This report was prepared at the request of the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) with support from the Caribbean Catastrophe Risk Insurance Facility (CCRIF) to assess strategies for linking the ECLAC Damage and Loss Assessment (DaLA) Methology to the Post Disaster Needs Assessment (PDNA). Each metholodolgy was individually outlined and their use in the Caribbean context was explored in detail to set the framework or lens through which their linking would be viewed. Other methologies that are used within the recovery process were identified and outlined. A gap analysis was conducted on moving from the PDNA with a focus on initial rapid reponse to DaLA. DaLA training materials were reviewed to assess where improvements can be made to seamlessly move from one methology to the next. Additionally, both DaLA and PDNA reports were reviewed to identify specific areas of information which could serve as common data links, and note how this linkage could inform the overall disaster assessments in the region. This is in addition to noting any similarities or variance in the application of both methologies. Challenges to linking both methodologies were identified such as countries lacking well defined recovery frameworks and their ability to fund or finance recovery efforts, in addition to recurrent challenges in the Caribbean region such as inadequacy of baseline data, human resource and training, and identifying teams to conduct the data collection. Recommendations made in terms of the strategies to be employed for the successful linking of both the DaLA and PDNA Methodologies included: creating and maintaining a recovery framework and baseline data; creation of a minimum requirements list for the successful implementation of PDNA and DaLA implementation; and increasing political will in addition to identify a champion to push the subject.

Esta dissertação desenvolve-se a partir da pesquisa qualitativa que tem como objetivo analisar como os professores formadores compreendem a formação de professores de matemática. A pesquisa está vinculada ao Programa de Pós-graduação em Educação de Ciências e Matemáticas (PPGECM) do Instituto de Educação Matemática e Científica (IEMCI) da Universidade Federal do Pará (UFPA). O Estudo envolve onze professores formadores do Curso de Licenciatura em Matemática do Campus Universitário do Baixo Tocantins da Universidade Federal do Pará. Os instrumentos utilizados na pesquisa são os questionários e as entrevistas semiestruturadas, além de outros documentos, como: o Projeto Pedagógico do Curso e os Currículos Lattes dos formadores. Como referencial teórico, este trabalho embasa-se, principalmente, nos estudos formulados por Pimenta e Anastasiou (2005), Morosini (2001), Masetto (1998), Vasconcelos (2009), Gonçalves (2006), Cunha (2001), Chamlian (2009). Os resultados da pesquisa indicam que o processo de formação dos docentes universitários, no caso específico dos professores formadores de professores de matemática, necessita de ações formativas, que visem possibilitar, a esses profissionais, conhecimentos mais abrangentes a respeito da docência e das dimensões que estão subjacentes à mesma. Possibilitando, assim, que os formadores de professores de matemática possam refletir, compreender e transformar suas práticas formativas no exercício da docência, e na formação de futuros professores de matemática.

The present research integrates a network of studies called National Monitoring Center for Special Education (NMCSE) which studies the Multi-purpose Feature Rooms (MFRs) in regular schools. We aim to investigate whether the service offered by such rooms, maintained by the Department of Education of the Municipality of Araraquara, in São Paulo State, Brazil, is being successful at supporting the education of children and youth with special needs, pervasive developmental disorders and high skilled/gifted individuals. We have also investigated the limits and possibilities of such rooms concerning the set of services offered to their participants. In order to conduct the present research, we have performed: an interview with the Special Education Program manager from the abovementioned Department of Education; and the analysis of a Training Program that MFRs teachers must take. The training program consists of ten morning and afternoon shift meetings. The analyzed data leads us to conclude that the policy of implementation of MFRs, even in this relatively restricted universe is seen from different perspectives. Some interpretations are still permeated by the clinical model, considering individual action. The challenges observed in the classrooms show that the cooperation among teachers still occur randomly and, among other difficulties raised by them, is the selection of the right placement methods to identify eligible students who will benefit from the Specialized Educational Service (SES). In addition, teaching evaluation was considered fragile, as well as the training and the general requirements demanded in order to achieve the expected results.
