Questions: Do Mediterranean riparian guilds show distinct responses to stream water declines? If observed, which are the most sensitive and resilient guilds and theirmost affected attributes? Location: Tie¿tar river below the Rosarito dam, central-western Spain. Methods: We identified riparian guilds based on key woody species features and species distribution within this Mediterranean river corridor, and evaluated similarity of their responses to long-term flow alteration (i.e. stream water declines since dam construction in 1959). Hierarchical cluster analysis was used to group surveyed vegetation bands according to species composition. The groups were designated as riparian guilds where each vegetation group comprising a guild: (1) contains species sharing similar features (using PCA); and (2) shares a similar environment (using DCA). Changes in several guild attributes (i.e. dominance and species composition, diversity and establishment patterns) during the regulated period were compared statistically. We used pre- and post-dam established vegetation bands identified based on old (1956) and modern (2006) aerial photographs and field measurements of woody species diameter. Results: Responses to flow alterations varied between guilds according to ecological requirements of their species. The ability to survive water stress (i.e. ?Xeric? guilds) and drag forces caused by floods (?Torrential? guilds) allowed certain pioneer shrub-dominated guilds (e.g. Flueggea tinctoria and Salix salviifolia) to spread on newly emerged surfaces downward to the main channel after flow alterations, although new shrubland had less species diversity than pre-dam shrubland. In contrast, new hydromorphological conditions following damming limited recruitment of native late-successional tree guilds sensitive to floods (to drag forces, inundation and anoxia; i.e. ?Slow-water? and ?Flood-sensitive?, respectively) and those with greater water requirements (i.e. ?Hydric?) (e.g. Alnus glutinosa and Celtis australis), although species diversity increased in this mature forest through co-existence of remaining riparian species and new arrival of upland species. Conclusions: Changes in several riparian attributes after flow alterations differed between guilds. Stream water declines after damming caused shifts in species-poor pioneer shrubland downwards to the watered channel, resulting in severe declines ofmaturenative forest.Understanding vegetation guild responses provides information about general trends in plant populations and assemblage structures expected to occur during river development and flow regulation, increasing our capacity to detect and synthesize complex flowalteration?riparian ecosystem response relationships, and anticipate irreversible impacts.

The province of Salta is located the Northwest of Argentina in the border with Bolivia, Chile and Paraguay. Its Capital is the city of Salta that concentrates half of the inhabitants of the province and has grown to 600000 hab., from a small active Spanish town well founded in 1583. The city is crossed by the Arenales River descending from close mountains at North, source of water and end of sewers. But with actual growing it has become a focus of infection and of remarkable unhealthiness. It is necessary to undertake a plan for the recovery of the river, directed to the attainment of the well-being and to improve the life?s quality of the Community. The fundamental idea of the plan is to obtain an ordering of the river basin and an integral management of the channel and its surroundings, including the cleaning out. The improvement of the water?s quality, the healthiness of the surroundings and the improvement of the environment, must go hand by hand with the development of sport activities, of relaxation, tourism, establishment of breeding grounds, kitchen gardens, micro enterprises with clean production and other actions that contribute to their benefit by the society, that being a basic factor for their care and sustainable use. The present pollution is organic, chemical, industrial, domestic, due to the disposition of sweepings and sewer effluents that affects not only the flora and small fauna, destroying the biodiversity, but also to the health of people living in their margins. Within the plan it will be necessary to consider, besides hydric and environmental cleaning and the prevention of floods, the planning of the extraction of aggregates, the infrastructure and consolidation of margins works and the arrangement of all the river basin. It will be necessary to consider the public intervention at state, provincial and local level, and the private intervention. In the model it has been necessary to include the sub-model corresponding to the election of the entity to be the optimal instrument to reach the proposed objectives, giving an answer to the social, environmental and economic requirements. For that the authors have used multi-criteria decision methods to qualify and select alternatives, and for the programming of their implementation. In the model the authors have contemplated the short, average and long term actions. They conform a Paretooptimal alternative which secures the ordering, integral and suitable management of the basin of the Arenales River, focusing on its passage by the city of Salta.

The authors are from UPM and are relatively grouped, and all have intervened in different academic or real cases on the subject, at different times as being of different age. With precedent from E. Torroja and A. Páez in Madrid Spain Safety Probabilistic models for concrete about 1957, now in ICOSSAR conferences, author J.M. Antón involved since autumn 1967 for euro-steel construction in CECM produced a math model for independent load superposition reductions, and using it a load coefficient pattern for codes in Rome Feb. 1969, practically adopted for European constructions, giving in JCSS Lisbon Feb. 1974 suggestion of union for concrete-steel-al.. That model uses model for loads like Gumbel type I, for 50 years for one type of load, reduced to 1 year to be added to other independent loads, the sum set in Gumbel theories to 50 years return period, there are parallel models. A complete reliability system was produced, including non linear effects as from buckling, phenomena considered somehow in actual Construction Eurocodes produced from Model Codes. The system was considered by author in CEB in presence of Hydraulic effects from rivers, floods, sea, in reference with actual practice. When redacting a Road Drainage Norm in MOPU Spain an optimization model was realized by authors giving a way to determine the figure of Return Period, 10 to 50 years, for the cases of hydraulic flows to be considered in road drainage. Satisfactory examples were a stream in SE of Spain with Gumbel Type I model and a paper of Ven Te Chow with Mississippi in Keokuk using Gumbel type II, and the model can be modernized with more varied extreme laws. In fact in the MOPU drainage norm the redacting commission acted also as expert to set a table of return periods for elements of road drainage, in fact as a multi-criteria complex decision system. These precedent ideas were used e.g. in wide Codes, indicated in symposia or meetings, but not published in journals in English, and a condensate of contributions of authors is presented. The authors are somehow involved in optimization for hydraulic and agro planning, and give modest hints of intended applications in presence of agro and environment planning as a selection of the criteria and utility functions involved in bayesian, multi-criteria or mixed decision systems. Modest consideration is made of changing in climate, and on the production and commercial systems, and on others as social and financial.

This paper describes the multi-agent organization of a computer system that was designed to assist operators in decision making in the presence of emergencies. The application was developed for the case of emergencies caused by river floods. It operates on real-time receiving data recorded by sensors (rainfall, water levels, flows, etc.) and applies multi-agent techniques to interpret the data, predict the future behavior and recommend control actions. The system includes an advanced knowledge based architecture with multiple symbolic representation with uncertainty models (bayesian networks). This system has been applied and validated at two particular sites in Spain (the Jucar basin and the South basin).

In the presence of a river flood, operators in charge of control must take decisions based on imperfect and incomplete sources of information (e.g., data provided by a limited number sensors) and partial knowledge about the structure and behavior of the river basin. This is a case of reasoning about a complex dynamic system with uncertainty and real-time constraints where bayesian networks can be used to provide an effective support. In this paper we describe a solution with spatio-temporal bayesian networks to be used in a context of emergencies produced by river floods. In the paper we describe first a set of types of causal relations for hydrologic processes with spatial and temporal references to represent the dynamics of the river basin. Then we describe how this was included in a computer system called SAIDA to provide assistance to operators in charge of control in a river basin. Finally the paper shows experimental results about the performance of the model.

ABSTRACT Saline degradation of soils irrigated with brackish water is increasing worldwide. The problem of salts concentration more soluble than gypsum depends on irrigation water quality, climatic aridity, and drainage limitations. These conditions meet in Limón River alluvium, which is tributary to Maracaibo´s Lake in Zulia State, Venezuela. Limón River regulation by closing Manuelote and Tulé reservoirs has diminished the input of water and sediments from inundations, which exerted dilutive effects. On the other hand, the soil balance of soluble salts has registered a net accumulation during those extremely dry years before 2006 because the greater dilution of ombrogenic dammed water coming from rain has not been enough to compensate salt concentration by “in situ” evapotranspiration in middle basin water, mainly in the absence of superficial runoff and deep drainage. Floods after 2006 were enough to reduce the high superficial salinity figures to those addressed in 2010. The experimental study of this trouble in San Miguel´s pipe area has been addressed through of the establishment of its salinity profile together to the hypothetic moisture profile typically used in soil taxonomy. This salinity profile describes soil water availability for vegetation according to three potentials: 1) physico-chemical or matrix potential, which depends on the adsorption energy of the soil solution to the surface of soil particles; 2) gravitational potential, which depends on soil depth; and 3) osmotic potential, which depends on the concentration of the soil solution. This represents an advance from just using moisture regime, which only considers the matrix and gravitational components of a gravi-chemical potential. The standardized moisture profile of 200 mm useful water being retained between 33 and 1500 kPa includes eight gravi-chemical stages of 25 mm. This research also includes the osmotic component, which is estimated by the electric conductivity of the saturated paste extract. Salts leaching trials in soil columns simulating rain distribution along five model years, representing the statistical quartiles of the available series of 38 complete years, have determined the behaviour of soluble salts in a soil being subjected to drainage. Results have evidenced that salt and water balances considered together are able to control the agrosystem’s degradation by salinization. The fruit production alternative could be improved under these conditions because the salts balance favours the establishment of permanent crops to the detriment of other soil uses of lower economical interest such as irrigated forage and non-irrigated pasture during desalinization fallow, which characterization has been completed through assessing the presence of salinity-indicator vegetation.

This thesis presents a methodological contribution to address the problem about how to operate a hydropower reservoir during floods in order to achieve an optimal management considering a multiobjective and stochastic approach. A methodology is proposed to assess the flood control strategies in a multiobjective and probabilistic framework. Additionally, a dynamic flood control environ was developed for real-time operation, including forecasts. This dynamic platform combines simulation and optimization models. These tools may assist to dam managers in the decision making process, regarding the most appropriate reservoir operation to be implemented. After a detailed review of the bibliography, it was observed that most of the existing studies in the sphere of flood control reservoir operation consider a reduce number of hydrographs to characterize the reservoir inflows. Consequently, the adequate functioning of a certain strategy may be limited to similar hydrologic scenarios. In the other hand, most of the works in this context tackle the problem of multipurpose flood control operation considering the entire flood season, lasting some months. These considerations differ from the real necessity in the Spanish context. The implementation of real-time reservoir operation is gaining popularity due to computational advances and improvements in real-time data management. The methodology proposed in this thesis for assessing the strategies is based on determining their behavior for a wide range of floods, which are representative of the hydrological forcing of the dam. An evaluation algorithm is combined with a stochastic flood generation system to obtain an implicit stochastic analysis framework. The evaluation system consists in three stages: characterizing, synthesizing and comparing, in order to handle the complex structure of results and, finally, conduct the evaluation process. In the first stage some characterization variables are defined. These variables should be related to the different aspects to be evaluated (such as dam safety, flood protection, hydropower, etc.). Each of these variables characterizes the behavior of a certain operating strategy for a given aspect and event. In the second stage this information is synthesized obtaining a reduced group of indicators or objective functions. Finally, the indicators are compared by means of an aggregated approach or by a dominance criterion approach. In the first case, a single optimum solution may be achieved. However in the second case, a set of good solutions is obtained. This methodology was applied for calibrating the parameters of a flood control model and to compare it with other operating policy, using an aggregated method. After that, the methodology was extent to assess and compared some existing hydropower reservoir flood control operation, considering the Pareto approach. The versatility of the method allows many other applications, such as determining the safety levels, defining the spillways characteristics, among others. The dynamic framework for flood control combines optimization and simulation models, exploiting the advantages of both techniques. This facilitates the interaction between dam operators and the model. Improvements are obtained applying this system when compared with a reactive operating policy, even if the forecasts deviate significantly from the observed hydrograph. This approach contributes to reduce the gap between the theoretical development in the field of reservoir management and its practical applications.

Nowadays "Flood Resilient (FRe) Building Technological Products" is an undefined concept, and concerned FRe solutions cannot be even easily identified. There is an interest in offering an identification and classification of the referred products, since it will be useful for stakeholders and populations at flood risk for adopting the most adequate protections when facing floods. There are many barriers for the implementation of "FRe building technological products", and particularly their standardization is still a major challenge. To put into contact such solutions with final customers, it appears necessary to protocolize them all. The classification effort achieved in this document shall be considered as a necessary preliminary step in order to open the road to the market to FRe building technological solutions.

Risk management should be understood as a determination of links between what is assumed to be vulnerable , and how that would be determined or would estimate the probability in the occurrence of a certain event, based on the idea of the occurrence of a phenomenon and necessary actions to be carried out . The issue of vulnerability and risk, every day takes more importance globally, as time passes is more notorious vulnerability of certain populations in the presence of certain natural hazards such as floods, swollen rivers, landslides and earthquakes. Vulnerability increases as it grows deforestation. The construction in high-risk locations, such as homes on the banks of rivers, is conditioned by the location and conditions of land use, infrastructure, construction, housing, distribution and population density, organizational skills, etc. Now where risk management plays a very important role in modern society, is being increasingly demanding with the results and quality of products and services, and also comply with the legal responsibility that brings the conception, design and construction projects in flood zones. This research focuses on identifying risks, implementing structural solutions and resilients’ recommendations for buildings that are emplaced in flood zones. Thus decreasing the risk of structural failure and the number of victims significantly. Concluding with a Catalogue of Risks and Solutions for buildings in flood zones.

The Santa Irene flood event, at the end of October 1982, is one of the most dramatically widely reported flood events in Spain. Its renown is mainly due to the collapse of the Tous dam, but its main message is to be the paradigm of the incidence of the maritime/littoral weather and its temporal sea level rise by storm surge accompanying rain process on the coastal plains inland floods. Looking at damages the presentation analyzes the adapted measures from the point of view of the aims of the FP7 SMARTeST Project related to the Flood Resilience improvement in urban areas through looking for Technologies, Systems and Tools an appropriate "road to de market".

Prediction at ungauged sites is essential for water resources planning and management. Ungauged sites have no observations about the magnitude of floods, but some site and basin characteristics are known. Regression models relate physiographic and climatic basin characteristics to flood quantiles, which can be estimated from observed data at gauged sites. However, these models assume linear relationships between variables Prediction intervals are estimated by the variance of the residuals in the estimated model. Furthermore, the effect of the uncertainties in the explanatory variables on the dependent variable cannot be assessed. This paper presents a methodology to propagate the uncertainties that arise in the process of predicting flood quantiles at ungauged basins by a regression model. In addition, Bayesian networks were explored as a feasible tool for predicting flood quantiles at ungauged sites. Bayesian networks benefit from taking into account uncertainties thanks to their probabilistic nature. They are able to capture non-linear relationships between variables and they give a probability distribution of discharges as result. The methodology was applied to a case study in the Tagus basin in Spain.

Flash floods are of major relevance in natural disaster management in the Mediterranean region. In many cases, the damaging effects of flash floods can be mitigated by adequate management of flood control reservoirs. This requires the development of suitable models for optimal operation of reservoirs. A probabilistic methodology for calibrating the parameters of a reservoir flood control model (RFCM) that takes into account the stochastic variability of flood events is presented. This study addresses the crucial problem of operating reservoirs during flood events, considering downstream river damages and dam failure risk as conflicting operation criteria. These two criteria are aggregated into a single objective of total expected damages from both the maximum released flows and stored volumes (overall risk index). For each selected parameter set the RFCM is run under a wide range of hydrologic loads (determined through Monte Carlo simulation). The optimal parameter set is obtained through the overall risk index (balanced solution) and then compared with other solutions of the Pareto front. The proposed methodology is implemented at three different reservoirs in the southeast of Spain. The results obtained show that the balanced solution offers a good compromise between the two main objectives of reservoir flood control management

The Partido Stream is a small torrential course that flows into the marsh of the Doñana National Park, an area that was declared a World Heritage Site in 1994. Before 1981, floods occurred, and the stream overflowed onto a floodplain. As an old alluvial fan, the floodplain has its singular orography and functionality. Fromthe floodplain, several drainage channels, locally called caño, discharged into themarsh. The Partido Streamhad themorphology of a caño and covered approximately 8 km from the old fan to the marsh. The stream was straightened and channelised in 1981 to cultivate the old fan. This resulted in floods that were concentrated between the banks in the following years, which caused the depth of water and the shear stress to increase, thus, scouring the river bed and river banks. In this case, the eroded materials were carried towards the marsh where a new alluvial fan evolved. Control measures on the old fan were implemented in 2006 to stop the development of the new alluvial fan downstream over the marsh. Thus, the stream would partially recover its original behaviour that it had before channelisation, moving forwards in a new, balanced state. The present study describes the geomorphological evolution that channelisation has caused since 1981 and the later slow process of recovery of the original hydraulic-sedimentation regime since 2006. Additionally, it deepens the understanding of the original hydraulic behaviour of the stream, combining field data and 2D simulations.

This paper describes a knowledge-based approach for summarizing and presenting the behavior of hydrologic networks. This approach has been designed for visualizing data from sensors and simulations in the context of emergencies caused by floods. It follows a solution for event summarization that exploits physical properties of the dynamic system to automatically generate summaries of relevant data. The summarized information is presented using different modes such as text, 2D graphics and 3D animations on virtual terrains. The presentation is automatically generated using a hierarchical planner with abstract presentation fragments corresponding to discourse patterns, taking into account the characteristics of the user who receives the information and constraints imposed by the communication devices (mobile phone, computer, fax, etc.). An application following this approach has been developed for a national hydrologic information infrastructure of Spain.

Effective automatic summarization usually requires simulating human reasoning such as abstraction or relevance reasoning. In this paper we describe a solution for this type of reasoning in the particular case of surveillance of the behavior of a dynamic system using sensor data. The paper first presents the approach describing the required type of knowledge with a possible representation. This includes knowledge about the system structure, behavior, interpretation and saliency. Then, the paper shows the inference algorithm to produce a summarization tree based on the exploitation of the physical characteristics of the system. The paper illustrates how the method is used in the context of automatic generation of summaries of behavior in an application for basin surveillance in the presence of river floods.
