El proceso constitucional, bien sea su adopción o su reforma, es una constante en nuestra historia republicana. Durante el siglo XIX se expidieron como constituciones nacionales: la de la Provincias Unidas de la Nueva Granada, la de Colombia de 1821 y 1830 (conocida como la Gran Colombia), la del Estado de la Nueva Granada (1832 y 1843), la República de la Nueva Granada (1853), la Confederación Granadina (1858), los Estados Unidos de Colombia (1863) y la República de Colombia (1886). Las constituciones nacionales proferidas entre 1811 y 1886 fueron consecuencia de un pulso político en favor de unos intereses ideológicos claramente establecidos alrededor de la composición centralista o federalista de la naciente República. En el proceso constituyente de 1990/1991 se buscó la transformación política del Estado. Uno de sus elementos más significativos fue la convergencia de iniciativas para la búsqueda de la misma, y es así como la Constitución de 1991 representa una ruptura con el modo de proceder histórico de erección constitucional. Una de las premisas que se ha lanzado sobre el proceso del constituyente de 1990/1991 es que la participación ciudadana fue más una forma de democracia participativa que rompe la tradición representativa de la Carta Nacional vigente para el momento; esto debido, de un lado, a que el origen de la propuesta no estuvo vinculado exclusivamente a la iniciativa del ejecutivo, y del otro, a la urgencia por despertar el constituyente primario que había estado sosegado tanto por la normativa restrictiva como por los actores armados ilegales y la fuerza legítima e ilegítima del Estado. Justo sobre este debate se centra esta publicación, al derivar de un proyecto de investigación que tuvo como pregunta: ¿Cuáles fueron los alcances y las limitaciones de la participación ciudadana en la configuración de la Constitución colombiana de 1991?, Y hace un recorrido desde lo ocurrido desde la convocatoria para la votación a una Asamblea Nacional Constituyente y la participación ciudadana durante el funcionamiento de la misma.

This dissertation examines a unique working class in the United States, the men and women who worked on the steamboats from the Industrial Revolution until the demise of steam-powered boats in the mid-20th century. The steamboat was the beginning of a technological system that was developed in America and used in such great numbers that it made the rapid population of the Trans-Appalachian West possible. The steamboat was forever romanticized by images of the antebellum South or the quick wit of Samuel Clemens and his sentimental book, Life on the Mississippi. The imagination swirls with thoughts of boats, bleach white, slowly churning the calm waters of some Spanish moss covered river. The reality of the boats and the experience of those who worked on them has been lost in this nostalgic vision. This research details the history of the western steamboat in the Monongahela Valley, the birthplace of the commercial steamboat industry. The first part of this dissertation examines the literature of authors in the field of labor history and Industrial Archaeology to place this work into the larger context of published literature. The second builds a framework for understanding the various eras that the steamboat went through both in terms of technological change, but also the change the workers experienced as their identity as a working class was being shaped. The third part details the excavations of two steamboat captains houses, those of Captain James Gormley and Captain Michael A. Cox. Both men represented a time in which the steamboat was in an era of transition. Excavations at their homes yield clues to their class status and how integrated they were in the local community. The fourth part of this study documents the oral histories of steamboat workers, both men and women, and their experience on the boats and on the river. Their rapidly declining population of those who lived and worked on the boats gives urgency for their lives to be documented. Finally, this study concludes with a synthesis of how worker identity solidified in the face of technological, socio-economic, and ideological change especially during their push for unionization and the introduction of the diesel towboat.

Como a diapausa manifestada nos bicudos e um importante mecanismo de sua sobrevivencia nos Estados Unidos durante a entressafra, e fundamental que se conhecam detalhes de sua ocorrencia no Brasil, a fim de se introduzirem tecnicas eficientes de manejo dessa especie. Com o presente trabalho objetivou-se verificar a incidencia da diapausa em lavouras de algodao de alguns municipios do Estado de Sao Paulo. Na safra 1983/84 o estudo desenvolveu-se em 10 municipios e em 1984/85, em 7 municipios. O numero de adultos coletados, bem como o numero de coletas realizadas em cada tempo, foram variaveis. Em praticamente todas as coletas ocorreram adultos em diapausa, excetuando-se as de 18/04/84 e 15/02/85 para Porto Feliz e a de 10/05/1985 para Tiete. As maiores porcentagens de bicudos em diapausa foram observadas nos meses de marco a abril, fase final do ciclo das plantas. Na safra 1984/85 altas porcentagens ocorreram tambem em maio, mas na safra 1983/84 nao foram conduzidas coletas nessa epoca. Os maiores indices de diapausa foram observados em Monte Mor, no periodo de 19-23/03/84, com cerca de 54% e em Campinas, no periodo de 12-18/03/85, com cerca de 56%.

Introducción La minera se convertirá entre 1821 y 1843 en una de las opciones económicas que mas preocuparon a los costarricenses en la búsqueda de una economía que superara el relativo aislamiento colonial y permitiera establecer nexos permanentes con el mercado mundial. De allí que esta actividad, al igual que la caña de azúcar, el tabaco, el café y las materias extractivas, se convirtieron en ramos de la producción, que el país trataba de impulsar con mayor o menor éxito para su plena inserción en el modelo de desarrollo hacia afuera que se estableció en los mecanismos de división del trabajo re elaborados después de la Revolución Industrial y en la que en Costa Rica , como en el resto de América Latina, le correspondería jugar el papel de administrador de materias primas y productos agrícolas dentro de la orbita del incipiente capitalismo decimonónico.

Harmful Algal Blooms (HABs) are a worldwide problem that have been increasing in frequency and extent over the past several decades. HABs severely damage aquatic ecosystems by destroying benthic habitat, reducing invertebrate and fish populations and affecting larger species such as dugong that rely on seagrasses for food. Few statistical models for predicting HAB occurrences have been developed, and in common with most predictive models in ecology, those that have been developed do not fully account for uncertainties in parameters and model structure. This makes management decisions based on these predictions more risky than might be supposed. We used a probit time series model and Bayesian Model Averaging (BMA) to predict occurrences of blooms of Lyngbya majuscula, a toxic cyanophyte, in Deception Bay, Queensland, Australia. We found a suite of useful predictors for HAB occurrence, with Temperature figuring prominently in models with the majority of posterior support, and a model consisting of the single covariate average monthly minimum temperature showed by far the greatest posterior support. A comparison of alternative model averaging strategies was made with one strategy using the full posterior distribution and a simpler approach that utilised the majority of the posterior distribution for predictions but with vastly fewer models. Both BMA approaches showed excellent predictive performance with little difference in their predictive capacity. Applications of BMA are still rare in ecology, particularly in management settings. This study demonstrates the power of BMA as an important management tool that is capable of high predictive performance while fully accounting for both parameter and model uncertainty.

Nontuberculous mycobacteria are ubiquitous environmental organisms that have been recognised as a cause of pulmonary infection for over 50 years. Traditionally patients have had underlying risk factors for development of disease; however the proportion of apparently immunocompetent patients involved appears to be rising. Not all patients culture-positive for mycobacteria will have progressive disease, making the diagnosis difficult, though criteria to aid in this process are available. The two main forms of disease are cavitary disease (usually involving the upper lobes) and fibronodular bronchiectasis (predominantly middle and lingular lobes). For patients with disease, combination antibiotic therapy for 12-24 months is generally required for successful treatment, and this may be accompanied by drug intolerances and side effects. Published success rates range from 30-82%. As the progression of disease is variable, for some patients, attention to pulmonary hygiene and underlying diseases without immediate antimycobacterial therapy may be more appropriate. Surgery can be a useful adjunct, though is associated with risks. Randomised controlled trials in well described patients would provide stronger evidence-based data to guide therapy of NTM lung diseases, and thus are much needed.

Honing and Ladinig (2008) make the assertion that while the internal validity of web-based studies may be reduced, this is offset by an increase in external validity possible when experimenters can sample a wider range of participants and experimental settings. In this paper, the issue of internal validity is more closely examined, and it is agued that there is no necessary reason why internal validity of a web-based study should be worse than that of a lab-based one. Errors of measurement or inconsistencies of manipulation will typically balance across conditions of the experiment, and thus need not necessarily threaten the validity of a study’s findings.

Particulate matter (PM) emissions involve a complex mixture of solid and liquid particles suspended in a gas, where it is noted that PM emissions from diesel engines are a major contributor to the ambient air pollution problem. Whilst epidemiological studies have shown a link between increased ambient PM emissions and respiratory morbidity and mortality, studies of this design are not able to identify the PM constituents responsible for driving adverse respiratory health effects. This review explores in detail the physico-chemical properties of diesel particulate matter (DPM), and identifies the constituents of this pollution source that are responsible for the development of respiratory disease. In particular, this review shows that the DPM surface area and adsorbed organic compounds play a significant role in manifesting chemical and cellular processes that if sustained can lead to the development of adverse respiratory health effects. The mechanisms of injury involved included: inflammation, innate and acquired immunity, and oxidative stress. Understanding the mechanisms of lung injury from DPM will enhance efforts to protect at-risk individuals from the harmful respiratory effects of air pollutants.

A building information model (BIM) provides a rich representation of a building's design. However, there are many challenges in getting construction-specific information from a BIM, limiting the usability of BIM for construction and other downstream processes. This paper describes a novel approach that utilizes ontology-based feature modeling, automatic feature extraction based on ifcXML, and query processing to extract information relevant to construction practitioners from a given BIM. The feature ontology generically represents construction-specific information that is useful for a broad range of construction management functions. The software prototype uses the ontology to transform the designer-focused BIM into a construction-specific feature-based model (FBM). The formal query methods operate on the FBM to further help construction users to quickly extract the necessary information from a BIM. Our tests demonstrate that this approach provides a richer representation of construction-specific information compared to existing BIM tools.
