Cette thése relie trois articles sur l'économie politique. Ces articles analysent à la fois théoriquement et empiriquement si, et dans quelle mesure, trois phénomènes politiques différents (les partis politiques, les guerres civiles et les menaces externes), et leur interaction, influent sur les résultats économiques. Le premier chapitre étudie l'impact de la présence au pouvoir des politiciens de nouveaux partis politiques sur la taille du gouvernement. Le chapitre se concentre sur les municipalités colombiennes, où les nouveaux partis politiques ont été nombreux et fructueux au cours des dernières années. Les estimations par régressions sur discontinuité montrent que les dépenses publiques et les recettes fiscales sont significativement plus élevées dans les municipalités gouvernées par un maire d'un nouveau parti politique. En utilisant des informations sur la politique locale et des caractéristiques des nouveaux partis, je soutiens que ce résultat peut être expliqué par le fait qu'il y a moins d'information sur les politiciens de nouveaux partis que les politiciens des partis traditionnels. Le deuxième chapitre développe une nouvelle explication de l'impact des guerres civiles et des conflits interétatiques sur le state-building qui repose sur l'idée que les protagonistes de ces deux types de conflits peuvent avoir un lien (ethnique ou idéologique). Un premier résultat montre que la force de ce lien détermine si les conflits contre des adversaires internes (i.e. guerres civiles) ou des ennemis externes (i.e. conflits interétatiques) sont complémentaires ou se substituent, conduisant à plus ou moins d'investissement en capacité fiscale. La théorie prédit également un rôle non trivial de la stabilité politique dans la relation entre les deux types de conflits et la capacité fiscale: un deuxième résultat montre que, bien que la stabilité politique se traduit par moins de capacité fiscale, plus de stabilité n'implique pas plus de state-building. Leur équivalence dépend du niveau de cohésion des institutions. Un nouveau mécanisme par lequel plus de stabilité politique peut impliquer moins de state-building est proposé. En outre, il est démontré que des corrélations dans les données cross-country sont compatibles avec la théorie. Le troisième chapitre examine la relation entre la probabilité d'occurrence d'un conflit intérieur violent et le risque qu'un tel conflit "s'externalise" (c'est à dire se propage dans un autre pays en devenant un conflit interétatique). Je considère une situation dans laquelle un conflit interne entre un gouvernement et un groupe rebelle peut s'externaliser. Je montre que le risque d'externalisation augmente la probabilité d'un accord de paix, mais seulement si le gouvernement est suffisamment puissant par rapport aux rebelles, et si le risque d'externalisation est suffisamment élevé. Je montre comment ce modèle aide à comprendre les récents pourparlers de paix entre le gouvernement colombien et le groupe le plus puissant des rebelles dans le pays, les FARC.

Political science is both a generalizing and an anchored, nationally defined, discipline. Too often, the first perspective tends to crowd out the latter, because it appears more prestigious, objective, or scientific. Behind the international/national dichotomy, there are indeed rival conceptions of social science, and important ontological, epistemological and methodological assumptions. This article discusses these assumptions and stresses the critical contribution of idiographic, single-outcome studies, the importance of producing relevant, usable knowledge, and the distinctive implications of studying one’s own country, where a scholar is also a citizen, involved in more encompassing national conversations. The aim is not to reject the generalizing, international perspective, or even the comparative approach, but rather to reaffirm the importance of maintaining as well, and in fact celebrating, the production of social scientific knowledge directly relevant for our own times and places.

The influence of partisan politics on public policy is a much debated issue of political science. With respect to foreign policy, often considered as above parties, the question appears even more problematic. This comparison of foreign aid policies in 16 OECD countries develops a structural equation model and uses LISREL analysis to demonstrate that parties do matter, even in international affairs. Social-democratic parties have an effect on a country's level of development assistance. This effect, however, is neither immediate nor direct. First, it appears only in the long run. Second, the relationship between leftist partisan strength and foreign aid works through welfare state institutions and social spending. Our findings indicate how domestic politics shapes foreign conduct. We confirm the empirical relevance of cumulative partisan scores and show how the influence of parties is mediated by other political determinants.

Corteo is a program that implements Monte Carlo (MC) method to simulate ion beam analysis (IBA) spectra of several techniques by following the ions trajectory until a sufficiently large fraction of them reach the detector to generate a spectrum. Hence, it fully accounts for effects such as multiple scattering (MS). Here, a version of Corteo is presented where the target can be a 2D or 3D image. This image can be derived from micrographs where the different compounds are identified, therefore bringing extra information into the solution of an IBA spectrum, and potentially significantly constraining the solution. The image intrinsically includes many details such as the actual surface or interfacial roughness, or actual nanostructures shape and distribution. This can for example lead to the unambiguous identification of structures stoichiometry in a layer, or at least to better constraints on their composition. Because MC computes in details the trajectory of the ions, it simulates accurately many of its aspects such as ions coming back into the target after leaving it (re-entry), as well as going through a variety of nanostructures shapes and orientations. We show how, for example, as the ions angle of incidence becomes shallower than the inclination distribution of a rough surface, this process tends to make the effective roughness smaller in a comparable 1D simulation (i.e. narrower thickness distribution in a comparable slab simulation). Also, in ordered nanostructures, target re-entry can lead to replications of a peak in a spectrum. In addition, bitmap description of the target can be used to simulate depth profiles such as those resulting from ion implantation, diffusion, and intermixing. Other improvements to Corteo include the possibility to interpolate the cross-section in angle-energy tables, and the generation of energy-depth maps.

La pratique des droits de l'homme est souvent décrite comme une entreprise qui vise à établir des standards minimaux pour guider l'action des États et des individus. Dans cet article, je tente de remettre en question la position minimaliste défendue par deux auteurs, James Nickel et James Griffin, en défendant une thèse selon laquelle la philosophie et la morale ne devraient pas être limitées par la pratique et les circonstances du monde. Sans apporter une réponse précise à la question de la faisabilité des droits de l'homme tels qu'on les connaît, je soutiens que le minimalisme défendu par Griffin et Nickel n'est pas nécessaire, ni souhaitable, dans la lutte pour la défense des droits de l'homme, lutte dans laquelle la philosophie a un rôle de premier ordre à jouer.

The wavelength dependence of thermal lens signal from organic dyes are studied using dual beam thermal lens technique. It is found that the profile of thermal lens spectrum widely differ from the conventional absorption spectrum in the case of rhodamine B unlike in the case of crystal violet. This is explained on the basis of varying contribution of nonradiative relaxations from the excited vibronic levels.

High resolution optogalvanic spectrum of the (11, 7) band in the first positive system of nitrogen molecule has been recorded from 17179 to 17376 cm- 1. Assignment of 432 rotational lines belonging to the 27 branches of this band has been carried out.

Photoacoustic spectrum of samarium phthalocyanine powder is recorded and compared with previously reported UV–vis absorption spectra of the same dissolved in different liquid and solid host media. The Davidov splitting of Q band is observed in the PA spectrum but the two bands are overlapped considerably and the shorter wavelength band is more intense and dominating one in the powder spectrum.

We present a systematic study of ground state and spectroscopic properties of many-electron nanoscopic quantum rings. Addition energies at zero magnetic field (B) and electrochemical potentials as a function of B are given for a ring hosting up to 24 electrons. We find discontinuities in the excitation energies of multipole spin and charge density modes, and a coupling between the charge and spin density responses that allow to identify the formation of ferromagnetic ground states in narrow magnetic field regions. These effects can be observed in Raman experiments, and are related to the fractional Aharonov-Bohm oscillations of the energy and of the persistent current in the ring

A density-functional self-consistent calculation of the ground-state electronic density of quantum dots under an arbitrary magnetic field is performed. We consider a parabolic lateral confining potential. The addition energy, E(N+1)-E(N), where N is the number of electrons, is compared with experimental data and the different contributions to the energy are analyzed. The Hamiltonian is modeled by a density functional, which includes the exchange and correlation interactions and the local formation of Landau levels for different equilibrium spin populations. We obtain an analytical expression for the critical density under which spontaneous polarization, induced by the exchange interaction, takes place.
