Aquaculture is currently responsible for an insignificant proportion of total fish production in Uganda. However, given the increasing demand for fresh fish in urban and peri-urban araes, and threats to the supply of fish from natural catch fisheries, the potential exists for a strong market in aquaculture. Small-scale fish farmers located relatively close to markets or all-season roads, and who can supply consistent and high quality produce, will have the widest range of marketing opportunities, and will likely be within the area of operation of potential traders and intermediaries that deliver fish to markets. Fish farmers that are not close to roads, or produce unreliable quantities and variable quality products may face high transaction costs of marketing their product, and decreasing net returns to production. The authors found that significant on-farm labor, and access to input markets are important factors leading to positive net returns to fish production. Areas with high population density and relatively low wages will be well suited to labor intensive aquaculture. The authors concluded that aquaculture development has good potential in certain areas of Uganda and should therefore be pursued as a potential development pathway. However, policy makers should consider the importance of the price of fresh fish relative to the cost of labor, as well as other factors including the importance of smallholder credit and access to extension services, when directing investments in aquaculture technology.

We review the appropriateness of using SNIa observations to detect potential signatures of anisotropic expansion in the Universe. We focus on Union2 and SNLS3 SNIa datasets and use the hemispherical comparison method to detect possible anisotropic features. Unlike some previous works where nondiagonal elements of the covariance matrix were neglected, we use the full covariance matrix of the SNIa data, thus obtaining more realistic and not underestimated errors. As a matter of fact, the significance of previously claimed detections of a preferred direction in the Union2 dataset completely disappears once we include the effects of using the full covariance matrix. Moreover, we also find that such apreferred direction is aligned with the orthogonal direction of the SDSS observational plane and this suggests a clear indication that the SDSS subsample of the Union2 dataset introduces a significant bias, making the detected preferred direction unphysical. We thus find that current SNIa surveys are inappropriate to test anisotropic features due to their highly non-homogeneous angular distribution in the sky. In addition, after removal of the highest in homogeneous sub-samples, the number of SNIa is too low. Finally, we take advantage of the particular distribution of SNLS SNIa sub- sample in the SNLS3 data set, in which the observations were taken along four different directions. We fit each direction independently and find consistent results at the 1 sigma level. Although the likelihoods peak at relatively different values of Omega(m), the low number of data along each direction gives rise to large errors so that the likelihoods are sufficiently broad as to overlap within 1 sigma. Although menhaden, Brevoortia spp., represent 23.5 percent of United States commercial fishery landings, they represent only about 2.6 percent of the total landed value of fishery products. New food products and markets are needed to increase the economic value of the menhaden resource. This paper describes investigations of menhaden as a raw material for both traditional and new forms of food products. Canned menhaden is a logical food product, but the production of a menhaden surimi with good functionality has recently been demonstrated. The U.S. Food and Drug Administration has placed partially hydrogenated menhaden oil on the GRAS list of ingredients for food products, but a decision on the status of nutritionally beneficial refined menhaden oil is not yet available. Refined menhaden oil is currently the raw material for biomedical test materials being used in research approved by the National Institutes of Health to determine the health benefits of fish oils and omega-3 fatty acids. The test materials are being produced, with strict quality controls, at the NMFS Charleston Laboratory.

Over roughly the last decade, most of the fishery resources of the continental shelf and nearshore areas of the world's oceans have come under the control of coastal nations. One consequence of this extension of fisheries jurisdiction (EFJ) by any individual state has been the expansion of its production possibilities. That is, with strengthened property rights in the ocean resources off its shores, a coastal nation experiences increased opportunities to produce goods and services from its newly enlarged pool of resources. Such a nation, then, would appear to be a potential gainer from EFJ.

The 1980's seems to have been the decade for conservation anniversaries. Celebrating centennials have been the U.S. Fishery Bulletin (1981), NMFS Woods Hole Laboratory (1985), Journal of the Marine Biological Association (1987) and the Association itself (1984), Pacific halibut fishery (1988), Marine Biological Laboratory at Woods Hole, Mass. (1988), and England's Ministry of Agriculture, Fisheries, and Food (1989). While the U. S. Department of Commerce turned 75 (1988), 50th anniversaries were nlarked by the NMFS Northwest and Alaska Fisheries Center (1981), The Wildlife Society and its Journal ofWildlife Management (1987), National Wildlife Federation (1986), International Game Fish Association (1989), and, of course, the Marine Fisheries Review (1988), which provided the raison d'etre for this special issue being devoted to "Marine Fisheries History."

Em um contexto de demandas sociais tendencialmente crescentes, uma das alternativas para o aumento da arrecadação de receitas pelo Estado reside no manejo de aplicações financeiras. Os investimentos financeiros estatais, a rigor, já acontecem, mas nem sempre o objetivo claro e explícito de obtenção de resultados financeiramente interessantes e, eventualmente ou mesmo por isso , sob gestão economicamente ineficiente. Às vezes, até se enxerga o foco na obtenção de rendimentos relevantes na ação estatal, mas sem uma disciplina específica, o que pode abrir espaço a uma gestão de ativos desqualificada ou mesmo fraudulenta, com sérios prejuízos aos cofres públicos e, em situações extremas, ampliação ainda maior das despesas públicas. O objetivo desta tese, portanto, é reconhecer que nem sempre o Estado atua na economia com propósito interventivo e que, na qualidade de investidor institucional vale dizer, de ente que tem o dever de proceder aos investimentos e às aplicações financeiras que digam com as melhores práticas de administração dos ativos públicos , precisa atuar sob o jugo de normas jurídicas claras, que permitam ao Estado ampliar suas receitas dentro de limites razoáveis de exposição a risco financeiro e disponibilizem aos órgãos de fiscalização e controle da Administração Pública as ferramentas necessárias para, também quanto a esse aspecto, aferir a eficiência da ação estatal. Para tanto, têm-se como pressupostos o anacronismo da resistência cultural às aplicações financeiras dos entes da Administração Pública e a noção de que quaisquer ferramentas de obtenção de receitas pelo Estado estão sujeitas a algum grau de risco. Com base nas bem-sucedidas experiências nacionais e internacionais, será possível concluir, ao final, que é admissível, do ponto de vista constitucional e legal, a ação do Estado como investidor nos mercados financeiro e de capitais e que é viável a formulação de parâmetros gerais para a disciplina jurídica do Estado investidor.

The purpose of the paper is to test the hypothesis that food safety (chemical) standards act as barriers to international seafood imports. We use zero-accounting gravity models to test the hypothesis that food safety (chemical) standards act as barriers to international seafood imports. The chemical standards on which we focus include chloramphenicol required performance limit, oxytetracycline maximum residue limit, fluoro-quinolones maximum residue limit, and dichlorodiphenyltrichloroethane (DDT) pesticide residue limit. The study focuses on the three most important seafood markets: the European Union’s 15 members, Japan, and North America.

There is compelling evidence that increased gender equity can make a significant contribution towards alleviating poverty and increasing food security. But past efforts to integrate gender into agricultural research and development practice have failed to address the inequalities that limit women’s access to agricultural inputs, markets, resources and advice. A Gender Transformative Approach (GTA) goes beyond just considering the symptoms of gender inequality, and addresses the social norms, attitudes, behaviors and social systems that underlie them. The CGIAR Research Program on Aquatic Agricultural Systems (AAS) has placed the GTA at the heart of its gender strategy. This workshop was an opportunity for researchers, practitioners and donors working in this area to address the challenge of how to translate this approach into actual research and development practice. The workshop recommended that a GTA should be adopted alongside, not instead of, existing efforts to reverse gender disparities in resources, technologies and markets. It is through this pairing that improved social and material outcomes can be achieved, with the expectation that when achieved together, both types of outcomes will be more lasting than if achieved individually.

This is the report from the South Lancashire Fisheries Advisory Committee meeting, which was held on the 20th October, 1976. The report contains sections on fish stocking, the drought situation, and fisheries activities. The section on fish stocking includes background information about fish stocking by the Authority; difficulties; migratory fish; non-migratory trout and coarse fish; stocking after pollution; stocking of waters within the region; stocking with coarse fish; and recommendations. The section on fisheries activities looks at information on the effect of the hot summer on fisheries; artificial propagation of salmon and sea trout; fish monitoring/mortalities; poaching and information about Langcliffe hatchery. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.
