The study divides the history of the fishery into five 'regulatory periods': the pre-colonial fishery (pre-1901), the colonial fishery (1901-1963), the post indipendence fishery (1963-1980), the Nile perch 'boom' years (1980-1989), and finally the fishery in the 1990's. Within each of these periods, the nature of and the relationship between, formal and informal regulations differs and changes with time. In the pre-colonial period, the outcome of formal and informal regulations largely sustained the fishery in a productive and species diverse state. However, at no time since then have formal regulations worked, with the result that the nature of production from the fishery changes over time and is dependent on a number of factors, amongst which the most important are effort level increases, technological introductions, species introductions, changes in regional and national job markets, the change from community-based controls to state-based controls within the fishery, and finally, considerable changes to the fish markets.

O objetivo da presente pesquisa é o de discutir a reescrita da história da Irlanda, mais especificamente aspectos relacionados à construção da identidade nacional e de marcas da tradição, a partir da leitura do romance Tipperary, de Frank Delaney. Publicada em 2007, essa obra aborda de forma singular as querelas sobre identidade nacional, nacionalismo, passado, memória, e seus personagens principais e a trama estão significativamente ligados ao contexto político-social da história da Irlanda. Nessa reconstrução da história, o passado é revisitado através de diferentes pontos de vista. Nossa atenção estará voltada para a seleção de elementos/momentos da história do país que ganham foco na narrativa, e as possíveis repercussões deste processo. Além disso, nos concentraremos na questão das tênues fronteiras entre história e ficção, ou seja, as fronteiras pouco delimitadas entre o discurso histórico e o discurso ficcional. Na escrita da história em Tipperary, Delaney aborda questões relativas a mitos, lendas e tradições como importantes fatores de identidade nacional em uma Irlanda que emerge como uma nação independente. No romance em questão, podemos observar como história e memória se unem na jornada do protagonista, em sua empreitada de narrar a história de sua vida e de seu país

Background: The World Gastroenterology Organization recommends developing national guidelines for the diagnosis of Celiac Disease (CD): hence a profile of the diagnosis of CD in each country is required. We aim to describe a cross-sectional picture of the clinical features and diagnostic facilities in 16 countries of the Mediterranean basin. Since a new ESPGHAN diagnostic protocol was recently published, our secondary aim is to estimate how many cases in the same area could be identified without a small intestinal biopsy. Methods: By a stratified cross-sectional retrospective study design, we examined clinical, histological and laboratory data from 749 consecutive unselected CD children diagnosed by national referral centers. Results: The vast majority of cases were diagnosed before the age of 10 (median: 5 years), affected by diarrhea, weight loss and food refusal, as expected. Only 59 cases (7.8%) did not suffer of major complaints. Tissue transglutaminase (tTG) assay was available, but one-third of centers reported financial constraints in the regular purchase of the assay kits. 252 cases (33.6%) showed tTG values over 10 times the local normal limit. Endomysial antibodies and HLA typing were routinely available in only half of the centers. CD was mainly diagnosed from small intestinal biopsy, available in all centers. Based on these data, only 154/749 cases (20.5%) would have qualified for a diagnosis of CD without a small intestinal biopsy, according to the new ESPGHAN protocol. Conclusions: This cross-sectional study of CD in the Mediterranean referral centers offers a puzzling picture of the capacities to deal with the emerging epidemic of CD in the area, giving a substantive support to the World Gastroenterology Organization guidelines.

Local communities and local government units are recognized as the primary stakeholders and participants in the management of coral reef resources and the primary beneficiaries of small-scale fishing activities in the nearshore areas of the coastal zone. The issues relating to the management of the coastal zone are multi-faceted and some issues are largely intertwined with national policy and development goals. Thus, national governments have jurisdiction over these nearshore coastal resources to harmonize policies, monitor resource use and provide incentives for sustainable use. However, the natural boundaries of these reef resources, the processes that support reef ecosystems, and the local or national affiliation of the people who benefit from them may transcend the boundaries of the local and national management units. Therefore, efforts to arrest the decline in fish catch and loss of biodiversity for reefs require management interventions and assessment activities to be carried out at varying scales. In Southeast Asia, some aspects of reef and reef resources management — particularly in deciding the allocation of catch among competing fisheries, development of sustainable harvest strategies, use of broodstock for restocking or stock enhancement programs, protection of nursery and spawning areas, designation of systems of marine protected areas, and the identification of representative, adequate and comprehensive areas for biodiversity conservation in the region — may require the definition of larger management units. At the regional level, multi-country initiatives will need to define units for the transboundary management of resources. The use of large marine ecosystems (LMEs) to identify and manage fisheries resources may be a starting point; however, given the relatively sedentary nature of coral reef-dwelling and reef-associated organisms compared with other pelagic and demersal species, meso-scale transboundary units within the LMEs have to be defined. This paper provides suggestions for transboundary management units for coral reef and reef-associated resources in Southeast Asia based on information from genetic structures of model organisms in the region. In addition, specific reef areas are identified, which may be important beyond their national boundaries, as potential sources of recruits.

The Sub-Saharan region of Africa accounted for only 5.5% of the world's demand for fish from 1989 to 1991, inspite of comprising 9% of the global population. This study was carried out to determine the future demand for fish in the Sub-Saharan region. Fish accounts for approximately 10% of animal protein consumed. It is prominent in the diet of the poor since cured and smoked fish is a cheaper source of protein than meat or eggs. The average per capita consumption in 1992 was about 8 kg compared to 30 kg globally. Fish is prominent in the diets of people near coastal areas and large inland water bodies and a total of 40% of fish consumed is freshwater fish. Consumption is rising in the coastal areas but falling inland, probably due to drought and overexploitation resulting in an inadequate supply. Aquaculture has not been widely adopted and does not contribute substantially to the region's supply. To determine future demand and trends, a regression analysis was carried out at the country level with FAO data on fish consumption from 1960 to 1992, using several proxies for disposable income, cost of fishery products, changes in tastes and national differences in the tradition of fish consumption. An aggregate increase in fish consumption of nearly 2.7% annually over the next few years was predicted with a strong correlation between increases in income, prices and population. Real income was a significant and positive determinant of fish consumption, even though consumption increaed more slowly than income. Given the high projected rate of population increase, the growth rate in overall fish consumption actually implies a reduction in per capita fish consumption of 0.31% annually. If technological progress can improve production and supply, aquaculture could have a significant impact on fish consumption in the region.

The apple snail, Pomacea canaliculata, was imported into Japan and cultured extensively for food in the early 1980s. Not long after, escaped or discarded snails became feral and started feeding on rice seedlings and other aquatic plants. This was especially noted in Kyushu in southern Japan. Snails are still proliferating, but the area of damaged rice is not increasing as fast, mainly because of the success of snail control. Currently, the most effective methods of avoiding damage to rice are keeping water shallow, transplanting older seedlings and, in some cases, using molluscicides or repellents. However, these methods have almost no effect on damage by snail feeding when rice fields are flooded. The apple snail is believed to be the most important obstacle to the spread of direct-sowing culture of rice in Kyushu. The Ministry of Agriculture, Forestry and Fisheries has launched a national project for the integrated management of the snail under direct sowing culture of rice in Kyushu. Some recent results from this project are briefly reviewed in this paper.

Commercial trawling on the Atlantic slope areas off Brazil intensified in the late 1990’s owing to the expansion of coastal trawling areas and the operations of a chartered foreign fleet. Between 2000 and 2003, 59 fishing trips conducted by 10 chartered trawlers were intensely monitored by observers and satellite vessel monitoring systems, totaling 9,069 tows and 30,085.2 trawling hours. Fishing operations occurred in northern, northeastern, southeastern, and southern sectors of the Brazilian coast in 60–1,173 m depths. Total retained and processed catch were 8,074.6 t and 6,479.8 t, respectively. Argentine hake, Merluccius hubbsi; and Argentine shortfin squid, Illex argentinus, were the primary species taken contributing to 41.1% and 28.6% of the overall catch, respectively. The silver John dory, Zenopsis conchifera; monkfish, Lophius gastrophysus; Brazilian codling, Urophycis mystacea; and the black grouper, Epinephelus nigritus, composed 23% of total processed catch, and the remaining 7.2% was composed of deep-sea shrimps (family Aristeidae) and other teleosts and elasmobranches. The occupation of slope areas included an early exploratory phase, followed by directed phases of the upper slope (300–500 m), aiming principally at the Argentine hake, and the lower slope (>700 m), targeting valuable concentrations of deep-sea aristeid shrimps. The role of chartering for slope trawling development was critically addressed. We conclude that chartered vessels were efficient explorers and were particularly important in areas not available to the technologically limited national fleet. Because the charters were market-oriented and had elevated profit demands, however, those vessels quickly turned from exploration to exploitation and competed with national trawlers in shallower areas and produced significant impacts on Brazil’s modest deep-sea resources.

Spencer Fullerton Baird (Fig. 1), a noted systematic zoologist and builder of scientific institutions in 19th century America, persuaded the U.S. Congress to establish the United States Commission of Fish and Fisheries1 in March 1871. At that time, Baird was Assistant Secretary of the Smithsonian Institution. Following the death of Joseph Henry in 1878, he became head of the institution, a position he held until his own demise in 1887. In addition to his many duties as a Smithsonian official, including his prominent role in developing the Smithsonian’s Federally funded National Museum as the repository for governmental scientific collections, Baird directed the Fish Commission from 1871 until 1887. The Fish Commission’s original mission was to determine the reasons and remedies for the apparent decline of American fisheries off southern New England as well as other parts of the United States. NOAA’s National Centers for Coastal Ocean Science Biogeography Branch has mapped and characterized large portions of the coral reef ecosystems inside the U.S. coastal and territorial waters, including the U.S. Caribbean. The complementary protocols used in these efforts have enabled scientists and managers to quantitatively and qualitatively compare marine ecosystems in tropical U.S. waters. The Biogeography Branch used similar protocols to generate new benthic habitat maps for Fish Bay, Coral Bay and the St. Thomas East End Reserve (STEER). While this mapping effort marks the third time that some of these shallow-water habitats (≤40 m) have been mapped, it is the first time that nearly 100% of the seafloor has been characterized in each of these areas. It is also the first time that high resolution imagery describing seafloor depth has been collected in each of these areas. Consequently, these datasets provide new information describing the distribution of coral reef ecosystems and serve as a spatial baseline for monitoring change in the Fish Bay, Coral Bay and the STEER. Benthic habitat maps were developed for approximately 64.3 square kilometers of seafloor in and around Fish Bay, Coral Bay and the STEER. Twenty seven percent (17.5 square kilometers) of these habitat maps describe the seafloor inside the boundaries of the STEER, the Virgin Islands National Park and the Virgin Islands Coral Reef National Monument. The remaining 73% (46.8 square kilometers) describe the seafloor outside of these MPA boundaries. These habitat maps were developed using a combination of semi-automated and manual classification methods. Habitats were interpreted from aerial photographs and LiDAR (Light Detection and Ranging) imagery. In total, 155 distinct combinations of habitat classes describing the geology and biology of the seafloor were identified from the source imagery.

NOAA’s National Centers for Coastal Ocean Science (NCCOS)-Center for Coastal Monitoring and Assessment’s (CCMA) Biogeography Branch, National Park Service (NPS), US Geological Survey, and the University of Hawaii used acoustic telemetry to quantify spatial patterns and habitat affinities of reef fishes around the island of St. John, US Virgin Islands. The objective of the study was to define the movements of reef fishes among habitats within and between the Virgin Islands Coral Reef National Monument (VICRNM), the Virgin Islands National Park (VIIS), and Territorial waters surrounding St. John. In order to better understand species’ habitat utilization patterns among management regimes, we deployed an array of hydroacoustic receivers and acoustically tagged reef fishes. Thirty six receivers were deployed in shallow near-shore bays and across the shelf to depths of approximately 30 m. One hundred eighty four individual fishes were tagged representing 19 species from 10 different families with VEMCO V9-2L-R64K transmitters. The array provides fish movement information at fine (e.g., day-night and 100s meters within a bay) to broad spatial and temporal scales (multiple years and 1000s meters across the shelf). The long term multi-year tracking project provides direct evidence of connectivity across habitat types in the seascape and among management units. An important finding for management was that a number of individuals moved among management units (VICRNM, VINP, Territorial waters) and several snapper moved from near-shore protected areas to offshore shelf-edge spawning aggregations. However, most individuals spent the majority of their time with VIIS and VICRNM, with only a few wide-ranging species moving outside the management units. Five species of snappers (Lutjanidae) accounted for 31% of all individuals tagged, followed by three species of grunts (Haemulidae) accounting for an additional 23% of the total. No other family had more than a single species represented in the study. Bluestripe grunt (Haemulon sciurus) comprised 22% of all individuals tagged, followed by lane snappers (Lutjanus synagris) at 21%, bar jack (Carangoides ruber) at 11%, and saucereye porgy (Calamus calamus) at 10%. The largest individual tagged was a 70 cm TL nurse shark (Ginglymostoma cirratum), followed by a 65 cm mutton snapper (Lutjanus analis), a 47 cm bar jack, and a 41 cm dog snapper (Lutjanus jocu). The smallest individuals tagged were a 19 cm blue tang (Acanthurus coeruleus) and a 19.2 cm doctorfish (Acanthurus chirurgus). Of the 40 bluestriped grunt acoustically tagged, 73% were detected on the receiver array. The average days at large (DAL) was 249 (just over 8 months), with one individual detected for 930 days (over two and a half years). Lane snapper were the next most abundant species tagged (N = 38) with 89% detected on the array. The average days at large (DAL) was 221 with one individual detected for 351 days. Seventy-one percent of the bar jacks (N = 21) were detected on the array with the average DALs at 47 days. All of the mutton snapper (N = 12) were detected on the array with an average DAL of 273 and the longest at 784. The average maximum distance travelled (MDT) was ca. 2 km with large variations among species. Grunts, snappers, jacks, and porgies showed the greatest movements. Among all individuals across species, there was a positive and significant correlation between size of individuals and MDT and between DAL and MDT.

In the past decade, increased awareness regarding the declining condition of U.S. coral reefs has prompted various actions by governmental and non-governmental organizations. Presidential Executive Order 13089 created the U.S. Coral Reef Task Force (USCRTF) in 1998 to coordinate federal and state/territorial activities (Clinton, 1998), and the Coral Reef Conservation Act of 2000 provided Congressional funding for activities to conserve these important ecosystems, including mapping, monitoring and assessment projects carried out through the support of NOAA’s CRCP. Numerous collaborations forged among federal agencies and state, local, non-governmental, academic and private partners now support a variety of monitoring activities. This report shares the results of many of these monitoring activities, relying heavily on quantitative, spatially-explicit data that has been collected in the recent past and comparisons with historical data where possible. The success of this effort can be attributed to the dedication of over 270 report contributors who comprised the expert writing teams in the jurisdictions and contributed to the National Level Activities and National Summary chapters. The scope and content of this report are the result of their dedication to this considerable collaborative effort. Ultimately, the goal of this report is to answer the difficult but vital question: what is the condition of U.S. coral reef ecosystems? The report attempts to base a response on the best available science emerging from coral reef ecosystem monitoring programs in 15 jurisdictions across the country. However, few monitoring programs have been in place for longer than a decade, and many have been initiated only within the past two to five years. A few jurisdictions are just beginning to implement monitoring programs and face challenges stemming from a lack of basic habitat maps and other ecosystem data in addition to adequate training, capacity building, and technical support. There is also a general paucity of historical data describing the condition of ecosystem resources before major human impacts occurred, which limits any attempt to present the current conditions within an historical context and contributes to the phenomenon of shifting baselines (Jackson, 1997; Jackson et al., 2001; Pandolfi et al., 2005).

The small brachyuran family Raninidae Dana is represented in the Indo-West Pacific region by eight genera, with only some twenty species. One of the least known genera is Notopoides, which contains only a single species. This genus was first described by Henderson (1888) on the basis of material collected by H.M.S. "Challenger" from the Kei Islands, in the Banda sea off Indonesia. There have been no subsequent reports of this species in the ninety seven years since its original discovery. During the course of the study of the benthic fauna off the coast of East Africa, the Fisheries Research Vessel "Manihine" obtained five specimens of this rare species. These new records, collected during a short period of time, indicate that the species is probably not uncommon in this region, which also represents a great increase in its known geographical range. Specimens have been deposited in the collections of the National Museum, Nairobi, the Rijksmuseum van Natuurlijke Historie, Leiden, and the National Museum, Singapore: Catalogue numbers are crust. 1092 ; Crust. Universities currently need to satisfy the demands of different audiences. In light of the increasing policy emphasis on "third mission" activities, universities are attempting to incorporate these into their traditional missions of teaching and research. University strategies to accomplishing its traditional missions are well-honed and routinized, but the incorporation of the third mission is posing important strategic and managerial challenges for universities. This study explores the relationship between university-business collaborations and academic excellence in order to examine the extent to which academic institutions can balance these objectives. Based on data from the UK Research Assessment Exercise 2001 at the level of the university department, we find no systematic positive or negative relationship between scientific excellence and engagement with industry. Across the disciplinary fields reported in the 2001 Research Assessment Exercise (i. e. engineering, hard sciences, biomedicine, social sciences and the humanities) the relationship between academic excellence and engagement with business is largely contingent on the institutional context of the university department. This paper adds to the growing body of literature on university engagement with business by examining this activity for the social sciences and the humanities. Our findings have important implications for the strategic management of university departments and for higher education policy related to measuring the performance of higher education research institutions. © 2013 Akadémiai Kiadó, Budapest, Hungary.

In recent years, the healthcare sector has adopted the use of operational risk assessment tools to help understand the systems issues that lead to patient safety incidents. But although these problem-focused tools have improved the ability of healthcare organizations to identify hazards, they have not translated into measurable improvements in patient safety. One possible reason for this is a lack of support for the solution-focused process of risk control. This article describes a content analysis of the risk management strategies, policies, and procedures at all acute (i.e., hospital), mental health, and ambulance trusts (health service organizations) in the East of England area of the British National Health Service. The primary goal was to determine what organizational-level guidance exists to support risk control practice. A secondary goal was to examine the risk evaluation guidance provided by these trusts. With regard to risk control, we found an almost complete lack of useful guidance to promote good practice. With regard to risk evaluation, the trusts relied exclusively on risk matrices. A number of weaknesses were found in the use of this tool, especially related to the guidance for scoring an event's likelihood. We make a number of recommendations to address these concerns. The guidance assessed provides insufficient support for risk control and risk evaluation. This may present a significant barrier to the success of risk management approaches in improving patient safety. © 2013 Society for Risk Analysis.

The traditional design of accelerator magnet usually involves many time consuming iterations of the manual analysis process. A software platform to do these iterations automatically is proposed in this paper. In this platform, we use DAKOTA (a open source software developed by Sandia National Laboratories) as the optimizing routine, which provides a variety of optimization methods and algorithms, and OPERA (software from Vector Fields) is selected as the electromagnetic simulating routine. In this paper, two examples of designs of accelerator magnets are used to illustrate how an optimization algorithm is chosen and the platform works.
