In 1990 Colombia replaced its traditional system of severance paymentswith a new system of severance payments savings accounts (SPSAs). Althoughseverance payments often are justified on the grounds that they provideinsurance against earnings loss, they also increase costs for employersand distort employment decisions. The impact of severance payments dependslargely on how much of the costs to employers can be shifted to workers.The theoretical analysis in this paper shows that, in contrast to atraditional system of severance payments, the system of SPSAs facilitatesthe shifting of severance payments costs to workers in the form of lowerwages. Empirical results using the Colombian National Household Surveysindicate that the introduction of SPSAs shifted around 80% of the totalseverance payments contributions to wages and had a positive effect onweekly hours. Results using the 1997 Colombian Living Standards MeasurementSurvey suggest that, although SPSAs in part replaced employer insurancewith self-insurance, SPSAs continue to play a consumption smoothing rolefor the non-employed.

Estimates for the U.S. suggest that at least in some sectors productivity enhancing reallocationis the dominant factor in accounting for producitivity growth. An open question, particularlyrelevant for developing countries, is whether reallocation is always productivity enhancing. Itmay be that imperfect competition or other barriers to competitive environments imply that thereallocation process is not fully e?cient in these countries. Using a unique plant-levellongitudinal dataset for Colombia for the period 1982-1998, we explore these issues byexamining the interaction between market allocation, and productivity and profitability.Moreover, given the important trade, labor and financial market reforms in Colombia during theearly 1990's, we explore whether and how the contribution of reallocation changed over theperiod of study. Our data permit measurement of plant-level quantities and prices. Takingadvantage of the rich structure of our price data, we propose a sequential mehodology to estimateproductivity and demand shocks at the plant level. First, we estimate total factor productivity(TFP) with plant-level physical output data, where we use downstream demand to instrumentinputs. We then turn to estimating demand shocks and mark-ups with plant-level price data, usingTFP to instrument for output in the inversedemand equation. We examine the evolution of thedistributions of TFP and demand shocks in response to the market reforms in the 1990's. We findthat market reforms are associated with rising overall productivity that is largely driven byreallocation away from low- and towards highproductivity businesses. In addition, we find thatthe allocation of activity across businesses is less driven by demand factors after reforms. Wefind that the increase in aggregate productivity post-reform is entirely accounted for by theimproved allocation of activity.

Sycorax utriensis n. sp. is described and illustrated from a male specimen collected with a CDC light trap in the Parque Nacional Natural Ensenada de Utría, on the Pacific Coast of Colombia. Five species of Sycorax are now known from Colombia, S. andicola Young, 1979, S. colombiensis Young, 1979, S. fairchildi Young, 1979, S. trispinosa Young, 1979 and S. utriensis n. sp.

En este trabajo se presenta información sobre los escarabajos coprófagos del Área Natural Única Los Estoraques (ANUE), Departamento de Norte de Santander, Colombia. Los muestreos fueron realizados durante los meses de febrero a diciembre del año 2002 en cuatro sitios con diferente grado de intervención, suministrando la captura de 10,538 individuos. Los sitios muestreados correspondieron a bosque seco premontano y bosque montañoso húmedo con diferentes grados de intervención. 16 especies de Scarabaeinae conformaron el 89% de las ejemplares colectados, el 11% restante (3 especies) fue conformado por Hibosóridos. La totalidad de las especies se completo en el quinto muestreo. Se registró diferencia significativa en la riqueza y abundancia entre los sitios (P <0,05), funcionando las zonas de bosque montañoso humedo como un solo ensamblaje. Las abundancias de las especies no muestran correlación con la pluviosidad. Se reportan por primera vez siete especies para el departamento y se amplia el rango altitudinal conocido en Colombia para cuatro.

Una nueva especie de Trichomyia Haliday (Diptera, Psychodidae) de Los Montes de María, Colombia. Trichomyia colosensis n. sp. es descrita e ilustrada a partir de ejemplares machos recolectados con una trampa modificada CDC en la Reserva Forestal Protectora Serranía de Coraza y Montes de María, sobre la Costa Caribe Colombiana. Hasta la fecha están registradas dos especies de Trichomyia en el Caribe colombiano, T. brevitarsa (Rapp, 1945) y T. colosensis n. sp.

Se describe e ilustran los adultos y genitalia de macho y hembra de Copitarsia uncilata Burgos & Leiva sp. nov., que se distribuye en Colombia y México. La nueva especie se caracteriza por poseer un uncus ancho apicalmente espatulado con una diminuta proyección dorsal bulbosa, digitus de corte apical ampliamente cóncavo y una ampulla con ápice recurvado que sobresale de la valva, externamente es similar a Copitarsia decolora (Guenée).

The synanthropic index and other ecological aspects of the Muscidae family were evaluated through simultaneous monthly sampling in three different environments (urban, rural and forest) using van Someren-Rydon traps baited with human faeces, chicken viscera and decomposing fish and onion. Four traps were set up in each environment (one per bait item) for 48 hours per month, with samples taken every 12 hours. A total of 5726 specimens were collected, belonging to 19 species and 13 genera. Brontaea normata (+99,9), Brontaea quadristigma (+96,9), Synthesiomyia nudiseta (+96,5), Ophyra aenescens (+96,2), Musca domestica (+95,7) and Atherigona orientalis (+93,8) had the highest synanthropic indices, showing a marked preference for human environments. The most abundant species were B. normata (24,31%), Biopyrellia bipuncta (20,60%) and Pseudoptilolepis nigripoda (15,82%), the latter two showed a preference for uninhabited areas. A total of 11 new records for Colombia were found: Ophyra aenescens, Cyrtoneuropsis pararescita, Morellia basalis, Neomuscina dorsipuncta, Biopyrellia bipuncta, Pseudoptilolepis nigripoda, Neomuscina instabilis, Neomuscina currani, Polietina orbitalis, Neomuscina pictipennis and Cyrtoneuropsis maculipennis. Except for the first four species, the remainder presented negative synantrophy indexes (from minor to major), which would allow to use them as ecological indicators of the disturbance degree of dry forests in Colombia.

We use a panel of manufacturing plants from Colombia to analyze how the risein payroll tax rates over the 1980 s and 1990 s affected the labor market.Our estimates indicate that formal wages fall by between 1.4% and 2.3% as aresult of a 10% rise in payroll taxes. This 'less-than-full-shifting' islikely to be the result of weak linkages between benefits and taxes and thepresence of downward wage rigidities induced by a binding minimum wage inColombia. Because the costs of taxation are only partly shifted fromemployers to employees, employment should also fall. Our results indicatethat a 10% increase in payroll taxes lowered formal employment by between4% and 5%. In addition, we find less shifting and larger disemploymenteffects for production than non-production workers. These results suggestthat policies aimed at boosting the relative demand of low-skill workers byreducing social security taxes on those with low earnings may be effectivein a country like Colombia, especially if tax cuts are targeted to indirectbenefits.

El "Niño del siglo" 1982-83, debido a sus peculiaridades inesperadas, sorprendió fuertemente a la comunidad científica. Como consecuencia, incluso en las ciencias biológicas marinas, donde los efectos fueron drásticos y a menudo obvios, en general se colectó menos información de lo que hubiera sido posible y deseable. De este panorama hay algunas excepciones, principalmente en lo referente al estudio de las comunidades bénticas y costeras. La reciente información acumulada en estos campos forma la base para una evaluación crítica del avance científico durante y después del fenómeno. Al mismo tiempo permite la ubicación de problemas y la formulación de proyectos de investigación para el futuro. Si bien es evidente que en este momento ya disponemos de una visión más clara de los efectos inmediatos, sean positivos o negativos, de un fenómeno extraordinariamente fuerte, la incertidumbre ante un nuevo El Niño mucho más tenue en 1986-87, nos dió una lección que hay que evaluar. Por otro lado, se ha avanzado muy poco en el estudio de los mecanismos que desencadenan elevadas mortandades de algunas especies y la proliferación inusual de otras. Sin embargo, ya tenemos alguna visión más integral sobre el efecto latitudinal, la gradiente vertical, los efectos previos a la llegada de las ondas Kelvin, los efectos post-Niño y los efectos de largo plazo. No obstante, hasta el momento, sólo podemos hipotetizar tanto sobre la historia evolutiva de El Niño, como sobre su significancia para el origen de las comunidades marinas del presente. Las investigaciones futuras deben tener un enfoque multidisciplinario, sin descuidar los aspectos básicos. Esto debería implicar: un mayor esfuerzo de las universidades a lo largo del litoral pacífico; investigaciones más continuadas; trabajos experimentales comparativos en diferentes lugares, a fin de saber más sobre los mecanismos involucrados; una mayor cooperación entre los científicos que trabajan en comunidades y problemas semejantes de las diversas latitudes; y un mayor intercambio de información entre los investigadores de comunidades actuales, paleontólogos, sedimentólogos y arqueólogos. Se concluye que sin duda hemos aprendido algo durante El Niño 1982-83; sin embargo, estaríamos aprovechando muy poco si no aceptamos nuestro reto de continuar profundizando estas investigaciones.

O presente estudo trata do financiamento de instituições federais de ensino superior brasileiro, no período de 2000 a 2004. Através desse artigo é possível conhecer a realidade do financiamento das universidades federais brasileiras da região sudeste do Brasil, abordando as maiores universidades públicas federais desse país. O estudo é realizado através de uma pesquisa do tipo descritiva interpretativa através do estudo de casos. Os resultados da pesquisa permitem concluir que as universidades federais estudadas são financiadas essencialmente com recursos do Governo Federal, sendo que, mais de 80% dos recursos obtidos são destinados ao pagamento de pessoal e encargos sociais, apenas um percentual pequeno é resultante de projectos com empresas e outros órgãos de fomento à pesquisa como (Coordenação de Aperfeiçoamento de Pessoal de Nível Superior) - CAPES, (Secretaria de Educação Superior) - SESU e (Fundação de Desenvolvimento da Pesquisa) - FUNDEP.

A new species of Giovanella Bonatto (Diptera, Calliphoridae, Mesembrinellinae) from Colombia. The Mesembrinellinae are exclusively Neotropical, with 33 nominal species distributed in nine genera. Only the genera Mesembrinella, Eumesembrinella, Huascaromusca and Laneella had until now been recorded in Colombia. In this work we present a new species of Giovanella Bonatto, 2005, genus with only one species, G. bolivar Bonatto, differing from the new species G. carvalhoi sp. nov., in the characters: legs entirely dark chestnut; thorax with dorsocentrals setae 1:2; abdomen with T5 with discal bristles poorly differentiated; T6 symmetric and paraphallus not extended and with denticules. Giovanella carvalhoi sp. nov. is from Cordillera Oriental, from the Departments of Caquetá (Amazonian foothills) and Santander, Colombia, collected between 22002400 m., and associated with decomposing organic matter. A key for the identification of males and females of the two species of Giovanella, illustrations of the genitalia and photographs of male and female of new species are also presented.

We conducted a survey of insects and pest management practices on 34 farms growing ornamental tropical foliage plants in the central coffee region of Colombia over two years. Tropical foliage provided habitat for a diverse range of insects. In total, phytophagous or detritivorous insects from six orders, 40 families and 62 genera were collected. The most common were Hemiptera (29 genera from 16 families), followed by Coleoptera (17 genera from 4 families), Diptera (5 genera from 5 families), Lepidoptera (5 genera from 4 families), Hymenoptera (3 genera from 2 families) and Orthoptera (2 genera from 2 families). The most common phytophagous species were leaf cutting ants (Atta and Acromyrmex spp.), leaf beetles (Chrysomelidae), leafhoppers (Cicadellidae), stinkbugs (Pentatomidae), squash bugs (Coreidae), tree hoppers (Membracidae) and plant hoppers (Fulgoridae). Beneficial insects identified from tropical foliage included predators and parasitoids amongst 5 orders, 12 families and 22 genera. The most abundant were predators among the Coccinellidae, Chrysopidae, Reduviidae, Lycidae and Formicidae but only low numbers of parasitoids (Ichneumonidae, Braconidae and Tachinidae) were collected. A pest management questionnaire given to growers revealed a preponderance of reliance on broad spectrum insecticides with a smaller number of growers (approximately one third) also using some biological control methods. Our survey contributes basic information regarding diversity of Neotropical insects associated with ornamental foliage plants.

La aplicación tiene como objetivo llegar a la comunidad de alumnos, los cuales no pueden tener reuniones presenciales debido a su situación geográfica. La aplicación dispone de un conjunto de herramientas para poder centralizar toda la información que los usuarios vayan generando durante el desarrollo de los proyectos. Ha de ser una herramienta para facilitar la organización y la administración de los recursos de los usuarios de la plataforma. El proyecto que se presenta es una aplicación web, desarrollada en lenguajes PHP, SQL, HTML, JavaScript, CSS, Ajax, en un servidor Apache y base de datos MySQL.

Review of Thompsoniella Guimarães with description of a new species from Colombia (Diptera, Calliphoridae, Mesembrinellinae). The Mesembrinellinae (Diptera, Calliphoridae) are exclusively Neotropical with nine genera comprising 36 recognized species, including the genus Thompsoniella Guimarães with a single species, T. anomala Guimarães. We describe a new species, Thompsoniella andina sp. nov., from the Departments of Antioquia and Caldas, Colombia (Cordillera Central of the Andes, between 2600 - 2700 m) and redescribe T. anomala. A key to the nine genera of Mesembrinellinae and a key to the males of the two species of Thompsoniella are provided. Color photographs to illustrate the two species of Thompsoniella and drawings of the male genitalia of both species are also provided. Here we record Thompsoniella for the first time in Colombia.

Preliminary study of insects associated to indoor body decay in Colombia. This is the first report studying insects associated to indoor body decay process of a white pig (Sus scrofa) (Artiodactyla, Suidae) in a controlled indoor environment in an urban area of Florencia city, Amazonia Piedmont, Colombia. For a period of 54 days, 9,220 individuals (immature and adults), distributed in 3 orders, 5 families, 10 genera, and 10 species were collected using entomological nets and tweezers. Five decaying stages are described (fresh, bloated, active decay, advanced decay and remains). During the fresh stage we recorded Cochliomyia macellaria (Fabricius, 1775), Chrysomya albiceps (Wiedemann, 1819), Ophyra aenescens (Wiedemann, 1830), Oxysarcodexia sp., Lepidodexia sp. and Lasiophanes sp.; during the bloating stage C. macellaria, C. albiceps, Lucilia eximia (Wiedemann, 1819), Hemilucillia semidiaphana (Rondani, 1850), Musca domestica Linnaeus, 1758, O. aenescens, Oxysarcodexia sp., Lepidodexia sp., Dermestes maculatus De Geer, 1774 and Lasiphanes sp.; during the active decay C. macellaria, C. albiceps, L. eximia, M. domestica, O. aenescens, Lepidodexia sp. D. maculatus and Lasiophanes sp.; during the advanced decay C. macellaria, C. albiceps, M. domestica, Lepidodexia sp. and Lasiophanes sp.; and during the remains stage C. albiceps, D. maculatus and Lasiophanes sp. The insects were sorted out in 3 ecological categories; necrophagous, predators and parasites and sarco-saprophagous. According to Chao and Jack estimators, total richness was observed on day 20, with 100% of the expected species.
