Like the Research Assessment Exercise (RAE) that preceded it, the UK government's proposed Research Excellence Framework (REF) is a means of allocating funding in higher education to support research. As with any method for the competitive allocation of funds it creates winners and losers and inevitably generates a lot of emotion among those rewarded or penalised. More specifically, the 'winners' tend to approve of the method of allocation and the 'losers' denigrate it as biased against their activities and generally unfair. An extraordinary press campaign has been consistently waged against research assessment and its methods by those involved in architectural education, which I will track over a decade and a half. What follows will question whether this campaign demonstrates the sophistication and superior judgment of those who have gone into print, or conversely whether its mixture of misinformation and disinformation reveals not just disenchantment and prejudice, but a naivety and a depth of ignorance about the fundamentals of research that is deeply damaging to the credibility of architecture as a research-based discipline. With the recent consultation process towards a new cycle of research assessment, the REF, getting under way, I aim to draw attention to the risk of repeating past mistakes. It is a common knowledge that illegal fishing which includes use of wrong gears, explosives, excessive exploitation of choice stocks, enhancement and stocking of water body and pollution has devastating effects on the critical biomass of fish biodiversity and livelihood activities associated with fishing. Efforts worldwide to arrest these menace are significant because it has been found that illegal fishing has made fishing non sustainable, resulted in poor fishermen catches, and exacerbated the use of illegal gears in an effort to a must catch. Conflict between fisher folk and policies has continued to generate different strategies in the control of illegal fishing. Some of these strategies at regional and National levels include creation and implementation of fisheries laws, fishing edicts, code of conduct for responsible fisheries, policing of inland water bodies, capacity building and capability through training of fishermen, creating necessary awareness, arrest and punishment of offenders. There are also other initiative on conservation and management of freshwater ecosystems which have interrelation with illegal fishing. This paper examines efforts in promoting and boosting the fisheries of Lake Kainji, through creating necessary awareness, campaign visits, radio programmes, gear control, reward systems, integration and diversification of livelihood activities, community based management and policing. It further analyses what is working, problems, and prospect of fisheries laws, the need to integrate factors of political policies, other global initiative on water management for people and nature. Recommendations on strategies including protection of fishing grounds, establishment of catch data base, integration of other intervention as alternative source of income to enhance livelihood, reduce fishing pressure, and capacity building of fisher folks, development of rules and regulations that is community based are highlighted.

It has been documented that stress or glucocorticoids have conflicting effects on memory under different conditions. However, it is not fully understood why stress can either impair or enhance memory. Here, we have examined the performance of six age groups of Wistar rats in a water maze spatial task to evaluate the effects of stress under different conditions. We found that the impairment or enhancement effect of an 'elevated platform' (EP) stress on memory was dependent on previous stress experience and on age. EP stress impaired memory retrieval in water maze naive animals. but enhanced rather than impaired memory retrieval in young water maze stress-experienced animals. Furthermore, exogenously applied corticosterone or foot shock stress before water maze training prevented the impairment of memory retrieval that should be induced by treatment with corticosterone or foot shock before the 'probe trial'. Again, memory retrieval was enhanced in young animals under these conditions, and this enhancement can be prevented by the glucocorticoid receptor antagonist RU 38486. Thus, glucocorticoid receptor activation not only induced impairment of memory but also increased the capacity of young animals to overcome a later stress. The present findings suggest that the effect of stress on memory can be switched from impairment to enhancement dependent on both stress experience and age.
