Government transfers to individuals and families play a central role in the Brazilian social protection system, accounting for almost 14 per cent of GDP in 2009. While their fiscal and redistributive impacts have been widely studied, the macroeconomic effects of transfers are harder to ascertain. We constructed a Social Accounting Matrix (SAM) for 2009 and estimated short-term multipliers for seven different government monetary transfers . The SAM is a double-entry square matrix depicting all income flows in the economy. The data were compiled from the 2009 Brazilian National Accounts and the 2008/2009 POF, a household budget survey. Our SAM was disaggregated into 56 sectors, 110 commodities, 200 household groups and seven factors of production (capital plus six types of labor, according to schooling). Finally, we ran a set of regressions to separate household consumption into ‘autonomous’ (or ‘exogenous’) and ‘endogenous’ components. More specifically, we are interested in the effects of an exogenous injection into each of the seven government transfers outlined above. All the other accounts are thus endogenous. The so-called demand ‘leaks’ are income flows from the endogenous to exogenous accounts. Leaks—such as savings, taxes and imports—are crucial to determine the multiplier effect of an exogenous injection, as they allow the system to go back to equilibrium. The model assumes that supply is perfectly elastic to demand shocks. It assumes that the families’ propensity to save and consumption profile are fixed—that is, rising incomes do not provoke changes in behaviour. The multiplier effects of the on GDP corresponds to the growth in GDP resulting from each additional dollar injected into each transfer seven government transfers. If the government increased Bolsa Família expenditures by 1 per cent of GDP, overall economic activity would grow by 1.78 per cent, the highest effect. The Continuous Cash Benefit, comes second. Only three transfers— the private-sector and public servants’ pensions and FGTS withdrawals—had multipliers lower than unity. The multipliers for other relevant macroeconomic aggregates—household and total consumption, disposable income etc. —reveal a similar pattern. Thus, under the stringent assumptions of our model, we cannot reject the hypothesis that government transfers targeting poor households, such as the Bolsa Família, help foster economic expansion. Naturally, it should be stressed that the multipliers relate marginal injections into government transfers to short-term economic performance either real growth, or inflation if there is no idle capacity which is also useful to analyze. In the long term, there is no doubt that what truly matters is the growth of the country’s productive capacity.

The question posed by Theme 4 of this workshop is indeed a very broad one and would demand a thorough research on the topics involved. I am afraid I did not have the proper time to think it over and I would not be able to provide a wide ranging answer to this question. Thus, I will be selective and I will present the following issues that need to be addressed to support Brazilian development: i) competition among banks; ii) high rate of interest on liquidity; iii) approval by the Congress of a Complementary Law to regulate the financial sector as required by the 1988 Brazilian Constitution; iv) exploitation of workers through the governance of the Job Time Guarantee Fund (FGTS) and iv) state-owned versus government owned enterprises.

The following study aims to verify in which hypothesis res judicata, when it comes of an unconstitutional decision, shall not prevail over Constitution. It displayed the characteristics of formal and material constitutional systems. It debated the concepts of existence, validity and efficacy of juridical rules and acts. It dissertated about the idea of Constitution s superiority and about the birth of the judicial review of constitutionality. It focused some contemporary models of this judicial review and its historical evolution in Brazil, showing its effects towards the current Constitution. It sustained that the decision given by Supremo Tribunal Federal during abstract control of rules must bind even legislative bodies, preventing them to produce the same rules previously declared unconstitutional. It held up that all parts of the decision of Supremo Tribunal Federal oblige, even the juridical arguments employed, in both diffused and concentrated reviews. It showed that, despite these models of review live together in Brazil, our constitutional system preferred the concentrated one, considering one only court over the other constitutional organs. It discussed about res judicata with the purpose of clarifying its juridical nature, its objective and subjective limits and its regulation in collective demands. It explained that the material res judicata is an effect of a decision which cannot be reviewed, which makes the law s will free of discussion, binding the contendants and avoiding that other courts, judging future demands about the same object, may decide differently. It showed how the regulation of res judicata in collective demands, in respect oh their subjective limits, is useful to demonstrate that it is not the material law who must adapt itself to res judicata as traditionally thought, but res judicata, as a warranty of juridical certainty and security, who must be shaped from the debated rule. It presented to view the main doctrinal conceptions about res judicata s review in the hypothesis of unconstitutional judgement. It concluded that the decisions forged by unconstitutional rules or interpretations reputed not compatible to the Constitution by Supremo Tribunal Federal, in spite of it can make res judicata, may be reviewed beyond the term to file a recissory claim, since while the debated law is still valid, no matter if its decision was before or after the res judicata. At the end, it asserted that, when it is not legally authorized, the judicial review of res judicata is not admissible, after the term to file a recissory claim, under the argument that there was no direct violation to the constitutional principle or rule

In an ever more competitive environment, power distribution companies must satisfy two conflicting objectives: minimizing investment costs and the satisfaction of reliability targets. The network reconfiguration of a distribution system is a technique that well adapts to this new deregulated environment for it allows improvement of reliability indices only opening and closing switches, without the onus involved in acquiring new equipment. Due to combinatorial explosion problem characteristic, in the solution are employed metaheuristics methods, which converge to optimal or quasi-optimal solutions, but with a high computational effort. As the main objective of this work is to find the best configuration(s) of the distribution system with the best levels of reliability, the objective function used in the metaheuristics is to minimize the LOLC - Loss Of Load Cost, which is associated with both, number and duration of electric power interruptions. Several metaheuristics techniques are tested, and the tabu search has proven to be most appropriate to solve the proposed problem. To characterize computationally the problem of the switches reconfiguring was developed a vector model (with integers) of the representation of the switches, where each normally open switch is associated with a group of normally closed switches. In this model simplifications have been introduced to reduce computational time and restrictions were made to exclude solutions that do not supply energy to any load point of the system. To check violation of the voltage and loading criteria a study of power flow for the ten best solutions is performed. Also for the ten best solutions a reliability evaluation using Monte Carlo sequential simulation is performed, where it is possible to obtain the probability distributions of the indices and thus calculate the risk of paying penalty due to not meeting the goals. Finally, the methodology is applied in a real Brazilian distribution network, and the results are discussed.

With the passage of time, the variety of companies from each branch has gradually grown throughout the country. As a consequence, the logistics to attend to such demand has grown in the same proportion. One factor to highlight about this rapid growth is the increase of freight vehicles roaming the roads, often carrying loads over the limit established by law. At first it may seem that this would not bring any problem, however, note that an excessive number of overloads ends up deteriorating the asphalt, causing ondulations, potholes and other imperfections on the roads, which can cause accidents. In addition, the money spent for the maintenance of the roads is high. Thinking about it, it was established by law a regulation that restricts the weight limit for these vehicles, through axle weighing, subject to a fine. With this control the road floor is preserved for longer, requiring less maintenance expenses. The weighing stations use load cells to display the inferred weight, these cells use strain gages in its construction. The following work presents a methodology to dimension a binocular load cell, its main elements and its dimensioning. O crescimento desordenado e a ausência de políticas públicas mais eficientes levaram a uma diversificação quanto ao uso dos recursos naturais, principalmente no que se refere à água para o saneamento básico. O marco regulatório estabelecido na década de 1980 registrou as políticas públicas para o meio ambiente, que trouxeram avanços sobre o tema, desencadeando uma série de ações voltadas tanto para a estrutura burocrática e da prevenção, quanto solução para os problemas de degradação e esgotamento dos recursos naturais. Com o advento das leis específicas de proteção aos mananciais e mediante a lei 13.579/09 do Estado de São Paulo que trata sobre a área da Billings, percebeu-se um avanço na questão do gerenciamento para proteção e desenvolvimento de acordo com as características da região. Instrumentos de políticas públicas para conter as ações referentes aos danos causados ao meio ambiente, como a lei contra crimes ambientais foram às ações práticas do Estado para conter tais ações. O Objetivo desta pesquisa é analisar as possíveis discrepâncias entre as penalidades financeiras aplicadas na ocorrência das infrações ambientais e os modelos de valoração dos ativos ambientais, utilizando a simulação de implantação de um hotel em áreas de proteção e recuperação de manancial no Município de São Bernardo do Campo no Estado de São Paulo. O desenvolvimento da pesquisa se baseou no método de custo de reposição (MCR) para dimensionar os possíveis impactos gerados por um empreendimento hoteleiro e seu respectivo valor econômico. Posteriormente, os impactos ambientais foram relacionados com a legislação do município para determinar os valores das possíveis penalidades aplicáveis ao dano causado. Dentre os resultados levantados, verificou-se uma significativa discrepância entre a valoração econômica e as multas aplicáveis, sendo que nos impactos referentes a impermeabilidade do solo e contaminação do lençol freático, com diferenças superiores em relação às penalidades de R$ 804.922,78 e R$ 453.333,33 respectivamente. A partir da metodologia aplicada na pesquisa, observou-se que as penalidades incidentes em casos de danos ao meio ambiente, muitas vezes não atinge o objetivo, que é inibir a ação do infrator, pois o real custo econômico não é medido na aplicação do valor da multa.
