Abstract This article addresses the role of Pope Francis in the interfaith and inter-civilization dialogue of the Holy See. Specifically, it analyses the main aspects of diplomatic relations between the Holy See and Russia, China, Islamic countries and Israel, and provides perspectives on the inter-civilization diplomacy of the Holy See during the current pontificate.

Abstract In 1975, Brazil voted in favor of the United Nations General Assembly resolution 3379 (XXX), equating Zionism with a form of racism. Focusing on the decision-making process of president Ernesto Geisel's (1974-1979) foreign policy, "responsible pragmatism", this article discusses how the ultimate decision to vote in favor of resolution was taken taking into account mainly US-Brazil relationship.

Abstract This paper analyses public opinion during the João Goulart government in Brazil (1961-1964), focusing on public perceptions on domestic and foreign policies. We employ a recently declassified public opinion survey conducted on behalf of United States Information Agency (USIA) in urban areas. We found that the Brazilian public opinion was somewhat coherent, supporting redistributive reforms domestically and a neutralist approach in foreign affairs.

Abstract This study will exam the relative importance of values and interests in Obama's foreign policy, focusing on crucial cases: the military actions related to Afghanistan, Iraq, Libya, Non-Syria, Al-Qaeda and ISIL. We will argue that his "leading from behind" strategy is not very distant from the foreign and defense strategies of his post-Cold War predecessors, by which democracy is seen as an assurance to security. According to Obama's strategy, Americans will only provide support for the building of democracy in the target countries, while this task should be performed by the locals themselves. Americans will provide military training to the new governments as well so they can be responsible for their own security, including preventing regrouping of terrorists in their soil. If Obama opposes the imposing of democracy by the use of force, empirical data shows that his administration is "not prepared to accept" any option that threats US security or American liberal-democratic values, bringing in this way values and interests very close to each other.

Abstract In the present article we analyze the characteristics and the reception of the first plan for global governance, the New Cyneas by Émeric Crucé. With this goal in mind, we examine the history of its readings and the possible influence on the Duke of Sully's project for European confederation, the case most often cited by historians of ideas. Our analysis takes into consideration the 17th century reception, the scant dissemination of the work and the possible causes of its limited impact. Our conclusions support, on the one hand, the novelty of Crucé's principal ideas, and on the other, their limited impact over the time with the exception of the period surrounding the creation of the League of Nations.

Abstract This article discusses the role of China, Russia, India and Brazil in the climate regime. It describes the trajectory of their emissions, of their domestic policies and of their international commitments, and argues that, despite their responsibility in causing the problem, they have been conservative forces in the climate regime.

Abstract In this article we summarize the precepts of Peripheral Realism, its place in the intellectual history of International Relations Theory, its contributions to interpreting Latin American international politics and its insights for the future. After revising the intellectual merits and tenets of the theory in the four initial sections, we show how it predicted the behavior of Latin American states under unipolarity. Finally, we review its implications for a world where China may hold economic primacy.

Abstract In this article we analyze two different perceptions of border inside Europe. On the one hand, we have the perception idealized by the European Union as an international organization, which believes that states benefit more from cooperation and dilution of borders in a common space than from keeping its borders as a symbol of its sovereignty. On the other hand, we have the European member states, taken individually, with particular interests and goals that, given the threat of illegal immigration, which is currently felt in the large-scale Europe, adopt a realistic perception of the border, and look at each territory as a space that needs protection from external threats. Following this argument, we reason that the current construction of walls in several European countries reflects the rebirth of a realistic perception of the border, and this is one more challenge for Europe regarding its unity and solidarity. Is this the end of the Schengen Agreement? What is going to happen to the European project if each state unilaterally adopts a strategy to deal with illegal immigration and refugees that are coming to Europe? Can immigration lead to a retrocession of the EU idealist significance of border?

Abstract This article provides a comprehensive picture of IR in South America by applying content analysis to 7,857 articles published in 35 journals from six South American countries from 2006 to 2014 in order to discover what the predominant theories, methods and research areas in this field are, how scholars tend to combine them in their research designs, and what the profiles of regional journals are, regarding their epistemological, methodological and subject preferences. The findings reveal a predominantly Positivist and largely Qualitative discipline, resembling North American and European IR.

Este artigo vai além da literatura anglo-americana de gestão internacional (GI) e negócios internacionais (NI) e da ordem neoliberal ocidental correspondente,por meio de uma abordagem trans/interdisciplinar que resgata o nexo governança-gestão internacional. Com base nos fundamentos da transmodernidade pluriversal e no reconhecimento da dimensão de geopolítica que tem sido marginalizada por NI/GI, a análise do processo pós-1990 de (re)construção de uma ordem luso-brasileira ou brasilo-portuguesa que desafia a hegemonia da ordem neoliberal é efetuada por meio do resgate da área de relações internacionais (RI) e da dessubalternização de conhecimentos locais baseados no conceito de diplomacia econômica. O artigo mostra como e por que organizações estatais e privadas mobilizam e constituem o nexo governança-gestão para (re)construir uma ordem luso-brasileira e ajudar a superar restrições históricas impostas pelo eurocentrismo. No final, o artigo defende a libertação de NI/GI para ajudar a construir uma nova ordem em gestão para um mundo em que diversos mundos e conhecimentos possam coexistir.

Com entrada de dez novos países, em Maio de 2004, e a aprovação do Tratado Constitucional pelo Conselho Europeu no mês seguinte, a União Europeia entrou numa nova e importante fase da sua construção. Mas existe uma contradição entre este facto e a aparente indiferença dos povos, manifestada pelos elevados índices de abstenção nas eleições para o Parlamento Europeu. Por isto, se a Constituição representa um passo importante para o aprofundamento do processo de integração europeia, ela traz novos desafios e novos problemas que exigem uma maior participação das populações, além de uma acção mais efectiva dos governos e dos parlamentos nacionais. A estes últimos –governos e parlamentos – cabem importantes tarefas para a criação de uma consciência e de uma vontade europeístas, assim como aos partidos europeus que deverão tornar-se mais do que meras federações de partidos nacionais.

O artigo aborda o problema da construção europeia na perspectiva do paradigma da complexidade, uma perspectiva apostada na manutenção da variedade possível em cada sistema. A variedade interna dos sistemas sócio-políticos é um importante recurso, mas coloca desafios exigentes,para ser factor de eficácia. A História mostra que a integração europeia tem de assentar na diversidade das nações e povos que a constituem: não será interessante ceder à tentação da homogeneização por força de processos excessivamente centralizadores ou do primado do económico-financeiro sobre o social e o cultural específico dos diferentes povos europeus.Aproveitar esta variedade exige a acção dederes com visão aberta sobre o presente e o futuro. O artigo traça um cenário desejável sobre o posicionamento dos Portugueses neste esforço de desenvolvimento e consolidação da unitas multiplex (Morin 1984) da Europa.
