A study was embarked upon with the twin objectives of reviewing the Green Revolution Strategy for accelerating fish production in the country and proposing an alternative strategy, a private sector approach. Some of the programmes listed in the Green Revolution are very necessary for developing a viable - fish farming industry and that money spent under such programmes is money well spent. Programmes that are also desirable but need to be considerably expanded were identified. Other programmes have been criticised on the grounds that the method chosen to achieve the desired objectives is fraught with dangers if sufficiently long run view of fisheries development is taken

Details are given of a study conducted in the framework of the Kainji Lake Fisheries Promotion Project to boost income from alternative sources. The project identified 'improved poultry keeping' as suitable for introduction around the Kainji Lake area. In the long term, the programme will assist increasing especially the income of female members of fishing families, since poultry is kept in the villages mainly by women. (PDF contains 35 pages)

The hardship of poverty bestowed on people has become a problem of horrifying enormity. Which attracts global concern to a steadfast search on the best approach to address the menace and to improve the living standard of people particularly those in the rural areas. These areas equally represent where majority of the fishermen lives. They are found frequently isolated, living along margin of lakes, rivers etc often unheard and unseen in development process. The study reviews the concept of poverty, perception and situation in Nigeria, as well as the past approaches to poverty alleviation. Due to the failure of the past approaches to tackle poverty adequately, the paper outlines a new concept of poverty alleviation-sustainable livelihood. Basically the paper highlights its concept, principles, framework and its application in poverty alleviation projects and general development process with particular reference to the Nigerian rural fishing communities

Kainji Lake Basin is the first man-made Lake in Nigeria with a surface area of 1270km super(2). Since its creation in 1968 research activities were carried out on biological, socio-economic, hydrological and limnological characteristics of the water body. Extension activities concentrated on the dissemination of proven technologies developed by the Research scientists. Most of the socio-economic and extension activities focused on fishermen as women were regarded as homemakers and their activities concentrated in the home. The situation is even compounded by the Islamic injunction of seclusion. The intervention of NGKLFPP in 1993 has introduced many changes into the research and extension activities directed at the beneficiaries of the project because women were considered as a major stakeholder around the Lake area. The intervention of the project in Kainji Lake in the introduction of alternative income generating activities to women is enumerated in this paper. The intervention has improved the living standard of women and to a certain level reduced poverty among women in the area

Therapy employing epidural electrostimulation holds great potential for improving therapy for patients with spinal cord injury (SCI) (Harkema et al., 2011). Further promising results from combined therapies using electrostimulation have also been recently obtained (e.g., van den Brand et al., 2012). The devices being developed to deliver the stimulation are highly flexible, capable of delivering any individual stimulus among a combinatorially large set of stimuli (Gad et al., 2013). While this extreme flexibility is very useful for ensuring that the device can deliver an appropriate stimulus, the challenge of choosing good stimuli is quite substantial, even for expert human experimenters. To develop a fully implantable, autonomous device which can provide useful therapy, it is necessary to design an algorithmic method for choosing the stimulus parameters. Such a method can be used in a clinical setting, by caregivers who are not experts in the neurostimulator's use, and to allow the system to adapt autonomously between visits to the clinic. To create such an algorithm, this dissertation pursues the general class of active learning algorithms that includes Gaussian Process Upper Confidence Bound (GP-UCB, Srinivas et al., 2010), developing the Gaussian Process Batch Upper Confidence Bound (GP-BUCB, Desautels et al., 2012) and Gaussian Process Adaptive Upper Confidence Bound (GP-AUCB) algorithms. This dissertation develops new theoretical bounds for the performance of these and similar algorithms, empirically assesses these algorithms against a number of competitors in simulation, and applies a variant of the GP-BUCB algorithm in closed-loop to control SCI therapy via epidural electrostimulation in four live rats. The algorithm was tasked with maximizing the amplitude of evoked potentials in the rats' left tibialis anterior muscle. These experiments show that the algorithm is capable of directing these experiments sensibly, finding effective stimuli in all four animals. Further, in direct competition with an expert human experimenter, the algorithm produced superior performance in terms of average reward and comparable or superior performance in terms of maximum reward. These results indicate that variants of GP-BUCB may be suitable for autonomously directing SCI therapy.

As a necessary condition for the validity of the present value model, the price-dividend ratio must be stationary. However, significant market episodes seem to provide evidence of prices significantly drifting apart from dividends while other episodes show prices anchoring back to dividends. This paper investigates the stationarity of this ratio in the context of a Markov- switching model à la Hamilton (1989) where an asymmetric speed of adjustment towards a unique attractor is introduced. A three-regime model displays the best regime identification and reveals that the first part of the 90’s boom (1985-1995) and the post-war period are characterized by a stationary state featuring a slow reverting process to a relatively high attractor. Interestingly, the latter part of the 90’s boom (1996-2000), characterized by a growing price-dividend ratio, is entirely attributed to a stationary regime featuring a highly reverting process to the attractor. Finally, the post-Lehman Brothers episode of the subprime crisis can be classified into a temporary nonstationary regime.

Experimental fishing trials were conducted in the Elbe Estuary using an experimental 3 m-standard beamtrawl. To avoid the by-catch of fish, a sorting grid was used. The elliptical grid was constructed of 6 mm diameter stainless steel bars with a spacing of 13 mm between the bars and housed in a cylindrical frame of 400 mm diameter. It was installed in the extension piece just in front of the codend angled at 45°, with a fish outlet at the top. A series of 10 tows of 15 minutes duration at a towing speed of 3 kn was done. The catch of the main codend was compared with the catch separated by the sorting grid. This achieved a reduction of 56 % of plaice (Pleuronectes platessa), 75 % of flounder (Platichthys flesus), 99 % of whiting (Merlangius merlangus), 94 % of cod (Gadus morhua) and 49 % of smelt (Osmerus eperlanus) with a mean loss of 43 % of shrimps (Crangon crangon). English grid trials in the Humber estuary using a flapper set or guiding funnel in front of the sorting grid device demonstrated reasonable lower escapement rates for fish and shrimps.

This letter demonstrates an alternative method to form gallium silicate glass ceramics using high-energy electron irradiation. Compared with glass ceramics obtained from the conventional thermal treatment method, the distribution and crystal sizes of the precipitated Ga2O3 nanoparticles are the same. An advantage of this method is that the spatial distribution of the precipitated nanoparticles can be easily controlled. However, optically active dopants Ni2+ ions do not participate in the precipitation during electron irradiation. (c) 2007 American Institute of Physics.
