ECLAC advocates that the Caribbean’s high debt dilemma was not principally driven by policy missteps, or the international financial crisis. Rather, it finds its roots in external shocks, compounded by the inherent structural weaknesses and vulnerabilities confronting Caribbean SIDS and their limited capacity to respond. A major factor has been the underperformance of the export sector, partly due to a decline in competitiveness and a slowdown in economic activity especially among the tourism-dependent economies. Caribbean countries have also accumulated debt as a consequence of increased expenditures to address the impact of extreme events and climate change attendant difficulties. Most Caribbean countries are located in the hurricane belt and are also prone to earthquakes and other hazards. Indeed, a disaster resulting in damage and losses in excess of 5 per cent of GDP can be expected to hit any Caribbean country every few years. Moreover, over the period 2000-2014, it is estimated that the economic cost of natural disasters in Caribbean countries was in excess of US$30.7 billion. The English Speaking Caribbean countries are extremely vulnerable to natural disasters.

En su edición número 68, que corresponde al año 2016, el Estudio Económico de América Latina y el Caribe consta de tres partes. En la primera se resume el desempeño de la economía regional en 2015 y se analiza la evolución durante el primer semestre de 2016, así como las perspectivas de crecimiento para el año. Se examinan los factores externos e internos que han incidido en el desempeño económico de la región y se destacan algunos de los desafíos para las políticas macroeconómicas en un contexto externo caracterizado por el bajo crecimiento y elevados grados de incertidumbre. En la sección temática de este Estudio se analizan los desafíos que tienen los países de América Latina y el Caribe en el ámbito interno y externo para movilizar el financiamiento del desarrollo. En lo interno, la desaceleración del crecimiento y las mayores restricciones fiscales imponen importantes retos a la movilización de recursos. En lo externo, la condición de países de renta media dificulta el acceso al financiamiento externo concesionado o de la cooperación internacional. La tercera parte, que está disponible en la página web de la CEPAL (www.cepal.org), contiene las notas referentes al desempeño económico de los países de América Latina y el Caribe en 2015 y el primer semestre de 2016, así como los respectivos anexos estadísticos. La información que se presenta ha sido actualizada al 30 de junio de 2016.

Em sua edição número 68, que corresponde a 2016, o Estudo Econômico da América Latina e do Caribe consta de três partes. A primeira resume o desempenho da economia regional em 2015 e analisa a evolução durante o primeiro semestre de 2016, bem como as perspectivas de crescimento para o ano. Examina os fatores externos e internos que incidiram no desempenho econômico da região e destaca alguns dos desafios para as políticas macroeconômicas num contexto externo caracterizado por baixo crescimento e elevados graus de incerteza. A seção temática deste estudo analisa os desafios que os países da América Latina e do Caribe enfrentam no âmbito interno e externo para mobilizar o financiamento para o desenvolvimento. No âmbito interno, a desaceleração do crescimento e as maiores restrições fiscais impõem importantes desafios à mobilização de recursos. No âmbito externo, a condição de países de renda média dificulta o acesso ao financiamento externo concessional ou à cooperação internacional. A terceira parte, que está disponível no site da CEPAL (www.cepal.org), contém as notas referentes ao desempenho econômico dos países da América Latina e do Caribe em 2015 e no primeiro semestre de 2016, bem como os respectivos anexos estatísticos. La región de América Latina y el Caribe ha mostrado una trayectoria exitosa en el proceso de erradicación del hambre y es la única región del mundo que redujo a la mitad tanto la proporción de personas que padecen hambre (meta establecida en los Objetivos de Desarrollo del Milenio) como el número absoluto de personas afectadas por el hambre (meta establecida en la Cumbre Mundial sobre la Alimentación, de 1996). El propósito de esta publicación es suministrar a los países de la región información actualizada y oportuna sobre el estado de la seguridad alimentaria y nutricional, el papel que tienen distintas áreas como la agricultura, el comercio agroalimentario y la gestión de recursos naturales en la erradicación del hambre y la posibilidad de enfrentar con éxito la doble carga de la malnutrición, en un contexto en que los efectos del cambio climático pueden amenazar los avances observados hasta el momento en América Latina y el Caribe. El Plan para la Seguridad Alimentaria, Nutrición y Erradicación del Hambre de la CELAC 2025 es una herramienta trascendental para el logro de los Objetivos de Desarrollo Sostenible de la Agenda 2030 para el Desarrollo Sostenible y, por ello, alienta a los países de América Latina y el Caribe a redoblar los esfuerzos para identificar las áreas clave de política que permitan acelerar y consolidar el proceso de erradicación del hambre y hacer frente a la doble carga de la malnutrición en la región, donde el sobrepeso y la obesidad se suman cada vez más a ese flagelo.

The region of Latin America and the Caribbean can boast a successful track record in the process of eradicating hunger: it is the only region in the world that has halved both the proportion of people who suffer from hunger (the target set in the Millennium Development Goals) and their absolute number (the target set at the World Food Summit of 1996). This publication aims to provide the region’s countries with up-todate and timely information on the status of food and nutrition security; on the role in eradicating hunger played by the different areas such as agriculture, agrifood trade and natural resources management; and on the possibility of successfully addressing the twin burden of malnutrition, in a context where the effects of climate change could threaten the progress achieved in Latin America and the Caribbean thus far. The CELAC Plan for Food and Nutrition Security and the Eradication of Hunger 2025 is a cross-cutting tool for achieving the Sustainable Development Goals of the 2030 Agenda for Sustainable Development; and it thus encourages the countries of Latin America and the Caribbean to redouble their efforts to identify key policy areas that will make it possible to speed up and consolidate the process of eradicating hunger and tackle the twin burden of malnutrition in the region, in which overweight and obesity are increasingly adding to that scourge.

Daniel Bromley argues against Oran Young’s FIT model as a basis for environmental governance, on the grounds that humans cannot manage nature and that attempts to do so are based on a scientistic, modernist conceit. At issue is the role of natural and social scientists in adjudicating questions about what we ought to do to close governance gaps and address unsustainable behaviors. If Bromley is right, then the lessons of the American pragmatist tradition recommend against attempts to “fit” social institutions to the natural world. The first objective of this paper is to argue that Bromley’s view is not in keeping with the pragmatism of C. S. Peirce and John Dewey, which actually places a high value on natural and social scientific modes of inquiry in the service of social ends. I argue that Young’s proposal is in fact a development of the pragmatist idea that social institutions must be fit in the sense of fitness, i.e., resilient and able to navigate uncertainty. Social institutions must also evolve to accommodate the emerging values of the agents who operate within them. The second objective of this paper is to examine the role of social science expertise in the design of social policies. Governance institutions typically rely on the testimony of natural scientists, at least in part, to understand the natural systems they operate within. However, natural systems are also social systems, so it seems pertinent to ask whether there is a role for social systems experts to play in helping to design environmental governance institutions. I argue that social scientists can make a unique contribution as experts on social institutions, and as such, are necessary to bring about a transformation of the unsustainable institutions that are preventing us from achieving stated sustainable development goals.

The broad definition of sustainable development at the early stage of its introduction has caused confusion and hesitation among local authorities and planning professionals. The main difficulties are experience in employing loosely-defined principles of sustainable development in setting policies and goals. The question of how this theory/rhetoric-practice gap could be filled will be the theme of this study. One of the widely employed sustainability accounting approaches by governmental organisations, triple bottom line, and applicability of this approach to sustainable urban development policies will be examined. When incorporating triple bottom line considerations with the environmental impact assessment techniques, the framework of GIS-based decision support system that helps decision-makers in selecting policy option according to the economic, environmental and social impacts will be introduced. In order to embrace sustainable urban development policy considerations, the relationship between urban form, travel pattern and socio-economic attributes should be clarified. This clarification associated with other input decision support systems will picture the holistic state of the urban settings in terms of sustainability. In this study, grid-based indexing methodology will be employed to visualise the degree of compatibility of selected scenarios with the designated sustainable urban future. In addition, this tool will provide valuable knowledge about the spatial dimension of the sustainable development. It will also give fine details about the possible impacts of urban development proposals by employing disaggregated spatial data analysis (e.g. land-use, transportation, urban services, population density, pollution, etc.). The visualisation capacity of this tool will help decision makers and other stakeholders compare and select alternative of future urban developments.

The chapter introduces the ‘Integrated Land Use and Transportation Indexing Model’ that incorporates triple bottom line considerations with environmental impact assessment techniques via a geographic, information systems-based decision support system. This model helps decision-makers in selecting policy options according to their economic, environmental and social impacts. Its main purpose is to provide valuable knowledge about the spatial dimensions of sustainable development, and to provide fine detail outputs on the possible impacts of urban development proposals on sustainability levels. In order to embrace sustainable urban development policy considerations, the model is sensitive to the relationship between urban form, travel patterns and socio-economic attributes. Finally, the model is useful in picturing the holistic state of urban settings in terms of their sustainability levels, and in assessing the degree of compatibility of selected scenarios with the desired sustainable urban future.

Many economic, social and environmental sustainability problems associated with typical urban transportation systems have revealed the importance of three domains of action: vehicle, infrastructure and user. These domains need to be carefully reconsidered in search of a sustainable urban development path. Although intelligent transportation systems have contributed substantially to enhancing efficiency, safety and comfort of travel, questions related to users’ behaviours and preferences, which stimulate considerable environmental effects, still needed to be further examined. In this chapter, options for smart urban transportation infrastructure development and the technological means for achieving broader goals of sustainable communities and urban development are explored.

Today, more than 1000 World Heritage (WH) sites are inscribed on UNESCO’s list, 228 of which are natural and mixed heritage sites. Once focused primarily on conservation, World Natural Heritage (WNH) sites are increasingly seen as promoters of sustainable regional development. Sustainability-oriented regions, it is assumed, are safeguards for conservation and positively influence local conservation goals. Within UNESCO, discussions regarding the integration of sustainable development in official policies have recently gained momentum. In this article, we investigate the extent to which WNH sites trigger sustainability-oriented approaches in surrounding regions, and how such approaches in turn influence the WNH site and its protection. The results of the study are on the one hand based on a global survey with more than 60% of the WNH sites listed in 2011, and on the other hand on a complementary literature research. Furthermore, we analyze the policy framework necessary to support WNH sites in this endeavor. We conclude that a regional approach to WNH management is necessary to ensure that WNH sites support sustainable regional development effectively, but that the core focus of WNH status must remain environmental conservation.

The recognition of the relevance of energy, especially of the renewable energies generated by the sun, water, wind, tides, modern biomass or thermal is growing significantly in the global society based on the possibility it has to improve societies′ quality of life, to support poverty reduction and sustainable development. Renewable energy, and mainly the energy generated by large hydropower generation projects that supply most of the renewable energy consumed by developing countries, requires many technical, legal, financial and social complex processes sustained by innovations and valuable knowledge. Besides these efforts, renewable energy requires a solid infrastructure to generate and distribute the energy resources needed to solve the basic needs of society. This demands a proper construction performance to deliver the energy projects planned according to specifications and respecting environmental and social concerns, which implies the observance of sustainable construction guidelines. But construction projects are complex and demanding and frequently face time and cost overruns that may cause negative impacts on the initial planning and thus on society. The renewable energy issue and the large renewable energy power generation and distribution projects are particularly significant for developing countries and for Latin America in particular, as this region concentrates an important hydropower potential and installed capacity. Using as references the performance of Venezuelan large hydropower generation projects and the Guri dam construction, this research evaluates the tight relationship existing between sustainable construction and knowledge management and their impact to achieve sustainability goals. The knowledge management processes are proposed as a basic strategy to allow learning from successes and failures obtained in previous projects and transform the enhancement opportunites into actions to improve the performance of the renewable energy power generation and distribution projects.

In recent years, cities show increasing signs of environmental problems due to the negative impacts of urban activities. The degradation and depletion of natural resources, climate change and development pressure on green areas have become major concerns for cities. In response to these problems, urban planning policies have shifted to a sustainable focus and authorities have begun to develop new strategies for improving the quality of urban ecosystems. An extremely important function of an urban ecosystem is to provide healthy and sustainable environments for both natural systems and communities. Therefore, ecological planning is a functional requirement in the establishment of sustainable built environment. With ecological planning human needs are supplied while natural resources are used in the most effective and sustainable manner. And the maintenance of ecological balance is sustained. Protecting human and environmental health, having healthy ecosystems, reducing environmental pollution and providing green spaces are just a few of the many benefits of ecological planning. In this context, the paper briefly presents a short overview of the importance of the implementation of ecological planning into sustainable urban development. Furthermore, the paper defines the conceptual framework of a new method for developing sustainable urban ecosystems through ecological planning approach. In the future of the research, this model will be developed as a guideline for the assessment of the ecological sustainability in built environments.
