Objective: To report on strategies for, and outcomes of, evaluation of knowledge (publications), health and wealth (commercial) gains from medical research funded by the Australian Government through the National Health and Medical Research Council (NHMRC). Design and methods: End-of-grant reports submitted by researchers within 6 months of completion of NHMRC funded project grants which terminated in 2003 were used to capture self-reported publication number, health and wealth gains. Self-reported gains were also examined in retrospective surveys of grants completed in 1992 and 1997 and awards primarily supporting people (“people awards”) held between 1992 and 2002. Results: The response rate for the 1992 sample was too low for meaningful analysis. The mean number of publications per grant in the basic biomedical, clinical and health services research areas was very similar in 1997 and 2003. The publication output for population health was somewhat higher in the 2003 than in the 1997 analysis. For grants completed in 1997, 24% (31/131) affected clinical practice; 14% (18/131) public health practice; 9% (12/131) health policy; and 41% (54/131) had commercial potential with 20% (26/131) resulting in patents. Most respondents (89%) agreed that NHMRC people awards improved their career prospects. Interpretation is limited by the relatively low response rates (50% or less). Conclusions: A mechanism has been developed for ongoing assessment of NHMRC funded research. This process will improve accountability to the community and to government, and refine current funding mechanisms to most efficiently deliver health and economic returns for Australia.

Este trabajo analizó el protagonismo de los Movimientos Sociales en el proceso de construcción y de aprobación del Plan Nacional de Educación (PNE 2014 - 2014) con énfasis en las metas para da Educación Universitaria. Las cuestiones que problematizan la investigación son: ¿En qué contexto histórico los Movimientos Sociales asumieron el acceso a la educación universitaria com o un derecho social? ¿Qué protagonistas se involucraron en el debate sobre la política de educación universitaria en el PNE (2014 - 2024)? ¿Qué confrontaciones y antagonismos están presentes allí? ¿Cuál es el papel de los Movimientos Sociales en la Conferenc ia Nacional de Educación (CONAE) y en el Foro Nacional de Educación (FNE)? Para contestarlas, articulamos la política educacional propuesta por el PNE con las reivindicaciones históricas de los Movimientos Sociales por el acceso a la educación como un dere cho social, evidenciando el proceso de construcción de las directrices, las metas y las estrategias en los contextos políticos de articulación, proposición y reivindicación en los que se produjo la actuación de los protagonistas para la elaboración y la ap robación de esta política, tanto cuanto los antagonismos identificados. Como aporte teórico/metodológico adoptamos como objeto de estudio empírico los procesos de construcción y aprobación del mencionado PNE dentro de los espacios de participación colectiv a, en la construcción de acuerdos y proposiciones como la Conferencia Nacional de Educación realizada en 2010 en Brasilia/DF, las conferencias municipales, intermunicipales y de los Estados, el Foro Nacional de Educación (FNE) y la Comisión Especial de la Cámara Federal que lo antecedieron. Para el análisis de los documentos y de los testimonios de los protagonistas de los Movimientos Sociales seleccionados como sujetos de la investigación, los guías teóricos y los fundamentos conceptuales fueron la sociolo gía de las ausencias, la sociologías de las emergencias y el procedimiento de traducción propuesto por Boaventura Santos ( 2005; 2006; 2007; 2010), en diálogo con otros guías teóricos, como las nociones de confrontación política y oportunidad política organ izadas por Sidney Tarrow (2009). Partiendo de esa base conceptual, privilegiamos la relación de los Movimientos Sociales con la agenda de la educación brasileña cuando direccionados al PNE, analizada en base a las contribuciones de Germano (2013; 2011; 200 8; 2007; 1982), Dourado (2011; 2010; 2006); Saviani (2014; 2010; 2009; 2007; 2004,), Gohn (2012; 2010; 1997; 1995), Dagnino (1994) y Scherer - Warren (1993), entre los autores que contribuyen con el carácter transdisciplinario de esta investigación. Las cont ribuciones de estos autores propician el entendimiento de la diversidad epistemológica encontrada en las experiencias llevadas adelante en los Movimientos Sociales mediante sus actuaciones en los diversos espacios sociales e institucionales, observando las conquistas obtenidas en la política educacional contenida en el PNE 2014 - 2024, así como la comprensión de la lucha por el reconocimiento social y sus conexiones con los temas emergentes presentes en el debate de la educación nacional. De este modo, el est udio indica elementos que posibilitaron la confirmación de la tesis de que la Política de Educación Universitaria aprobada en el PNE 2014 - 2024 (Ley nº 13.005/2014) representa las resonancias de las movilizaciones y reivindicaciones de los Movimientos Socia les por el acceso a la educación como un derecho social inalienable.

Previous studies about the strength of the lithosphere in the Iberia centre fail to resolve the depth of earthquakes because of the rheological uncertainties. Therefore, new contributions are considered (the crustal structure from a density model) and several parameters (tectonic regime, mantle rheology, strain rate) are checked in this paper to properly examine the role of lithospheric strength in the intraplate seismicity and the Cenozoic evolution. The strength distribution with depth, the integrated strength, the effective elastic thickness and the seismogenic thickness have been calculated by a finite element modelling of the lithosphere across the Central System mountain range and the bordering Duero and Madrid sedimentary basins. Only a dry mantle under strike-slip/extension and a strain rate of 10-15 s-1, or under extension and 10-16 s-1, causes a strong lithosphere. The integrated strength and the elastic thickness are lower in the mountain chain than in the basins. These anisotropies have been maintained since the Cenozoic and determine the mountain uplift and the biharmonic folding of the Iberian lithosphere during the Alpine deformations. The seismogenic thickness bounds the seismic activity in the upper–middle crust, and the decreasing crustal strength from the Duero Basin towards the Madrid Basin is related to a parallel increase in Plio–Quaternary deformations and seismicity. However, elasto–plastic modelling shows that current African–Eurasian convergence is resolved elastically or ductilely, which accounts for the low seismicity recorded in this region.

The Early Miocene Napak XV locality (ca 20.5 Ma), Uganda, has yielded an interesting assemblage of fossils, including the very well represented amphicyonid Hecubides euryodon. The remarkable find of a nearly complete mandible, unfortunately with poorly preserved dentition, together with new dental remains allow us to obtain a better idea about the morphology and variability of this species. Additionally, we describe a newly discovered mandible of Hecubides euryodon from the Grillental-VI locality (Sperrgebiet, Namibia), which is the most complete and diagnostic Amphicyonidae material found in this area. Comparisons with Cynelos lemanensis from Saint Gérand le Pouy (France), the type locality, and with an updated sample of the species of amphicyonids described in Africa leads us to validate the genus Hecubides. Hecubides would be phylogenetically related to the medium and large size species of Amphicyonidae from Africa, most of them now grouped into the genera Afrocyon and Myacyon, both endemic to this continent.

Two types of health reforms in Latin America are analysed: one based on insurance and service commodification and the one referred to the unified public systems of progressive governments. Health insurance with explicit service packages has not fulfilled their purposes of universal coverage, equal access to necessary health services and improvement of health conditions but has opened health as a field of profit making for insurance companies and private health providers. The national health services as a state obligation have developed territorialized health services and widened substantially timely access to the majority of the population. The adoption of an integrated and wide social policy has an impact on population well fare. It faces some problems derived from the old health systems and the power of the insurance and medical complex.

This article intends to study the evolution of the European Union foreign policy in the Southern Caucasus and Central Area throughout the Post-Cold War era. The aim is to analyze Brussels’ fundamental interests and limitations in the area, the strategies it has implemented in the last few years, and the extent to which the EU has been able to undermine the regional hegemons’ traditional supremacy. As will be highlighted, the Community’s chronic weaknesses, the local determination to preserve sovereignty and an increasing international geopolitical competition undermine any European aspiration to become a pre-eminent actor at the heart of the Eurasian continent in the near future.
