This article suggests that the addressees as the dialogical ‘other’ loom large in monological political speeches. However, political speeches are produced under conditions of addressee heterogeneity, i.e. the speakers do not actually know who they will be talking to. It will be argued that the addressees are nevertheless a crucial element in speakers’ context models, that speakers orientate towards imagined addressees and that certain aspects – what possible addressees may do, think or believe and that they are a part of an imagined community – are particularly relevant from the speakers’ point of view. An analysis of addressee orientation in political speeches aims at reconstructing speakers’ conceptualisations of possible addressees. The analysis reveals patterns of addressee orientation which suggest that the addressees are framed in terms of presumed nearness (i.e. agreement) or distance (i.e. disagreement) to the speakers. Both presumed agreement and disagreement will be discussed in terms of how the speakers aim to impose their default perspectives on the addressees. The analysis is based on examples from a substantial corpus of German chancellors’ political speeches from 1951-2001.

This paper examines the relationship between the use of names and other words in address and in reference: how does the way that speaker A addresses B differ from the way that A refers to B, and what are the factors affecting this difference? The study, based on observation and interviews, attempts both to solve a problem in pragmatics and to help historical linguists and others who need to know the extent to which it may be justified to extrapolate from referential to address usage and vice versa.

Recent advancement in wireless communication technologies and automobiles have enabled the evolution of Intelligent Transport System (ITS) which addresses various vehicular traffic issues like traffic congestion, information dissemination, accident etc. Vehicular Ad-hoc Network (VANET) a distinctive class of Mobile ad-hoc Network (MANET) is an integral component of ITS in which moving vehicles are connected and communicate wirelessly. Wireless communication technologies play a vital role in supporting both Vehicle to Vehicle (V2V) and Vehicle to Infrastructure (V2I) communication in VANET. This paper surveys some of the key vehicular wireless access technology standards such as 802.11p, P1609 protocols, Cellular System, CALM, MBWA, WiMAX, Microwave, Bluetooth and ZigBee which served as a base for supporting both Safety and Non Safety applications. It also analyses and compares the wireless standards using various parameters such as bandwidth, ease of use, upfront cost, maintenance, accessibility, signal coverage, signal interference and security. Finally, it discusses some of the issues associated with the interoperability among those protocols.

This article uses discourse analysis to study the continuities in British foreign policy thinking within the Labour party from the 1960s to the present day. Using representative extracts from speeches by Hugh Gaitskell, Harold Wilson, Tony Blair and Gordon Brown, it identifies the ideational consis- tencies in the leaders’ attitudes to: Empire; federalism in the EEC/EU; and laying down conditions that have to be met before any constructive engagement with ‘Europe’ can be countenanced. We argue that these consistencies, spanning a 50-year period, exemplify a certain stagnation both within Labour’s European discourses and within British foreign policy thinking more widely. We develop the idea that Labour party thinking has been crucially framed by both small ‘c’ conser- vative and upper-case Conservative ideology, popularised by Winston Churchill in his ‘three circles’ model of British foreign policy.

Este texto tem como objetivo básico realizar o arriscado exercício de pensar como, no Brasil das últimas décadas, desenvolveram-se o que se irá chamar de "estudos políticos". Tal designação, passível de muitas críticas e desconfianças, é reveladora da grande dificuldade em delinear o campo dos trabalhos cobertos pela reflexão, uma vez que trata-se, fundamentalmente, de situar as questões e relações, ao mesmo tempo competitivas e complementares, de uma produção que, tendo como objeto "temas políticos", pode assumir contornos teórico-metodológicos mais próximos ou distantes da história, da ciência política ou, também, de outras ciências sociais.

O objetivo deste trabalho foi analisar a proposta educacional das Escolas Metodistas a partir do relacionamento destas com a própria estrutura eclesiástica da Igreja Metodista e com a sociedade brasileira como um todo, na oportunidade em que o Brasil se definia como um país capitalista dependente. Através da pesquisa e análise dos estatutos, prospectos, anuários, programas de ensino, organização curricular, revistas educacionais, artigos, discursos, documentos de arquivo, etc, provenientes do Instituto Porto Alegre (IPA), tomado como referencial para interpretar a proposta educacional das Escolas Metodistas, detectaram-se os princípios básicos-da referida proposta desde a fundação da Escola (1919) até os dias atuais. Procedeu-se à análise da evolução histórica da Igreja e das Escolas Metodistas sempre considerando a vinculação existente inicialmente com os Estados Unidos (nação hegemônica, externa) e posteriormente com o Estado Brasileiro (dominação interna). Concluiu-se que, na medida em que a sociedade brasileira ia sendo estruturada conforme os principios e propósitos definidos por uma nação hegemônica (Estados Unidos) e que o Estado Brasileiro se organizava como agente de uma dominação interna, as Escolas Metodistas passaram do nivel de dependência externa para um nível de dependência interna, e o relativo êxito de sua proposta educacional diluiu-se com a implantação do sistema oficial de ensino no país.

Os mega-eventos internacionais diferem muito nos seus propósitos, que podem ser econômicos, políticos, de meio ambiente, culturais, turísticos, esportivos etc. Independente dos seus propósitos, a essência de todos, é sediá-los com sucesso, proporcionando segurança às pessoas que deles participam. Esses eventos representam uma grande oportunidade para a cidade e para o país que os hospeda, pois permitem divulgar ao mundo inteiro seu potencial cultural e turístico, mas, por outro lado, a responsabilidade é um grande desafio para as autoridades envolvidas na organização. Este trabalho aborda a questão da segurança pública no Estado do Rio de Janeiro, perante a realização dos próximos eventos internacionais, como o Mundial de Futebol de 2014 e as Olimpíadas de 2016. O objetivo principal que norteou esta investigação foi identificar os fatores necessários para a construção de uma agenda coletiva que oriente o trabalho matricial de segurança no planejamento destes eventos. Para esse efeito, realizamos uma ampla pesquisa bibliográfica, entrevistas e observação para coletar as informações. Concluímos que esses fatores são: a integração entre governos (Federal, Estaduais e Municipais); a integração das comunidades e de toda a sociedade civil; o planejamento de responsabilidades; conhecimento prévio de cenários anteriores; cooperação com instituições nacionais e internacionais; administração orçamentária e participação logística dos recursos.

The research topic of this paper is focused on the analysis of how trade associations perceive lobbying in Brussels and in Brasília. The analysis will be centered on business associations located in Brasília and Brussels as the two core centers of decision-making and as an attraction for the lobbying practice. The underlying principles behind the comparison between Brussels and Brasilia are two. Firstof all because the European Union and Brazil have maintained diplomatic relations since 1960. Through these relations they have built up close historical, cultural, economic and political ties. Their bilateral political relations culminated in 2007 with the establishment of a Strategic Partnership (EEAS website,n.d.). Over the years, Brazil has become a key interlocutor for the EU and it is the most important market for the EU in Latin America (European Commission, 2007). Taking into account the relations between EU and Brazil, this research could contribute to the reciprocal knowledge about the perception of lobby in the respective systems and the importance of the non-market strategy when conducting business. Second both EU and Brazilian systems have a multi-level governance structure: 28 Member States in the EU and 26 Member States in Brazil; in both systems there are three main institutions targeted by lobbying practice. The objective is to compare how differences in the institutional environments affect the perception and practice of lobbying, where institutions are defined as ‘‘regulative, normative, and cognitive structures and activities that provide stability and meaning to social behavior’’ (Peng et al., 2009). Brussels, the self-proclaimed "Capital of Europe”, is the headquarters of the European Union and has one of the highest concentrations of political power in the world. Four of the seven Institutions of the European Union are based in Brussels: the European Parliament, the European Council, the Council and the European Commission (EU website, n.d.). As the power of the EU institutions has grown, Brussels has become a magnet for lobbyists, with the latest estimates ranging from between 15,000 and 30,000 professionals representing companies, industry sectors, farmers, civil society groups, unions etc. (Burson Marsteller, 2013). Brasília is the capital of Brazil and the seat of government of the Federal District and the three branches of the federal government of Brazilian legislative, executive and judiciary. The 4 city also hosts 124 foreign embassies. The presence of the formal representations of companies and trade associations in Brasília is very limited, but the governmental interests remain there and the professionals dealing with government affairs commute there. In the European Union, Brussels has established a Transparency Register that allows the interactions between the European institutions and citizen’s associations, NGOs, businesses, trade and professional organizations, trade unions and think tanks. The register provides citizens with a direct and single access to information about who is engaged in This process is important for the quality of democracy, and for its capacity to deliver adequate policies, matching activities aimed at influencing the EU decision-making process, which interests are being pursued and what level of resources are invested in these activities (Celgene, n.d). It offers a single code of conduct, binding all organizations and self-employed individuals who accept to “play by the rules” in full respect of ethical principles (EC website, n.d). A complaints and sanctions mechanism ensures the enforcement of the rules and addresses suspected breaches of the code. In Brazil, there is no specific legislation regulating lobbying. The National Congress is currently discussing dozens of bills that address regulation of lobbying and the action of interest groups (De Aragão, 2012), but none of them has been enacted for the moment. This work will focus on class lobbying (Oliveira, 2004), which refers to the performance of the federation of national labour or industrial unions, like CNI (National Industry Confederation) in Brazil and the European Banking Federation (EBF) in Brussels. Their performance aims to influence the Executive and Legislative branches in order to defend the interests of their affiliates. When representing unions and federations, class entities cover a wide range of different and, more often than not, conflicting interests. That is why they are limited to defending the consensual and majority interest of their affiliates (Oliveira, 2004). The basic assumption of this work is that institutions matter (Peng et al, 2009) and that the trade associations and their affiliates, when doing business, have to take into account the institutional and regulatory framework where they do business.

The present work analyses and discusses the sociability in the culture of contemporary cities focusing on the theme of fear and violence in the daily life of squares in the city of João Pessoa-PB. We analyse the relations between places in town and make correlations of history and setting of neighborhoods with the process of urban growth, including recent interventions of public authorities in their public spaces. We observed in this dynamics social attitudes and actions that range from a desired peaceful coexistence to social exclusion. Thus, we discuss, based upon the imaginary vision, that the squares exist as a locus of equality, citizenship and political, and, also, as a space for everyone, despite the existence of symbolic forces working towards segregation and privatization, ruled in fear and violence. We aimed to investigate the different symbolic logics from the issue of fear and violence that allows the exclusion and the inclusion of groups and individuals in the quotidian use of public spaces of contemporary cities. We believe that the social action is demarcated by violence ant its corollary, the social fear, and operates based on the logic of a relational game always confrontational but experienced in different forms according to the social segment or group under study. We used a qualitative and quantitative methodology relating data and statistical analysis with categories created for the understanding of subjective factors. Our analyses combined ethnographic elements, periodics research and images of the city and its spaces, with the contribution of a survey that allowed comparisions of five squares of neighborhood based on the daily life under investigation. Our proposal was to deepen the investigations related to the public space of contemporary cities, expanding the look on João Pessoa and its cultural dynamics with an analysis of discourses, images, the collective imaginary and the social appropriation of the spaces based on fear and violence. The research accomplished in different areas and the analysis of images and speeches published in newspapers reports, books, advertising etc. allowed the approach of differentiated patterns of sociability in the same urban process. The neighborhoods in study are indeed spatially and economically distanced and the process of creation and construction of squares occurred in very different ways in the respective location. We defend the thesis that neighborhood community squares provide reinvigorated spaces and public spheres in the urban process and in the dynamics of sociability in the cities. These squares are also social spaces par excellence for the perception of the logic of individualism and segregation so marked by fear and violence in contemporary cities

Recentemente, alguns acadêmicos têm demonstrado que a tradução química pode auxiliar o trabalho histórico. O objetivo deste trabalho é traduzir alguns experimentos alquímicos de Robert Boyle para a química contemporânea, particularmente, aqueles que envolvem a água régia. A maior parte desses experimentos tem relação com o mecanicismo boyleano, com receitas de produção de compostos e com a padronização de procedimentos químicos. Muitos deles envolvem descrições precisas de propriedades, tais como o ponto de fusão, a mudança de gosto, a liberação de som e bolhas, a corrosão etc., que podem ser usadas como ferramentas de rastreamento para uma tradução à notação química atual.
