In the second consecutive election for the Brazilian Chamber ofDeputies, the majority of incumbents (75% in 1998 and again 75% in 2002) decided to run for reelection and at least 70% ofthem in both elections were successful, suggesting thus it would be incorrect to ignore static ambition as the main target of Brazilian legislators. It also raises doubts about the assertion that incumbents use their posts to pursue their post-Iegislative careers. However, this number also suggests that not alIlegislators seek reelection, indicating that it is also incorrect to assume alI of them are driven by similar motivations. In their attempts at career survival, incumbents may also run for higher offices (Senator, Governor, Vicegovernor). A minority still, may run for state leveI offices (regressive ambition).Given that static and progressive ambition are the two main types of career choice in Brazil, we focus on the factors that influence the career decision and electoral success of those who choose to run for reelection and those who choose to run for higher-level offices, i.e. senator and governor. We use data recently colIected from the 2002 elections.

Estimar e prever a volatilidade de um ativo é uma tarefa muito importante em mercados financeiros. Nosso objetivo neste trabalho é propor o conceito de deformação temporal neste contexto. A idéia é que o mercado modifica-se com a chegada de novas informações, e não com o decorrer do tempo de calendário. Nós estimamos a volatilidade dos retornos do IBOVESPA, aplicando Modelos de Volatilidade Estocástica sem e com Deformação Temporal.

This paper demonstrates that the applied monetary mo deIs - the Sidrauski-type models and the cash-in-advance models, augmented with a banking sector that supplies money substitutes services - imply trajectories which are P8,reto-Optimum restricted to a given path of the real quantity of money. As a consequence, three results follow: First, Bailey's formula to evaluate the wclfare cost of inflation is indeed accurate, if the long-run capital stock does not depend on the inflation rate and if the compensate demand is considered. Second, the relevant money demand concept for this issue - the impact of inflation on welfare - is the monetary base, Third, if the long-run capital stock depends on the inflation rate, this dependence has a second-order impact ou wclfare, and, conceptually, it is not a distortion from tite social point of vicw. These three implications moderatc some evaluations of the wclfare cost of the perfect predicted inflation.

Employing the two sector model of capital accumulation in an open economy, the impact on the path of the following variables: exchange rate, wages, investment, saving, and consequently externaI debt and capital stock afier a permanent and non expected elevation of the economy productivity is determinated. Afier this positive shock, saving rate decreases, current transaction deteriorates and the exchange rate appreciates. Those are equilibrium phenomena from 3D intertemporaI point of view due to the permanent income raise and to the domestic good excess demand that follows the productivity increase. Assuming that the stabilization programa augment the economy productivity, the model could rationalize qualitatively the stylized facts witnessed after those programa.

This paper estimates the elasticity of substitution of an aggregate production function. The estimating equation is derived from the steady state of a neoclassical growth model. The data comes from the PWT in which different countries face different relative prices of the investment good and exhibit different investment-output ratios. Then, using this variation we estimate the elasticity of substitution. The novelty of our approach is that we use dynamic panel data techniques, which allow us to distinguish between the short and the long run elasticity and handle a host of econometric and substantive issues. In particular we accommodate the possibility that different countries have different total factor productivities and other country specific effects and that such effects are correlated with the regressors. We also accommodate the possibility that the regressors are correlated with the error terms and that shocks to regressors are manifested in future periods. Taking all this into account our estimation resuIts suggest that the Iong run eIasticity of substitution is 0.7, which is Iower than the eIasticity that had been used in previous macro-deveIopment exercises. We show that this lower eIasticity reinforces the power of the neoclassical mo deI to expIain income differences across countries as coming from differential distortions.

The estimation of labor supply elasticities has been an important issue m the economic literature. Yet all works have estimated conditional mean labor supply functions only. The objective of this paper is to obtain more information on labor supply, by estimating the conditional quantile labor supply function. vI/e use a sample of prime age urban males employees in Brazil. Two stage estimators are used as the net wage and virtual income are found to be endogenous to the model. Contrary to previous works using conditional mean estimators, it is found that labor supply elasticities vary significantly and asymmetrically across hours of work. vVhile the income and wage elasticities at the standard work week are zero, for those working longer hours the elasticities are negative.
