A partir do exame comparativo dos regimentos passados aos governadores-gerais Antônio Telles da Silva, em 1642, Jerônimo de Ataíde, em 1653, e ao mestre-de-campo general Roque da Costa Barreto, em 1677, o presente trabalho procura, em sua primeira parte, determinar e sistematizar as atribuições e competências do Governo-Geral no que se refere à administração do Estado do Brasil, buscando apresentar como a instituição se organizava, do ponto de vista formal.Na segunda parte, examina-se a prática administrativa dos referidos governadores, tendo por foco as questões relacionadas à defesa e conservação da América portuguesa, como também a sua exploração econômica. Objetiva-se, com isso, verificar as condições de governabilidade, a posição do governador-geral dentro da estrutura administrativa da América, sua interface com os grupos da sociedade e seus distintos interesses, possibilitando compreender seu efetivo funcionamento e sua penetração na sociedade. Pretende-se, dessa forma, apreender a aplicação das normas regimentais e sua recepção no corpo social, identificando, a partir da articulação entre a forma normativa, expressa nos regimentos, e a da prática administrativa, o alcance e os limites do poder da Coroa.

A list, comprising 129 species in 23 families, is presented of the fish commonly caught in 1992/93 in the commercial fisheries around Santarem, Para State, Brazil. The most important families were the Pimelodidae (22 spp.), Cichildae (20) and Serrasalmidae (15), and six species contribute over 50% of the catch in weight.

Rainbow trout is one of the important exotic species that is well established in the upland waters of India. This paper presents the historical background of its introduction and the present status of the fish in the streams of he Nilgiri peninsula of India. The rainbow trout inhabits natural reservoirs and streams of the region as a self-recruiting population. The growth rate is reported to be relatively low and conflicting views about its taxonomic status have been reported. Successful crossbreeding of the Nilgiri rainbow trout with trout stocks from the Indian State of Himachal Pradesh has indicated the scope for utilizing cryopreserved milt as a mode of introducing new genetic material into the Nilgiri rainbow trout population. This paper outlines the requirement of ecological and genetic data to develop a strategy for management and reintroduction fresh stocks.

There is a pressing need to enhance fish production in Africa through improved farm management and the use of improved fish breeds and/or alien species in aquaculture while at the same time conserve the aquatic genetic diversity. This paper presents the outcome of the Expert Consultation on Biosafety and Environmental Impact of Genetic Enhancement and Introduction of Improved Tilapia Strains/Alien Species in Africa held in Nairobi, Kenya on 20-23 February 2002. The main topics discussed were status of aquaculture in Africa and the role of genetic enhancement; potential benefits and risks involved in introduction of genetically improved strains and/or alien species with specific reference to tilapias; existing policies and legislation for the conservation of biodiversity, their strengths and weaknesses; capacity for undertaking genetic enhancement research and implementation of policies for the conservation of aquatic biodiversity.

The relationship between length (L) and weight (W) was estimated for 80 species belonging to 50 families of marine fishes from the shelf and upper slope of southern Brazil (lat. 28°S - 34°S). Sample sizes (n) for different species ranged from 11 to 14 741 specimens collected from commercial landings and research surveys. The fit of the equations (W=aLb) with a and b parameters estimated from regular and functional regression (of log-transformed weight and length data) as well as from a non-linear iterative process using the quasi-Newton algorithm were compared. The non-linear method gave the most accurate estimates in terms of residual sum of squares. Differences were less than 2.3% for n>500 compared with predictive regressions and 1.5% compared with functional regressions. The 1997 International Year of the Reef sees the release of ReefBase 2.0: a global database on coral reefs and their resources. It provides the most comprehensive and accessible repository of information to date. Containing information on over 7000 coral reefs in more than 123 countries, ReefBase 2.0 offers an extensive range of time-related data pertaining to coastal tourism, benthic environment ecology, fish population statistics, oceanography, socioeconomics, mariculture, and harvest activities. It also outlines the stresses causing reef degradation as well as management initiatives. Complemented by hundreds of digitized maps provided by the World Conservation Monitoring Centre (WCMC) and over 500 high quality photographs, ReefBase 2.0 is not only an essential tool for coral reef management but also an comprehensive guide for tourists, scuba divers and snorkelers alike. ReefBase has contributed substantially to the success of the International Coral Reef Institute (ICRI) and serves as the official database of the Global Coral Reef Monitoring Network (GCRMN), bringing together an increasing volume of data on coral reef health, management and significance to humanity, and making it widely available. Over the next five years, the information contained within ReefBase will be utilized as an instrument for developing coral reef health assessment criteria, sustainable management criteria, and providing continuously updated summaries of threats endangering coral reefs around the globe. This will be a strong basis for focused corrective action in an attempt to conserve coral reefs and properly manage their resources for future generations.

O contexto da modernização reflexiva leva ao questionamento sobre o papel das instituições tradicionais, notadamente o Poder Executivo. É possível pressupor que o modelo da sociedade de risco se reflete em alterações no direito e na economia do Brasil. Os riscos tornaram-se uma constante e exigem substituições nas formas de atuação social, o que Ulrich Beck denomina de subpolítica. A mudança é sentida especialmente em setores centrais para economia, tais como o de petróleo e gás, enquanto os riscos globais são sentidos na crise ambiental. Uma vez que as instituições, na Sociedade de Risco, são levadas a rever sua atuação, o empresariado recebe a tarefa de encontrar mecanismos para superar a crise ambiental. A responsabilidade socioambiental da empresa passa a ser exigida como contrapartida pelos lucros obtidos, especialmente para atividades potencialmente poluentes, como a petrolífera. O princípio da precaução, o desenvolvimento sustentável e a equação financeira do contrato podem ser vetores para a adoção da responsabilidade socioambiental pela indústria petrolífera. Mas para que esta possa ser vista como uma nova razão pública deve se demonstrar que ela pode motivar a evolução da sociedade como um todo. A Rio+20 definiu a economia verde como uma nova meta, principalmente para as atividades potencialmente poluentes. O objetivo central do trabalho é investigar a regulação das empresas de petróleo e gás, especialmente sobre a possibilidade de adoção da responsabilidade socioambiental. Ressalte-se que esta visa impor medidas de conservação e ações pró meio ambiente, além daquelas já estipuladas por força legal ou pelo licenciamento ambiental. A pesquisa visa apresentar possíveis soluções para os questionamentos acima, garantindo segurança jurídica para empresas de petróleo e gás, mas ao mesmo tempo visando ampliar a sustentabilidade do setor, propondo novas regras que podem ser adotadas nos editais de licitação e nos contratos de concessão e partilha de produção. Em um momento que se debate a possibilidade de direcionamento dos royalties do petróleo exclusivamente para a educação o estudo de medidas jurídicas para implementar a responsabilidade socioambiental no setor petrolífero torna-se ainda mais necessária.

The giant freshwater prawn (Macrobrachium rosenbergii) is cultured widely around the world but little is known about the levels and patterns of genetic diversity in either wild or cultured stocks. Studies have suggested that genetic diversity may be relatively low in some cultured stocks due to the history of how they were founded and subsequent exposure to repeated population bottlenecks in hatcheries. In contrast, wild stocks have an extensive distribution that extends from Southern Asia across Southeast (SE) Asia to the Pacific region. Therefore, wild stocks could be an important resource for genetic improvement of culture stocks in the future. Understanding the extent and patterns of genetic diversity in wild giant freshwater prawn stocks will assist decisions about the direction future breeding programs may take. Wild stock genetic diversity was examined using a 472 base-pair segment of the 16S rRNA gene in 18 wild populations collected from across the natural range of the species. Two major clades ("eastern" and "western") were identifi ed either side of Huxley’s line, with a minimum divergence of 6.2 per cent, which implies separation since the Miocene period (5-10 MYA). While divergence estimates within major clades was small (maximum 0.9 per cent), evidence was also found for population structuring at a lower spatial scale. This will be examined more intensively with a faster evolving mtDNA gene in the future.

This paper describes fishing activities of households in four communities located in a floodplain lake system of the lower Amazon river. An average of 42 households were interviewed about their fishing activity on a monthly basis. The fishery is a typical multi-gear, multi-specific artisanal fishery. Approximately ten types of fishing gear are utilized, of which the three main types of gillnets account for 51% of the total catch. The catch per trip averaged 15 kg, for an annual total of 2,295 kg per household. Some 40 species or groups of species are caught, although four species account for 50% of the total. There is a strong seasonal pattern to the fishery, with catch per trip and catch per unit effort (CPUE) highest in the low water season (September-November). While there are marked differences between subsistence and commercially oriented fishing strategies, these differences are more in degree than in type, since fishers use the same types of gear and most fishers regularly sell part of their catch.

The parameters a and b of the length-weight relationship of the form W = a . L super(b) were estimated for 57 fish species sampled in Sao Sebastiao Channel and shelf system in 1997, Sao Paulo, Brazil. The b values ranged from 2.746 to 3.617. The Student's t-test revealed that mot (44) species had b values significantly different from 3. A normal distribution of the calculated LWR exponents (b) was obtained.

Conservation and the potential and need for aquaculture of three major fish (Catlocarpio siamensis, Probarbus spp. and Pangasius gigas) of the Mekong River are discussed. Different steps being undertaken by the Cambodian government in doing such activities are highlighted.
