Since the beginning of the 20th century, the Garden City model has been a predominant theory emerging from Ecological Urbanism. In his book Howard observed the disastrous effects of rapid urbanization and as a response, proposed the Garden City. Although Howard’s proposal was first published in the late 1800’s, the clear imbalance that Howard aimed to address is still prevalent in the UK today. Each year, the UK wastes nearly 15 million tons of food, despite this an estimated 500,000 people in the UK go without sufficient access to food. While the urban population is rapidly increasing and cities are becoming hubs of economic activity, producing wealth and improving education and access to markets, it is within these cities that the imbalance is most evident, with a significant proportion of the world’s population with unmet needs living in urban areas. Despite Howard’s model being a response to 17th century London, many still consider the Garden City model to be an effective solution for the 21st century. In his book, Howard details the metrics required for the design of a Garden City. This paper will discuss how, by using this methodology and comparing it with more recent studies by Cornell University and Matthew Wheeland (Pure Energies); it is possible to test the validity of Howard’s proposal to establish whether the Garden City model is a viable solution to the increasing pressures of urbanization.
This paper outlines how the analysis of Howard’s proposal has shown the model to be flawed, incapable of producing enough food to sustain the proposed 32,000 population, with a capacity to produce only 23% of the food required to meet the current average UK consumption rate. Beyond the limited productive capacity of Howard’s model, the design itself does little to increase local resilience or the ecological base. This paper will also discuss how a greater understanding of the
Land-share requirements enables the design of a new urban model, building on the foundations initially laid out by Howard and combining a number of other theories to produce a more resilient and efficient model of ecological urbanism.

Identifying 20th-century periodic coastal surge variation is strategic for the 21st-century coastal surge estimates, as surge periodicities may amplify/reduce future MSL enhanced surge forecasts. Extreme coastal surge data from Belfast Harbour (UK) tide gauges are available for 1901–2010 and provide the potential for decadal-plus periodic coastal surge analysis. Annual extreme surge-elevation distributions (sampled every 10-min) are analysed using PCA and cluster analysis to decompose variation within- and between-years to assess similarity of years in terms of Surge Climate Types, and to establish significance of any transitions in Type occurrence over time using non-parametric Markov analysis. Annual extreme surge variation is shown to be periodically organised across the 20th century. Extreme surge magnitude and distribution show a number of significant cyclonic induced multi-annual (2, 3, 5 & 6 years) cycles, as well as dominant multi-decadal (15–25 years) cycles of variation superimposed on an 80 year fluctuation in atmospheric–oceanic variation across the North Atlantic (relative to NAO/AMO interaction). The top 30 extreme surge events show some relationship with NAO per se, given that 80% are associated with westerly dominant atmospheric flows (+ NAO), but there are 20% of the events associated with blocking air massess (− NAO). Although 20% of the top 30 ranked positive surges occurred within the last twenty years, there is no unequivocal evidence of recent acceleration in extreme surge magnitude related to other than the scale of natural periodic variation.

Cette thèse propose l’émergence d’une poésie de l’entre deux dans la littérature expérimentale, en suivant ses développements du milieu du vingtième siècle jusqu'au début du vingt-et-unième. Cette notion d’entre-deux poétique se fonde sur une théorie du neutre (Barthes, Blanchot) comme ce qui se situe au delà ou entre l'opposition et la médiation. Le premier chapitre retrace le concept de monotonie dans la théorie esthétique depuis la période romantique où il est vu comme l'antithèse de la variabilité ou tension poétique, jusqu’à l’émergence de l’art conceptuel au vingtième siècle où il se déploie sans interruption. Ce chapitre examine alors la relation de la monotonie à la mélancolie à travers l’analyse de « The Anatomy of Monotony », poème de Wallace Stevens tiré du recueil Harmonium et l’œuvre poétique alphabet de Inger Christensen. Le deuxième chapitre aborde la réalisation d’une poésie de l’entre-deux à travers une analyse de quatre œuvres poétiques qui revisitent l’usage de l’index du livre paratextuel: l’index au long poème “A” de Louis Zukofsky, « Index to Shelley's Death » d’Alan Halsey qui apparait à la fin de l’oeuvre The Text of Shelley's Death, Cinema of the Present de Lisa Robertson, et l’oeuvre multimédia Via de Carolyn Bergvall. Le troisième chapitre retrace la politique de neutralité dans la théorie de la traduction. Face à la logique oppositionnelle de l’original contre la traduction, il propose hypothétiquement la réalisation d’une troisième texte ou « l’entre-deux », qui sert aussi à perturber les récits familiers de l’appropriation, l’absorption et l’assimilation qui effacent la différence du sujet de l’écrit. Il examine l’oeuvre hybride Secession with Insecession de Chus Pato et Erin Moure comme un exemple de poésie de l’entre-deux. A la fois pour Maurice Blanchot et Roland Barthes, le neutre représente un troisième terme potentiel qui défie le paradigme de la pensée oppositionnelle. Pour Blanchot, le neutre est la différence amenée au point de l’indifférence et de l’opacité de la transparence tandis que le désire de Barthes pour le neutre est une utopie lyrique qui se situe au-delà des contraintes de but et de marquage. La conclusion examine comment le neutre correspond au conditions de liberté gouvernant le principe de créativité de la poésie comme l’acte de faire sans intention ni raison.

The south region of the Rio Grande do Norte has been historically recognized as a place of old indian villages. Inhabitants of the edges of the Catu River, border between the cities of Canguaretama and Goianinha, the Eleotérios in the threshold of 21st century had passed to be seen and self recognized as "remaining indians" of the RN. Their ethnic mobilizations, when becoming public had placed to the intellectual and political fields an old question to be reflected on: the asseverations concerning the "indian disappearing" in the State. This item brings with it other implications. Accessed by a para-oficial indigenism, the Eleotérios had started to establish political relations with the Potiguara indians of the Baía da Traição/PB and the Indian Movement, feeling stimulated to produce and to reproduce forms of social differentiation. In this context, this research is worried about elucidating the process of construction of the ethnicity among the Eleotérios, percepted from the social relations and politics kept with the amplest society, into a particular historical situation involving sugar cane fields owners, proprietaries, militants, researchers, ambiental agencies. The effects of these political and social relations had been extended, making Eleotérios appear to the society as susceptible social actors to the specific policies for the aboriginal populations

Advances in digital photography and distribution technologies enable many people to produce and distribute images of their sex acts. When teenagers do this, the photos and videos they create can be legally classified as child pornography since the law makes no exception for youth who create sexually explicit images of themselves. The dominant discussions about teenage girls producing sexually explicit media (including sexting) are profoundly unproductive: (1) they blame teenage girls for creating private images that another person later maliciously distributed and (2) they fail to respect—or even discuss—teenagers’ rights to freedom of expression. Cell phones and the internet make producing and distributing images extremely easy, which provide widely accessible venues for both consensual sexual expression between partners and for sexual harassment. Dominant understandings view sexting as a troubling teenage trend created through the combination of camera phones and adolescent hormones and impulsivity, but this view often conflates consensual sexting between partners with the malicious distribution of a person’s private image as essentially equivalent behaviors. In this project, I ask: What is the role of assumptions about teen girls’ sexual agency in these problematic understandings of sexting that blame victims and deny teenagers’ rights? In contrast to the popular media panic about online predators and the familiar accusation that youth are wasting their leisure time by using digital media, some people champion the internet as a democratic space that offers young people the opportunity to explore identities and develop social and communication skills. Yet, when teen girls’ sexuality enters this conversation, all this debate and discussion narrows to a problematic consensus. The optimists about adolescents and technology fall silent, and the argument that media production is inherently empowering for girls does not seem to apply to a girl who produces a sexually explicit image of herself. Instead, feminist, popular, and legal commentaries assert that she is necessarily a victim: of a “sexualized” mass media, pressure from her male peers, digital technology, her brain structures or hormones, or her own low self-esteem and misplaced desire for attention. Why and how are teenage girls’ sexual choices produced as evidence of their failure or success in achieving Western liberal ideals of self-esteem, resistance, and agency? Since mass media and policy reactions to sexting have so far been overwhelmingly sexist and counter-productive, it is crucial to interrogate the concepts and assumptions that characterize mainstream understandings of sexting. I argue that the common sense that is co-produced by law and mass media underlies the problematic legal and policy responses to sexting. Analyzing a range of nonfiction texts including newspaper articles, talk shows, press releases, public service announcements, websites, legislative debates, and legal documents, I investigate gendered, racialized, age-based, and technologically determinist common sense assumptions about teenage girls’ sexual agency. I examine the consensus and continuities that exist between news, nonfiction mass media, policy, institutions, and law, and describe the limits of their debates. I find that this early 21st century post-feminist girl-power moment not only demands that girls live up to gendered sexual ideals but also insists that actively choosing to follow these norms is the only way to exercise sexual agency. This is the first study to date examining the relationship of conventional wisdom about digital media and teenage girls’ sexuality to both policy and mass media.

Las ciudades de todo el mundo deben mantener un entorno urbano habitable. Nueva York y Barcelona fueron una vez ejemplos a seguir, pero la visión urbana de expansión durante las últimas décadas ha dado lugar a un paradigma que comprende pobremente las tendencias de desarrollo de finales del siglo 20 e inicios del siglo 21. La planificación urbana insuficientemente pondera las aspiraciones de los ciudadanos y las funciones socioeconómicas de la ciudad, generando desequilibrios, caracterizados por el aumento de congestiones de tráfico, injusticia social y económica, y degradación medioambiental. En el caso de la ciudad de Cuenca, el desarrollo urbano ilustra claramente una expansión deficientemente controlada con graves fricciones en los mercados de trabajo y de vivienda, con pocos espacios verdes dentro y alrededor de la ciudad, como fue en el pasado. Este estudio intenta ilustrar la discrepancia entre la teoría y la práctica en el campo de la planificación urbana utilizando como caso de estudio a la ciudad andina de Cuenca. Mientras que la nueva doctrina de planificación urbana habla de un intrincado equilibrio entre las funciones socioeconómicas y ambientales en el espacio urbano, la ciudad se ve cada día más desorganizada. Además, para explicar la situación actual de la planificación de la ciudad de Cuenca, basada en razones teóricas y filosóficas, se identificaron las deficiencias en la planificación urbana. Las buenas prácticas de diseño y planificación urbana deben basarse en una buena comprensión del carácter dinámico y complejo de las ciudades. Con el manuscrito el autor tiene como objetivo impulsar la discusión científica sobre la planificación urbana desde la visión medioambiental y sustentable.

Career Academy instructors’ technical literacy is vital to the academic success of students. This nonexperimental ex post facto study examined the relationships between the level of technical literacy of instructors in career academies and student academic performance. It was also undertaken to explore the relationship between the pedagogical training of instructors and the academic performance of students. Out of a heterogeneous population of 564 teachers in six targeted schools, 136 teachers (26.0 %) responded to an online survey. The survey was designed to gather demographic and teaching experience data. Each demographic item was linked by researchers to teachers’ technology use in the classroom. Student achievement was measured by student learning gains as assessed by the reading section of the FCAT from the previous to the present school year. Linear and hierarchical regressions were conducted to examine the research questions. To clarify the possibility of teacher gender and teacher race/ethnic group differences by research variable, a series of one-way ANOVAs were conducted. As revealed by the ANOVA results, there were not statistically significant group differences in any of the research variables by teacher gender or teacher race/ethnicity. Greater student learning gains were associated with greater teacher technical expertise integrating computers and technology into the classroom, even after controlling for teacher attitude towards computers. Neither teacher attitude toward technology integration nor years of experience in integrating computers into the curriculum significantly predicted student learning gains in the regression models. Implications for HRD theory, research, and practice suggest that identifying teacher levels of technical literacy may help improve student academic performance by facilitating professional development strategies and new parameters for defining highly qualified instructors with 21st century skills. District professional development programs can benefit by increasing their offerings to include more computer and information communication technology courses. Teacher preparation programs can benefit by including technical literacy as part of their curriculum. State certification requirements could be expanded to include formal surveys to assess teacher use of technology.

Entrepreneurship education has emerged as one popular research domain in academic fields given its aim at enhancing and developing certain entrepreneurial qualities of undergraduates that change their state of behavior, even their entrepreneurial inclination and finally may result in the formation of new businesses as well as new job opportunities. This study attempts to investigate the Colombian student´s entrepreneurial qualities and the influence of entrepreneurial education during their studies.

El interés de esta monografía es evaluar la relación entre el derecho internacional, la guerra y la política exterior a la luz del concepto de lawfare. Esta relación se evalúa a la luz del caso de las relaciones de Nicaragua con sus vecinos. Se analiza y explican las distintas nociones de derecho internacional desarrolladas por las teorías de Relaciones y sus limitaciones; la utilización de la guerra jurídica como estrategia sustitutiva de la guerra material en el caso de Nicaragua. Utilizando el concepto desarrollado por Charles Dunlap, el trabajo busca demostrar que el lawfare explica algunas relaciones entre derecho, guerra, y relaciones internacionales que las teorías clásicas no pueden y, adicionalmente da razón de las acciones de Nicaragua mediante la utilización del Derecho Internacional.

La región de África Austral emerge como un nuevo escenario geopolítico complejo, en el que la lucha por la adquisición de los derechos de exploración, extracción y distribución de minerales estratégicos ha intensificado la presencia del número de actores estratégicos en esta zona. En este sentido, es interesante analizar el juego de poder que se desarrolla entre Estados Unidos y China con el fin de neutralizar la debilidad estratégica que representa la carencia de estos recursos naturales, esenciales para el desarrollo de sus industrias, así como también la oportunidad que representan como mecanismo para ampliar las esferas de influencia extra continental. Así pues, la presente investigación analiza a partir de la explotación de los minerales como recursos estratégicos, los efectos de la geoestrategia reciente de estos dos jugadores activos del sistema internacional contemporáneo en la relación con los Estados que conforman la región meridional del continente africano, durante el periodo 2000-2010.

Las organizaciones de hoy en día entienden más el valor de las personas dentro de estas, por ser el elemento dinamizador. Por esto es necesario transmitirles constantemente la visión, misión y objetivos de la empresa para que las personas contribuyan a este fin. Dado el reconocimiento por parte de las organizaciones hacia el recurso humano y su administración, se hace necesario la existencia de un liderazgo bastante eficiente que sea capaz de asegurar condiciones favorables de trabajo y que garanticen el cumplimiento de los objetivos de las empresas. Las organizaciones del Siglo XXI exigen líderes con cualidades, habilidades y actitudes para afrontar todos los factores externos con los que se pueden enfrentar. Es por eso que surge la necesidad de estudiar la empresa Lácteos El Pomar ya que es una empresa que resurgió de las cenizas después de haber entrado en liquidación y que tiene como referente de un líder al gerente de la compañía. El propósito de este estudio de caso será describir y analizar el liderazgo y la motivación como herramientas transformadoras en la nueva gerencia de Lácteos El Pomar, como también entender cómo estas se implementaron e influenciaron al grupo de trabajadores para salir de la crisis. Mediante este estudio de caso se espera comprender si el gerente de la empresa es percibido como líder e identificar su estilo de liderazgo. Por otro lado, mediante entrevistas al personal de la empresa, se esperará identificar los factores que influyeron de manera negativa para acentuar la crisis de la compañía. Finalmente se espera analizar aquellas estrategias de liderazgo realizadas por la dirección que conllevaron a la permanencia de la compañía a pesar de la crisis.
