In recent years, as part of the expansion process of its activities, the Instituto Federal de Educação, Ciência e Tecnologia do Rio Grande do Norte – IFRN (Federal Institute for Education, Science and Technology of the State of Rio Grande do Norte – IFRN) detected the need to hire more employees for the institution. This expansion process, a policy of the Federal Government, together with the increase of human resources, required the construction of an adequate facility in the municipality of São Gonçalo do Amarante-RN, for training and qualification and as a means of better enabling its personnel. Along with this policy, the Federal Government is also deeply concerned that its buildings be environmentally friendly. This study deals with this subject matter, as it develops an architectural design of a public building with an emphasis upon the reduction of energy consumption, through the study of energy performance factors such as defined by Carneiro (1988) and adapted by the author of the present study. It is known that residential, commercial and public buildings represent about 45 % of energy consumption in Brazil. That is why it is necessary to consider the reduction of such consumption in buildings, as well as the role that professionals, especially architects, play in this issue. The most effective participation in this regard in the field of architecture occurs in the design phase. However, the architectural solution proposed here goes beyond the energy performance factors, since it also involves other aspects, such as the definition of the concept, the parti and the spatial solution itself. In this sense, the architectural project of the Centro de Treinamento dos Servidores do IFRN - CTSIFRN (Training Center for IFRN Personnel – CTSFIRN) is particularly fitting as a subject for research at the Professional Master Program at PPGAU/UFRN, which is devoted to research on architecture, design and the environment.

Maternity nursing practice is changing across Canada with the movement toward becoming “baby friendly.” The World Health Organization (WHO) recommends the Baby-Friendly Hospital Initiative (BFHI) as a standard of care in hospitals worldwide. Very little research has been conducted with nurses to explore the impact of the initiative on nursing practice. The purpose of this study, therefore, was to examine the process of implementing the BFHI for nurses. The study was carried out using Corbin and Strauss’s method of grounded theory. Theoretical sampling was employed, which resulted in recruiting and interviewing 13 registered nurses whose area of employment included neonatal intensive care, postpartum, and labour and delivery. The data analysis revealed a central category of resisting the BFHI. All of the nurses disagreed with some of the 10 steps to becoming a baby-friendly hospital as outlined by the WHO. Participants questioned the science and safety of aspects of the BFHI. Also, participants indicated that the implementation of this program did not substantially change their nursing practice. They empathized with new mothers and anticipated being collectively reprimanded by management should they not follow the initiative. Five conditions influenced their responses to the initiative, which were (a) an awareness of a pro-breastfeeding culture, (b) imposition of the BFHI, (c) knowledge of the health benefits of breastfeeding, (d) experiential knowledge of infant feeding, and (e) the belief in the autonomy of mothers to decide about infant feeding. The identified outcomes were moral distress and division between nurses. The study findings could guide decision making concerning the implementation of the BFHI.

Dans quelle mesure la montée de la reddition de comptes et de l’évaluation en éducation est-elle significative d’un déclin de la confiance de l’Etat, des administrateurs scolaires et des usagers dans la capacité des organisations scolaires à remplir correctement leurs missions ? N’est-elle pas également symptômatique d’une perte de confiance à l’égard des enseignants et de leur professionnalisme? Nous traiterons ces questions en proposant une réflexion à partir des théories de la confiance en sciences sociales. Nous distinguerons en particulier les théories qui s’interrogent sur les conditions de confiance dans les transactions économiques et celles qui raisonnent la confiance « politique » dans les institutions. Nous argumentons que les dispositifs d’accountability tendent surtout à réduire l’incertitude des clients/managers quant aux risques d’opportunisme et d’opacité des opérateurs scolaires. Il s’agit de favoriser la bonne marche « du marché » ou de « l’organisation productive » scolaire, au risque d’une perte d’autonomie professionnelle des enseignants et sans pour autant que l’Ecole ne redevienne une institution politique «digne de confiance ».

The lived environment is the arena where our cognitive skills, preferences, and attitudes come together to determine our ability to interact with the world. The mechanisms through which lived environments can benefit cognitive health in older age are yet to be fully understood. The existing literature suggests that environments which are perceived as stimulating, usable and aesthetically appealing can improve or facilitate cognitive performance both in young and older age. Importantly, optimal stimulation for cognition seems to depend on experiencing sufficiently stimulating environments while not too challenging. Environmental complexity is an important contributor to determining whether an environment provides such an optimal stimulation. The present paper reviews a selection of studies which have explored complexity in relation to perceptual load, environmental preference and perceived usability to propose a framework which explores direct and indirect environmental influences on cognition, and to understand these influences in relation to aging processes. We identify ways to define complexity at different environmental scales, going from micro low-level perceptual features of scenes, to design qualities of proximal environments (e.g., streets, neighborhoods), to broad geographical areas (i.e., natural vs. urban environments). We propose that studying complexity at these different scales will provide new insight into the design of cognitive-friendly environments.

El propósito de este trabajo de investigación es relevar la experiencia de una escuela pública del distrito de La Matanza, en el conurbano bonaerense. Esta institución enclavada en una zona popular, Villa Scasso, fue creada hace trece años y atiende a una población infantil y juvenil de educación especial. El motivo de la investigación no se centra en la especificidad de este campo educativo sino en el proceso de construcción de una propuesta pedagógica que tensiona las formas escolares, amplía las fronteras educativas y transforma el tiempo y el espacio escolar. La atención de la presente indagación está puesta en problematizar la relación de la educación con la desigualdad y la igualdad, con el objetivo de abrir nuevos interrogantes sobre el carácter de determinación que se le otorga a la pobreza, la marginalidad y la exclusión en el terreno educativo, en particular en su relación con las escuelas de sectores populares. Las infancias populares acceden a circuitos de escolarización diferenciados, pero su carácter reproductor y/o emancipador configura un discurso que no se clausura a priori. Esta tesis doctoral abre interrogantes sobre esta problemática y documenta una experiencia educativa que "hace escuela" de manera "especial"

The institutional turn in metropolitan governance has been influenced to a considerable degree by a rational choice approach, which views metropolitan governance as essentially created by local actors to reduce the transaction costs of inter-jurisdictional public-service provision. Another influential theoretical route follows a historical approach, which emphasizes the role of the state structure in producing formal institutions to enable governance at the regional level. Both approaches tend to be formalistic, simplistic and deterministic in nature, thus neglecting the dynamic interactions between the actors and their more informal, intangible, yet more basic, legitimate institutions, such as culture. This article examines the dynamic role of culture in metropolitan governance building in the context of decentralizing Indonesia. The analysis focuses on ‘best-practice’ experiences of metropolitan cooperation in greater Yogyakarta, where three neighbouring local governments known as Kartamantul have collaboratively performed cross-border infrastructure development to deal with the consequences of extended urbanization. We draw on sociological institutionalism to argue that building this metropolitan cooperation has its roots in the capacity of the actors to use and mobilize culture as a resource for collaborative action.
