The advent of the Integrated Services Digital Network (ISDN) led to the standardisation of the first video codecs for interpersonal video communications, followed closely by the development of standards for the compression, storage and distribution of digital video in the PC environment, mainly targeted at CD-ROM storage. At the same time the second-generation digital wireless networks, and the third-generation networks being developed, have enough bandwidth to support digital video services. The radio propagation medium is a difficult environment in which to deploy low bit error rate, real time services such as video. The video coding standards designed for ISDN and storage applications, were targeted at low bit error rate levels, orders of magnitude lower than the typical bit error rates experienced on wireless networks. This thesis is concerned with the transmission of digital, compressed video over wireless networks. It investigates the behaviour of motion compensated, hybrid interframe DPCM/DCT video coding algorithms, which form the basis of current coding algorithms, in the presence of high bit error rates commonly found on digital wireless networks. A group of video codecs, based on the ITU-T H.261 standard, are developed which are robust to the burst errors experienced on radio channels. The radio link is simulated at low level, to generate typical error files that closely model real world situations, in a Rayleigh fading environment perturbed by co-channel interference, and on frequency selective channels which introduce inter symbol interference. Typical anti-multipath techniques, such as antenna diversity, are deployed to mitigate the effects of the channel. Link layer error control techniques are also investigated.

A Bragg grating fast tunable filter prototype working over a linear tuning range of 45 nm with a maximum tuning speed of 21 nm/ms has been realized. The tunable filter system is based on two piezoelectric stack actuators moving a mechanical device thus compressing an apodized fiber Bragg grating. The filter allows both traction and compression and can work in transmission and in reflection. It is designed to work with a channel spacing of 100 GHz according to the ITU specifications for wavelength division multiplexing systems

The measurement of different aspects of information society has been problematic over along time, and the International Telecommunication Union (ITU) is spearheading in developing a single ICT index. In Geneva during the first World Summit on Information Society (WSIS) in December 2003, the heads of states declared their commitment to the importance of benchmarking and measuring progress toward the information society. Consequently, they re-affirmed their Geneva commitments in their second summit held in Tunis in 2005. In this paper, we propose a multiplicative linear programming model to measure Opportunity Index. We also compared our results with the common measure of ICT opportunity index and we found that the two indices are consistent in their measurement of digital opportunity though differences still exist among regions.

Due to the dynamic and mutihop nature of the Mobile Ad-hoc Network (MANET), voice communication over MANET may encounter many challenges. We set up a subjective quality evaluation model using ITU-T E-model with extension. And through simulation in NS-2, we evaluate how the following factors impact voice quality in MANET: the number of hops, the number of route breakages, the number of communication pairs and the background traffic. Using AODV as the underlying routing protocol, and with the MAC layer changed from 802.11 DCF to 802.11e EDCF, we observe that 802.11e is more suitable for implementating voice communication over MANET. © 2005 IEEE.

A detailed conceptual and a corresponding analytical traffic models of an overall (virtual) circuit switching telecommunication system are used. The models are relatively close to real-life communication systems with homogeneous terminals. In addition to Normalized and Pie-Models Ensue Model and Denial Traffic concept are proposed, as a parts of a technique for presentation and analysis of overall network traffic models functional structure; The ITU-T definitions for: fully routed, successful and effective attempts, and effective traffic are re-formulated. Definitions for fully routed traffic and successful traffic are proposed, because they are absent in the ITU-T recommendations; A definition of demand traffic (absent in ITU-T Recommendations) is proposed. For each definition are appointed: 1) the correspondent part of the conceptual model graphical presentation; 2) analytical equations, valid for mean values, in a stationary state. This allows real network traffic considered to be classified more precisely and shortly. The proposed definitions are applicable for every telecommunication system.

In this paper, we investigate the design of few-mode fibers (FMFs) guiding 4 to 12 non-degenerate linearly polarized (LP) modes with low differential mode delay (DMD) over the C-band, suitable for long-haul transmission. The refractive index profile considered is composed by a graded-core with a cladding trench (GCCT). The optimization of the profile parameters aims the lowest possible DMD and macro-bend losses (MBL) lower than the ITU-T standard recommendation. The optimization results show that the optimum DMD and the MBL scale with the number of modes. Additionally, it is shown that the refractive-index relative difference at the core center is one of the most preponderant parameters, allowing to reduce the DMD at the expense of increasing MBL. Finally, the optimum DMD obtained for 12 LP modes is lower than 3 ps/km. © 2014 IEEE.

In this paper, we investigate the design of few-mode fibers (FMFs) guiding 2 to 12 linearly polarized (LP) modes with low differential mode delay (DMD) over the C-band, suitable for long-haul transmission. Two different types of refractive index profile have been considered: a graded-core with a cladding trench (GCCT) profile and a multi-step-index (MSI) profile. The profiles parameters are optimized in order to achieve: the lowest possible DMD and macro-bend losses (MBL) lower than the ITU-T standard recommendation. The optimization results show that the MSI profiles present lower DMD than the minimum achieved with a GCCT profile. Moreover, it is shown that the optimum DMD and the MBL scale with the number of modes for both profiles. The optimum DMD obtained for 12 LP modes is lower than 3 ps/km using a GCCT profile and lower than 2.5 ps/km using a MSI profile. The optimization results reveal that the most preponderant parameter of the GCCT profile is the refractive index relative difference at the core center, Δnco. Reducing Δn co, the DMD is reduced at the expense of increasing the MBL. Regarding the MSI profiles, it is shown that 64 steps are required to obtain a DMD improvement considering 12 LP modes. Finally, the impact of the fabrication margins on the optimum DMD is analyzed. The probability of having a manufactured FMF with 12 LP modes and DMD lower than 12 ps/km is approximately 68% using a GCCT profile and 16% using a MSI profile. © 2013 IEEE.

We experimentally demonstrate a Raman fiber laser based on multiple point-action fiber Bragg grating (FBG) reflectors and distributed feedback via Rayleigh scattering in a ∼22 km long optical fiber. Twenty two lasing lines with spacing of ∼100 GHz (close to ITU grid) in C-band are generated at Watts power level. In contrast to the normal cavity with competition between laser lines, the random distributed feedback cavity exhibits highly stable multiwavelength generation with a power-equalized uniform distribution which is almost independent on power. The current set up showing the capability of generating Raman gain of about 100-nm wide giving the possibility of multiwavelength generation at different bands. © 2011 SPIE.

The article investigates the division between member states of the European Union considering the aspect of their level of information and communication technology (ICT) development focusing on e-learning. With the help of discriminant analysis the countries are categorized into groups based on their ICT maturity and e-learning literacy level of development. Making a comparison with a benchmarking tool, the ITU (International Telecommunication Union)’s ICT Development Index (IDI) the results are confirmed partly correct. The article tries to find economical explanations for the re-grouping of the countries ranking. Finally the author examines the reliability of Hungary’s ranking results and the factors which may affect this divergence from the real picture.

Access to the Internet has grown exponentially in Latin America over the past decade. The International Telecommunications Union (ITU) estimates that in 2009 there were 144.5 million Internet users in South America, 6.4 million in Central America, and 8.2 million in the Caribbean, or a total 159.2 million users in all of Latin America.1 At that time, ITU reported an estimated 31 million Internet users in Mexico, which would bring the overall number of users in Latin America to 190.2 million people. More recent estimates published by Internet World Stats place Internet access currently at an estimated 204.6 million out of a total population of 592.5 million in the region (this figure includes Mexico).2 According to those figures, 34.5 per cent of the Latin American population now enjoys Internet access. In recent years, universal access policies contributed to the vast increase in digital literacy and Internet use in Argentina, Brazil, Chile, Colombia, and Costa Rica. Whereas the latter was the first country in the region to adopt a policy of universal access, the most expansive and successful digital inclusion programs in the region have taken hold in Brazil and Chile. These two countries have allocated considerable resources to the promotion of digital literacy and Internet access among low income and poor populations; in both cases, civil society groups significantly assisted in the promotion of inclusion at the grassroots level. Digital literacy and Internet access have come to represent, particularly in the area of education, a welcome complementary resource for populations chronically underserved in nations with a long-standing record of inadequate public social services. Digital inclusion is vastly expanding throughout the region, thanks to stabilizing economies, increasingly affordable technology, and the rapid growth in the supply of cellular mobile telephony. A recent study by the global advertising agency Razorfish revealed significant shifts in the demographics of digital inclusion in the major economies of South America, where Web access is rapidly increasing amid the lower middle class and the working poor.3 Several researchers have suggested that Internet access will bring about greater civic participation and engagement, although skeptics remain unsure this could happen in Latin America. Yet, there have been some recent instances of political mobilization facilitated through the use of the Web and social media applications, starting in Chile when “smart mobs” nationwide demonstrated against former Chilean President Michelle Bachelet when she failed to enact education reforms in May 2006. The Internet has also been used by marginalized groups and by guerrillas groups to highlight their stories. In sum, Internet access in Latin is no longer a medium restricted to the elite. It is rather a public sphere upon which civil society has staked its claim. Some of the examples noted in this study point toward a developing trend whereby civil society, through online grassroots movements, is able to effectively pressure public officials, instill transparency and demand accountability in government. Surfactants are versatile organic compounds that have, in a single molecule, double chemical affinity. The surfactant molecule is composed by a hy drophobic tail group, a hydrocarbon chain (linear, branched, or mixed), and by a hydrophilic head group, which contains polar groups that makes it able to be applied in the organophilization process of natural clays. Microemulsions are microheterogeneous b lends composed by: a surfactant, an oily phase (non - polar solvent), an aqueous phase, and, sometimes, a co - surfactant (short - chain alcohol). They are systems with thermodynamic stability, transparent, and have high solubility power. Vermiculite is a clay m ineral with an expandable crystalline structure that has high cation exchange capacity. In this work vermiculite was used to obtain organoclays. The ionic surfactants dodecyl ammonium chlori de (DDAC) and cetyltrimethylammonium bromide (C 16 TAB) were used in the organophilization process. They were used as surfactant aqueous solutions and, for DDAC, as a microemulsion system. The organoclays were used to promote the separation of binary mixtures of xylene isomers (ortho - and meta - xylene). Dif ferent analytical techniques were used to characterize microemulsion systems and also the nanoclays. It was produced a water - rich microemulsion system with 0.92 nm droplet average diameter. The vermiculite used in this work has a cationic exchange capacity of 172 meq/100g and magnesium as main cation (24.25%). The basal spacing of natural vermiculite and organo - vermiculites were obtained by X - ray Diffraction technique. The basal spacing was 1.48nm for natural vermiculite, 4.01nm for CTAB - vermiculite (CTAB 4 ) , and 3.03nm for DDAC - vermiculite (DDAC M1A), that proves the intercalation process. Separation tests were carried out in glass columns using three binary mixtures of xylene (ortho - xylene and meta - xylene). The results showed that the organovermiculite pre sented an enhanced chemical affinity by the mixture of hydrocarbons, when compared with the natural vermiculite, and also its preference by ortho - xylene. A factorial experimental design 2 2 with triplicate at the central point was used to optimize the xylen e separation process. The experimental design revealed that the initial concentration of isomers in the mixture and the mass of organovermiculite were the significant factors for an improved separation of isomers. In the experiments carried out using a bin ary mixture of ortho - xylene and meta - xylene (2:1), after its percolating through the organovermiculite bed (DDAC M1), it was observed the preference of the organoclay by the ortho - xylene isomer, which was retained in greater quantity than the meta - xylene o ne. At the end of the treatment, it was obtained a final concentration in meta - xylene of 47.52%.

Agriculture is an essential activity to the human development, the tendency is that their need to increase according to the increase in world population. It is very important to take the maximum performance that is possible of each land without degrading it, a frequently monitoring is essential for the best performance. The purpose of this work is, nondestructively, to monitor the surface electrical conductivity of the soil in a demarcated area, as on a plantation, using low frequency radio waves. The conductivity is directly linked to the amount of water in the area and nutrients, therefore a periodic or even permanent monitoring increases significantly the efficient of the use of the soil. They will be used long-wave radio transmission or medium whose main characteristic to spread over the surface of the earth. It is possible to choose an AM radio with location, frequency and power of the transmission known or generate the signal. The studied method computes the conductivity of the ground in a straight line between two measured points, so it can be used in smaller or larger size fields. Measurements were carried out using an electromagnetic field strength analyzer. The data obtained in the measurements are processed by a numerical calculation program, in our case Matlab. It is concluded that the recommendations of the ITU (International Telecommunication Union) on the conductivity of soil in Brazil is far from reality, on some routes the recommendations indicate the use of the electrical conductivity of the soil 1 mS/m, while the measurements was found 19 mS/m. With the method described a precision farmer, once initial research for about a year, can monitor the humidity and salinity of the land, with the ability to predict the area and the most suitable time for irrigation and fertilization, making management more efficient and less expensive, while optimizing water use, natural resource increasingly precious.

Cuando nos acercamos al primer aniversario del referéndum español sobre la Constitución Europea del pasado 20 de febrero de 2005, tras las grandes expectativas levantadas, cabe preguntarse qué es lo que ha pasado con los resultados del mismo, cómo se ha gestionado el “sí” y en qué circunstancias concretas se encuentra el proceso político y cuáles son las perspectivas futuras. En un año ha cambiado completamente la percepción de la opinión pública en torno al futuro de Europa. Se ha pasado de la percepción de un claro apoyo al proyecto constitucional europeo a decir que la Constitución estaba muerta y, ahora, a sostener que empieza a “resucitar”. El problema de la ratificación, a nuestro juicio, no está en el Tratado Constitucional sino en el proceso político en el cual está teniendo lugar la ratificación, o dicho de otra manera, los “noes” no han sido causados tanto por el texto como por el contexto. Para explicar esta proposición central, que el problema de la ratificación no está en el Tratado Constitucional sino en el proceso político, partimos de analizar la relevancia del proceso político desde la aprobación de Niza en 2001, en el que por primera vez se explicita la necesidad de revisar el procedimiento de reforma de los Tratados, surgiendo de la sociedad, a través del debate sobre el futuro de Europa. Será también la primera vez que la misma se deja de abordar únicamente a través de los Gobiernos y en secreto y se lleva a cabo a través de una Convención como recoge la Declaración de Laeken de diciembre de 2001. En esa Convención Europea participa en la reforma de los Tratados por primera vez una doble legitimidad, europea y estatal, y dentro de esta los representantes de los Parlamentos Nacionales. De este método innovador surge la Constitución Europea como respuesta a las demandas de los ciudadanos de explicitación del modelo político, de hacerlo más democrático y transparente, más eficaz, más simple en los procedimientos y en las normas jurídicas, que desarrolle el modelo social europeo, y con más instrumentos para una mayor presencia en el mundo y la gestión de la globalización. Tendremos en cuenta como el Parlamento Europeo reconoce precisamente esta realidad por una amplia mayoría y por primera vez entiende que se han resuelto problemas estructurales básicos y que, en definitiva, responde a las demandas de los ciudadanos y a las necesidades objetivas de Europa. Considera además la relevancia del simbolismo de la Constitución y el significado político que el Parlamento Europeo venía reivindicando como representante de la soberanía europea. Siguiendo el análisis del proceso político estudiaremos las catorce ratificaciones positivas, bien a través de los Parlamentos Nacionales, con votaciones mayoritarias, a través de referendos en los Estados miembros. Nos detendremos en los “noes” francés y neerlandés como problemas nacionales y no europeos, no de texto sino de contexto, que especialmente es un “no” a lo que había y no a lo que viene, pero que va a incidir negativamente en la percepción del desarrollo de la vida política europea en su conjunto. Tras explicar la decisión del Consejo Europeo por la que se paraliza la ratificación, presentaremos la percepción de la crisis y los efectos políticos del “no” francés y neerlandés, analizando a continuación qué es lo que ha fallado en el proceso de ratificación, teniendo en cuenta que se ha democratizado y europeizado la fase de propuesta y redacción de la Constitución pero que se deja todavía en manos de los Estados nacionales su aprobación definitiva. Abordaremos la inviabilidad institucional del Tratado de Niza, en vigor desde el 1 de febrero de 2003, especialmente desde la ampliación a veinticinco un año después, y con los ojos puestos en una Unión de unos treinta Estados miembros en no más de cinco años. A continuación explicaremos el “coste de la no Constitución”, es decir, lo que nos está costando a los europeos el que la Constitución no esté en vigor en los plazos previstos, y lo que nos estamos perdiendo con el retraso presumiblemente de al menos un año en el mejor de los casos. Después de tener en cuenta la atonía institucional, especialmente durante el semestre de Presidencia británica, se estudiará la salida material a la crisis, que no es otra que la reactivación del proceso político a través de la adopción de políticas concretas y de soluciones en los ámbitos en los que la Unión tiene competencias con objeto de hacer funcionar las instituciones y de cambiar la percepción de los europeos sobre las mismas con la finalidad de visualizar la necesidad de “más Europa” y su expresión al día de hoy que no es otra que la Constitución Europea. Una vez tenidas en cuenta las vigencias anticipadas de la propia Constitución así como la irreversibilidad de las conquistas democráticas de este proceso político, estudiaremos la salida formal a la crisis a través de reanudar el proyecto constitucional y la forma de superar el laberinto de la ratificación, sus calendarios y sus decisiones, posiblemente en poco más de un año en el Consejo Europeo alemán de marzo o junio de 2007. En las últimas semanas se han producido una serie de señales políticas nuevas, por lo que puede vislumbrarse a lo lejos la salida del laberinto. Así, el Consejo Europeo de diciembre de 2005 ha logrado finalmente aprobar las perspectivas financieras. A la vez, se constata la necesidad de “más Europa” y el propio Consejo Europeo ha acordado la necesidad de crear una política común de migraciones y una política común de energía. En ese mismo Consejo Europeo se ha clarificado el liderazgo del nuevo Gobierno alemán y se han clarificado las incógnitas sobre cuáles son sus preferencias en relación a Europa. Además, el 19 de enero de 2006 el Parlamento Europeo aprobaba una nueva Resolución sobre el período de reflexión en la que ratifica su apoyo a que la Constitución entre en vigor antes de 2009. Igualmente se avanzan en cierta manera los posibles calendarios de la vigencia, al anunciar ya los Gobiernos alemán y portugués que ocuparán la Presidencia en 2007 que su objetivo compartido será la entrada en vigor de la Constitución Europea.
