Involving Central Asia in Afghanistan’s future – what can Europe do? EUCAM Policy Brief No. 20, August 2011

The EU argues in its Central Asia policy that it wants to take greater account of Afghanistan. But what does this mean in practice? There is a case for engaging the Central Asian states beyond agreements over supply and material transport routes to Afghanistan. Central Asian states themselves have the most to gain from a stabilised Afghanistan. Cultural ties and the increasing economic linkages between Central Asia and Afghanistan need to be taken into consideration so that Central Asian states can be assisted in playing a positive role in Afghanistan together with Western actors.

Human security in Central Asia: can the EU help out? EUCAM Policy Brief No. 21, October 2011

The European Union is a security actor in Central Asia, although with less influence than other players. Russia and China have a much larger impact on Central Asian regimes’ security strategies. These limitations do not dispense with the need for the EU to provide a better security narrative, especially in light of its growing emphasis on human security, and to incorporate this into the current review of its strategy for the region. This policy brief will centre on the EU’s contribution to human security in Central Asia.

How did Targeted Government Trade Policies Impact the Productivity of Manufacturing Firms in Eastern Europe and Central Asia between 1995 and 2009? ACES Working Papers, 28 August 2012

This study investigates whether trade-related, targeted, government policies had an impact on the total factor productivity (TFP) of manufacturing firms in Eastern Europe and Central Asia (ECA region) between 1995 and 2009. It does so by looking at how different types of primarily industry-specific trade policies (or their combinations) impacted firm productivity. The dependent variable is firm total factor productivity (TFP), calculated using the Levinsohn-Petrin approach. As an alternative measure of firm productivity, this study uses labor productivity. This study finds that, in most instances (10 out of 14 times), targeted policies do not show a significant impact on manufacturing firms’ TFP. Based on the analysis of 588 manufacturing firms in the ECA region, this study finds that, contrary to proponents of targeted policies, targeted trade-related government policies have a limited impact on the total factor productivity (TFP) in developing countries.

Die wichtigste Aufgabe der Partei während dieser Phase war es, den ständigen Ausschuss des Politbüros, also das oberste beschlussfassende Organ der Partei, zu wählen. Zusätzlich zur Ernennung von sieben Spitzenpolitikern umfasst der Wechsel auch die Wahl eines neuen Politbüros und des Zentralkomitees als Vertretung der 83 Millionen Parteimitglieder.

Chinese investors are welcome! Germany’s Federal Minister of Economy, Sigmar Gabriel, made this clear at the opening ceremony of the Chinese Chamber of Commerce in Berlin in January 2014. His words were not only meant as an invitation to Chinese companies, but also as a piece of advice for Germany’s business community and broader public. Chinese investors are often perceived to be going on a “global shopping spree” with a “political checkbook”, not only in Germany but everywhere in Europe. Some observers even suggest stricter controls for investors from specific countries, such as China. The German government is right to pursue the principle of a free trade and investment regime, while insisting that China’s government should level the playing field for foreign companies, too.
