This thesis entitled “Development planning at the state level in india a case study with reference to kerala1957-84.Planning in India is a concurrent subject with the Centre and the States having well-defined domains of jurisdiction with regard to planning functions and sources of resource mobilisation.The genesis of the lack of academic interest in state level planning is in the widely held belief that in the extent scheme of Centre-State economic relations, the states have little scope for initiative in planning.Both at the theoretical and empirical levels, Kerala has attached very great importance to planning.It has been the localeof wide and deep discussions on the various dimensions of planning.In Kerala's development process, the leading sector consists of social services such as education and public healthOne point that needs special emphasis in this regard is that the high demand for education in Kerala cannot be attributed to the Keralites' ‘unique urge‘ for education. Rather, it is related to the very high level of unemployment in the state (Kerala has the highest level of unemployment in the country.In resource allocation under the Five Year Plans, Kerala attached the highest weightage to power generation, hydro-electric projects being the major source of power in the state. Nearly one-fourth of the plan resources has been claimed by hydro-electric projects.In the agricultural sector, Kera1a's level of productive use of electric power is one of the lowest.As is evident.from above, planning in Kerala has not enabled us to solve the basic problems of the state. More 'scientific' planning in the sense of applying mre sophisticated planning techniques is obviously not the answer. It, on the contrary, consists of more fundamental changes some of which can be brought about through an effective use of measures well within the power of the State Government.

Adoption of hybrids and improved varieties has remained low in the smallholder farming sector of South Africa, despite maize being the staple food crop for the majority of households. The objective of this study was to establish preferred maize characteristics by farmers which can be used as selection criteria by maize breeders in crop improvement. Data were collected from three villages of a selected smallholder farming area in South Africa using a survey covering 300 households and participatory rural appraisal methodology. Results indicated a limited selection of maize varieties grown by farmers in the area compared to other communities in Africa. More than 97% of the farmers grew a local landrace called Natal-8-row or IsiZulu. Hybrids and improved open pollinated varieties were planted by less than 40% of the farmers. The Natal-8-row landrace had characteristics similar to landraces from eastern and southern Africa and closely resembled Hickory King, a landrace still popular in Southern Africa. The local landrace was preferred for its taste, recycled seed, tolerance to abiotic stresses and yield stability. Preferred characteristics of maize varieties were high yield and prolificacy, disease resistance, early maturity, white grain colour, and drying and shelling qualities. Farmers were willing to grow hybrids if the cost of seed and other inputs were affordable and their preferences were considered. Our results show that breeding opportunities exist for improving the farmers’ local varieties and maize breeders can take advantage of these preferred traits and incorporate them into existing high yielding varieties.

Urban and peri-urban agriculture (UPA) contributes to food security, serves as an opportunity for income generation, and provides recreational services to urban citizens. With a population of 21 Million people, of which 60 % live in slums, UPA activities can play a crucial role in supporting people’s livelihoods in Mumbai Metropolitan Region (MMR). This study was conducted to characterize the railway gardens, determine their role in UPA production, and assess potential risks. It comprises a baseline survey among 38 railway gardeners across MMR characterized by different demographic, socio-economic, migratory, and labour characteristics. Soil, irrigation water, and plant samples were analyzed for nutrients, heavy metals, and microbial load. All the railway gardeners practiced agriculture as a primary source of income and cultivated seasonal vegetables such as lady’s finger (Abelmoschus esculentus L. Moench), spinach (Spinacia oleracea L.), red amaranth (Amaranthus cruentus L.), and white radish (Raphanus sativus var. longipinnatus) which were irrigated with waste water. This irrigation water was loaded with 7–28 mg N l^(−1), 0.3–7 mg P l^(−1), and 8–32 mg K l^(−1), but also contained heavy metals such as lead (0.02–0.06 mg Pb l^(−1)), cadmium (0.03–0.17 mg Cd l^(−1)), mercury (0.001–0.005 mg Hg l^(−1)), and pathogens such as Escherichia coli (1,100 most probable number per 100 ml). Levels of heavy metals exceeded the critical thresholds in surface soils (Cr, Ni, and Sr) and produce (Pb, Cd, and Sr). The railway garden production systems can substantially foster employment and reduce economic deprivation of urban poor particularly slum dwellers and migrant people. However this production system may also cause possible health risks to producers and consumers.

Home gardens are considered as vital units for enhancing food security particularly in developing nations of South Asia, such as Sri Lanka. Although the yam crop Dioscorea spp. constitute a popular but still minor component in Sri Lankan home gardens, they have the potential of producing large quantities of edible material with minimal inputs. However, their real value in South Asian home gardens is not yet reported. Hence, this study was carried out to get insights into home garden characteristics, gardener demography as well as current management practices within 300 Sri Lankan home garden systems that are located along a climatic gradient. By using interviews and field observations, gardeners, who cultivated in particular Dioscorea species, were studied within 10 of the 25 administrative districts distributed in the wet, intermediate and dry climatic zone of Sri Lanka. Furthermore, current management practices of yams cultivation were analyzed on local scale and compared afterwards with management recommendations published in the year 2006 by the Department of Agriculture. Dioscorea species were found in a majority of home gardens, especially in wet and intermediate zones of Sri Lanka. D. alata was the most prominent species and was managed at a subsistence level and not as per recommendations developed by the Department of Agriculture. Our results revealed that Dioscorea alata is an essential component of Sri Lankan home gardens in rural areas and can yield substantial quantities of edible tubers with low input, especially during times of food scarcities, and has therefore the potential to enhance food security and rural development.

Agricultural development has not yet created empowered farmers in Indonesia. Most farmers living in eastern Indonesia are peasants with low access to development resources. This condition causes most of the peasants to be classified as poor citizens. This research was meant to formulate improvement strategies for empowerment of the peasants. The data were collected between March – May 2012 using the following methods: observation, interview and focus group discussion. The data was analysed using descriptive statistic and structural equation modelling (SEM) and showed that: (1) the empowerment of peasants was within the lowest category for all variables, namely: the peasant characteristics, the role of the agents for development, program quality, the learning process and access to environmental support, (2) the determining factors affecting the empowerment of the peasants were: program implementation quality, the role of the agents of development, environmental access and support, the peasant characteristics, and the appropriateness of the learning process and (3) the strategy to improve empowerment of the peasants could be through corrective efforts towards program implementation quality, the role of facilitators, environmental access and support while considering the peasant characteristics and the learning process of the peasants.

We study the relation between support vector machines (SVMs) for regression (SVMR) and SVM for classification (SVMC). We show that for a given SVMC solution there exists a SVMR solution which is equivalent for a certain choice of the parameters. In particular our result is that for $epsilon$ sufficiently close to one, the optimal hyperplane and threshold for the SVMC problem with regularization parameter C_c are equal to (1-epsilon)^{- 1} times the optimal hyperplane and threshold for SVMR with regularization parameter C_r = (1-epsilon)C_c. A direct consequence of this result is that SVMC can be seen as a special case of SVMR.

In the last twenty years, in most Western countries, kinship foster care has become an integral part of childcare systems, growing progressively with regard to the numbers of children involved and relative weight as a care resource within the system; indeed, in some countries it is even more common than other placement options, such as non-kinship foster care and residential care. Research on this phenomenon is still recent and scarce, and there are few programmes targeting this population. In this article we present the results of a descriptive study on kinship foster care in the city of Barcelona, including information and data from the different stakeholders involved. From a quality of life research perspective we analyze the perceptions, evaluation and expressed satisfaction of caregivers, children and practitioners from the specialist Child and Adolescent Teams (EAIAs) responsible for the study and follow-up of kinship foster care cases. The research presented results are in line with those of current research in this field, and lays the basis for the future development of kinship foster care programmes

Based on Rijt-Plooij and Plooij’s (1992) research on emergence of regression periods in the first two years of life, the presence of such periods in a group of 18 babies (10 boys and 8 girls, aged between 3 weeks and 14 months) from a Catalonian population was analyzed. The measurements were a questionnaire filled in by the infants’ mothers, a semi-structured weekly tape-recorded interview, and observations in their homes. The procedure and the instruments used in the project follow those proposed by Rijt-Plooij and Plooij. Our results confirm the existence of the regression periods in the first year of children’s life. Inter-coder agreement for trained coders was 78.2% and within-coder agreement was 90.1 %. In the discussion, the possible meaning and relevance of regression periods in order to understand development from a psychobiological and social framework is commented upon

La desertificació és un problema de degradació de sòls de gran importància en regions àrides, semi-àrides i sub-humides, amb serioses conseqüències ambientals, socials i econòmiques com a resultat de l'impacte d'activitats humanes en combinació amb condicions físiques i medi ambientals desfavorables (UNEP, 1994). L'objectiu principal d'aquesta tesi va ser el desenvolupament d'una metodologia simple per tal de poder avaluar de forma precisa l'estat i l'evolució de la desertificació a escala local, a través de la creació d'un model anomenat sistema d'indicators de desertificació (DIS). En aquest mateix context, un dels dos objectius específics d'aquesta recerca es va centrar en l'estudi dels factors més importants de degradació de sòls a escala de parcel.la, comportant un extens treball de camp, analisi de laboratori i la corresponent interpretació i discussió dels resultats obtinguts. El segon objectiu específic es va basar en el desenvolupament i aplicació del DIS. L'àrea d'estudi seleccionada va ser la conca de la Serra de Rodes, un ambient típic Mediterràni inclòs en el Parc Natural del Cap de Creus, NE Espanya, el qual ha estat progressivament abandonat pels agricultors durant el segle passat. Actualment, els incendis forestals així com el canvi d'ús del sòl i especialment l'abandonament de terres són considerats els problemes ambientals més importants a l'àrea d'estudi (Dunjó et al., 2003). En primer lloc, es va realitzar l'estudi dels processos i causes de la degradació dels sòls a l'àrea d'interés. En base a aquest coneixement, es va dur a terme la identificació i selecció dels indicadors de desertificació més rellevants. Finalment, els indicadors de desertificació seleccionats a escala de conca, incloent l'erosió del sòl i l'escolament superficial, es van integrar en un model espaial de procés. Ja que el sòl és considerat el principal indicador dels processos d'erosió, segons la FAO/UNEP/UNESCO (1979), tant el paisatge original així com els dos escenaris d'ús del sòl desenvolupats, un centrat en el cas hipotétic del pas d'un incendi forestal, i l'altre un paisatge completament cultivat, poden ser ambients classificats sota baixa o moderada degradació. En comparació amb l'escenari original, els dos escenaris creats van revelar uns valors més elevats d'erosió i escolament superficial, i en particular l'escenari cultivat. Per tant, aquests dos hipotètic escenaris no semblen ser una alternativa sostenible vàlida als processos de degradació que es donen a l'àrea d'estudi. No obstant, un ampli ventall d'escenaris alternatius poden ser desenvolupats amb el DIS, tinguent en compte les polítiques d'especial interés per la regió de manera que puguin contribuir a determinar les conseqüències potencials de desertificació derivades d'aquestes polítiques aplicades en aquest escenari tan complexe espaialment. En conclusió, el model desenvolupat sembla ser un sistema força acurat per la identificació de riscs presents i futurs, així com per programar efectivament mesures per combatre la desertificació a escala de conca. No obstant, aquesta primera versió del model presenta varies limitacions i la necessitat de realitzar més recerca en cas de voler desenvolupar una versió futura i millor del DIS.

The Global Environment Facility co-financed Soil Organic Carbon (GEFSOC) Project developed a comprehensive modelling system for predicting soil organic carbon (SOC) stocks and changes over time. This research is an effort to predict SOC stocks and changes for the Indian, Indo-Gangetic Plains (IGP), an area with a predominantly rice (Oryza sativa) - wheat (Triticum aestivum) cropping system, using the GEFSOC Modelling System and to compare output with stocks generated using mapping approaches based on soil survey data. The GEFSOC Modelling System predicts an estimated SOC stock for the IGP, India of 1.27, 1.32 and 1.27 Pg for 1990, 2000 and 2030, respectively, in the top 20 cm of soil. The SOC stock using a mapping approach based on soil survey data was 0.66 and 0.88 Pg for 1980 and 2000, respectively. The SOC stock estimated using the GEFSOC Modelling System is higher than the stock estimated using the mapping approach. This is due to the fact that while the GEFSOC System accounts for variation in crop input data (crop management), the soil mapping approach only considers regional variation in soil texture and wetness. The trend of overall change in the modelled SOC stock estimates shows that the IGP, India may have reached an equilibrium following 30-40 years of the Green Revolution. This can be seen in the SOC stock change rates. Various different estimation methods show SOC stocks of 0.57-1.44 Pg C for the study area. The trend of overall change in C stock assessed from the soil survey data indicates that the soils of the IGP, India may store a projected 1.1 Pg of C in 2030. (C) 2007 Elsevier B.V. The present paper explores the 'farmer' effect in economic advantages often claimed for Bt cotton varieties (those with the endotoxin gene from Bacillus thuringiensis conferring resistance to some insect pests) compared to non-Bt varieties. Critics claim that much of the yield advantage of Bt cotton could be due to the fact that farmers adopting the technology are in a better position to provide inputs and management and so much of any claimed Bt advantage is an artefact rather than reflecting a real advantage of the variety per se. The present paper provides an in-depth analysis of 63 non-adopting and 94 adopting households of Bt cotton in Jalgaon, Maharashtra State, India, spanning the seasons 2002 and 2003. Results suggest that Bt adopters are indeed different from non-adopters in a number of ways. Adopters appear to specialize more on cotton (at least in terms of the land area they devote to the crop), spend more money on irrigation and grow well-performing non-Bt varieties of cotton (Bunny). Taking gross margin as the basis for comparison, Bt plots had 2.5 times the gross margin of non-Bt plots in both seasons. If only adopters are considered then the gross margin advantage of Bt plots reduces to 1.6 times that of non-Bt plots. This is still a significant advantage and could well explain the popularity of Bt in Maharashtra. However, it is clear that great care needs to be taken with such comparative studies.

Using topographic data collected by radar interferometry, stereo-photogrammetry, and field survey we have measured the changing surface of Volcan Arenal in Costa Rica over the period from 1980 to 2004. During this time this young volcano has mainly effused basaltic andesite lava, continuing the activity that began in 1968. Explosive products form only a few percent of the volumetric output. We have calculated digital elevation models for the years 1961, 1988 and 1997 and modified existing models for 2000 and 2004. From these we have estimated the volume of lava effused and coupled this with the data presented by an earlier study for 1968-1980. We find that a dense rock equivalent volume of 551 M m(3) was effused from 1968 to 2004. The dense rock equivalent effusion rate fell from about 2 m(3) s(-1) to about 0.1-0.2 m(3) s(-1) over the same period, with an average rate of about 0.5 m(3) s(-1). Between 1980 and 2004, the average effusion rate was 0.36 m(3) s(-1), a similar rate to that measured between 1974 and 1980. There have been two significant deviations from this long-term rate. The effusion rate increased from 1984 to 1991, at the same time as explosivity increased. After a period of moderate effusion rates in the 1990s, the rate fell to lower levels around 1999.
