Stem cells are defined as cells capable of self-renewal and differentiation into specialized cells when submited to external signalings in the enviroment. Among adult stem cells, mesenchymal cells occupy an important position because they can differentiate into mesodermal cells such as osteoblasts, adipocytes and chondrocytes. Cell therapy consists in the use of mesenchymal stem cells (MSC) in the treatment of degenerative diseases and harmed tissue reconstruction. Due to the longstanding and costly procedure for cultivation of MSC, it was proposed the use of low power light sources, such as light emitting diodes (LED), to optimize these factors. Recent works have shown a series of results from the influence of LED light on biological tissues such as increased rate of cell proliferation, increased RNA, DNA and ATP synthesis rate. The purpose of this study is to compare the biomodulator effect of LED light set at wavelengths 630nm ± 10nm and 805nm ± 10nm on the mesenchymal stem cells proliferation. For this, the mesenchymal stem cells culture adopted the procedure used in the Departament of Animal Reproduction and Veterinary Radiology of the Faculty of Veterinary Medicine and Animal Sciences of Botucatu. MSC were obtained from an adult horse bone marrow, and isolated by density gradient separation, with the FICOLL reagent and by centrifugation. The pellet containing the stem cells was removed and these were placed in low glucose DMEM culture medium, containing 10% fetal calf serum and antibiotics. The material was observed daily by inverted microscopy for monitoring the progression of the cells and subsequently the amount of cells were counted in a Neubauer counting chamber. In Metamorphoses, the Roman poet Ovid tells the tale of the transformation of Jupiter into a bull to seduce the Phoenician princess Europa. During Renaissance, as is well known, Western civilization fostered an intense renewal of its values under the clear influence of Greco-Roman culture. Ovid, whose fame had not ceased throughout the Middle Ages, became then even better known, and especially his poem Metamorphoses turned into a remarkable source of inspiration not only to literature but also to fine arts and their new humanistic conception. Thus, the episode of the abduction of Europa received a dramatic pictorial expression in the broad brush strokes of the Venetian master Titian Vecellio, who interpreted several classical myths in his canvases at the height of his creative maturity. There are many and obvious relationships in the verses of the ancient Latin poet and the picture of the Italian Renaissancist. In Metamorphoses, the mythical account is described in so many details and set in such an expressive poetic that Titian could take Ovid´s narrative as a model for painting “The Rape of Europa”, doing a true exercise in intersemiotic translation by interpreting verbal signs through pictorial signs.

The article searches to launch some analyses and investigations on the historical reach of produced participative processes in Spain and Brazil. Evidently, both the processes if had uncurled in historical, social, economic contexts and distinct politicians, but, exactly thus, keep some approaches that we intend to give prominence in the present article. For example, the popular mobilization in the two presented cases after occurred a long period of not attendance of social demands socials. In the same way, the processes of democratic renewal of both are related with historical landmarks “end of the Cold War” and the dismantlement of the Walfare State that introduced new rationalists in the relation between governing and governed dynamic, over all in the coinage and offer of public politics. How much to the dismantlement of the Welfare State, we present, still, that in the case of Spain it provoked consequences in the modus operandi of the formularization process and implementation of public politics. It occurred, in other words, a decentralization of its formulator power to decide arrangement of public politics that started to count on the participation of social actors in the called relational city (BECERRA, 2011). In the case of Brazil, the dictatorial period (1964-1985), the fast urban growth and the generation of precarious peripheries in the main cities, the distension and the Constituent (1986-1988) had generated the enough forces of pressure so that, gradually, if it incorporated the participative arrangement in the power to decide process. We identify that in both the cases, kept the had ratios, the instauration of a critical scene of suppression/absence of formulated public politics from an interface with the social movements were the propeller spring of the transformations in the power to decide mechanisms of formularization and implementation of public politics.

This paper analyses the ideas and the work of Anísio Teixeira in the first years of the 1930s, focusing his conceptions concerning the value of Psychoanalysis for Educational Reform in Brazil. Whereas the ideas and practices Teixeira should be understood in the historical context in which they were developed, the work presents the history of the introduction of the psychoanalytic knowledge in the Brazilian Renovator Educational Movement, highlighting the relevance of hygienism in the dissemination of Freud's theses in education. The findings indicate that Teixeira interacted with the concepts of Psychoanalysis through the hygienist movement and the ideas of Arthur Ramos, considering the individual as being linked to the social environment.

The presidency of Evo Morales, indigenous leader and who heads the party Movement Towards Socialism (MAS), opens a series of transformations in several dimensions. The changes in socio-economic and political power express the critic of long-term coloniality relations between a dominant white elite and an indigenous subordinate majority that deepens after national independence. Following this perspective, present in sectors of support to the government, the strategy of the MAS cannot follow the tradition of social revolutions that operated structural breaks in the mode of production and the state organization, but points to a new decolonizing revolution, cultural and political, articulating an indigenism of broad nature, flexible and open to popular social movements. This view is facing critics in sectors of the left that identify the renewal of capitalist modernization process initiated in 1952 under the leadership of the Nationalist Revolutionary Movement (MNR), extending citizenship and democratizing access to the state for recognition of Indians as such. From this perspective, the transformations proposed by MAS tend to favor a system restoration by diversifying its economic and social base. From the contrast provided by these two lines of interpretation, we intend to analyze the structural possibilities of the strategy of the government of Evo Morales, taking as historical reference the transformations wrought by the nationalist revolution of 1952 and the neoliberal reforms initiated in 1980.

Os 13 artigos reunidos neste livro foram primeiramente apresentados em encontro internacional sobre participação, democracia e políticas públicas na América Latina, realizado em 2013 na Faculdade de Ciências e Letras da Unesp. Para os organizadores da obra discutir o tema, principalmente no que concerne à transparência dos sistemas de gestão, é extrema importância para apontar direções para uma renovação política, articulações sociais e desenvolvimento socioterritorial. Eles explicam que a análise de marcos legais, fragilidades institucionais e prática autoritárias permitem enxergar o seu contrário e, com isso, aprimorar a prática de políticas públicas voltadas ao desenvolvimento de um país sustentado na democracia e na cidadania ativa. O livro é divido em quatro eixos temáticos. O inicial apresenta artigos que analisam a cidadania relacionada à saúde, gênero, prevenção ao abuso sexual e juventude. Abarca temas como o Sistema Único de Saúde, os movimentos e grupos feministas e abuso sexual. O seguinte destaca temas ligados à educação, também relacionados à cidadania, como o financiamento da educação e a educação em presídios paulistas. Desenvolvimento e combate às desigualdades sociais norteiam os estudos da terceira parte. São três artigos que tratam da complexidade da produção de políticas baseadas no diálogo entre pares institucionais, como representantes de governos e sociedade civil. O capítulo final é dedicado ao tema controle social e aperfeiçoamento da democracia. Os artigos abordam a questão do monitoramento das políticas e investimentos públicos por parte da sociedade civil.

Presented in a rehearsal form, this article aims to bring out a historical discussion about the relationship between art-madness in Brazil. Result of a research that had as object the critical fortune written on the first exhibit of the Museum of Images of the Unconscious, this work aims to connect two little closer fields: art criticism and mental health, especially since Mário Pedrosa’s work. It was possible to ascertain, throughout the investigation, that there was a position taken by art critics at that time (the 1940s), that position is basically divided into two, briefly explored here: those who encouraged the exhibits, and thereby attested the artistic value of the work produced in the studio of Pedro II Psychiatric Center (where it was founded the Museum); and those who decried the artistic character of "unconscious images", as would be known the works that were produced there. Thus, we can say that, indeed, the virgin art – so entitled by Pedrosa – functioned as a kind of sting to the renewal of our health practices, but mainly influenced the completion of a cycle of modernism in our country.
