Economia quase estagnada, acúmulo de incertezas e expectativas negativas no curto prazo (Agosto 2014)

A Copa do Mundo trouxe notícias ruins para o país não só em relação ao que aconteceu com a seleção brasileira nos gramados, mas, também, quanto aos impactos sobre o nível de atividade da economia. As preocupações estão mais recentemente fundamentadas nos resultados de junho: da produção industrial (Pesquisa Industrial Mensal – Produção Física); das vendas no comércio varejista (Pesquisa Mensal do Comércio — PMC); e da produção de Serviços (Pesquisa Mensal de Serviços —PMS, todas do IBGE).

Desaceleração se intensifica, com economia em compasso de espera eleitoral (Setembro 2014)

Os indicadores econômicos divulgados desde a última edição do Boletim Macro FGV/IBRE não trouxeram novidades capazes de alterar o quadro que projetávamos então. Se alguma revisão houve, foi para pior. De fato, a divulgação do PIB do segundo trimestre e os resultados da produção industrial e da pesquisa mensal de serviços de julho implicaram revisão do crescimento do PIB previsto para este ano para 0,2%.

Judicial system performance and economic development

The role of judicial systems in determining economic perfonnance has gained increasingly attention in recent years. Nonetheless, the literature lacks a clearly articulated framework to examine how judicial systems influence the investment and production decisions of economic agents. This paper tries to till in this gap. It examines what constitutes a well-functioning judiciary, analyzes how dysfunctional judicial systems compromise economic growth, and reviews the relevant empirical literature. It concludes with some remarks about why, despite the widespread perception that well-functioning legal and judicial systems are key to the success of market-oriented reforms in developing and transition countries, judicial refonn has lagged so much behind other reforms.

Brazilian privatization : a decade of experience

In this paper we review the ten-year-old Brazilian experience with privatization. We start by describing the expansion in the last half century of the role played by state enterprises, and then the privatization effort in the Figueiredo and Sarney administrations. After that, we examine what haa changed with Collor and what the prospects for his privatization program are.

R&D investment, international trade, and home market and competitiveness efects

We analyze the effects of R&D investment on international trade. The importance of studying this comes from the fact that one of the most important characteristics of modern industrial organization is that firms try to influence market behavior through strategic variables as R&D. Moreover international competition between firms is, more and more, also centered in R&D competition (besides output and price competition). With this in mind, we develop an oligopolist reciprocal-markets model where firms engage in R&D investment to achieve future reductions in marginal costs. We find ‘home market effects’ at the level of R&D investment, i.e.: firms located in countries that host a higher share of skilled-labor perform higher levels of R&D investment. As consequence, firms in these countries are more competitive than firms in other countries, and as such they can penetrate more easily foreign markets. As result of this ‘competitiveness effect’, countries where these firms are located run trade surplus, while countries where firms perform lower levels of R&D investment incur in trade deficits.

Infra-estrutura, crescimento e a reforma do Estado

Este trabalho discute a importância da privatização, da reforma do aparato regulatório, e do desenvolvimento de novas fontes de financiamento para a expansão da infra-estrutura no Brasil. Conclui-se que, apesar dos avanços obtidos nos últimos anos, as tansformações observadas nesse setor ainda estão muito aquém do que o país necessita para que as carências de infraestrutura deixem de ser um grande limitante à retomada do crescimento acelerado. Em especial, é preciso dar maior transparência à reforma regulatória, enfatizar o papel da competição na regulação desses setores e envidar maiores esforços no desenvolvimento de instituições que permitam atrair capitais privados para o financiamento de projetos greeeenfield de infra-estrutura.

A Nova Política Econômica: Mudança, Expectativas e Prioridades. (Janeiro 2015)

A natureza (em geral) não dá saltos. O mesmo ocorre com a análise de curto prazo das perspectivas econômicas: em especial, estas dificilmente mudam significativamente de um mês para outro. Mas há exceções, como ocorre quando há mudanças de rumo da política econômica. É o que se constata atualmente, especialmente a partir das novas medidas governamentais anunciadas desde o imediato pós-eleições, que vêm mexendo bastante com as previsões dos economistas. O mesmo se observa a partir da percepção de que as dificuldades que o Brasil possivelmente enfrentará neste ano são maiores do que se imaginava há até não muito tempo atrás.
