El interés de este estudio de caso es comprender y explicar la apropiación del espacio público urbano no sólo como un vínculo cotidiano entre el territorio y sus ciudadanos, sino, además, como un proceso dialéctico que, genera significado, identidad y apego al lugar. En este sentido se analizan las formas de apropiación nocturnas del Parque de los Hippies a partir de una muestra poblacional de jóvenes entre 18-28 años, a la luz de los parámetros de Enric Pol y Tomeu Vidal. Evidenciando que desde un acercamiento cotidiano a la realidad urbana, que reconozca la significación histórica, social, cultural y económica de los territorios, así como las dinámicas de convivencia y conflictos que se presentan en dichos espacios, se puede, desde el enfoque de gestión y desarrollo urbanos, generar recomendaciones para movilizar acciones que resalten y preserven los valores urbanos multidimensionales del lugar; fortalezcan algunas de sus formas de apropiación y, promuevan la convivencia entre las distintas formas y sus actores.

El interés de este estudio de caso es comparar las dinámicas de uso y apropiación del espacio público en parques de origen formal e informal, y discutir sus implicaciones en la vida social y urbana, teniendo como zonas el parque Villa de la Torre (informal) y el parque Cayetano Cañizares (formal). Este trabajo se enmarca en conceptos de uso y apropiación del espacio público, a partir de los cuales se examinan las dinámicas de formalidad e informalidad de los parques zonas de estudio, explorando qué efectos puede tener su origen, y revisando si el parque informal implica falta de apropiación y usos conflictivos, o si por el contrario, las dinámicas que en espacios públicos se dan pueden incluir dinámicas positivas y negativas indistintamente de su origen.

In analysing the release of agricultural land to urban development, the urban fringe literature has not focused on whether farmers are able to relocate from the urban fringe to remoter rural areas. Through interviews with representatives from the poultry industry in two Australian states, this paper identifies that poultry farm relocation strategies are constrained by off-farm economic relations, the land-use planning system and financial considerations. Closely aligned to these constraints on relocation is the on-going process of poultry farm intensification, which is seen as presenting rising problems for land-use management around expanding metropolitan centres in Australia. Of particular concern is the potential for amenity complaints and associated land-use conflicts, which have not been comprehensively investigated. Recognising that existing environmental and land-use planning controls are ineffective in producing amicable solutions when conflict involving poultry farming is at its most intense, the paper calls for improvements to the regulatory system, including greater consideration for how the process of relocation can be encouraged. 1Urban areas are predicted to grow significantly in the foreseeable future because of increasing human population growth. Predicting the impact of urban development and expansion on mammal populations is of considerable interest due to possible effects on biodiversity and human-wildlife conflict. 2The British government has recently announced a substantial housing programme to meet the demands of its growing population and changing socio-economic profile. This is likely to result in the construction of high-density, low-cost housing with small residential gardens. To assess the potential effects of this programme, we analysed the factors affecting the current pattern of use of residential gardens by a range of mammal species using a questionnaire distributed in wildlife and gardening magazines and via The Mammal Society. 3Twenty-two species/species groups were recorded. However, the pattern of garden use by individual species was limited, with only six species/species groups (bats, red fox Vulpes vulpes, grey squirrel Sciurus carolinensis, hedgehog Erinaceus europaeus, mice, voles) recorded as frequent visitors to > 20% of gardens in the survey. 4There was a high degree of association between the variables recorded in the study, such that it was difficult to quantify the effects of individual variables. However, all species/species groups appeared to be negatively affected by the increased fragmentation and reduced proximity of natural and semi-natural habitats, decreasing garden size and garden structure, but to differing degrees. Patterns of garden use were most clearly affected by house location (city, town, village, rural), with garden use declining with increasing urbanization for the majority of species/species groups, except red foxes and grey squirrels. Increasing urbanization is likely to be related to a wide range of interrelated factors, any or all of which may affect a range of mammal species. 5Overall, the probable effects of the planned housing development programme in Britain are not likely to be beneficial to mammal populations, although the pattern of use examined in this study may represent patterns of habitat selection by species rather than differences in distribution or abundance. Consequently, additional data are required on the factors affecting the density of species within urban environments.

For much of the 1990s and 2000s, the emphasis of urban policy in many global cities was on managing and mitigating the social and environmental effects of rapid economic growth. The credit crunch of 2008 and the subsequent recession have undermined some of the core assumptions on which such policies were based. It is in this context that the concept of resilience planning has taken on a new significance. Drawing on contemporary research in London and Hong Kong, the paper shows how resilience and recovery planning has become a key area of political debate. It examines what is meant by conservative and radical interpretations of resilience and how conservative views have come to dominate ‘recovery’ thinking, with élite groups unwilling to accept the limits to the neo-liberal orthodoxies that helped to precipitate the economic crisis. The paper explores the implications of such thinking for the politics of urban development.

Scholars have largely ignored the roles played by government and public sector institutions in the fair trade movement. This article addresses the knowledge gap through examining government involvement in fair trade networks in the context of European devolution and the localization of international development action. Proposing a relational view of fair trade networks, and considering the Fair Trade Nation as a social category for development, it highlights how power sources outside the centralized nation-state permit a political community to associate itself with fair trade. Research from Wales demonstrates that government acts in a leadership role rather than as regulator, conferring political voice and finance while enhancing its international credentials and contributing to the politics of nation-building. Our conclusion is cautious; campaigners celebrate political commitment to fair trade embodied within the category of the Fair Trade Nation, but evidence suggests that government reliance on the market as a vehicle for decentralized development action is limited by how the Fair Trade Nation is currently executed.

The ethical turn in international development relates to a tendency to question the deleterious impact of international development action on local populations and environment. As a consequence, new courses of action are proposed in order to generate socially just and environmentally sustainable global change. This tendency is most prominent in relation to the development impacts of globalization of production and trade but also appears across a wide range of development sectors.

It is becoming increasingly important that we can understand and model flow processes in urban areas. Applications such as weather forecasting, air quality and sustainable urban development rely on accurate modelling of the interface between an urban surface and the atmosphere above. This review gives an overview of current understanding of turbulence generated by an urban surface up to a few building heights, the layer called the roughness sublayer (RSL). High quality datasets are also identified which can be used in the development of suitable parameterisations of the urban RSL. Datasets derived from physical and numerical modelling, and full-scale observations in urban areas now exist across a range of urban-type morphologies (e.g. street canyons, cubes, idealised and realistic building layouts). Results show that the urban RSL depth falls within 2 – 5 times mean building height and is not easily related to morphology. Systematic perturbations away from uniform layouts (e.g. varying building heights) have a significant impact on RSL structure and depth. Considerable fetch is required to develop an overlying inertial sublayer, where turbulence is more homogeneous, and some authors have suggested that the “patchiness” of urban areas may prevent inertial sublayers from developing at all. Turbulence statistics suggest similarities between vegetation and urban canopies but key differences are emerging. There is no consensus as to suitable scaling variables, e.g. friction velocity above canopy vs. square root of maximum Reynolds stress, mean vs. maximum building height. The review includes a summary of existing modelling practices and highlights research priorities.

The U.S. Department of Housing and Urban Development defines affordable housing as a household paying no more than 30 percent of its annual income on housing. That is, families who pay more than 30 percent of their income on housing are considered cost burdened and may have difficulty affording necessities such as food, clothing, healthcare, and transportation. This project focused on Kennebec County, Maine. Between 1990 and 2000, market demand for housing increased at a faster rate than did the supply of housing. Despite the addition of 6,719 homes, the average home price increased faster than average household income. This raises the question of just how many households in Kennebec County are facing unaffordable housing. Using shapefiles and data provided by the US Census Bureau, a map was created with ArcGIS to illustrate the percentage of households, down to the Census Block level of detail, that are paying more than 30 percent of their income to housing. By looking at this information I was able to get a better picture of the housing situation and where in the county households are having the hardest time meeting their needs. The results indicate that households in the more urbanized sections of the county are more likely than rurally located households to be facing unaffordable housing. Namely, Waterville and Augusta held the highest percentage of households paying more than 30 percent of their income for housing.

Dentro do atual contexto de crescente urbanização e novas oportunidades econômicas, a relação entre economia local e governo emerge como uma área estratégica para a promoção do desenvolvimento. No presente contexto de consolidação democrática e reforma do Estado, a responsabilização está associada à capacidade dos cidadãos em atuar na definição de metas coletivas e na criação de mecanismos institucionais que garantam o controle público da ação governamental e seus líderes, incrementando a governabilidade e, se não a eficiência, a eficácia de políticas públicas e seus processos de gestão. Esse trabalho pretende contribuir para o entendimento do papel dos órgãos de financiamento multilaterais em projetos de DEL, nomeadamente, para compreensão e a avaliação desses programas quanto ao resgate e aperfeiçoamento de bases de legitimidade social em ações de governo vinculadas à processos de desenvolvimento e promoção democrática. De modo específico, esse trabalho ambiciona compreender a concepção de grupos de interesse e sociedade civil presentes nos contratos fomentados pelo banco, assim como, a relevância conferida à esses agentes pelos técnicos do banco por ocasião da formulação desses contratos. Ao investigar esses pontos a pesquisa objetiva contribuir para o debate acerca dos dilemas e desafios para a implementação de programas de desenvolvimento urbano promovidos por governos locais em conjunto com organismos multilaterais.

o presente estudo é o resultado da pesquisa feita durante o Mestrado em Gestão Empresarial da Escola de Administração Pública e de Empresas, da Fundação Getúlio Vargas. Este trabalho buscou compreender a produção espacial da cidade de Belém, precisamente sobre a Vila da Barca, situada às margens da Baia do Guajará, região que teve alguns de seus moradores remanejados para o Projeto de Habitação e Urbanização do local como parte da política pública habitacional da área, realizada pelo Governo Municipal em parceria com o Governo Federal. Este projeto habitacional é gerenciado pela Secretaria Municipal de Habitação - SEHAB. O objetivo principal deste estudo voltou-se para a avaliação do Projeto de Habitação da Vila da Barca no sentido de identificar como se efetivou o processo de concepção, remanejamento e reinstalação das famílias do setor analisado. Além disso, buscou-se conhecer o que foi feito em relação ao desenvolvimento desse espaço urbano. A metodologia se desenvolveu em duas fases: aplicação de questionários aos moradores e, de entrevistas aos técnicos envolvidos (Gerente de Desenvolvimento Urbano (GIDUR); Técnico Social e Engenheiro, funcionários da Caixa Econômica Federal em Belém). A pesquisa procurou demonstrar a opinião dos envolvidos no processo de efetivação dessa política pública, compreender a produção desse espaço urbano em suas diferentes dimensões e perceber os aspectos positivos e negativos do projeto, verificando alguns elementos de construção desse espaço. Como conclusão, percebe-se que é preciso construir formas atuais eficazes de exercer por parte da sociedade o controle social sobre o poder do Estado e sobre os mecanismos que controlam o mercado. Esse é o desafio maior da contemporaneidade

Esta dissertação estuda as medidas mitigadoras nos processos de licenciamento dos Empreendimentos de Impacto, determinadas pelo Conselho de Desenvolvimento Urbano do Recife – CDU. Busca contribuir com a eficácia da administração pública municipal quanto aos critérios e considerações necessárias para a aprovação de Empreendimentos de Impacto, num contexto do aumento significativo da demanda por essa tipologia de projeto nos órgãos de regulação. Foi analisado o processo de discusso e determinação das diretrizes de mitigação para os Empreendimentos de Impacto na cidade do Recife na última década. A coleta dos dados teve como base a pesquisa documental de legislações e registros oficiais, na tramitação dos projetos, bem como da utilização de entrevistas espontâneas, semiestruturadas, com atores do poder público e sociedade civil. Esclarece o papel e a importância do CDU no processo de gestão democrática, mostrando as características dos Empreendimentos de Impacto, bem como as influências negativas e positivas das diretrizes mitigadoras na qualidade de vida urbana e o entendimento sobre quem é o real beneficiado. As análises constatam que as medidas mitigadoras propostas são ineficazes, pois, são ações compulsrias, ou seja, obrigações legais que o empreendedor deveria cumprir. As diretrizes de compensações são baseadas em diagnósticos inadequados, sem a incorporação de propostas dos grupos sociais afetados e sem avaliações da eficiência das mitigações dirimidas. Na maioria das vezes, apenas servem de incremento local, beneficiando o empreendimento, sem um planejamento macro, desconsiderando o papel da gestão pública no desenvolvimento sustentável da cidade.

Public policies have been studied in the various fields of humanities and social sciences, from different theoretical and technical aspects. However, there is still a lack of studies that incorporate the dimension that encompasses the political action and its interference in such actions, also recognizing the importance of the institutional setting of the Brazilian presidential model in implementing these policies. This fragmented and multiparty system has led to power heterogeneous sets of political parties. Thus, the ministerial offices, more than assisting the President´s government project, manage particularized agendas, which are party biased and have the influence of interest groups in hegemonic themes addressed by government agencies. When these agendas operate in sectoral and specialized policies, the friction level is apparently low. However, when this occurs in intersectoral actions, such as in regional development, there is evidence of strong signs of competition among government agencies, which in theory, should operate in an integrated manner. Although this is not a specific feature of Luiz Inacio Lula da Silva´s government- the period to be studied- there was similar behavior in Fernando Henrique Cardoso´s presidency, one realizes that the expansion of coalition on behalf of governance is increasingly interfering in the outcome of intersectoral public policies, due to these multiple arguments in action. In order to understand these processes, this study focused on the Sustainable and Integrated Development Programme for Differentiated Meso-Regions (PROMESO), part of the National Policy for Regional Development (NPRD). The program provides interface with various government agencies and their public policies in a clear intersectoral design. The research sought to identify and analyze the relationships between government agencies and their programs with interest groups, whether political parties or other segments of civil society, highlighting the logic of favoritism, which poses in second place the integration of actions in the intersectoral policies. Therefore, besides the theoretical debate that incorporates several categories of political science, public administration, public policy, geography and economics, the study focused on secondary sources, using different government agencies databases in order to raise information. It was observed that the interference of partisan politics has been disastrous for some public policies. Thus, the research confirms that cooperative character is fragile within government agencies, often limited to official documents, and that there is indeed, a striking feature of competition, especially when it comes to transversalized policies
