, se eliminaron los datos de todos los rectángulos de un grado sujetos a menos de cinco días de actividad pesquera durante un trimestre según los registros de los cuadernos de bitácora, y las computaciones se repitieron para compararlas con las de los datos originales.

Executive Summary: The EcoGIS project was launched in September 2004 to investigate how Geographic Information Systems (GIS), marine data, and custom analysis tools can better enable fisheries scientists and managers to adopt Ecosystem Approaches to Fisheries Management (EAFM). EcoGIS is a collaborative effort between NOAA’s National Ocean Service (NOS) and National Marine Fisheries Service (NMFS), and four regional Fishery Management Councils. The project has focused on four priority areas: Fishing Catch and Effort Analysis, Area Characterization, Bycatch Analysis, and Habitat Interactions. Of these four functional areas, the project team first focused on developing a working prototype for catch and effort analysis: the Fishery Mapper Tool. This ArcGIS extension creates time-and-area summarized maps of fishing catch and effort from logbook, observer, or fishery-independent survey data sets. Source data may come from Oracle, Microsoft Access, or other file formats. Feedback from beta-testers of the Fishery Mapper was used to debug the prototype, enhance performance, and add features. This report describes the four priority functional areas, the development of the Fishery Mapper tool, and several themes that emerged through the parallel evolution of the EcoGIS project, the concept and implementation of the broader field of Ecosystem Approaches to Management (EAM), data management practices, and other EAM toolsets. In addition, a set of six succinct recommendations are proposed on page 29. One major conclusion from this work is that there is no single “super-tool” to enable Ecosystem Approaches to Management; as such, tools should be developed for specific purposes with attention given to interoperability and automation. Future work should be coordinated with other GIS development projects in order to provide “value added” and minimize duplication of efforts. In addition to custom tools, the development of cross-cutting Regional Ecosystem Spatial Databases will enable access to quality data to support the analyses required by EAM. GIS tools will be useful in developing Integrated Ecosystem Assessments (IEAs) and providing pre- and post-processing capabilities for spatially-explicit ecosystem models. Continued funding will enable the EcoGIS project to develop GIS tools that are immediately applicable to today’s needs. These tools will enable simplified and efficient data query, the ability to visualize data over time, and ways to synthesize multidimensional data from diverse sources. These capabilities will provide new information for analyzing issues from an ecosystem perspective, which will ultimately result in better understanding of fisheries and better support for decision-making. This regional atlas summarizes and illustrates the distribution and abundance patterns of fish eggs and larvae of 102 taxa within 34 families found in the Northeast Pacific Ocean including the Bering Sea, Gulf of Alaska, and U.S. west coast ecosystems. Data were collected over a 20+ year period (1972–1996) by the Recruitment Processes Program of the Alaska Fisheries Science Center (AFSC). Ichthyoplankton catch records used in this atlas were generated from 11,379 tows taken during 100 cruises. For each taxon, general life history data are briefly summarized from the literature. Published information on distribution patterns of eggs and larvae are reviewed for the study area. Data from AFSC ichthyoplankton collections were combined to produce an average spatial distribution for each taxon. These data were also used to estimate mean abundance and percent occurrence by year and month, and relative abundance by larval length and season. Abundance from each tow was measured as catch per 10 m2 surface area. A larval distribution and abundance map was produced with a geographic information system using ArcInfo software. For taxa with identifiable pelagic eggs, distribution maps showing presence or absence of eggs are presented. Presence or absence of adults in the study area is mapped based on recent literature and data from AFSC groundfish surveys. Distributional records for adults and early life history stages revealed several new range extensions. (PDF file contains 288 pages.)

The distribution, abundance, and length composition of marine finfish, lobster, and squid in Long Island Sound were examined relative to season and physical features of the Sound, using Connecticut Department of Environmental Protection trawl survey data collected from 1984 to 1994. The following are presented: seasonal distribution maps for 59 species, abundance indices for 41 species, and length frequencies for 26 species. In addition, a broader view of habitat utilization in the Sound was examined by mapping aggregated catches (total catch per tow, demersal catch per tow, and pelagic catch per tow) and by comparing species richness and mean aggregate catch/tow by analysis of variance (ANOVA) among eight habitat types defined by depth interval and bottom type. For many individual species, seasonal migration patterns and preference for particular areas within Long Island Sound were evident. The aggregate distribution maps show that overall abundance was lower in the eastern Sound than the central and western portions. Demersal and pelagic temporal abundance show opposite trends—demersals were abundant in spring and declined through summer and fall, whereas pelagic abundance was low in spring and increased into fall. The analysis of habitat types revealed significant differences for both species richness and mean catch per tow. Generally, species richness was highest in habitats within the central area of the Sound and lowest in eastern habitats. Sets and catches of Atlantic menhaden, Brevoortia tyrannus, made in 1985-96 by purse-seine vessels from Virginia and North Carolina were studied by digitizing and analyzing Captain's Daily Fishing Reports (CDFR's), daily logs of fishing activities completed by captains of menhaden vessels. 33,674 CDFR's were processed, representing 125,858 purse-seine sets. On average, the fleet made 10,488 sets annually. Virginia vessels made at least one purse-seine set on 67%-83% of available fishing days between May and December. In most years, five was the median number of sets attempted each fishing day. Mean set duration ranged from 34 to 43 minutes, and median catch per set ranged from 15 to 30 metric tons (t). Spotter aircraft assisted in over 83% of sets overall. Average annual catch in Chesapeake Bay (149,500 t) surpassed all other fishing areas, and accounted for 52% of the fleet's catch. Annual catch from North Carolina waters (49,100 t) ranked a distant second. Fishing activity in ocean waters clustered off the Mid-Atlantic states in June-September, and off North Carolina in November-January. Delaware Bay and the New Jersey coast were important alternate fishing grounds during summer. Across all ocean fishing areas, most sets and catch occurred within 3 mi. of shore, but in Chesapeake Bay about half of all fishing activity occurred farther offshore. In Virginia, areas adjacent to fish factories tended to be heavily fished. Recent regulatory initiatives in various coastal states threaten the Atlantic menhaden fleet's access to traditional nearshore fishing grounds. (PDF file contains 26 pages.)

Seventy percent of the world's catch of fish and fishery products is consumed as food. Fish and shellfish products represent 15.6 percent of animal protein supply and 5.6 percent of total protein supply on a worldwide basis. Developing countries account for almost 50 percent of global fish exports. Seafood-borne disease or illness outbreaks affect consumers both physically and financially, and create regulatory problems for both importing and exporting countries. Seafood safety as a commodity cannot be purchased in the marketplace and government intervenes to regulate the safety and quality of seafood. Theoretical issues and data limitations create problems in estimating what consumers will pay for seafood safety and quality. The costs and benefits of seafood safety must be considered at all levels, including the fishers, fish farmers, input suppliers to fishing, processing and trade, seafood processors, seafood distributors, consumers and government. Hazard Analysis Critical Control Point (HACCP) programmes are being implemented on a worldwide basis for seafood. Studies have been completed to estimate the cost of HACCP in various shrimp, fish and shellfish plants in the United States, and are underway for some seafood plants in the United Kingdom, Canada and Africa. Major developments within the last two decades have created a set of complex trading situations for seafood. Current events indicate that seafood safety and quality can be used as non-tariff barriers to free trade. Research priorities necessary to estimate the economic value and impacts of achieving safer seafood are outlined at the consumer, seafood production and processing, trade and government levels. ENGLISH: One primary duty of the Inter-American Tropical Tuna Commission is to estimate the maximum sustainable catches of yellowfin tuna (Neothunnus macropterus) and skipjack (Katsuwonus pelamis), and to investigate and recommend proposals to maintain the stocks at levels which will permit these catches to be obtained. To do this, there is required some means of predicting yields relative to fishing intensity. . . The age composition of catch, and growth rate of yellowfin tuna for recent years have now been estimated (Hennemuth, 1961). In this paper, relative abundance at age of yellowfin tuna shall be estimated -and used, in turn, to estimate total mortality rate. Yield-per-recruit calculations, based on Beverton and Holt's (1957) simple equation, will be presented to compare present utilization with theoretical maxima under varying levels of fishing mortality and different ages at first capture. SPANISH: Uno de los principales deberes de la Comisión Interamericana del Atún Tropical es estimar las pescas máximas sostenibles de los atunes aleta amarilla (Neothunnus macropterus) y barrilete (Katsuwonus pelamis) , así como estudiar y recomendar proposiciones para mantener los stocks a niveles que permitan obtener estas pescas. Para lograr este propósito se requieren algunos medios que permitan predecir el rendimiento en relación con la intensidad de la pesca. . La composición de edades de la pesca y la tasa de crecimiento del atún aleta amarilla en años recientes han sido estimadas ahora (Hennemuth, 1961). En este trabajo, la abundancia relativa a una edad dada de esta especie será estimada y usada, a su vez, para estimar la tasa de mortalidad total. Los cálculos del rendimiento por recluta, basados en la ecuación simple de Beverton y Holt (1957), serán presentados para comparar la utilización actual con los máximos teóricos bajo valores variables de mortalidad por la pesca y a diferentes edades a la primera captura.

ENGLISH: One aspect of the work of the Inter-American Tropical Tuna Commission is to investigate the biology, life history, and ecology of the anchoveta (Cetengraulis mysticetus) to make possible an understanding of the effects of the fishery on this species. While the catch per standard day's baiting has been used as a measure of the apparent abundance of anchovetas in the Gulf of Panama (Alverson and Shimada, 1957), it would be desirable to have an independent measure of population abundance. One such estimate can be obtained by a knowledge of the fecundity and sex ratio, together with the total annual egg production of this species. This method is one of those used routinely by the U. S. Bureau of Commercial Fisheries to estimate the size of the spawning population of the Pacific sardine, Sardinops caerulea (California Cooperative Research Program, Progress Report, 1 January 1951 to 30 June 1952). While the purpose of the present paper is to provide information about the fecundity of the anchoveta, nothing is known yet of the total annual egg production of this species although Simpson (1959) has provided much of the information (identification of the anchoveta egg, time of spawning, delimitation of the spawning area) which would be necessary as a basis for enumerating anchoveta eggs in the spawning area of the Gulf of Panama. SPANISH: Un aspecto del trabajo de la Comisión Interamericana del Atún Tropical es la investigación de la biología, historia natural y ecología de la anchoveta (Cetengraulis mysticetus) para que sea posible entender los efectos de la pesquería sobre esta especie. Aunque se ha venido usando la pesca de carnada por día estándar de actividad como una medida de la abundancia aparente de las anchovetas en el Golfo de Panamá (Alverson y Shimada, 1957), sería deseable tener una medida independiente de la abundancia de la población. Una estimación de esta naturaleza puede obtenerse por el conocimiento de la fecundidad de la razón de los sexos, junto con la producción total anual de huevos de esta especie. Este método es uno de los empleados rutinariamente por el Bureau of Commercial Fisheries de los Estados Unidos para estimar el tamaño de la población reproductora de la sardina del Pacífico, Sardinops caerulea (California Cooperative Research Program, Progress Report, 1 January 1951 to 30 June 1952). ENGLISH: Since the inception of the Inter-American Tropical Tuna Commission in 1950, one of the primary tasks of its scientific staff has been the collection and analysis of the statistics of total catch, effort expended in obtaining this catch, and the apparent abundance of yellowfin tuna (Neothunnus macropterus) and the skipjack tuna (Katsuwonus pelamis) in the Eastern Pacific Ocean. A concentrated effort by the staff during 1951 and 1952 resulted in the compilation of a series of historical data on the catch and catch-per-effort of tropical tunas for the years 1934-1950, and in the establishment of a detailed logbook system to monitor the current activities of the tuna fleets. Schaefer (1953) and Shimada and Schaefer (1956) have reviewed in detail the methods of collection and analysis of these data. Further studies, based on these and subsequently collected records, are contained in publications by Schaefer (1957), Shimada (1958), Alverson (1959, 1960), Griffiths (1960) and Calkins (1961). ENGLISH: In the eastern Pacific Ocean nearly all of the commercial catches of yellowfin tuna (Thunnus albacares) and skipjack (Katsuwonus pelamis) are taken by two types of vessels, baitboats, which use pole and line in conjunction with live-bait, and purse-seiners. From its inception until very recently (1959), this fishery was dominated by baitboats. This method of fishing has been described by Godsil (1938) and Shimada and Schaefer (1956). From 1951 through 1958 baitboats caught between 66.4 and 90.8 per cent of the yellowfin and between 87.2 and 95.3 per cent of the skipjack landed by the California-based fleet. These vessels fished for tuna throughout the year and covered virtually all of the area from southern California to northern Chile. The purse-seine fishery for tunas developed out of the round-haul net fisheries for California sardines and other species. Scofield (1951) gives a detailed description of the development of gear and fishing methods. Prior to 1959 many of the seiners engaged in other fisheries during the fall and early winter months and consequently most of the fishing effort for tuna occurred in the period February-August. The vessels were quite small, averaging approximately 120 tons carrying capacity (Broadhead and Marshall, 1960), in comparison to the baitboats, of which the most numerous size-class was 201-300 tons. The seiners were naturally more restricted in range than the baitboats and most of their effort was restricted to the northern grounds. During the period 1959-61 most of the large baitboats were converted for purse-seining and the existing seiner fleet was modernized. These developments increased the range of the seiner fleet and resulted in a wider and more nearly even spatial and temporal distribution of effort. By the early part of 1961, the purse-seine fleet approximated the level of the preconversion baitboat fleet in amount of effort applied and area covered. The changes in the purse-seine fishery and the fishing methods employed in the modernized fleet are described by Orange and Broadhead (1959), Broadhead and Marshall (1960), McNeely (1961) and Broadhead (1962). The change in the relative importance of the two gears is illustrated by the decline in the proportion of the total logged tonnage landed by California-based baitboats, in comparison to the proportion landed by seiners. In 1959 baitboats landed 49.5 per cent of the yellowfin and 87.8 per cent of the skipjack. In 1960 these percentages were 22.9 and 74.7 respectively and in 1961 the decline continued to 12.6 per cent of the yellowfin and 30.0 per cent of the skipjack (Schaefer, 1962). In previous Bulletins of this Commission (Griffiths, 1960; Calkins, 1961) the baitboat catch and effort statistics were used to compute two indices of population density and an index of concentration of fishing effort and the fluctuations of these indices were analyzed in some detail. Due to the change in the relative importance of the two gears it is appropriate to extend this investigation to include the purse-seine data. The objectives of this paper are to compute two indices of population density and an index of concentration of fishing effort and to examine the fluctuations in these indices before and after the changes in the fishery. A further objective is to compare the purse-seine indices with those of the baitboats for the same time periods. SPANISH: En el Océano Pacífico Oriental casi todas las capturas comerciales del atún aleta amarilla (Thunnus albacares) y del barrilete (Katsuwonus pelamis) son efectuadas por dos tipos de barcos, los barcos de carnada que emplean la caña y el anzuelo en conjunto con la carnada viva, y los barcos rederos. Desde su comienzo hasta hace poco tiempo (1959), esta pesquería estaba dominada por los barcos de carnada. Debido al cambio en la importancia relativa de los dos sistemas de pesca, es conveniente extender esta investigación para incluir los datos correspondientes a los barcos rederos. Los objetivos del presente estudio son de computar dos índices de la densidad de población y un índice de la concentración del esfuerzo de pesca, y examinar las fluctuaciones en estos índices, antes y después de los cambios en la pesquería. Otro objetivo es de comparar los índices de los barcos rederos, con aquellos de los clipers en los mismos períodos de tiempo.

ENGLISH: Knowledge of the length-frequency distribution and the length-weight relationships of the anchoveta is essential for converting the catch statistics of that species from pounds to numbers of fish. Such conversions are necessary for various types of investigations, especially those involving estimation of the population size and mortality rates. The analysis of the results of a recent tagging program conducted with anchovetas in the Gulf of Panama (Bayliff, 1965) requires that such conversions be made. Length-frequency data for the anchoveta have already been collected and published (Howard and Landa, 1958; Bayliff, 1964). The present report deals with length-weight data from fish collected in various .areas of the Gulf of Panama in all months of the year and in several different years. Opportunity is thus afforded to compare the length-weight relationships of fish of different year classes in different areas, months, and years. SPANISH: El conocimiento de la distribución de la frecuencia de longitud y de las relaciones entre la longitud y el peso de la anchoveta es esencial en las estadísticas de captura de esta especie para la conversión de peso en libras a número de peces. Estas conversiones son necesarias para varios tipos de investigación, especialmente las que se refieren a la estimación del tamaño de la población y de las tasas de mortalidad. Estas conversiones se requieren para analizar los resultados de un programa reciente de marcación de anchovetas en el Golfo de Panamá (Bayliff, 1965). Los datos de la frecuencia de longitud de la anchoveta ya han sido recolectados y publicados (Howard y Landa, 1958; Bayliff, 1964). El presente informe trata de los datos de longitud y peso de los peces recolectados en varias áreas del Golfo de Panamá durante todos los meses del año y durante varios años. Esto ofrece la oportunidad de comparar las relaciones entre la longitud y el peso de peces pertenecientes a varias clases anuales en áreas, meses y años diferentes.

ENGLISH: Age composition of catch, and growth rate, of yellowfin tuna have been estimated by Hennemuth (1961a) and Davidoff (1963). The relative abundance and instantaneous total mortality rate of yellowfin tuna during 1954-1959 have been estimated by Hennenmuth (1961b). It is now possible to extend this work, because more data are available; these include data for 1951-1954, which were previously not available, and data for 1960-1962, which were collected subsequent to Hennemuth's (1961b) publication. In that publication, Hennemuth estimated the total instantaneous mortality rate (Z) during the entire time period a year class is present in the fishery following full recruitment. However, this method may lead to biased estimates of abundance, and hence mortality rates, because of both seasonal migrations into or out of specific fishing areas and possible seasonal differences in availability or vulnerability of the fish to the fishing gear. Schaefer, Chatwin and Broadhead (1961) and Joseph etl al. (1964) have indicated that seasonal migrations of yellowfin occur. A method of estimating mortality rates which is not biased by seasonal movements would be of value in computations of population dynamics. The method of analysis outlined and used in the present paper may obviate this bias by comparing the abundance of an individual yellowfin year class, following its period of maximum abundance, in an individual area during a specific quarter of the year with its abundance in the same area one year later. The method was suggested by Gulland (1955) and used by Chapman, Holt and Allen (1963) in assessing Antarctic whale stocks. This method, and the results of its use with data for yellowfin caught in the eastern tropical Pacific from 1951-1962 are described in this paper. Hennemuth (1961b), estimó la abundancia relativa y la tasa de mortalidad total instantánea del atún aleta amarilla durante 1954-1959. Se puede ampliar ahora, este trabajo, porque se dispone de más datos; éstos incluyen datos de 1951 1954, de los cuales no se disponía antes, y datos de 1960-1962 que fueron recolectados después de la publicación de Hennemuth (1961b). En esa obra, Hennemuth estimó la tasa de mortalidad total instantánea (Z) durante todo el período de tiempo en el cual una clase anual está presente en la pesquería, consecutiva al reclutamiento total. Sin embargo, este método puede conducir a estimaciones con bias (inclinación viciada) de abundancia, y de aquí las tasas de mortalidad, debidas tanto a migraciones estacionales dentro o fuera de las áreas determinadas de pesca, como a posibles diferencias estacionales en la disponibilidad y vulnerabilidad de los peces al equipo de pesca. Schaefer, Chatwin y Broadhead (1961) y Joseph et al. (1964) han indicado que ocurren migraciones estacionales de atún aleta amarilla. Un método para estimar las tasas de mortalidad el cual no tuviera bias debido a los movimientos estacionales, sería de valor en los cómputos de la dinámica de las poblaciones. El método de análisis delineado y usado en el presente estudio puede evitar este bias al comparar la abundancia de una clase anual individual de atún aleta amarilla, subsecuente a su período de abundancia máxima en un área individual, durante un trimestre específico del año, con su abundancia en la misma área un año más tarde. Este método fue sugerido por Gulland (1955) y empleado por Chapman, Holt y Allen (1963) en la declaración de los stocks de la ballena antártica. Este método y los resultados de su uso, en combinación con los datos del atún aleta amarilla capturado en el Pacífico oriental tropical desde 1951-1962, son descritos en este estudio.
