Infant mortality as a problematic situation has been recognized for some 130 years in one form or another. It has undergone various changes in its empirical dimensions relative to whom we study within the population, what we study--low birth-weight vs. pre-term births--and how we study it--whether demographically or medically. An analysis of the process by which the condition was raised by claims makers as an intolerable situation among America's urban residents reveals that demographic and medical data were sparse. Nonetheless, a judgement about the meaning and significance of the condition was made, and that interpretation led to the promulgation of systems to both document and address the condition as it has come to be defined.^ This investigation depicts the historical context and natural history of infant mortality as one of a number of social problems that came to be defined through the interplay among groups and individuals making claims and how their claims came to the public policy agenda as worthy of collective resources--who won, who lost and why. The process of social definition focuses attention on the claims makers and the ways they contrast the meaning, origins and remedies for this troubling condition. The historical context becomes the frame of reference for understanding the actions of the claims makers and the meaning and significance they attached to the problem.^ We purport that "context" provides a closer reality than disjoined "value free" accounts. Context provides the evidence for the definition, who participated in the process, why and by what means.^ The role of women in the definitional process reveals the differences in approaches utilized by the women of the settlement house reform movement and African-American women working at the grass-roots. Much of the work done by these two groups provided options to the problem's remedy; however, their differences paved the way to our current (principally medically-oriented) definition and its inherent limitations. ^

El objetivo del proyecto es formular lineamientos base para propuestas de mejoramiento del hábitat en La Angostura en el Valle del Tafí, favoreciendo su actual proceso de desarrollo y fortalecimiento comunitario como pueblo indígena. La Comunidad se encuentra en un proceso de construcción y reafirmación de su identidad como pueblo originario, lo que involucra reivindicaciones ligadas a la preservación de su hábitat, la reconstrucción de su historia, su desarrollo económico, social y el fortalecimiento comunitario en un momento de ocupación descontrolada del territorio por sectores privados para explotar turísticamente la zona; dejando a la comunidad fuera de los procesos de explotación y producción, usando los recursos del área y condenándola a un estado de dominación y dependencia. El 22 de Mayo de 2006 la Convención Constituyente para la reforma de la Constitución de Tucumán incorporó la propuesta de 21 comunidades indígenas que reconoce los derechos como Pueblos Originarios. La Comunidad cuenta con personería jurídica desde el año 2004 y está organizada de acuerdo a las pautas de los pueblos originarios. Un equipo interdisciplinario integrado por profesionales y estudiantes de Arquitectura, Medicina, Historia, Psicología y Psicología Social estudia las condiciones concretas de existencia y el proceso histórico de la comunidad, la migración de jóvenes que no encuentran fuentes de trabajo o estudio, los adultos y viejos que regresan al valle desde la Capital de la Provincia o del País y vuelcan las influencias recibidas, instalando una idea de progreso situada fuera de su pago.

Resumen: El tema de este trabajo nos pone en el camino, estudio y reflexión sobre la construcción del concepto de “bárbaro” como oponente, contrario o antagonista de “heleno”. Esta construcción requirió de los autores de la época la necesidad de darle forma sustantiva al concepto de “heleno”, que no solo fue una figura retórica, sino un “signo identitario” importante. La afirmación de la identidad de los triunfadores de las Guerras Médicas los puso en la necesidad ideológica y política de reforzar el concepto de “heleno” desde el discurso, tal como lo habían hecho en su momento por las armas. Heródoto mismo nos indica que helenos y bárbaros son, en principio, diferentes, incluso representan regiones o espacios diferentes dentro de la ecúmene. La diferencia de lenguaje en el siglo V a. C, evolucionó hacia una forma de espacio. Aquellos que no hablaban griego fueron considerados atrasados, rudos, rebeldes e intelectualmente inferiores.

This paper analyzes the psychosocial construction of the conceptions of time and social change, and their relation with the notion of progress set up by modernity as well as their contradictory aspects, considering their historicity as psychosocial and social phenomena. The social construction of the notion of time is discussed; it responds to social organization forms, thus turning the social changes into historical and temporal landmarks. The association between social changes and social movements is argued and the concept of progress is deconstructed. Finally, the importance of the idea of movement in the construction of time, change and progress concepts is pointed out; it is also explained how modernity imbued such notions with direction and goals, in the direction of an arrow, according to the prevailing interests, while modeling them in its own image and likeness.

This paper shows the influence of the semantic content of urban sounds in the subjective evaluation of outer spaces. The study is based on the analysis conducted in three neighboring and integrated urban spaces with a different form of social ownership in the city of Cordoba, Argentina. It shows that the type of sound source present at each site influence, by its semantic content, in the user´s identification and permanence in the place. The noise present in a soundscape is able to have a high semantic content, and therefore the sound has a particular meaning for the perceiver. Every particular social group influences the production of their own sounds and how they perceive them. This allows to consider the sound as one of the factors that define the sense of "place" or "no place" of a certain urban space. Evidently the sounds, and their ability to evoke and characterize the environment, cannot be ignored in the construction and recovery of anthropological sites. This urban culture is unique and specific to every society. Thepublic spaces, with their soundscape, are part of the construction of the urban identity of a city. It is shown that for identical general sound levels present in each of the spaces, the level of annoyance or discomfort, in relation to the subjective acoustic quality, is different. This is the result of the influence of semantic content of the sounds present in each urban space. Coinciding with other similar research, the level of discomfort or annoyance decreases as the presence of natural sounds such as water, the wind in the trees or the birds singing increases, even when the objective values of noise level of natural sounds are higher.

The article addresses the analysis of time images furnished by a qualitative research made in Spain on the relations of working time and family/personal time. The analysis focuses on three widespread time metaphors used in day-to-day speeches by social agents. The first one is the metaphor of time as resource for action. Its value is equally economical, moral and political. Used in different context of action, it may mean something that can be either invested, donated generously to others, appropriated for caring for oneself, or spent without purpose with others. The second metaphor represents time as an external environment to which action must adapt. This metaphor shows many variants that represent time as a dynamic/static, repetitive/innovative, ordered/chaotic environment. In this external environment, the agents must resolve the problems of temporal embeddedness, hierarchy and synchronization of their actions. The third metaphor shows time as a horizon of action intentionality where the agents try to construct the meaning of their action and identity. Within this horizon the construction of a significant narrative connecting past and present experiences with future expectations is possible.

This conceptual study explores ethnic identity development theory in order to argue that ethnic identity development education is a means of developing broad senses of community in the African Diaspora that expand beyond a tribal, local, familial level. This study suggests that the broadening of community understanding would contribute to establishing social sustainability on regional, national and international levels within the Pan African community. Establishing such social sustainability would have direct effects on the areas of economic and environmental sustainability. One of the goals of this project is to offer suggestions for ethnically relevant education that can develop social sustainability in several places throughout the Diaspora, such as in Nigeria where ethnic conflicts are a contemporary concern.

El artículo tiene como objetivo el análisis del proceso de construcción social del fenómeno de las adopciones en España, que tendrá mayor relevancia numérica e impacto social en la década de los noventa con el incremento de las adopciones internacionales. Las conclusiones que se presentan surgen de la investigación documental llevada a cabo en documentos oficiales y personales. Las leyes, normas y decretos que se revisan son examinados en su estructura social y al hilo de las ideologías dominantes sobre maternidad, crianza, infancia y familia. Se incluye el legado normativo que el movimiento por la recuperación de la memoria histórica ha dotado de contemporaneidad, al tiempo que nos sitúa en la construcción actual de la adopción. Esta visión diacrónica se completa con el análisis de documentos personales autobiográficos. Si significativo es el incremento de las adopciones internacionales en España, también lo es el importante número de documentos personales en los que madres y padres relatan en primera persona su experiencia con la adopción. Sus narraciones son críticas con la gestión del proceso de la adopción y con la ideología que subyace, basada en la construcción de la diferencia con fuerte sesgo a favor del modelo biológico y en la sacralización del niño adoptado. En sus relatos se sigue el proceso contemporáneo de construcción identitario, individual y social de la adopción en España.
