'Common places', as argued in this paper, may at times fulfil a persuasive function. This is the case of messages enshrined in Europe 2020. In the aftermath of an unprecedented economic and financial crisis they may sound like common places. European institutions have given precedence to measures on financial and budgetary stability, thus marginalising social and employment policies. The only promising developments, the 'new places' in labour law, must be searched in the new synergies among employment and cohesion policies. National and subnational levels of decison-making should be favoured in order to attain the delivery of new partnership agreements, supported by European structural funds.

As the leadership of the European Union hands over the baton to a new management this autumn, will the winds of change blow also through the cobwebs of the EU’s enlargement agenda? Jean-Claude Juncker – the incoming President of the European Commission – has already promised to put the gearbox of further EU widening in neutral for the next five years of his mandate, and has designated the Austrian Johannes Hahn as Commissioner for the re-baptised portfolio of now European Neighbourhood Policy and Enlargement Negotiations, instructing him to focus on the Union’s political and economic ties with Southern and Eastern Europe, and in particular with the Balkans. Such an approach in the field of enlargement – once crowned the jewel of EU foreign policy – has all the appeal of a damp rag but does not necessarily depart from the festina lente strategy of the recent past. Inside the Union, political appetite and public support for expansion have been fizzling since Bulgaria and Romania joined in 2007, and were then severely curbed in the context of the on-going crisis by growing fears of importing organised crime and migrants from the Balkans. Juncker’s logic of consolidation sounds depressingly similar to what it supposedly replaces and incidentally, it also fits neatly with the unambitious and inward-looking mantra favoured at present in discussions at all levels on the future of European integration, more generally. With the 28-member block determined to catch its breath in the immediate time period, and given that even the forerunner countries in the Balkans – that is, Montenegro and Serbia – will realistically need more than five years to complete their accession talks, what priorities should guide Commissioner Hahn, soon to be Directorate-General for Neighbourhood and Enlargement Negotiations – when they get down to business on 1 November?

Within recent years, increasing international competition has caused an increase in job transitions worldwide. Many countries find it difficult to manage these transitions in a way that ensures a match between labour and demand. One of the countries that seem to manage the transitions in a successful way is Denmark, where unemployment has been dropping dramatically over the last decade without a drop in job quality. This success is ascribed the so-called Danish flexicurity model, where an easy access to hiring and firing employees (flexibility) is combined with extensive active and passive labour market policies (security). The Danish results have gained interest not only among other European countries, where unemployment rates remain high, but also in the US, where job loss is often related to lower job quality. It has, however, been subject to much debate both in Europe and in the US, whether or not countries with distinctively different political-economic settings can learn from one another. Some have argued that cultural differences impose barriers to successful policy transfer, whereas others see it as a perfectly rational calculus to introduce 'best practices' from elsewhere. This paper presents a third strategy. Recent literature on policy transfer suggests that successful cross national policy transfer is possible, even across the Atlantic, but that one must be cautious in choosing the form, content and level of the learning process. By analysing and comparing the labour market policies and their settings in Denmark and the US in detail, this paper addresses the question, what and how the US can learn from the Danish model. Where the US and Denmark share a high degree of flexibility, they differ significantly on the level of security. This also means that the Danish budget for active and passive labour market policies is significantly higher than the American, and it seems unlikely that political support for the introduction of Danish levels of security in the US can be established. However, the paper concludes that there is a learning potential between the US and Demnark in the different local level efficiency of the money already spent. A major reason for the Danish success has been the introduction of tailor made initiatives to the single displaced worker and a stronger coordination between local level actors. Both of which are issues, where a lack of efficiency in the implementation of American active labour market policies has been reported.

The Eurasian Economic Union (EEU) started work on 1 January 2015. Considered as Russia’s response to the EU’s Eastern Partnership (EaP), it has been almost ignored in Brussels. However, with the Ukraine crisis and the deteriorating relations with Moscow, some European leaders have begun to reconsider Putin’s proposal for a region-to-region engagement. This paper tries to analyse under which conditions this could represent a long-term solution for a new European order. First, it is argued that the EEU is still far from being a credible international interlocutor. Second, Russia’s commitment to international trade rules and liberalization is questioned, whereas its geopolitical objectives seem predominant. EU engagement with the EEU in Ukraine would mean, in the short term, legitimizing Russia’s vision of a ‘bipolar Europe’ divided in spheres of influence. In the long run, prospects for inter-regional cooperation remain open, but the way to go is long and full of obstacles.

The recent crisis in Japan, which combined tsunami and technological events, shows that any crisis, especially those in developed and developing countries, is from here out a hybrid crisis, mixing natural factors and human/technological (NATECH). Faced with such dramatic events, which exceed any means available for emergency rescue service, it is necessary a) to remain prudent and b) to prepare. One of the means for preparing is unquestionably training. However, here, undoubtedly there are important constraints: How to train, for example, while reproducing vividly and realistically, an event? How to exceed the admittedly useful, although very limited, level of the table-top exercise? How also to avoid the unnecessary mobilization of dozens, even hundreds, of field and operation staffers to take part in an exercise which could lead to a disappointing outcome? A major crisis, a major exercise, in effect. The solution of virtual reality has emerged, in Europe and in the United States. It is also sometimes called “serious game”.

A presente dissertação tem como objeto estudar o racismo entre jovens institucionalizados e pretendeu-se chegar ao mesmo objetivo através da bibliografia existente, especialmente virada para a juventude, dizendo o que pensa sobre o racismo, e visando outros países (como os EUA e o Brasil), tendo em especial atenção para o que se passa no resto da Europa e em Portugal, e quais as razões da existência do racismo. Na metodologia deste estudo, foi empregue o método qualitativo, através do qual se analisou seis entrevistas, para ver se há racismo entre jovens institucionalizados e se numa instituição há ou não racismo. Não há estudo conclusivo, só há leituras da realidade postas á prova.

L'elaborato è il risultato del progetto di tesi svolto presso l’azienda Lift Truck Equipment L.T.E. di Ostellato (Ferrara) che opera nell’ambito della progettazione e produzione di gruppi di sollevamento ed attrezzature per carrelli elevatori all’interno del gruppo Toyota Material Handling. Il progetto è stato svolto nel periodo da gennaio a marzo 2016 in collaborazione con l’ufficio di Ingegneria di processo di L.T.E. e riguarda l’applicazione del metodo MAGEC (Modi e Analisi dei Guasti e delle Criticità) per l’analisi dei guasti di una linea produttiva dell’azienda, la Rail Line. Nel primo capitolo viene inquadrato il sistema produttivo dell’azienda in aderenza con la filosofia del TPS (Toyota Production System) per chiarire l’ambito in cui è nato il progetto, le motivazioni che hanno portato al suo sviluppo e l’ottica secondo cui è stato svolto. Nel secondo capitolo è fornita una descrizione dell’approccio utilizzato, che consiste in una variante della FMECA, il metodo più utilizzato per le analisi in ambito affidabilistico. Inoltre sono riportate le attività di pianificazione che sono state svolte preliminarmente all’inizio del progetto. Successivamente nel terzo capitolo sono illustrati in modo dettagliato i vari step dell’implementazione del metodo, dalla raccolta dati, effettuata presso l’azienda, all’elaborazione. L’ultimo capitolo è dedicato ai risultati dell’analisi e a una breve descrizione di come tali risultati sono stati utilizzati nelle attività di manutenzione preventiva.

Il paesaggio attuale è un'eredità del passato.Solo chi conosce e capisce il passato è in grado di gestire il futuro.Lo studio dell'evoluzione naturale passata è utile quindi non solo per la comprensione dell'origine del nostro ambiente,ma anche per la pianificazione della gestione futura.Solo da pochi decenni si è per esempio riusciti a capire che gli estesi castagneti del Sud delle Alpi non hanno origine naturale,ma sono dovuti alla mano dell'uomo,che, al tempo della colonizzazione romana,ha iniziato a coltivare il castagno in maniera sistematica. Ma come è possibile ricostruire vicende della natura tanto remote? Sul fondo dei laghi e nelle torbiere i resti fossili di vegetali (p.es.polline e microcarboni) e di animali si sono accumulati nel corso dei millenni, rimanendo inalterati a causa della mancanza di ossigeno e quindi di organismi distruttori. Attraverso la trivellazione e l'analisi in laboratorio degli strati di questi sedimenti è possibile ricostruire il tipo di polline (e per analogia di vegetazione) e la frequenza di microcarboni (e quindi di incendi di bosco) che si sono succeduti nel corso dei millenni. E' quanto è stato fatto nel corso dell'ultimo decennio da parte dell'Università di Berna nei Laghi di Origlio e di Muzzano,ottenendo risultati interessanti e per certi versi anche inaspettati. A partire dal 5.500 a.C.la frequenza degli incendi è aumentata a causa dell'azione dell'uomo:i primi contadini delle nostre terre utilizzavano infatti il fuoco come mezzo per eliminare la foresta e guadagnare spazi aperti per l'agricoltura e l'allevamento del bestiame.Una pratica che nel corso dei millenni ha provocato anche una forte selezione della vegetazione arborea,distruggendo le foreste originali. La trasformazione del paesaggio forestale da parte dell'uomo non è quindi un fenomeno limitato agli ultimi 2.000 anni,ma ha le proprie radici nel Neolitico,oltre 7.000 anni orsono.Nel periodo del Ferro (800-15 a.C.),l'utilizzo del fuoco nella gestione del paesaggio diventa una pratica molto ricorrente, come dimostrano i picchi estremi della frequenza dei microcarboni.Bisognerà attendere l'introduzione del castagno durante l'Epoca Romana per assistere a un netto cambiamento di approccio:i castagneti diventano boschi di reddito da gestire senza l'aiuto del fuoco. A partire da questo momento,la frequenza degli incendi diminuisce drasticamente. Grazie a questi studi è stato quindi possibile capire l'origine della nostra attuale copertura boschiva e intuire quali sarebbero senza l'intervento dell'uomo le specie dominanti nei nostri boschi. Informazioni di estrema importanza per una futura gestione selvicolturale in sintonia con la natura.

The Australian-Indonesian monsoon has a governing influence on the agricultural practices and livelihood in the highly populated islands of Indonesia. However, little is known about the factors that have influenced past monsoon activity in southern Indonesia. Here, we present a ~6000 years high-resolution record of Australian-Indonesian summer monsoon (AISM) rainfall variations based on bulk sediment element analysis in a sediment archive retrieved offshore northwest Sumba Island (Indonesia). The record suggests lower riverine detrital supply and hence weaker AISM rainfall between 6000 yr BP and ~3000 yr BP compared to the Late Holocene. We find a distinct shift in terrigenous sediment supply at around 2800 yr BP indicating a reorganization of the AISM from a drier Mid Holocene to a wetter Late Holocene in southern Indonesia. The abrupt increase in rainfall at around 2800 yr BP coincides with a grand solar minimum. An increase in southern Indonesian rainfall in response to a solar minimum is consistent with climate model simulations that provide a possible explanation of the underlying mechanism responsible for the monsoonal shift. We conclude that variations in solar activity play a significant role in monsoonal rainfall variability at multi-decadal and longer timescales. The combined effect of orbital and solar forcing explains important details in the temporal evolution of AISM rainfall during the last 6000 years. By contrast, we find neither evidence for volcanic forcing of AISM variability nor for a control by long-term variations in the El Niño-Southern Oscillation (ENSO).
