This thesis examines the development of state-narco networks in post-transition Bolivia. Mainstream discourses of drugs tend to undertheorise such relationships, holding illicit economies, weak states and violence as synergistic phenomena. Such assumptions fail to capture the nuanced relations that emerge between the state and the drug trade in different contexts, their underlying logics and diverse effects. As an understudied case, Bolivia offers novel insights into these dynamics. Bolivian military authoritarian governments (1964-1982), for example, integrated drug rents into clientelistic systems of governance, helping to establish factional coalitions and reinforce regime authority. Following democratic transition in 1982 and the escalation of US counterdrug efforts, these stable modes of exchange between the state and the coca-cocaine economy fragmented. Bolivia, though, continued to experience lower levels of drug-related violence than its Andean neighbours, and sustained democratisation despite being a major drug producer. Focusing on the introduction of the Andean Initiative (1989-1993), I explore state-narco interactions during this period of flux: from authoritarianism to (formal) democracy, and from Cold War to Drug War. As such, the thesis transcends the conventional analyses of the drugs literature and orthodox readings of Latin American narco-violence, providing insights into the relationship between illicit economies and democratic transition, the regional role of the US, and the (unintended) consequences of drug policy interventions. I utilise a mixed methods approach to offer discrete perspectives on the object of study. Drawing on documentary and secondary sources, I argue that state-narco networks were interwoven with Bolivia’s post-transition political settlement. Uneven democratisation ensured pockets of informalism, as clientelistic and authoritarian practices continued. This included police and military autonomy, and tolerance of drug corruption within both institutions. Non-enforcement of democratic norms of accountability and transparency was linked to the maintenance of fragile political equilibrium. Interviews with key US and Bolivian elite actors also revealed differing interpretations of state-narco interactions. These exposed competing agendas, and were folded into alternative paradigms and narratives of the ‘war on drugs’. The extension of US Drug War goals and the targeting of ‘corrupt’ local power structures, clashed with local ambivalence towards the drug trade, opposition to destabilising, ‘Colombianised’ policies and the claimed ‘democratising mission’ of the Bolivian government. In contrasting these US and Bolivian accounts, the thesis shows how real and perceived state-narco webs were understood and navigated by different actors in distinct ways. ‘Drug corruption’ held significance beyond simple economic transaction or institutional failure. Contestation around state-narco interactions was enmeshed in US-Bolivian relations of power and control.

Las enfermedades raras o huérfanas corresponden a aquellas con baja prevalencia en la población, y en varios países tienen una definición distinta de acuerdo con el número de pacientes que afectan en la población. La Organización Mundial de la Salud (OMS), las define como un trastorno que afecta de 650 a 1.000 personas por millón de habitantes, de las que se han identificado alrededor de 7.000. En Colombia su prevalencia es menor de 1 por cada 5.000 personas y comprenden: las enfermedades raras, las ultra-huérfanas y las olvidadas. Los pacientes con este tipo de enfermedades imponen retos a los sistemas sanitarios, pues si bien afectan a un bajo porcentaje de la población, su atención implica una alta carga económica por los costos que involucra su atención, la complejidad en su diagnóstico, tratamiento, seguimiento y rehabilitación. El abordaje de las enfermedades raras requiere un manejo interdisciplinar e intersectorial, lo que implica la organización de cada actor del sistema sanitario para su manejo a través de un modelo que abraque las dinámicas posibles entre ellos y las competencias de cada uno. Por lo anterior, y teniendo en cuenta la necesidad de formular políticas sanitarias específicas para la gestión de estas enfermedades, el presente trabajo presenta una aproximación a la formulación de un modelo de gestión para la atención integral de pacientes con enfermedades raras en Colombia. Esta investigación describe los distintos elementos y características de los modelos de gestión clínica y de las enfermedades raras a través de una revisión de literatura, en la que se incluye la descripción de los distintos actores del Sistema de Salud Colombiano, relacionados con la atención integral de estos pacientes para la documentación de un modelo de gestión integral.

Con la llegada del demócrata Barack Obama a la presidencia de Estados Unidos, se inició un proceso de transformación de la política antidrogas estadounidense, lo cual, impactó en el ámbito doméstico y exterior, en ése último, especialmente en cuanto cooperación refiere. Considerando lo anterior, la investigación analiza cómo la transformación de la política antidrogas de Estados Unidos ha incidido en la cooperación colombo-estadounidense en materia de lucha contra las drogas. Para ello, se estudia la transformación del modelo estadounidense, se identifica la evolución de la cooperación contra el narcotráfico entre los dos Estados en el periodo 2009- 2014 y se examina la incidencia de la transformación de la política estadounidense antidrogas en la política antidrogas de Colombia.

The Late Variscan deformation event in Iberia, is characterized by an intraplate deformation regime induced by the oblique collision between Laurentia and Gondwan. This episode in Iberia is characterized by NNE-SSW strike-slip faults, which are considered by the classic works as sinistral strike-slips. However, the absence of Mesozoic formations constraining the age of this sinistral kinematics, led some authors to consider it as the result of Alpine reworking. Structural studies in Almograve and Ponta Ruiva sectors (SW Portugal), not only shows that NNE-SSW faults presents a clear sinistral kinematics and are occasionally associated with E-W dextral shears, but also that this kinematics is related to the late deformation episodes of Variscan Orogeny. In Almograve sector, the late Variscan structures are characterized by NNE-SSW sinistral kink-bands, spatially associated with E-W dextral faults. These structures are contemporaneous and affect the previously deformed Carboniferous units. The Ponta Ruiva Sector constrains the age of deformation because the E-W dextral shears affect the Late Carboniferous (late Moscovian) units, but not the overlying Triassic series. The new exposed data shows that the NNE-SSW and the E-W faults are dynamically associated and results from the same deformation event. The NNE-SSW sinistral faults could be considered as second order dominoes structures related with first order E-W dextral shears, related with Laurasia-Gondwana collision during Late Carboniferous-Permian Times.

U–Pb geochronological study of zircons from nodular granites and Qtz-diorites comprising part of Variscan high- grade metamorphic complexes in Gredos massif (Spanish Central System batholith) points out the significant presence of Cambro-Ordovician protoliths among the Variscan migmatitic rocks that host the Late Carboniferous intrusive granitoids. Indeed, the studied zone was affected by two contrasted tectono-magmatic episodes, Car- boniferous (Variscan) and Cambro-Ordovician. Three main characteristics denote a close relation between the Cambro-Ordovician protholiths of the Prado de las Pozas high-grade metamorphic complex, strongly reworked during the Variscan Orogeny, and other Cambro-Ordovician igneous domains in the Central Iberian Zone of the Iberian Massif: (1) geochemical features show the ferrosilicic signature of nodular granites. They plot very close to the average analysis of themetavolcanic rocks of the Ollo de Sapo formation (Iberia). Qtz-diorites present typical calc-alkaline signatures and are geochemically similar to intermediate cordilleran granitoids. (2) Both Qtz-diorite and nodular granite samples yield a significant population of Cambro-Ordovician ages, ranging between 483 and 473 Ma and between 487 and 457 Ma, respectively. Besides, (3) the abundance of zircon inher- itance observed on nodular granites matches the significant component of inheritance reported on Cambro- Ordovician metagranites and metavolcanic rocks of central and NW Iberia. The spatial and temporal coincidence of both peraluminous and intermediate granitoids, and specifically in nodular granites and Qtz-diorite enclaves of the Prado de las Pozas high-grade complex, is conducive to a common petrogenetic context for the formation of both magmatic types. Tectonic and geochemical characteristics describe the activity of a Cambro-Ordovician arc-back-arc tectonic set- ting associated with the subduction of the Iapetus–Tornquist Ocean and the birth of the Rheic Ocean. The exten- sional setting is favorable for the generation, emplacement, and fast rise of subduction-related cold diapirs, supported by the presence of typical calc-alkaline cordilleran granitoids contemporary with ferrosilicic volcanism.

The stratigraphic record of the Early Carboniferous in Iberia reveals that synorogenic deposition was important and occurred simultaneously in basins influenced by extension and contraction with gravitational instability. In NW Iberia (Galicia – Trás-os-Montes Zone) contraction was dominant and the deposition took place in a forebulge outwards from the nappe stacking front. Here, synorogenic deposits were strongly affected by folding and thrusting as they were imbricated and incorporated in the allochthonous pile. In a different way, in SW Iberia (Ossa-Morena Zone) synorogenic deposition was influenced by extension and happened simultaneously with the onset of significant magmatism.

Yacon, Smallanthus sonchifolius, an Andean species. is a rich source of dictetíc oligofructans with low glucose content. proteins and phenolic compounds. These constituents have shown efficacy in the prevention of diet-related ehronic diseases, including gastroin-testinal disorders and diabetes |1,2|. Yacon is part of a research program at the National Center for Natural Products Research (NCNPR) and University of Mississippi Field Station to develop new alternative root crops for Mississippi while attempting to im-prove the diet of low incorne families. Yacon can be easily propa-gated by cultings. Virus and nematode infections have been re-ported on plants propagated by cuttings in Brazil. a country that hás adopted Yacon as specialty crop [3|. We have developed two culture systems. autotrophic and heterotrophic, to produce healthy plants. Herem we describe the presence of endophytic bactéria m micropropagated Yacon. In auxin free media, new roots were induced. Overa 15day period. the average root mduction per expiam was 5.45 to 8.75 under autotrophic and heterotrophic cul-tures, respectively. Root lenglh vaned between 3 and 60mrn. The presence of root hairs and lateral roots was noticed only in auto-trophic condilions. ResumenLa penetración del Estado venezolano en la producción y comercialización del café entre 1974 y 1991 no logró desplazar el control social y económico a los grupos tradicionales de poder en la región de los Andes; estos se organizaron en nuevos núcleos de poder junto con los burócratas de las instituciones cafetaleras, demostrando la persistencia de elementos económicos en la organización social andina.AbstractThe involvement of Venezuelan State in production and marketing of coffee from 1974 to 1991 did not put an end to social and economic control by traditional power groups in the Andean region. Such groups organized into new power nuclei together with bureaucrats from coffee sector institutions, thus demonstrating the persistence of non-economic components of Andean social organization.
