The time has come for the EU to become more curious of the world around it, open and receptive to different ideas, and more articulate and thoughtful about its own. This is a somewhat anthropomorphic description of what would be needed to 'mature' into a global actor. The EU has promoted and managed globalisation while pretending that its political dimension would not require attention. This has led to it punching below its weight globally. Now it is abundantly clear that the systemic weaknesses of globalisation require international action and that the management of internal affairs cannot be divorced from the external context: decision time has come.

This course, then, investigates the effects of integration on European citizens as well as the duality of the EU as a competitive and social model. It is sensitive to the involvement of social groups, protest, and domestic politics in the study of market integration. Some of the questions we explore are: What are the effects of regulatory policy-making on social actors, how do such actors’ strategies and behaviors change as a consequence, and how to they overcome their collective action problems? Why is it that the logic of integration has at times followed a logic of “permissive consensus” while at other times it has been described as a “constraining dissensus”? What is the importance of discourse in domestic politics in order to articulate and legitimate Europeanization? How do European identities change as a consequence of policymaking as well as of protest? To what extent do ordinary Europeans matter in terms of accepting and opposing the project of European integration, how do European citizens in core and peripheral EU states experience Europeanization, and how is their involvement in the integration project to be conceptualized?

This paper describes the first 4-year period (2012–2015) of implementation of the Portuguese National Programme for the Promotion of Healthy Eating (PNPAS). PNPAS was approved in 2012 and emerged as a preventive programme for noncommunicable diseases, aiming to improve the nutritional status of the population; it represents the first national strategy in Portugal for the promotion of healthy eating. To accomplish its mission, and taking into account its overall principles, PNPAS has five main goals: (i) to increase knowledge about the food intake of the Portuguese population and about its determinants and consequences; (ii) to modify the availability of certain foods (high in sugar, salt and fat), in schools, workplaces and public spaces; (iii) to inform and empower the population for the purchase, preparation and storage of healthy food, especially the most vulnerable groups; (iv) to identify and promote crosssectoral actions that encourage the consumption of foods of good nutritional quality in an articulate and integrated way with other sectors, namely agriculture, sport, environment, education, social security and local authorities; and (v) to improve the qualifications and conduct of the different professionals who, owing to their roles, may influence nutritional knowledge, attitudes and behaviours. The design of PNPAS followed the latest strategic lines suggested by WHO and the European Commission, proposing a crosssectoral mix of interventions to ensure physical and economic access to healthy eating by creating healthy environments and empowering individuals and communities. Several actions were implemented at different levels during the first 4-year period of implementation of PNPAS; two were especially relevant. The first concerned the empowerment of citizens regarding healthy eating, where the most important aspect was introduction of a digital strategy through development of a website and a blog dedicated to healthy eating. The second concerned the development of documents for health care and other professionals, including several guidelines in new areas, such as anthropometric measures and intervention in preobesity. Process and output indicators were defined to monitor and evaluate the programme. Among those considered as output indicators were the evaluation of childhood obesity, salt consumption and intake of breakfast by school-aged children.

Aufbauend auf dem analytischen Tool des Totalen Krieges (vgl. den Artikel des Autors zu Controversy Total War in 1914-1918-Online) werden im vorliegenden Beitrag die Anstrengungen Chinas im Ersten Weltkrieg zu denjenigen anderer nicht europäischer Länder wie Australien, Südafrika oder Indien in Bezug gesetzt. Dabei wird das Ziel verfolgt, den globalen Charakter eines Konfliktes deutlich zu machen, der zurecht als erster Weltkrieg bezeichnet wird und in welchem China sicherlich eine weit bedeutsamere Rolle spielte, als es gemeinhin in der Historiographie dargestellt wird. Ursprünglich wurde der Beitrag als Antwort auf die Frage konzipiert, warum nicht nur China für eine Globalgeschichte des Ersten Weltkrieges von Bedeutung war. Im Verlauf der Übersetzung wurde der Titel dahingehend angepasst, dass stärker die Bedeutung von Chinas Rolle im Ersten Weltkrieg betont wurde.

Según el Plan de estudios 435/03 del Profesorado en Educación Física que se dicta en el Centro Regional Universitario Bariloche dependiente de la Universidad Nacional del Comahue existe, en los trayectos formativos de primer, segundo y tercer año, una asignatura cuya denominación es Formación Corporal Motora en adelante (FCM). En la misma se ha intentado, durante estos años, articular disciplinas deportivas como el Atletismo, la Gimnasia y la Natación. En esta comunicación se trata el encuadrede conocimiento que se desarrolla en la asignatura FCM3 del tercer nivel de la formación, planteando un espacio diferente respecto a la construcción de corporeidad y motricidad del sujeto. Se plantea como alternativa a las perspectivas gimnástica- higienista y físico-deportiva en la formación de profesionales de la Educación Física.Entonces ¿cómo se visibiliza la formación corporal motora del sujeto desde la enseñanza de las destrezas en las diversas propuestas pedagógicas? En este sentido, nada de lo que se lleve adelante en la enseñanza es ni neutral ni inocente,está teñido de sentido, de significado, de poder y de utopía. Siguiendo a Zerbino el reto es preguntarse ¿"qué estamos sosteniendo con aquello que hacemos"?

Little is known about the way that teachers articulate notions of variation in their own words. The study reported here was conducted with 17 prospective secondary math and science teachers enrolled in a preservice teacher education course which engaged them in statistical inquiry of testing data. This qualitative study examines how these preservice teachers articulated notions of variation as they compared two distributions. Although the teachers made use of tandard statistical language, they also expressed rich views of variation through nonstandard terminology. This paper details the statistical language used by the rospective teachers, categorizing both standard and nonstandard expressions. Their nonstandard language revealed strong relationships between expressions of variation and expressions of distribution. Implications and the benefits of nonstandard language in statistics are outlined.

We articulate the role of norms within the social identity perspective as a basis for theorizing a number of manifestly communicative phenomena. We describe how group norms are cognitively represented as context-dependent prototypes that capture the distinctive properties of groups. The same process that governs the psychological salience of different prototypes, and thus generates group normative behavior, can be used to understand the formation, perception, and diffusion of norms, and also how some group members, for example, leaders, have more normative influence than others. life illustrate this process across a number of phenomena and make suggestions for future interfaces between the social identity perspective and communication research. We believe that the social identity approach represents a truly integrative force for the communication discipline.

The parliamentary first speech is a site of discursive privilege that offers each parliamentarian an opportunity to articulate the principles and aspirations that underpin her or his entry into public life. When utilised by parliamentarians of Asian Australian backgrounds, these speeches embody a unique opportunity to comprehend how ethnic identity is performed amidst the numerous, competing interests by which legislators are bound and challenged. The construction and representation of Asian Australian identity in these contexts provide a fascinating opportunity to understand the junctures between ethnicity and Australian citizenship. This essay explores how Asian Australians may be subject to forms of 'coercive mimeticism' in certain social sites, and also how these hegemonic pressures may simultaneously present 'frames of enactment' through their performance.

The future role and structure of Australian general practice remains uncertain, despite a decade of seemingly constant change following the release of the National Health Strategy papers. Some of the suggested change strategies (such as rural Practice Incentive Payments and practice accreditation) have been implemented; others (such as general practitioner involvement with area health authorities in delivering national goals and targets for communities) still await attention. An overarching vision for our health care system in 2020 and general practice's role within it are still to be clearly enunciated. Australia is at variance with other Western countries, such as the United Kingdom, Canada and New Zealand, which have spent significant time refocusing their health systems to deal with an ageing population with an increased burden of chronic disease. Health bureaucrats and governments need to invest strategically in operational primary care now. This will require the active commitment of general practice's national bodies to articulate and actively promote a shared vision for Australian general practice.

Sustainable design education is vital for engineering students. This is to allow them to meet the challenges both engineering and the wider community will face in the future. This need has not only been mandated by Engineers Australia’s graduate attributes from an Australian perspective, but more widely the issue of sustainability is one of the greatest challenges humanity has ever faced. Engineers need to be at the forefront of this challenge, because we can not only do the greatest good, but have the potential to cause the greatest harm. The biggest question with respect to the education of engineers about sustainable design is what do engineers need to know, and how best to enable this learning. This paper argues that since the entire phenomenon of sustainable design is constantly growing and changing, it is only by looking at practitioners currently trying design sustainably, and their ways of experiencing sustainable design, can we hope to articulate what it is, and therefore what and how we need to teach engineering students. It also argues that to accommodate sustainable design within engineering, we need to go further and transform the engineering profession to enable it to meet the challenges that sustainability presents. © 2005, Australasian Association for Engineering Education

The reweaving and repaving of the modern Silk Road passes through outsourcing and offshoring activities that have a profound impact on both global business psyche and landscape. Firms, in particular, and their global value chain are being shaped and reshaped through a complex concoction of vertical integration and disintegration. The boundary of the firm and the firm/market interface has been of interest to students of organisation and economics for some time. It has provided the context for Internalisation Theory. Within the new economy, the twin trends of globalisation and advancing technologies are giving rise to a hitherto unknown “worldwide market for market transactions? and increased opportunities for international expansion by firms via market-based modes of organisation. We describe these trends and offer an early modeling approach for explaining why some firm’s externalise the marginal transaction in the so-called new economy. The paper further draws attention on the need to articulate an “Externalisation Theory? that adequately accounts for the firm’s offshoring and outsourcing activities, and that parallels as well as complement “Internalisation Theory? for a full explanation of today’s firms behaviour.
