The management of Lake Victoria is a high priority to the riparian countries that benefit directly from its resources. Management regulations have been formulated and implemented with the aim of maintaining the lake's ecological quality as well as sustaining fisheries exploitation for economic gain. Results indicate, however, that the regulations have not been successful in maintaining the state of the lake's ecosystem nor the fisheries. There has been a continuing decline in fish catches as well as declining biodiversity. Currently, the riparian countries are considering the introduction of a co-management regime as an alternative managerial strategy to address the lake's problems. In this paper it is argued that the failure of the former management regulations was because ownership of the lake was not clearly defined. It is further argued that even if co-management were to be successfully instituted, it will yield very minimal results if the problem of ownership is not properly addressed. This paper explores the ownership status of the lake based on data collected in Tanzania, and examines the relationship between, and significance of, ownership and co-management. The research makes recommendations for how these concepts can contribute to an integrated management of the lake

Trawl surveys to assess the stocks of Lake Victoria (Tanzania) for estimates of biomass and yield, together with the establishment of exploitation patterns, are being undertaken under the Lake Victoria Fisheries Research Project. Preliminary surveys to establish the sampling stations and strategy were carried out between October 1997 and February 1998. Three cruises to cover the whole of Tanzanian waters were undertaken with 133 sampling stations. Data on each rates, species composition, and distribution were collected. Three sampling areas were designated: area A, B and C. In each area, almost the same distribution pattern over depth was found. Lates niloticus (L) formed over 90% of the total catch. Most L. niloticus were from 5-40 cm TL. Abundance decreased with depth, few fish were found deeper than 40m and most fish were caught at <20 m deep. Catch rates varied considerably between stations and areas. Area A had the highest catch rates with little variation over the stations. There is an indication of recovery of species diversity compared with the surveys of RV Kiboko(1985 and 1989)

Based on the results of an analytical assessment, the Atlantic cod stock off Greenland collapsed already in the late 60s and, since then, reached rarely the 10 % level of its size in 1955. Applying the concept of a self-sustaining stock, the drastic harvesting strategy of the past four decades must be considered inadequate. The stock collapse was therefore found consistent with annual exploitation rates being not adjusted to conservative management options and exceeding the productivity of the stock by far. The results of a multiplicative model explained the following recruitment failure based on significant effects of spawning stock size as well as temperature. Certainly, cold periods have negatively affected the recruitment process and consequently contributed to the stock collapse. However, such ecological effects should not be itemized causal but must be taken into account regarding appropriate stock management. Till today, the spawning stock remained severely depleted causing a low probability of a successful recruitment and a substantial stock recovery.

At present, the severe decline of the fishery off Greenland is being discussed controversially. In contrast to overfishing, climate changes and emigration are itemized causal. Available German data on commercial catches and research cruises are presented for clarification. A few years after the beginning of heavy exploitation during the early sixties, the stocks of cod, golden and beaked redfish reflected a significant rejuvenescence based on catch analysis. Regular scientific surveys• for stock assessment purposes commenced in 1982 when the productivity of the stocks was already adversely affected due to low spawning stocks and extremely irregular recruitment. From this point of view, the results of the latest survey in 1995 showing stagnant fish biomass at record low level since 1991 are not surprising. The status of the cod stock is still considered severely depleted. Taking the high abundance of juvenile redfish into account, recovery of the groundfish stocks is unlikely in short term and depends on the non-predictable recruitment only.

This study includes an analysis of the trawl survey that was carried out by the Kainji Lake Fisheries Promotion Project in May, 1997. The objective of the survey was to assess the biomass and the potential yield of clupeids and the carrying capacity of the beach seine fishery in the entire Kainji Lake (Nigeria). The biomass of the beach seine by-catch was also estimated. The density (kg /km super(3)) of the clupeids was higher in the Bussa and Foge than in the other stations. The lowest density of clupeids was in the Anfani station followed by Jetty, both in the southern basin. These stations were the deepest parts of all the areas trawled, measuring between 37-120 m of depth. There was an inverse correlation between depth trawled and the catch rates of clupeids, though the correlation was poor. The average annual biomass of the clupeids was estimated at 36,769.85 Mt in the entire Lake with an MSY of 11,705.95 Mt. The smaller species, Sierrathrissa leonensis, made up about 97% of the total clupeid population in the lake and occurred at a shallower depth than the larger species Pellonula afzeliusi. From the clupeid production statistics in 1996, it is estimated that the MSY is already overshot by 34%. Therefore, about 698 beach seines instead of the present 810 would be sufficient for sustainable exploitation of the clupeid stocks. Because of the substantial by-catch in the beach seines, this fishing method was banned from Kainji Lake in 1997. An offshore open water seine net is recommended to replace the beach seines on the lake. The number of these nets should not exceed 500. The current ban on beach seine is supported by this study. Nevertheless, and since the ban may not be 100% effective, effort should concentrate on maintaining that the number of beach seines must be kept at most at the present level. Recommendation is made against the introduction of the pair trawling not only from an economic point of view but also for resource conservation, legal and social reasons. The development of this fishery could pose a serious danger to continuity of stocks. It is proposed that priority be given to the development of an open water seine which is at the same level of exploitation as the beach seine and requires similar cost to acquire. Artisanal fisheries resources and its exploitation trends in Cross River State were evaluated using questionnaire and participatory Rapid Appraisal (PRA) methods for a period of 5 years (1991-1995). They were open-access or unrestricted access fishing in Cross River State within the period under view. It was also discovered that, they were no proper records from the Department of fisheries. There was a decline in the relative abundance of the stock that constituted the important marine and freshwater fisheries in Cross River State Artisanal fisheries (small-scale fisheries) yielded 146,076 metric tons within the period. It was suggested therefore, that government should enforce the policies that restrict open-access in marine artisanal fisheries in Cross River State

The World Food Summit in its meeting in Rome in 1999 estimated that 790 million people in the developing world do not have enough food to eat. This is more than the total populations of North America and Europe combined. Nigeria is one of the developing countries affected by hunger, deprivation and abject poverty by its citizenry inspite of its enormous natural and human resources. To reduce poverty and increase food supplies to the masses the Federal Government of Nigeria embarked on a programmed-tagged National Special Programme for Food Security (NSPFS) in the year 2002. The programme's broad objectives are to attain food security in the broadest sense and alleviate rural poverty in Nigeria. One of the areas of the programme's intervention is in the aquaculture and inland fisheries development because Nigeria imported 681mt of fish in 2003 with a total cost of about N50 million. The paper assesses the socio-economic conditions of one of the selected water bodies (Yamama Lake) with a view to introducing community-based fisheries management plan for the rational exploitation and management of the fishery and other aquatic resources of the water body thereby increasing fish supply and improving the living standard of the fisherfolk in the area. Nigeria, the country of many rivers is also rich in lakes, and wetlands, sustainable and wise use of these inland aquatic ecosystem and water resources has become a matter of widespread and intense concern. Unhealthy freshwater ecosystems and seriously diminishing and unequal availability of quality freshwater call for high quality limnological research and expertise to underpin the enhancement of sustainable fisheries and aquaculture development.In every regard of national health, agriculture and economics, the continued over exploitation and misuse of finite freshwater resources is directly causal to the progressively deteriorating fish production and general standard of living.The integration of basic understanding of inland ecosystems with applied problems and their solutions should be of fundamental concern to all stakeholders in our freshwater resource. This is a basic element in creating an attractive and security ensured economic for investment in fisheries development, including aquaculture. This is the focus of this paper

Rapid Appraisals of the current fisheries situations of some selected inland water bodies in Nigeria were carried out within the framework of Aquaculture and Inland Fisheries Project (AIFP) Annex II of the National Special Programme for Food Security (NSPFS). This paper presents the results of the fishery assessment of one of the selected inland water bodies (Sabke Lake) in Nigeria with a view to optimizing the fish yield through the adoption of improved culture based fishery techniques and community-based fisheries management. The lake is unmanaged and the fishing pressure was found to be very high. Also a number of fishermen were found using small mesh size nets to crop the juveniles of highly valued fish species for an optimum catch. About 14 fishermen ought to have been engaged in full time fishing activities if the fisheries of this lake is to be managed on a sustainable basis. However, a surplus of over 100 fishermen was recorded actively fishing during the period of the study. The results further revealed that Fisheries Rules and Regulations were not established for the national exploitation and proper management of the fisheries of many inland water bodies including Sabke Lake. All these have a depilatory effect on the abundance and sizes of fish harvested from the nigerian inland water bodies especially Sabke Lake. A community based management system that establishes a participatory involvement of fishermen in the conservation and national exploitation of fisheries resources for their own well being is recommended for Sabke Lake and other inland water bodies in Nigeria

The paper examines the resource utilization practices of the Lake Chad in view of the need for sustainable development of the natural resources of the area, which are being recklessly exploited. The issues of obnoxious fishing practices, inappropriate agricultural practices, indiscriminate grazing, reckless fuel-wood harvesting, water pollution etc were discussed. There are clear indications that the current resources utilization practices are pushing the natural resources of the area beyond the limit of their regenerative capacity. This is traceable to institutional weakness and inadequate management strategies at the Lake Chad basin. Suggestions were made towards witnessing a change of attitude to resource use, exploitation and management strategies

Fisheries resource surveys are regular management tools for rational exploitation of commercial fisheries. In a growing number of cases, the use of these resource surveys has been largely restricted to assessment of the relative well being of fish stocks and the potential yields of such fisheries. This paper seeks to demonstrate that the data from such surveys can also be easily used to evaluate species diversity of such fisheries, both in terms of species richness and equitability of distribution. Using published data on two freshwater and two marine fisheries as case studies, Shannon-Wiener Diversity Function and Simpson's Index were computed for each of these fisheries. These biodiversity indices gave a deeper insight into the environmental status of each of these fisheries, beyond what the length-weight relationship models can reveal. Generally, while the marine fisheries showed more species richness, the freshwater fisheries apparently had more stable and equilibrated fish communities

Man-made lakes inhabit diverse species of which the fish fauna constitutes the most targeted species of exploitation. For man-made lakes to serve as means of alleviating poverty an enhancing food security through increased fish production in Nigeria, sound management of the lake is strongly recommended. It will include the maintenance of good water quality, stocking with good species, control of over fishing, conservation of extinction and declining species as well as adequate legislation to regulate fishing activities. Recreational and tourism facilities can also be incorporated along with fish production in these man-made lakes to provide additional income and revenue for individual and Government. Some other practical ways by which these water bodies can be improved for effective and sustainable fish production as well as alleviating poverty was discussed

The authors present quantitative information on the shrimp resources of Sierra Leone waters. Four of the nine species present have been studied, of which Paenaeus duorarum notialis is dominant in the fishery. Synoptic surveys were undertaken in June 1977, and March 1978, to determine the abundance of the shrimp stock on the inshore shelf. The temperature-salinity-depth curves for the fishing ground show the existence of three water masses. The majority of fish caught were sciaenids, with some sparids also being taken. Detailed discussion of distribution and abundance of individual species of shrimp is given. The surveys have shown that the Banana Islands are the most productive shrimp grounds in the country, and the authors believe that they can support a viable shrimp industry for several years to come at present rates of exploitation
