In this paper we analyse some of the organisational aspects of the urban solid waste collection and, in particular, the privatization modality of contracting out. We start by discussing some of the theoretical aspects of contracting out. We then specify and estimate an explanatory model on a sample of municipalities that we surveyed. Our purpose is twofold: on the one hand, we identify the economic factors at work when deciding to contract out the service and, on the other hand, we analyse the role of ideological factors in choosing between the public production of the service or contracting it out. The results show a significant effect of the demand for waste collection on contracting out. There also appears to be a neighbouring effect as the municipalities close to other cities that contract out are also more prone to do so. Finally, the decisions to contract seem to have been motivated by pragmatic rather than ideological reasons.

When dealing with multi-angular image sequences, problems of reflectance changes due either to illumination and acquisition geometry, or to interactions with the atmosphere, naturally arise. These phenomena interplay with the scene and lead to a modification of the measured radiance: for example, according to the angle of acquisition, tall objects may be seen from top or from the side and different light scatterings may affect the surfaces. This results in shifts in the acquired radiance, that make the problem of multi-angular classification harder and might lead to catastrophic results, since surfaces with the same reflectance return significantly different signals. In this paper, rather than performing atmospheric or bi-directional reflection distribution function (BRDF) correction, a non-linear manifold learning approach is used to align data structures. This method maximizes the similarity between the different acquisitions by deforming their manifold, thus enhancing the transferability of classification models among the images of the sequence.

Background: To compare the different schemes that have been proposed during the last thirteen years to explain the renewal of the corneal epithelium. Material and Methods:We analyzed all the data present in the literature to explain the renewal of the corneal epithelium in mammals. According to the schemes proposed in the literature we developed a 3D animation to facilitate the understanding of the different concepts. Results:Three different schemes have been proposed to explain the renewal of the corneal epithelium in mammals during the last thirteen years. 1950-1981: the corneal epithelium was thought being renewed by mitosis of cells located in the basal layer. At this time scientist were not talking about stem cells. 1981-1986 was the period of the "XYZ hypothesis" or the transdifferentiation paradigm. At this time the conjunctival epithelium renewed the corneal epithelium in a centripetal migration. 1986-2008: the limbal stem cell paradigm, there were no stem cells in the corneal epithelium, all the corneal stem cells were located in the limbus and renewed the central cornea after a migration of 6 to 7 mm of transient amplifying cells toward the centre of the cornea. 2008, epithelial stem cells were found in the central cornea in mammals (Nature, Majo et al. November 2008). Discussion:We thought that the renewal of the corneal epithelium was completely defined. According to the last results we published in Nature, the current paradigm will be revisited. The experiments we made were on animals and the final demonstration on human has still to be done. If we find the same results in human, a new paradigm will be define and will change the way we consider ocular surface therapy and reconstruction.

Notas nomenclaturales, taxonomicas y corologicas sobre el género Cuphea (Lythraceae) en el Paraguay.

Se presenta el tratamiento nomenclatural del genero Cuphea (Lythraceae) en el Paraguay, que reúne el nombre correcto para las 28 especies reconocidas y su correspondiente sinonimia. Para la mayoría de taxones que se mencionan en el texto se ha revisado su tipificación. Se tipifican por primera vez el subgénero Lytrocuphea Koehne y las secciones Brachyandra Koehne y Enatiocuphea Koehne y se lectotipifican C. tuberosa Cham. & Schltdl., C. inaequalifolia Koehne. C. punctulata Koehne, además de varios sinónimos. Se proponen las siguientes combinaciones nomenclaturales: C. corisperma subsp. hexasperma (Koehne) Duré & Molero. C. racemosa subsp. longiflora (Koehne) Duré & Molero y C. racemosa var. ramosior (Koehne ) Duré & Molero. Desde el punto de vista corológico se citan por primera vez para el Paraguay C. micrahtha Humb., Bonpl. & Kunth. Cuphea rusbyi Lourteig y C. sessilifoila Mart. Se incluyen también algunos comentarios taxonómicos sobre táxones críticos como C. corisperma Koehne, C. hassleri Koehne y C. racemosa (L. f.) Sprengel , entre otros.
