It is likely that humans have sought enhancements for themselves or their children for as long as they have recognised that improvements in individuals are a possibility. One genre of self-improvement in modern society can be called 'biomedical enhancements'. These include drugs, surgery and other medical interventions aimed at improving the mind, body or performance. This paper uses the case of human growth hormone (hGH) to examine the social nature of enhancements. Synthetic hGH was developed in 1985 by the pharmaceutical industry and was approved by the FDA for very specific uses, particularly treatment of growth hormone deficiency. However, it has also been promoted for a number of 'off label' uses, most of which can be deemed enhancements. Drugs approved for one treatment pave the way for use as enhancements for other problems. Claims have been made for hGH as a treatment for idiopathic shortness, as an anti-ageing agent and to improve athletic performance. Using the hGH case, we are able to distinguish three faces of biomedical enhancement: normalisation, repair and performance edge. Given deeply ingrained social and individual goals in American society, the temptations of biomedical enhancements provide inducement for individuals and groups to modify their situation. We examine the temptations of enhancement in terms of issues such as unnaturalness, fairness, risk and permanence, and shifting social meanings. In our conclusions, we outline the potentials and pitfalls of biomedical enhancement.

Flattening filter free (FFF) linear accelerators allow for an increase in instantaneous dose-rate of the x-ray pulses by a factor of 2-6 over the conventional flattened output. As a result, radiobiological investigations are being carried out to determine the effect of these higher dose-rates on cell response. The studies reported thus far have presented conflicting results, highlighting the need for further investigation. To determine the radiobiological impact of the increased dose-rates from FFF exposures a Varian Truebeam medical linear accelerator was used to irradiate two human cancer cell lines in vitro, DU-145 prostate and H460 non-small cell lung, with both flattened and FFF 6 MV beams. The fluence profile of the FFF beam was modified using a custom-designed Nylon compensator to produce a similar dose profile to the flattened beam (6X) at the cell surface but at a higher instantaneous dose-rate. For both cell lines there appeared to be no significant change in cell survival. Curve fitting coefficients for DU145 cells irradiated with constant average dose-rates were 6X: alpha = 0.09 +/- 0.03, beta = 0.03 +/- 0.01 and 6FFF: alpha = 0.14 +/- 0.13, beta = 0.03 +/- 0.02 with a significance of p = 0.75. For H460 cells irradiated with the same instantaneous dose-rate but different average dose-rate the fit coefficients were 6FFF (low dose-rate): alpha = 0.21 +/- 0.11, 0.07 +/- 0.02 and 6FFF (high dose-rate): alpha = 0.21 +/- 0.16, 0.07 +/- 0.03, with p = 0.79. The results indicate that collective damage behaviour does not occur at the instantaneous dose-rates investigated here and that the use of either modality should result in the same clinical outcome, however this will require further validation in vivo.

This paper focuses on an under-researched employee category in the call centre literature-the team leader. The paper, drawing on data from nine Australian call centres, finds that the team leader role is integral to the effectiveness of call centres, yet it is a role that consists of considerable complexity and contradictions. The research demonstrates the critical role performed by team leaders: coach, mentor, trainer, performance evaluator, communicator and supervisor. It also shows team leaders as being far more positive about many of the features of the call centre work environment compared with those on the front line. However, there does appear to be a need for greater acknowledgement of their challenging role, the contradictions that are inherent in the job and the need, in many cases, for increased support being made available to assist. © 2013 John Wiley & Sons Ltd.

Background: Tobacco smoke is a major risk to the health of its users and arsenic is among the components of smoke present at concentrations of toxicological concern. There are significant variations in human toxicity between inorganic and organic arsenic species and the aim of this study was to determine whether there are predictable relationships among major arsenic species in tobacco that could be useful for risk assessment.
Methods: 14 samples of tobacco were studied spanning a wide range of concentrations in samples from different geographical regions, including certified reference materials and cigarette products. Inorganic and major organic arsenic species were extracted from powdered tobacco samples by nitric acid using microwave digestion. Concentrations of arsenic species in these extracts were determined using HPLC-ICPMS.
Results: The concentrations of total inorganic arsenic species range from 144 to 3914 mu g kg(-1), while organic species dimethylarsinic acid (DMA) ranges from 21 to 176 mu g As kg(-1), and monomethylarsonic acid (MA) ranges from 30 to 116 mu g kg(-1). The percentage of species eluted compared to the total arsenic extracted ranges from 11.1 to 36.8% suggesting that some As species (possibly macro-molecules, strongly complexed or in organic forms) do not elute from the column. This low percentage of column-speciated arsenic is indicative that more complex forms of arsenic exist in the tobacco. All the analysed species correlate positively with total arsenic concentration over the whole compositional range and regression analysis indicates a consistent ratio of about 4:1 in favour of inorganic arsenic compared with MA + DMA.
Conclusions: The dominance of inorganic arsenic species among those components analysed is a marked feature of the diverse range of tobaccos selected for study. Such consistency is important in the context of a WHO expert panel recommendation to regulate tobacco crops and products using total arsenic concentration. If implemented more research would be required to develop models that accurately predict the smoker's exposure to reduced inorganic arsenic species on the basis of leaf or product concentration and product design features.

A new technological approach in the analysis and forensic interpretation of Total Hydrocarbons in soils and waters using 2D Gas Chromatography method (GC-GC) was developed alongside environmental forensic and the assessment models to provide better customer products for the environmental industry.
The objective was to develop an analytical methodology for TPH CWG. Raw data from this method is then to be evaluated for forensic interpretation and risk assessment modelling. Access will be made available to the expertise in methods of forensic tracing contaminant sources, transport modelling, human health risk modelling and detailed quantitative risk assessment.
The quantification of internal standards was key to the development of this method. As the laboratory does not test for TPH in 1D, it was requested during INAB ISO 17025 audit to individually map out where each compound falls chromatographically in the 2D. This was done through comparing carbon equivalent numbers to the n-alkane carbons. This proved e.g. 2-methylnaphthalene has 11 carbons in its structure; its carbon equivalent is 12.84 , the result of which falls within the band of Aromatic eC12-eC16 as opposed to expected eC10-eC12. This was carried out for all 16 PAH (polyaromatic hydrocarbons) and BTEX (benzene, toluene, ethylbenzene and o, m and p-xylenes). The n-alkanes were also assigned to their corresponding aliphatic bands e.g. nC8 would be expected to be in nC8-nC10.
The method was validated through a designated systematic experimental protocol and was challenged with spikes of known concentration of hydrocarbon parameters such as recoveries, precision, bias and linearity. The method was verified by testing a certified reference material which was used as a proficiency round of testing for numerous laboratories.
It is hoped that the method will be used in conjunction with the analysis through Bonn Agreement with their OSINet group. This is a panel of experts and laboratories (including CLS) who forensically identify oil spill contamination from a water source.
This method can prove itself to be a robust method and benefit the industry for contaminated land and water but the method needs to be seen as separate from the regular 1D chromatography. It will help identify contaminants and assist consultants, regulators, clients and scientists valuable information not seen in 1D

Drawing on my experience of a number of sports dispute resolution tribunals in the UK and Ireland (such as Sports Resolutions UK; Just Sport Ireland; the Football Association of Ireland’s Disciplinary Panel and the Gaelic Athletic Association’s Dispute Resolution Authority) I intend to use this paper to review the legal arguments typically made in sports-related arbitrations. These points of interest can be summarised as a series of three questions: the fairness question; the liability question; the penalty question.
In answer to the fairness question, the aim is to give a brief outline on best practice in establishing a "fair" sports disciplinary tribunal. The answer, I believe, is always twofold in nature: first, and to paraphrase Lord Steyn in R v Secretary of State For The Home Department, Ex Parte Daly [2001] UKHL 26 at [28] "in law, context is everything" – translated into the present matter, this means that in sports disciplinary cases, the more serious the charges against the individual (in terms of reputational damage, economic impact and/or length of sanction); the more tightly wrapped the procedural safeguards surrounding any subsequent disciplinary hearing must be. A fair disciplinary system will be discussed in the context of the principles laid down in Article 8 of the World Anti-Doping Code which, in effect, acts as sport’s Article 6 of the ECHR on a right to a fair trial.
Following on from the above, in the 60 or so sports arbitrations that I have heard, there are two further points of interest. First, the claim before the arbitral panel will often be framed in an argument that, for various reasons of substantive and procedural irregularity, the sanction imposed on the appellant should be quashed ("the liability"). Second, and in alternative, that the sanction imposed was wholly disproportionate ("the penalty").
The liability issue usually breaks down into two further questions. First, what is the nature of the legal duty upon a sports body in exercising its disciplinary remit? Second, to what extent does a de novo hearing on appeal cure any apparent defects in a hearing of first instance? The first issue often results in an arbitral panel debating the contra preferentum approach to the interpretation of a contested rule i.e., the sports body’s rules in question are so ambiguous that they should be interpreted in a manner to the detriment of the rule maker and in favour of the appellant. On the second matter, it now appears to be a general principle of sports law, administrative law and even human rights law that even if a violation of the principles of natural justice takes place at the first instance stage of a disciplinary process, they may be cured on de novo appeal. Authority for this approach can be found at the Court of Arbitration for Sport and in particular in CAS 2009/A/1920 FK Pobeda, Aleksandar Zabrcanec, Nikolce Zdraveski v UEFA at para 87.
The question on proportionality asks what, aside from precedent found within the decisions of the sports body in question, are the general legal principles against which a sanction by a sports disciplinary body can be benchmarked in order to ascertain whether it is disproportionate in length or even irrational in nature?
On the matter of (dis)proportionality of sanction, the debate is usually guided by the authority in Bradley v the Jockey Club [2004] EWHC 2164 (QB) and affirmed at [2005] EWCA Civ 1056. The Bradley principles on proportionality of sports-specific sanctions, recently cited with approval at the Court of Arbitration for Sport, will be examined in this presentation.
Finally, an interesting application of many of the above principles (and others such as the appropriate standard of proof in sports disciplinary procedures) can be made to recent match-fixing or corruption related hearings held by the British Horse Racing Authority, the integrity units of snooker and tennis, and at the Court of Arbitration for Sport.

Illegal, Unreported and Unregulated fishing has had a major role in the overexploitation of global fish populations. In response, international regulations have been imposed and many fisheries have been 'eco-certified' by consumer organizations, but methods for independent control of catch certificates and eco-labels are urgently needed. Here we show that, by using gene-associated single nucleotide polymorphisms, individual marine fish can be assigned back to population of origin with unprecedented high levels of precision. By applying high differentiation single nucleotide polymorphism assays, in four commercial marine fish, on a pan-European scale, we find 93-100% of individuals could be correctly assigned to origin in policy-driven case studies. We show how case-targeted single nucleotide polymorphism assays can be created and forensically validated, using a centrally maintained and publicly available database. Our results demonstrate how application of gene-associated markers will likely revolutionize origin assignment and become highly valuable tools for fighting illegal fishing and mislabelling worldwide.

Esta investigação teve como objetivo avaliar os impactos pessoais, profissionais, familiares e sociais que o Processo de Reconhecimento, Validação e Certificação de Competências (RVCC) de nível básico causou em indivíduos residentes no Distrito de Évora, que certificaram as suas competências no período 2000-2005. Trata-se de um estudo descritivo em que foi aplicado um inquérito a uma amostra de 149 adultos, com questões relativas às características do adulto na atualidade, ao percurso individual no Processo de RVCC e ao impacto deste no percurso de vida dos adultos. Os dados foram tratados no programa SPSS (versão 20.0) através de uma análise estatística de natureza descritiva. Este estudo mostrou que existiam mais mulheres do que homens a valorizar o Processo de RVCC, e que os seus impactos verificavam-se maioritariamente na dimensão pessoal. Concluiu-se que uma aprendizagem ao longo da vida contribuiu para a valorização pessoal e para o nível de escolaridade dos adultos. ## New Wedding of Qualification in the Alentejo: the assessment of impacts of the RVCC processes on individuals residing in the District of Évora (2000-2005) This research aimed to evaluate the impacts personal, professional, family and social that Recognition Process Validation and Certification of Competences (RVCC) (basic level) caused among residents of the District of Évora, who certified their skills between 2000-2005. This is a descriptive study in which we applied a questionnaire to a sample of 149 adults, with questions relating to today’s characteristics of the adults, their individual path in the RVCC process and the impact of this process on those individuals. The data collected was processed using SPSS (version 20.0) through a descriptive statistical analysis. This study showed that there were more women than men to value the RVCC process, and that the impacts of this process are mostly in the personal dimension. It was concluded that a lifelong learning enhances personal development and educational level of adults. A presente dissertação constitui-se num estudo desenvolvido na área da educação de adultos, tendo como questão central: qual a oferta educativa e formativa certificada dirigida à população adulta do concelho de Vendas Novas, no período de 2000 a 2010? Procurámos dar resposta a esta questão, reflectindo sobre os conceitos relativos à Educação e Aprendizagem ao Longo da Vida e traçando uma breve retrospectiva das políticas educativas que nortearam este sector da educação. Atendendo à natureza do objecto em estudo, seguiu-se uma metodologia qualitativa, tendo a recolha de dados recaído sobre documentos oficiais produzidos por instâncias locais e regionais. Para a sua análise e interpretação, recorreu-se à técnica de análise de conteúdo, com o objectivo de destacar o seu conteúdo, quer evidente, quer latente. Os resultados emanados deste estudo permitiram-nos concluir efectivamente que as ofertas formativas colocadas ao dispor da população do concelho de Vendas Novas, durante a década de 2000 – 2010, foram muito diversificadas e procuraram, não só dar resposta às necessidades de formação/qualificação diagnosticadas, mas também dar cumprimento às orientações políticas nacionais e internacionais, em matéria de educação de adultos; ABSTRACT:This dissertation is the result of a study carries out in the area of adult education, having as central concern the mapping of the certified educational and training offer for adults in the county of Vendas Novas, in the period between 2000 and 2010. We tried to answer this question, reflecting on the concepts relating to education and lifelong learning and plotting a brief review of educational policies that guided this sector of education. Due to the nature of the subject under study, was followed a qualitative methodology, and data collection has relied on official documents produced by local and regional authorities. For the analysis and interpretation of data, we used the technique of content analysis, in order to highlight its content, either obvious or latent. The results emanating from this study allowed us to conclude that the provision of educational and training offer made available to the population of the county of Vendas Novas, during the decade 2000 - 2010, was very diverse and sought to address not only the training / qualification needs diagnosed, but also to comply with the national and international guidelines, in the field of adult education.

Este projeto de investigação teve como objetivo geral avaliar os impactos do processo de Reconhecimento Validação e Certificação de Competências (RVCC) de nível básico, dos adultos que, no Centro de Novas Oportunidades da Fundação Alentejo, no período de 2000-2005, nele participaram e viram certificadas as suas competências. Sendo uma investigação de cariz descritivo, recorre, em termos metodológicos, a uma abordagem quantitativa, operacionalizada pela aplicação de um inquérito por questionário a uma amostra de 147 adultos. A análise dos resultados permitiu-nos concluir que os impactos do processo de RVCC verificam-se, maioritariamente na dimensão pessoal, enquanto, nas dimensões profissional, social e académica, não são tão visíveis. No entanto, são as mulheres que predominam, logo, valorizam mais o processo. Importa, também, verificar que o processo contribui para o aumento da valorização pessoal e do nível de escolaridade dos adultos ao familiarizar-se com o ativar das atividades de Aprendizagem ao Longo da Vida; ABSTRACT:The overall objective of this research project was to assess the impact of the adult basic RVCC (Competence Recognition, Validation and Certification) process in the people that took part in it and whose competences were certified at the Centro de Novas Oportunidades da Fundação Alentejo between 2000 and 2005. Being a descriptive research its methodology implied the application of a questionnaire to a sample of 147 people and a quantitative approach. The analysis of the results allowed us to conclude that the impact of the RVCC process occurred mostly on a personal level; however it is not so visible on the professional, social and academic levels. However, women are in a greater number and, therefore, they value the process more. It is also important to verify that the process contributes to the raise of the sense of self-worth and of the schooling level of adults as they become familiar with the Life-long Learning activities.

Esta investigação insere-se no âmbito geral do Projecto de investigação científica denominado “Novas Núpcias da Qualificação no Alentejo”, promovido pelo Centro de Investigação em Educação e Psicologia da Universidade de Évora. A sua finalidade é avaliar os impactos das TIC na vida dos adultos certificados pelo processo de RVCC. A metodologia utilizada, de carácter quantitativo, baseou-se num estudo descritivo utilizando, como instrumento de investigação, o inquérito por questionário, comum a todas as investigações das “Novas Núpcias da Qualificação no Alentejo”. Este instrumento foi aplicado aos indivíduos certificados entre 2001 e 2005, pelo processo de RVCC, nos seis Centros de RVCC do Alentejo. Dos resultados obtidos, ao nível da dimensão pessoal e profissional, dos indivíduos certificados no Centro de RVCC promovido pelo Centro de Formação Profissional de Portalegre do IEFP, destacamos, na utilização do Computador e da Internet, uma evolução mais significativa nas mulheres e um maior impacto na dimensão pessoal; ABSTRACT: This research falls within the general scope of the research project entitled "Novas Núpcias da Qualificação no Alentejo”, sponsored by the Investigation Centre in Education and Psychology at the University of Évora. Its purpose is to assess the impacts of ICTs in the lives of adults certified by the RVCC program. The methodology in use, the quantitative method, was based on a descriptive study using a research instrument, the questionnaire survey, common to all investigations of "Novas Núpcias da Qualificação no Alentejo". This instrument was administered to individuals certified between the years 2001 and 2005, within the RVCC process in the six RVCC Centres of Alentejo. From the results obtained, at a personal and professional dimension, within the individuals certified in the RVCC Centre sponsored by Vocational Training Centre of Portalegre of “IEFP”, we highlight the use of computer and internet, a most significant development in women and greater impact in the personal dimension.

A presente dissertação insere-se no âmbito do Mestrado em Ciências da Educação, na especialização de Gestão e Administração Educacional, tendo como base a concretização do projecto de investigação denominado “As Novas Núpcias da Qualificação no Alentejo”, promovido pelo Centro de Investigação em Educação e Psicologia da Universidade de Évora. O objecto da investigação centra-se na análise dos impactos sociais e profissionais do processo de RVCC (Reconhecimento, Validação e Certificação de Competências) nos indivíduos certificados, no período de 2000-2005, no Concelho de Santiago do Cacém. A investigação, de natureza descritiva, assume uma base metodológica quantitativa e recorreu à aplicação de um questionário a toda a população em estudo. O resultado obtido permite-nos concluir que o PRVCC produz efeitos positivos no percurso de vida dos indivíduos, tendo mais impacto em termos pessoais do que sociais e profissionais; ABSTRACT: The current essay falls under the scope of the Education Sciences Master, Educational Administration and Management specialty, and is based on the completion of the investigation project called “The New Nuptials of Qualification in Alentejo”, promoted by the Education and Psychology Investigation Center of the University of Évora. The aim of the investigation is focused on the analysis of the impact, of the effects at social and professional level of the RVCC process (Recognition, Validation and Certification of Competencies) of the certified individuals, between 2000-2005, in the County of Santiago do Cacém. This investigation is of descriptive nature and assumes a quantitative methodological approach, which resorted to the administration of a questionnaire to the entire study population. The results obtained allow to conclude that the RVCC process has positive effects on the individuals’ life path, with more impact at personal level than social or professional.
