Vocational guidance (V.G.) is currently facing both theoretical and methodological reconsiderations. This demands rethinking ethical and scientific assumptions, counselors' role and training. V.G. provides a space to receive information about oneself as well as about labor world and for the elaboration of projects for the future. Many guidance situations in teenagers and young adults are described in this paper, highlighting the main current emergent aspects. There was a remarkable protagonism of those seeking guidance and the reflective frame of the guidance. This frame prepares for the educational stage changes and also for occupational insertion working on aspects that widen autonomous choice and the development of social abilities and attitudes to carry out the vocational project and the development in work. Troubled sociocultural and economic transformations demand an on-going training on the part of counselors. To that end, possible fields of concern and subjects to be worked in said training are suggested.

Este ensayo sintetiza varias aristas teóricas prácticas dirigidas a una de las decisiones personales más importantes en todo ser humano, el camino del autoconocimiento. Siempre y cuando se reflejen esas necesidades intrínsecas del ser, el hombre contemporáneo está descubriendo que en la satisfacción de los requerimientos materiales, finalmente no se encuentra ni la felicidad, ni la paz verdadera. En medio de este imaginario, el rol del Orientador está en su capacidad de guía fundamentado en unos principios y valores que garanticen que ese camino sea hallado, puesto que su gran compromiso consigo mismo y con los demás es precisamente acompañar en el descubrimiento de los talentos y potencialidades de ese sujeto para aprovechar su genialidad e innatas formas de normal crecimiento hacia la felicidad y armonía. Entre los caminos están los estudiados por un sinnúmero de teóricos expertos en la existencia humana como Ortega y Gasset, Sabater, Jung, Heidegger, Gadamer, Luckmann, Habermas, Bauman, Binswanger. Es un apasionante recorrido por estos análisis motivantes y sobre todo retadores.

The international Organization for Economic Cooperation and Develop-ment (OECD), like many national and international organizations concerned with economic development believes that career guidance has an important role in promoting the development of a country's human resources. (Mapping the future: Young People and career guidance OECD, 1996). Generally the economic development agencies always recommend that career guidance services should be strengthened. Too frequently, however, they do not recognize the difficulties facing counselor in the schools and do not give clear and specific recommendations, yet they appear to believe that the education or other au thorities who are responsible to guidance will quickly agree and provide more resources for guidance. In addition to economic development agencies, social and educational development agencies also make important recommendations concerning the provision of guidance services. UNESCO, for example, has published two re- cent reports (Policies and Guidelines for Educational and Vocational Guidelines for Equal Access and Opportunity for Girls and Women in Technical and Vocational Education.) It is interesting to compare the OECD and UNESCO rec- ommendations and note that the relative strengths of each set of recommenda- tions, and to imagine how they might be combined in advocating changes in policies and programs.

This paper is dedicated to key issues of the actual challenges in all societies regardless their developmental level and how the international guidance community is coping with these challenges. It deals with the importance of guidance in a changing society, quality assurance, access to services and qualification of guidance practitioners under an international perspective.

The rationales for comparative studies of guidance systems are outlined. The key differences between guidance systems in different countries can be related to stage of economic development, to the political system, to social and cultural factors, to the education and training system, and to professional and organisational structures. The competing pressures towards convergence and divergence between guidance systems are explored.

The socio-professional sources of the vocational guidance are reviwed, in the world and in Latin America. It stands out that psychology, as science and as a profession, possesses vigorous links to this practice that, however, tends to its epistemic and praxic emancipation in some nations. The contemporary prob- lems of the guidance are presented in their economic, politics, cultural and pro-fessional dimensions.

In this paper I re-examined the trade enhancing effects of ethnic Chinese networks, found by Rauch and Trindade (2002), on a newer and extended data set. The effects are estimated by the gravity equation with the product of the population ratio (or absolute number) of the ethnic Chinese in both the importing and exporting countries, and are reaffirmed positive and statistically significant. I also compared the effects of two different ethnic Japanese networks, i.e., the networks of long-term Japanese stayers in foreign countries, and the networks of permanent Japanese residents in foreign countries. It is found that the former has stronger trade enhancing effects than the latter. This shows that the effects of ethnic networks on international trade can be generalized beyond the ethnic Chinese, and the ’cohesiveness’ of the ethnic network matters to the trade enhancing effects of the network.

This paper offers a brief analysis of the legal aspects of the ethnic return migration policy of Kazakhstan, a post-Soviet Central Asian state that has been active in seeking ties with its diaspora since independence. This paper examines the definition of oralman (repatriates) and the establishment of a quota on the number of Kazakh immigrants who are eligible for government funds to show how the rationale and preferences in repatriation policy have changed over the years. By focusing on changes in migration-related legislation in the late 2000s and early 2010s, the paper notes that two key goals of Kazakhstan’s migration policy are not necessarily consistent with each other: the promotion of an ethnically based nation-building project by encouraging the "return" of co-ethnics living abroad, and building a workforce that is best suited for the development of the state’s economy.

The literature on the use of free trade agreements (FTAs) has recently been growing because it is becoming more important to encourage the use of current FTAs than to increase the number of FTAs. In this paper, we discuss some practical issues in the computation of FTA utilization rates, which provide a useful measure to discover how much FTA schemes are used in trade. For example, compared with the use of customs data on FTA utilization in imports, when using certificates of origin data on FTA utilization in exports, there are several points about which we should be careful. Our practical guidance on the computation of FTA utilization rates will be helpful when computing such rates and in examining the determinants of those rates empirically.

In this paper the effect of different aircraft automated descent guidance strategies on fuel burn and the temporal predictability of the executed trajectory is investigated. The paper aims to provide an understanding of how airborne automation can be permitted by Air Traffic Control to remain in control of the descent in the presence of disturbances while providing sufficient predictability. Simulations have been performed investigating different guidance strategies. While each strategy has its advantages and disadvantages, results indicate that improved temporal predictability comes at the cost of additional fuel burn and loss of predictability in other dimensions of the trajectory.

The purpose of this work is twofold: first, to develop a process to automatically create parametric models of the aorta that can adapt to any possible intraoperative deformation of the vessel. Second, it intends to provide the tools needed to perform this deformation in real time, by means of a non-rigid registration method. This dynamically deformable model will later be used in a VR-based surgery guidance system for aortic catheterism procedures, showing the vessel changes in real time.

Automated and semi-automated accessibility evaluation tools are key to streamline the process of accessibility assessment, and ultimately ensure that software products, contents, and services meet accessibility requirements. Different evaluation tools may better fit different needs and concerns, accounting for a variety of corporate and external policies, content types, invocation methods, deployment contexts, exploitation models, intended audiences and goals; and the specific overall process where they are introduced. This has led to the proliferation of many evaluation tools tailored to specific contexts. However, tool creators, who may be not familiar with the realm of accessibility and may be part of a larger project, lack any systematic guidance when facing the implementation of accessibility evaluation functionalities. Herein we present a systematic approach to the development of accessibility evaluation tools, leveraging the different artifacts and activities of a standardized development process model (the Unified Software Development Process), and providing templates of these artifacts tailored to accessibility evaluation tools. In this work it is presented a complete kinematic analysis of the 3PSS-1S parallel mechanism for its implementation as a spherical wrist for a needle insertion guidance robot. The spherical 3PSS-1S mechanism is a low weight and reduced dimension parallel mechanism that allows spherical movements providing the requirements needed for the serial–parallel robotic arm for needle insertion guidance. The solution of its direct kinematic is computed with a numerical method based on the Newton–Raphson formulation and a constraint function of the mechanism. The input–output velocity equation is obtained with the use of screw theory. Three types of singular postures are identified during simulations and verified in the real prototype. The 3PSS-1S can perform pure rotations of ±45°±45°, ±40°±40°, ±60°±60° along the View the MathML sourcex, View the MathML sourcey, View the MathML sourcez axes respectively.

The increasing ageing population is demanding new care approaches to maintain the quality of life of elderly people. Informal carers are becoming crucial agents in the care and support of elderly people, which can lead to those carers suffering from additional stress due to competing priorities with employment or due to lack of knowledge about elderly people?s care needs. Thus, support and stress relief in carers should be a key issue in the home-care process of these older adults. Considering this context, this work presents the iCarer project aimed at developing a personalized and adaptive platform to offer informal carers support by means of monitoring their activities of daily care and psychological state, as well as providing an orientation to help them improve the care provided. Additionally, iCarer will provide e-Learning services and an informal carers learning network. As a result, carers will be able to expand their knowledge, supported by the experience provided by expert counsellors and fellow carers. Additionally, the coordination between formal and informal carers will be improved, offering the informal carers flexibility to organize and combine their assistance and social activities.
