Both climate change and socio-economic development will significantly modify the supply and consumption of water in future. Consequently, regional development has to face aggravation of existing or emergence of new conflicts of interest. In this context, transdisciplinary co-production of knowledge is considered as an important means for coping with these challenges. Accordingly, the MontanAqua project aims at developing strategies for more sustainable water management in the study area Crans-Montana-Sierre (Switzerland) in a transdisciplinary way. It strives for co-producing system, target and transformation knowledge among researchers, policy makers, public administration and civil society organizations. The research process basically consisted of the following steps: First, the current water situation in the study region was investigated. How much water is available? How much water is being used? How are decisions on water distribution and use taken? Second, participatory scenario workshops were conducted in order to identify the stakeholders’ visions of regional development. Third, the water situation in 2050 was simulated by modeling the evolution of water resources and water use and by reflecting on the institutional aspects. These steps laid ground for jointly assessing the consequences of the stakeholders’ visions of development in view of scientific data regarding governance, availability and use of water in the region as well as developing necessary transformation knowledge. During all of these steps researchers have collaborated with stakeholders in the support group RegiEau. The RegiEau group consists of key representatives of owners, managers, users, and pressure groups related to water and landscape: representatives of the communes (mostly the presidents), the canton (administration and parliament), water management associations, agriculture, viticulture, hydropower, tourism, and landscape protection. The aim of the talk is to explore potentials and constraints of scientific modeling of water availability and use within the process of transdisciplinary co-producing strategies for more sustainable water governance.

Palestinians living in the West Bank, a territory occupied by the State of Israel according to International Law, face deprived access to land and a limited ability to move freely which pertains to the presence of Israeli settlements and other infrastructure (closures, restricted or forbidden roads, etc.). This confinement has significant impacts on their economic and social livelihoods, and it is even worsening with the on-going construction of a 709 km long Barrier which mainly runs inside the West Bank. With regard to this situation, there is a clear need to strengthen the capacity of civil society and its representatives to apply sound research processes as a basis for improved advocacy for Palestinian human rights. Monitoring processes and tools are needed to assess the impacts of the Palestinians’ confinement, particularly in relation to the Barrier’s construction. Reliable data has also to be collected, managed, and above all, shared. These challenges have been addressed within the Academic Cooperation Palestine Project (ACPP) that brings together academic partners from the occupied Palestinian territory (oPt) West Bank (WB), and Switzerland as well as other international academic institutions and Palestinian governmental and non-governmental agencies. ACPP started in early 2011 and is designed as a large cooperation networking platform involving researchers, students, public servants and experts from the oPt WB. A large set of actions have already been developed during the first year of the project, including courses, training, and research actions. First relevant results and impacts of the different actions are presented in this paper. Taken as a whole, the project produces valuable results for all partners: useful advocacy material for the Palestinian partners, and a unique “real-scale laboratory” where investigations are jointly conducted to develop novel confinement and change indicators.

The concept of cultural diversity has emerged as an influential one having impact on multiple policy and legal instruments especially following the adoption of the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions in 2005. The discussions on its appropriate implementation are however profoundly fragmented and often laden with political considerations. The present brief paper offers some thoughts on the meaning of cultural diversity and its implementation in the digital networked environment, taking into account the effects of digital media upon cultural content creation, distribution and consumption. The paper was meant to be part of a document prepared by a civil society organisation for the OECD ministerial meeting in Seoul 2008 on the future of the Internet.

This paper applies a policy analysis approach to the question of how to effectively regulate micropollution in a sustainable manner. Micropollution is a complex policy problem characterized by a huge number and diversity of chemical substances, as well as various entry paths into the aquatic environment. It challenges traditional water quality management by calling for new technologies in wastewater treatment and behavioral changes in industry, agriculture and civil society. In light of such challenges, the question arises as to how to regulate such a complex phenomenon to ensure water quality is maintained in the future? What can we learn from past experiences in water quality regulation? To answer these questions, policy analysis strongly focuses on the design and choice of policy instruments and the mix of such measures. In this paper, we review instruments commonly used in past water quality regulation. We evaluate their ability to respond to the characteristics of a more recent water quality problem, i.e., micropollution, in a sustainable way. This way, we develop a new framework that integrates both the problem dimension (i.e., causes and effects of a problem) as well as the sustainability dimension (e.g., long-term, cross-sectoral and multi-level) to assess which policy instruments are best suited to regulate micropollution. We thus conclude that sustainability criteria help to identify an appropriate instrument mix of end-of-pipe and source-directed measures to reduce aquatic micropollution.

Although transdisciplinary research has started addressing important epistemological challenges, as evidenced by the discussion about ‘mode 2’ knowledge production, its relation with postulations of ‘scientific objectivity’ is not yet well clarified. A common way of dealing with the epistemological challenge of situated knowledge production, as proposed by transdisciplinarity, is to point to the fundamental aspect of reflexivity. But reflexivity also includes being aware that power and control over the object is derived from the social position of researchers, an issue not often explicitly discussed in transdisciplinary research. Reflexivity thus represents an important but insufficient principle for guaranteeing appropriate levels of self-reflection within a process of knowledge coproduction. We therefore hypothesize that transdisciplinary research could greatly benefit from feminist scientific tradition, in particular the insights of standpoint theory and the concept of ‘strong objectivity’. We analyse, and reflect upon, how a recent transdisciplinary research initiative – conducted together with civil society organizations in (CSOs) in six countries: Bangladesh, Bolivia, Brazil, Burkina Faso, Ecuador and India – has benefited from the use of ‘strong objectivity’. We analyse how the social position of all stakeholders, including ourselves as the scientific actors in this initiative, influence the process and conditions of transdisciplinary knowledge co-production, and we discuss how power and control by scientists affects the process and conditions of interaction. Thereby we argue for the necessity of explicitly assuming sides in contested contexts for reaching objectivity in transdisciplinary research.

Despite being one of the world’s wealthiest countries and most modern economies, in Switzerland gender equality remains an elusive challenge. Paid maternity leave, legal abortion and an increase in women’s educational attainment are some of the milestones achieved since 1995, when the country was one of 189 states to adopt the Beijing Declaration and Platform for Action at the Fourth World Conference on Women. But while legal gender equality may be nearly achieved, much remains to be done to achieve gender equality in practice. Rigid gender stereotypes, wage discrimination, women’s heavy care burden, segregation in the workplace, violence against women, under-representation of women in political and economic decision making, and structural obstacles to reconciling family duties with employment still stand in the way of gender equality. In order to realize gender equality, government, employers, politicians and civil society all need to take concrete and coordinated actions. These range from changes in the educational sector, in the labour market and in the social security system to an active foreign policy that promotes women’s human rights.

How can governance of civil society organizations be conceptualized more adequately by accounting for the dual and simultaneous requirements of controlling and coaching in board behavior? Empirically, we seem to agree that effective governance of a civil society organization is crucial to its sustained viability. Conceptually, however, we observe a lack of consensus on how to best conceptualize CSO governance. By critically juxtaposing two major theoretical lenses to conceptualize governance, namely agency and stewardship theory, we identify a number of challenges conceptualizing board-management relations that deserve our attention. While agency theory privileges controlling behavior, stewardship theory emphasizes the coaching behavior of boards. The purpose of this paper is to offer a concept of governance that is informed by a paradox perspective advancing a subtler, more adequate conceptualization of board governance that accounts for the often conflicting demands on CSO governance. Drawing on a longitudinal interpretive case study, we exemplify our propositions empirically. The paper concludes with discussing the implications of our argument for CSO governance research and practice.

El concepto “desarrollo sustentable" se ha consolidado en la academia, organismos internacionales e instituciones públicas que tienen como una preocupación central el bienestar colectivo o la calidad de vida de la población. También está presente en el discurso de partidos políticos, organizaciones no gubernamentales, movimientos sociales y otros actores de la sociedad civil, que buscan nuevas respuestas a distintos problemas que aquejan a la sociedad y que dicen relación con su estrategia de desarrollo. De esta forma, se trata de un concepto universalmente aceptado y legitimado, aunque su significado no siempre sea unívoco y no conlleve en todos los casos al mismo tipo de acciones. Su fortaleza, sin embargo, radica en su concepción ampliamente compartida como uno de los meta - objetivos de la sociedad. No obstante, tal vez una de las mayores debilidades del concepto sea su (todavía) baja aplicabilidad a la realidad. Como dice Reboratti (2000:202), “desarrollo sostenible es...una meta a alcanzar, una posibilidad que aparece en el futuro y que tal vez nunca alcanzaremos...", pero según reconoce el mismo autor, requiere de al menos un esfuerzo de planificación, que –según entendemos nosotros- ha de contar con herramientas específicas, que permitan encauzar en forma efectiva el desarrollo de un territorio hacia su sustentabilidad. En este contexto, resulta fundamental desarrollar una metodología de ordenamiento territorial que pueda conducir efectivamente a un desarrollo sustentable. Por cierto, es necesario que dicha metodología sea de fácil aplicación, de manera que se constituya en un apoyo eficiente y eficaz para las instituciones responsables de la planificación y administración del territorio. En virtud de lo anterior, el presente trabajo tiene como objetivo general exponer una metodología para la elaboración de un Plan de Ordenamiento Territorial, basada en el concepto de “sustentabilidad", que sea efectiva y simple en su aplicación. Los componentes centrales de esta propuesta metodológica son: (a) la integración de distintas herramientas de análisis para el diagnóstico evaluativo de un territorio, (b) la ponderación de todas las dimensiones de la sustentabilidad, (c) la proposición de instrumentos para el diseño de modelos espaciales que permitan encauzar el desarrollo de un territorio hacia su sustentabilidad, considerando el uso racional de los recursos naturales, la reducción de los riesgos de desastres y el mejoramiento de la calidad de vida de las generaciones presentes y futuras. La metodología propuesta ha sido aplicada a un caso de estudio de escala local, la comuna de San José de Maipo en Santiago de Chile, a través de un ejercicio docente desarrollado por los alumnos de la promoción 2007 en el Taller de Gestión Ambiental, del Magíster en Asentamientos Humanos y Medio Ambiente de la Pontificia Universidad Católica de Chile. El proceso metodológico propuesto considera básicamente dos subprocesos: el diagnóstico evaluativo del sistema territorial y el diseño de un modelo territorial, cuyo resultado es la elaboración de un Plan de Ordenamiento Territorial Sustentable para la comuna de San José de Maipo.

El artículo analiza el rol protagónico que vienen desempeñando las organizaciones sociales en materia de provisión de cuidado y otras actividades de reproducción social en contextos de pobreza. Estas organizaciones comunitarias y sociales (OSyC) revisten de un carácter heterogéneo y diverso, tanto en lo que refiere a su génesis como a su desarrollo. Más particularmente, el artículo analiza la modalidad bajo la cual estas OSyC proveen de servicios de cuidado a amplios sectores de la población. Finalmente, se explora cómo las mujeres cuidadoras experimentan diferentes aspectos relativos al cuidado infantil que efectúan.

En esta ponencia estudiamos la conformación del Departamento de Ingenieros, sus múltiples atribuciones y los cambios que se fueron sucediendo entre su creación en 1875 y su supresión en 1913, un período fundamental para la provincia porque se trata de la época de las últimas entregas de tierra pública (más de 4 millones de hectáreas) y de los infructuosos intentos por controlar las inundaciones en la zona productiva ya ocupada. Nos interesa determinar la relación entre la toma de decisiones, la gestión técnica y económica, los cambios en la política y la economía bonaerense. Estudiamos las relaciones entre las distintas especialidades de la ingeniería y la agrimensura que llevaron a la conformación del Departamento de Ingenieros con muchas más atribuciones, entre las que se encuentran las que tenía el Departamento Topográfico. La creciente especialización de los saberes, evidentemente, estaba impactando no solamente en la disciplina, sino que se expresaba en la especificidad de las agencias estatales, que se iban complejizando para poder abarcar el cúmulo de intereses del estado y de la sociedad civil en torno al territorio

The City Educator Program is articulated with PROEX-Pro - Deanship Culture and Student Affairs through the Directorate of Extension, along with the Institute of Geography, Faculty of Architecture, Urban Planning and Design Institute and the City Futura Pro. Program is conducted since 2008 by the Federal University of Uberlândia and Motion City Futura. The outreach program aims to promote democratic governance and smart planning municipal and regional level, enabling public and social (government technicians, law enforcement officers, and civil society leaders) seeking implementation of legal instruments, urban and tributaries in the counties of Araguari and Uberlândia, established in the City Statute and Master Plans, and the Fiscal Responsibility, Social Rights established by the Constitution, and all the instruments of social control in the municipalities involved. The methodology includes content developed through dynamic, research participant, group work and exposure dialogue. The results were relevant to holding the Course on Urban Management and Sustainable Democratic, Uberlândia A Forum for Sustainable Leadership Training Course Ethical and Sustainable, Community Workshops Seminars in Neighborhoods assessment; Map Workshop Speaker, Research Participants, Seminars and Interactive Campaigns Mobilization office in the territory. Were produced articles, reports and reflections that are public in book form. At the end of the implementation of program activities, the municipal governments, entities and non-governmental organizations as well as citizens who, directly or indirectly, involved with the program, attended the final seminar where, besides the presentation of results, was made, collectively, evaluation and assessment of all activities

Esta ponencia es la presentación del proyecto de tesis, que tiene por objetivo estudiar el proceso de constitución y consolidación del poder judicial, responsable de la administración de justicia, como integrante del Estado provincial, legitimador de su accionar político y mediador con la sociedad civil. La investigación se ubica en la provincia de Buenos Aires, entre 1853 y 1881, que sancionó su propia Constitución en 1854, en la que declaraba en su artículo 118 que el poder judicial sería independiente de todo otro en el ejercicio de sus funciones. Es decir que en esta provincia la consagración de la teoría de los poderes del Estado y la ley como definidora de lo que era justo, requirieron de la organización del poder judicial. El sistema judicial de la provincia de Buenos Aires comenzó su formación como poder del Estado a partir de la reforma rivadaviana y el proceso alcanzó su madurez entre 1853 y 1881, como parte fundamental del proyecto liberal, asentado sobre la autoridad de la ley. El poder judicial garantizaba la legitimidad del sistema político republicano de matriz liberal, pero la dependencia con el poder ejecutivo se mantuvo en parte, representada en el presupuesto, los nombramientos y los jurys. La organización judicial en formación incluyó al ámbito rural con una fisonomía institucional que tendía a consolidar la relación entre Estado y sociedad civil; ésta manifestaba sus necesidades a través de la opinión pública y el poder las interpretaba con el fin de legitimar su acción política. En este proceso de legitimación, el poder judicial era funcional al Estado, lo que se consolidó con el tiempo. La Constitución de 1873, a pesar de ser ideal en algunas de sus propuestas, dio protagonismo y efectividad a las instituciones judiciales que se formaron y pusieron en funcionamiento con una nueva concepción de justicia, que sin dejar de lado el derecho natural se consolidaba en una función más positiva, atenta a los derechos individuales y de propiedad. Para comprender el rol que jugó el sistema de justicia en la formación del Estado es necesario desenmarañar la compleja trama de relaciones entre el poder político y los magistrados, y a su vez entre ellos y la sociedad. Pero esto no se puede realizar sin conocer y comprender que entendían por justicia, y definir de qué forma organizaron su administración. En la realización de esta investigación atenderé a las soluciones que el ordenamiento jurídico debía brindar a una determinada sociedad, las instituciones que lo formaron y las ideas de quienes lo gestaron. El uso de la fuente judicial será fundamental para observar si la letra de la ley fue cumplida en la administración de justicia y de qué manera. Pero esa fuente judicial confirmará o no la aplicación de las leyes dictadas por el poder legislativo y los decretos emanados del ejecutivo, por ello será necesario reconstruir los organigramas del Poder Judicial a partir del estudio de los Registros Oficiales y los debates legislativos de la provincia.

The province of Mendoza, in the west of the Argentine Republic is in a favorable political conjuncture to strengthen the territorial planning in the municipalities. This is due to the approval of the Provincial Law 8051 of Territorial Ordering and Municipal Ground Uses that establish terms to formulate a Plan Provincial Territorial Ordering and Plans; against this background the municipalities have an annotated time to elaborate their own Plan. On the other hand the civil society is giving awareness signs on its protagónico paper like controller of the public policies, generating propitious scopes for the participativas social practices and circulation of the knowledge. This verifies in the social reactions front to decisions that can affect the atmosphere and the resources of the territory. In spite of this favorable context to fortify the instances of social participation it jeopardize with projects based on territorial intelligence, are observed very different institutional answers. The greater obstacles are within such municipalities, lack territorial conscience in the municipal agents and the handling of the information is fragmented. Taking into account the marks from reference that affect the provincial territorial policy, an investigation was made in order to analyze the practices of participativa planning in municipal scopes. Interviews, studies of case and qualification of municipal agents were combined, which allowed triangular results and of obtaining a socioterritorial differentiation of the municipalities of Mendoza. This result is a departure point to consider at the time of making proposals for a work agenda or trying transformations towards a new form to govern, where the associate management is multiplied. Before a same frame of provincial reference, the particular answers of the municipalities are improving, but the majority requires to cross a gradual own way with the qualification of the human resource and with a renovation of guidelines in relation to the local community

La obra vincula las instituciones, el orden público y la construcción de una ciudadanía en la Pampa Central con la extensión de propiedades de construcción del Estado que el gobierno federal intentaba concretar en los territorios nacionales -fines del siglo XIX-. Se analizan las instituciones, su constitución, funcionamiento e inconvenientes. Se reconstruyen las relaciones de la incipiente sociedad civil que estaba adquiriendo rasgos de "ciudadanía", pese a la limitación del derecho a la soberanía y representación política, por cuya razón se abocó al reducido poder local, a la conversión del Territorio en provincia y a la presión sobre las instituciones del Estado. Ciertos sectores sociales -vecinos propietarios- participaron en el poder y pudieron incidir en la disposición de un determinado orden público. Se descubre este entramado a través de la cuestión política, la constitución de la esfera pública, el papel de la prensa, y el accionar de sectores gubernamentales y particulares, especialmente en los conflictos sociales. Estas cuestiones se analizan con mayor profundidad en el estudio particular de una institución: la justicia letrada nacional con marcado poder en el Territorio. Se demuestra que esta institución ejerció un papel importante en la extensión de las propiedades que caracterizaron la construcción y consolidación del Estado. El protagonismo judicial a nivel nacional tuvo su correlación en el poder de los jueces y de los juzgados letrados territoriales, basado en: el carácter nacional de estos tribunales, el perfil profesional de sus miembros, una red social y política de los magistrados a nivel nacional y, la debilidad de las demás instituciones del Territorio. Este poder era reconocido y consolidado por la prensa y los vecinos -propietarios, comerciantes y profesionales- interesados en jerarquizar el papel de la justicia.
