Recent years have seen a dramatic increase in litigation against the National Marine Fisheries Service, NOAA. Litigation may affect personnel throughout the agency, including scientists, whose work is often directly or indirectly influenced by complex legal requirements, but who may not be in a position to comment or engage in public dialogue. It may be helpful for scientists and other agency personnel to join the ongoing discussion in the legal community regarding the interface of science and law. This paper provides a starting point with a selected introduction to relevant legal literature in this area. It uses the phrase “forensic fisheries science” to describe the application of science to legal requirements in the fishery management context. It concludes with suggestions for future research that could assist NMFS scientists as they grapple with the challenge of using science to help the agency meet its complex legal requirements. O objetivo desta tese é, por um lado, abordar a relação entre o corpo e a linguagem a partir das perspectivas da poesia, do teatro e da performance. Por outro lado, propomos que a compreensão de tal campo relacional pode esclarecer pontos em comum entre essas diferentes artes, trazendo uma nova percepção do fenômeno poético. Para tal, fez-se necessário operar um desvio com relação à concepção moderna que entende o corpo enquanto substância material extensa e a linguagem como algo associado à substância subjetiva ideal do pensamento. Pelo contrário, procuramos trabalhar com a hipótese de que corpo e linguagem se encontram em estado de relação senão necessária ao menos constante, valendo-nos da ideia do corpo-em-vida, e da linguagem enquanto ação e enquanto discurso. A análise opera um recorte contemporâneo entre obras que vão das poetas Angélica Freitas e Marília Garcia até a da atriz e encenadora Cristina Flores, e da performer norte-americana Laurie Anderson. A escrita da tese nos levou a uma combinação entre aspectos formais do ensaio e do drama, numa costura de múltiplas vozes, de modo a concretizar o entrelaçamento entre as ideias vividas ao longo da pesquisa e a experiência física da produção do texto

O estilo de época Sturm und Drang, o primeiro movimento literário genuinamente alemão, surgido na segunda metade do século XVIII, possibilitou a emancipação literária da Alemanha e introduziu naquele país o conceito de gênio original. A partir da descoberta da obra do gênio inglês Shakespeare (possibilitada pelas traduções de Christoph Martin Wieland), os alemães se depararam com o modelo de revolução literária que necessitavam para instituir as bases da originalidade literária alemã. Pautando-se na estrutura dramática shakespeariana, Johann Wolfgang von Goethe e Friedrich Schiller elaboraram seus dramas de estreia, obras foco da presente pesquisa: Götz von Berlichingen e Os bandoleiros, respectivamente. O presente estudo propõe-se, por conseguinte, a analisar as obras supracitadas à luz da temática do gênio original. Mas, primeiramente, são observados os fatores (como a ascenção do romance inglês) e escritores (como Gothold Ephraim Lessing, Johann Jakob Bodmer, Johann Jakob Breitinger, Friedrich Gottlieb Klopstock, Johann Joachim Winckelmann, Wieland e Johann Gottfried von Herder) que colaboraram para a instituição da era genial na Alemanha

This is the Water Quality Monitoring in the Mersey Estuary report produced by the Environment Agency in 2001. This report focuses on the Water Quality Monitoring Programme held in the Mersey Estuary. Since the mid-1960s water samples have been collected at approximately monthly intervals along the length of the estuary between Warrington and New Brighton and in later years further off-shore. This data-set provides an invaluable resource to determine how the very large capital spending of recent years has resulted in the dramatic improvements in water quality that we are now able to record. Initially, the interest was focused on parameters such as dissolved oxygen, BOD, nutrients and suspended solids. Over the last decades, as analytical methods have improved, toxic metals and persistent organic compounds have been included in the routine monitoring programme at a limited number of sites. Moreover, with the introduction of the European Water Framework Directive monitoring programmes it was an opportune time to review the Mersey monitoring strategy. This revised monitoring programme required data from several other components (water, sediments, flora, fauna, fish and birds. This report also contains information about Routine monthly surveys, Special surveys, Chloralkali Directive, UKNMP, British Geological Survey, EDMAR and NERC Environmental Diagnostics Thematic Programme.

A presente investigação propõe uma comparação entre a obra do romancista irlandês James Joyce produzida até 1904 e a obra Bombaim: cidade máxima, do escritor indiano Suketu Mehta no sentido de identificar semelhanças em certos procedimentos de representação tanto da cidade como da autorrepresentação, ou seja, a representação de si mesmo. É objetivo da investigação aqui desenvolvida também argumentar que tais semelhanças não são meramente fortuitas, mas que estão relacionadas à continuidade de processos históricos diretamente relacionados ao advento, propagação e manutenção do que a historiadora estadunidense Ellen Meiksins Wood chama de império do capital. Para levar a investigação a cabo, foi promovida uma pesquisa formada pelos seguintes desmembramentos que compõem os capítulos da tese: uma revisão dos conceitos de colônia, império e imperialismo, assim como da relação entre o Império Britânico e a Irlanda a primeira colônia britânica e terra natal de Joyce e a Índia a maior e mais importante colônia britânica e país onde Mehta nasceu; uma exploração do tema da cidade, que envolve sua relevância para a contemporaneidade, a emergência da cidade industrial capitalista, e as ideias do sociólogo alemão Georg Simmel acerca da configuração psicológica engendrada na e por essa conformação urbana; uma detida investigação da obra inicial de Joyce, no intuito de explorar o desenvolvimento do que chamamos de literatura dramática joyceana, seu uso nos primeiros textos ficcionais de Joyce e a relação de tal literatura com o tema da cidade; uma breve recapitulação de alguns dos eventos marcantes do século XX que acreditamos terem estreita relação com a pesquisa aqui desenvolvida: a derrocada do Império Britânico, a emergência dos EUA como nova potência imperial, a relação do movimento Modernista com o contexto imperialista do início do século e com o tema da cidade, ilustrada principalmente pela figura e obra de Joyce; uma detalhada exploração de Bombaim: cidade máxima, seus personagens e temas; finalmente, a explicitação das semelhanças e diferenças existentes entre as narrativas de Joyce e Mehta e de como tais características se relacionam com a emergência, manutenção e propagação do império do capital.

A dissertação se propõe a investigar as diferentes formas de estruturas narrativas para o desenvolvimento em um roteiro cinematográfico, adaptado de uma obra literária. Para este trabalho, vamos usar como corpus o romance Ensaio sobre a cegueira de José Saramago que foi adaptado pelo roteirista Don Mckellar, originando o filme dirigido por Fernando Meirelles, em 2008. A finalidade deste recorte é mostrar o processo de construção narrativa no audiovisual, tendo como base o livro. Nessa investigação, o suporte para análise do audiovisual será realizado com conceituados especialistas em roteiros cinematográfico como Linda Hutcheon, Robert Mckee, Jean-Claude Carriére, Flávio de Campos e David Howard. As possibilidades da criação do roteiro seguirão o mote em quatro divisões: narrativa, estrutura, ensaio sobre imagens e da palavra para imagem, procurando responder como a linguagem intervém no sentido da palavra para imagem e como ocorre o conceito de autoria nessa vertente da adaptação. A trama de Ensaio sobre a cegueira, traz elementos clássicos da estrutura dramática e amplia sua dimensão em relação ao conteúdo da estória na roteirização de Don Mckellar. Com esta pesquisa, esperamos contribuir para um melhor entendimento na construção e organização de um roteiro no processo de adaptação em si

A cinetose tem elevada prevalência mundial, sendo mais frequente na infância e no sexo feminino, mas também pode acometer adultos. Resulta de um conflito vestíbulo-visual que incide durante a locomoção em diversos meios de transporte, como carro, ônibus, avião e barco. A forma mais dramática ocorre no transporte marítimo. Ocasiona náusea, vômito, sudorese, aumento da salivação, redução do apetite, hipotensão e mal-estar. Geralmente é produzida por estímulo vestibular, mas também pode ser induzida por estímulo visual. Tanto as acelerações lineares quanto angulares geram cinetose se persistirem por longo período em indivíduos susceptíveis. Recentemente ocorre maior interesse nessa afecção devido ao crescente uso de tecnologia de simulação de vôo e direção automobilística. O objetivo do estudo foi analisar as alterações vestibulares nos indivíduos adultos com cinetose. Trata-se de um estudo prospectivo, tipo série de casos. Os pacientes do ambulatório do Hospital Universitário Pedro Ernesto-UERJ foram avaliados através de anamnese geral e dirigida e exame fisico geral e otorrinolaringológico. Aqueles com histórico de doença otológica foram excluídos. Posteriormente realizaram audiometria e testes vestibulares com o registro gráfico dos nistagmos através da vectoeletronistagmografia. Nos resultados das provas calóricas encontramos 3,33% de pacientes com alteração de predomínio direcional, 6,67% com alteração de predomínio labiríntico, 3,33% com hiperreflexia esquerda, 3,33% com hiporreflexia direita e 3,33% com hiporreflexia esquerda. Encontrados algumas variações na análise dos movimentos sacádicos, nistagmo optocinético e rastreio pendular. Os resultados foram de encontro aos achados da literatura. Diante dos achados, foi observado que o exame otoneurológico com registro gráfico da cinetose mostrou-se muito importante para a avaliação dos pacientes com essa afecção. O estudo traz benefícios por contribuir para o melhor entendimento da cinetose e estimular novas pesquisas na área.

The modern fishery for Tilefish (Lopholatilus chamaeleonticeps) developed during the 1970s, offshore of southern New England, in the western North Atlantic Ocean. The population quickly became over exploited, with documented declines in catch rates and changes in demographic traits. In an earlier study, median size at maturity (L50) of males declined from 62.6 to 38.6 cm fork length (FL) and median age at maturity (A50) of males declined from 7.1 to 4.6 years between 1978 and 1982. As part of a cooperative research effort to improve the data-limited Tilefish assessment, we updated maturity parameter estimates through the use of an otolith aging method and macroscopic and microscopic evaluations of gonads. The vital rates for this species have continued to change, particularly for males. By 2008, male L50 and A50 had largely rebounded, to 54.1 cm FL and 5.9 years. Changes in female reproductive schedules were less variable among years, but the smallest L50 and youngest A50 were recorded in 2008. Tilefish are dimorphic, where the largest fish are male, and male spawning success is postulated to be socially mediated. These traits may explain the initial rapid decline and the subsequent rebound in male L50 and A50 and less dramatic effects on females. Other factors that likely contribute to the dynamics of maturity parameter estimates are the relatively short period of overfishing and the amount of time since efforts to rebuild this fishery began, as measured in numbers of generations. This study also confirms the gonochoristic sexual pattern of the northern stock, and it reveals evidence of age truncation and relatively high proportions of immature Tilefish in the recent catch.

Coastal and marine ecosystems support diverse and important fisheries throughout the nation’s waters, hold vast storehouses of biological diversity, and provide unparalleled recreational opportunities. Some 53% of the total U.S. population live on the 17% of land in the coastal zone, and these areas become more crowded every year. Demands on coastal and marine resources are rapidly increasing, and as coastal areas become more developed, the vulnerability of human settlements to hurricanes, storm surges, and flooding events also increases. Coastal and marine environments are intrinsically linked to climate in many ways. The ocean is an important distributor of the planet’s heat, and this distribution could be strongly influenced by changes in global climate over the 21st century. Sea-level rise is projected to accelerate during the 21st century, with dramatic impacts in low-lying regions where subsidence and erosion problems already exist. Many other impacts of climate change on the oceans are difficult to project, such as the effects on ocean temperatures and precipitation patterns, although the potential consequences of various changes can be assessed to a degree. In other instances, research is demonstrating that global changes may already be significantly impacting marine ecosystems, such as the impact of increasing nitrogen on coastal waters and the direct effect of increasing carbon dioxide on coral reefs. Coastal erosion is already a widespread problem in much of the country and has significant impacts on undeveloped shorelines as well as on coastal development and infrastructure. Along the Pacific Coast, cycles of beach and cliff erosion have been linked to El Niño events that elevate average sea levels over the short term and alter storm tracks that affect erosion and wave damage along the coastline. These impacts will be exacerbated by long-term sea-level rise. Atlantic and Gulf coastlines are especially vulnerable to long-term sea-level rise as well as any increase in the frequency of storm surges or hurricanes. Most erosion events here are the result of storms and extreme events, and the slope of these areas is so gentle that a small rise in sea level produces a large inland shift of the shoreline. When buildings, roads and seawalls block this natural migration, the beaches and shorelines erode, threatening property and infrastructure as well as coastal ecosystems.

Since the 1940s, portions of the Island of Vieques, Puerto Rico have been used by the United States Navy (USN) as an ammunition support detachment and bombing and maneuver training range. In April 2001, the USN began phasing out military activities on the island and transferring military property to the U.S. Department of the Interior, the Municipality of Vieques, and the Puerto Rico Conservation Trust. A small number of studies have been commissioned by the USN in the past few decades to assess selected components of the coral reef ecosystem surrounding the island; however, these studies were generally of limited geographic scope and short duration. The National Oceanic and Atmospheric Administration’s (NOAA) National Centers for Coastal Ocean Science (NCCOS), in consultation with NOAA’s Office of Response and Restoration (OR&R) and other local and regional experts, conducted a more comprehensive characterization of coral reef ecosystems, contaminants, and nutrient distribution patterns around Vieques. This work was conducted using many of the same protocols as ongoing monitoring work underway elsewhere in the U.S. Caribbean and has enabled comparisons among coral reef ecosystems in Vieques and other locations in the region. This characterization of Vieques’ marine ecosystems consists of a two part series. First, available information on reefs, fish, birds, seagrasses, turtles, mangroves, climate, geology, currents, and human uses from previous studies was gathered and integrated into a single document comprising Part I of this two part series (Bauer et al. 2008). For Part II of the series, presented in this document, new field studies were conducted to fill data gaps identified in previous studies, to provide an island-wide characterization, and to establish baseline values for the distribution of habitats, nutrients, contaminants, fish, and benthic communities. An important objective underlying this suite of studies was to quantify any differences in the marine areas adjacent to the former and current land-use zoning around Vieques. Specifically of interest was the possibility that either Naval (e.g., practice bombing, munitions storage) or civilian activities (e.g., sewage pollutants, overfishing) could have a negative impact on adjacent marine resources. Measuring conditions at this time and so recently after the land transfer was essential because present conditions are likely to be reflective of past land-use practices. In addition, the assessment will establish benchmark conditions that can be influenced by the potentially dramatic future changes in land-use practices as Vieques considers its development. This report is organized into seven chapters that represent a suite of interrelated studies. Chapter 1 provides a short introduction to the island setting, the former and current land-use zoning, and how the land zoning was used to spatially stratify much of the sampling. Chapter 2 is focused on benthic mapping and provides the methods, accuracy assessment, and results of newly created benthic maps for Vieques. Chapter 3 presents the results of new surveys of fish, marine debris, and reef communities on hardbottom habitats around the island. Chapter 4 presents results of flora and fauna surveys in selected bays and lagoons. Chapter 5 examines the distribution of nutrients in lagoons, inshore, and offshore waters around the island. Chapter 6 is focused on the distribution of chemical contaminants in sediments and corals. Chapter 7 is a brief summary discussion that highlights key findings of the entire suite of studies.

Nonindigenous species (NIS) are a major threat to marine ecosystems, with possible dramatic effects on biodiversity, biological productivity, habitat structure and fisheries. The Papahānaumokuākea Marine National Monument (PMNM) has taken active steps to mitigate the threats of NIS in Northwestern Hawaiian Islands (NWHI). Of particular concern are the 13 NIS already detected in NWHI and two invasive species found among the main Hawaiian Islands, snowflake coral (Carijoa riseii) and a red alga (Hypnea musciformis). Much of the information regarding NIS in NWHI has been collected or informed by surveys using conventional SCUBA or fishing gear. These technologies have significant drawbacks. SCUBA is generally constrained to depths shallower than 40 m and several NIS of concern have been detected well below this limit (e.g., L. kasmira – 256 m) and fishing gear is highly selective. Consequently, not all habitats or species can be properly represented. Effective management of NIS requires knowledge of their spatial distribution and abundance over their entire range. Surveys which provide this requisite information can be expensive, especially in the marine environment and even more so in deepwater. Technologies which minimize costs, increase the probability of detection and are capable of satisfying multiple objectives simultaneously are desired. This report examines survey technologies, with a focus on towed camera systems (TCSs), and modeling techniques which can increase NIS detection and sampling efficiency in deepwater habitats of NWHI; thus filling a critical data gap in present datasets. A pilot study conducted in 2008 at French Frigate Shoals and Brooks Banks was used to investigate the application of TCSs for surveying NIS in habitats deeper than 40 m. Cost and data quality were assessed. Over 100 hours of video was collected, in which 124 sightings of NIS were made among benthic habitats from 20 to 250 m. Most sightings were of a single cosmopolitan species, Lutjanus kasmira, but Cephalopholis argus, and Lutjanus fulvus, were also detected. The data expand the spatial distributions of observed NIS into deepwater habitats, identify algal plain as an important habitat and complement existing data collected using SCUBA and fishing gear. The technology’s principal drawback was its inability to identify organisms of particular concern, such as Carijoa riseii and Hypnea musciformis due to inadequate camera resolution and inability to thoroughly inspect sites. To solve this issue we recommend incorporating high-resolution cameras into TCSs, or using alternative technologies, such as technical SCUBA diving or remotely operated vehicles, in place of TCSs. We compared several different survey technologies by cost and their ability to detect NIS and these results are summarized in Table 3.

The impact of recent changes in climate on the arctic environment and its ecosystems appear to have a dramatic affect on natural populations (National Research Council Committee on the Bering Sea Ecosystem 1996) and pose a serious threat to the continuity of indigenous arctic cultures that are dependent on natural resources for subsistence (Peterson D. L., Johnson 1995). In the northeast Pacific, winter storms have intensified and shifted southward causing fundamental changes in sea surface temperature patterns (Beamish 1993, Francis et al. 1998). Since the mid 1970’s surface waters of the central basin of the Gulf of Alaska (GOA) have warmed and freshened with a consequent increase in stratification and reduced winter entrainment of nutrients (Stabeno et al. 2004). Such physical changes in the structure of the ocean can rapidly affect lower trophic levels and indirectly affect fish and marine mammal populations through impacts on their prey (Benson and Trites 2002). Alaskan natives expect continued and perhaps accelerating changes in resources due to global warming (DFO 2006).and want to develop strategies to cope with their changing environment.

Status of the southeastern U.S. stock of red porgy (Pagrus pagrus) was estimated from fishery-dependent and fishery-independent data, 1972–97. Annual population numbers and fishing mortality rates at age were estimated from virtual population analysis (VPA) calibrated with fishery-independent data. For the VPA, a primary matrix of catch at age was based on age-length keys from fishery-independent samples; an alternate matrix was based on fishery-dependent keys. Additional estimates of stock status were obtained from a surplus-production model, also calibrated with fishery-independent indices of abundance. Results describe a dramatic increase in exploitation of this stock and concomitant decline in abundance. Estimated fully recruited fishing mortality rate (F) from the primary catch matrix increased from 0.10/yr in 1975 to 0.88/yr in 1997, and estimated static spawning potential ratio (SPR) declined from about 67% to about 18%. Estimated recruitment to age 1 declined from a peak of 3.0 million fish in 1973–74 to 94,000 fish in 1997, a decline of 96.9%. Estimated spawning-stock biomass declined from a peak of 3530 t in 1979 to 397 t in 1997, a decline of 88.8%. Results from the alternate catch matrix were similar. Retrospective patterns in the VPA suggest that the future estimates of this population decline will be severe, but may be less than present estimates. Long-term and marked declines in recruitment, spawning stock, and catch per unit of effort (both fishery-derived and fishery-independent)are consistent with severe overexploitation during a period of reduced recruitment. Although F prior to 1995 has generally been estimated at or below the current management criterion for overfishing (F equivalent to SPR=35%), the recent spawning-stock biomass is well below the biomass that could support maximum sustainable yield. Significant reductions in fishing mortality will be needed for rebuilding the southeastern U.S. stock.

In the face of dramatic declines in groundfish populations and a lack of sufficient stock assessment information, a need has arisen for new methods of assessing groundfish populations. We describe the integration of seafloor transect data gathered by a manned submersible with high-resolution sonar imagery to produce a habitat-based stock assessment system for groundfish. The data sets used in this study were collected from Heceta Bank, Oregon, and were derived from 42 submersible dives (1988–90) and a multibeam sonar survey (1998). The submersible habitat survey investigated seafloor topography and groundfish abundance along 30-minute transects over six predetermined stations and found a statistical relationship between habitat variability and groundfish distribution and abundance. These transects were analyzed in a geographic information system (GIS) by using dynamic segmentation to display changes in habitat along the transects. We used the submersible data to extrapolate fish abundance within uniform habitat patches over broad areas of the bank by means of a habitat classification based on the sonar imagery. After applying a navigation correction to the submersible-based habitat segments, a good correlation with major boundaries on the backscatter and topographic boundaries on the imagery were apparent. Extrapolation of the extent of uniform habitats was made in the vicinity of the dive stations and a preliminary stock assessment of several species of demersal fish was calculated. Such a habitat-based approach will allow researchers to characterize marine communities over large areas of the seafloor.

The fisheries of Lake Victoria have undergonea dramatic transformation during the last two decades. From being a locally based fishery with little intervention and capital investment from outside,the present fishery is dominated by national and international capital penetrating the industry. It is explosion in the growth of nile perch and the strong demand devloped for this fishin the global markets, which have transformed the fisheries of the Lake victoria. This report presents the results of a survey carried out between October 2001 and February 2002 about the fishery distribution patterns and their impacts on fisher communities of Lake Victoria. The fisheries distribution pattern of the lake is described as well as the flows and benefits from the fisheries resource and the resource constraints and sustainability options. A major part of the paper discusses some of the socio-economic impacts of the rapid changes that are responsible for the present fisheries. It particularly focuses on the effect of the Nile perch boom, its globalization and the development of the fish industry in Uganda, on food security and employment for the local population.
