En este artículo se ponen en relación los resultados del estudio sobre los incentivos materiales del accionar cooperativo con las tendencias de la economía agraria y familiar, en Córdoba, desde la década de 1940 a 1960.Los nuevos mecanismos de comercialización colectiva, en donde participaba la entidad de segundo grado FACA (Federación Argentina de Cooperativas Argentinas) y a la cual estaban asociadas las cooperativas primarias adheridas a la Federación Agraria Argentina y, el Estado - a través del Instituto Argentino de Promoción al Intercambio- aumentaban el poder de negociación de los productores rurales. Por otro lado, las políticas crediticias provinciales fueron -ya desde el inicio del período considerado- favorables al sector agrario y cooperativo. Ambos factores -planteamos- actuaron como incentivos materiales al fortalecimiento de la economía familiar. Para analizar la economía agraria de los productores familiares trabajamos con datos censales a nivel micro-regional (departamento Tercero Arriba) y contextualizamos este estudio con resultados de otras investigaciones sobre las regiones pampeanas cordobesa y nacional. Trabajamos también las prácticas cooperativas con memorias, balances y actas de las entidades de la micro-región y, realizamos una primera aproximación a las políticas crediticias provinciales a las cooperativas, a través de fuentes producidas y existentes en el Banco Provincia de Córdoba.

El objetivo de este trabajo es analizar la relación entre gobierno, corporaciones empresarias de la clase dominante y los proyectos MERCOSUR y ALCA en los inicios del gobierno de Kirchner. La hipótesis principal es que los cambios en la inserción regional de Argentina desde 2003 (reconstrucción del MERCOSUR y rechazo al ALCA), tuvieron entre una de sus causas a las acciones de corporaciones como la Unión Industrial Argentina (UIA) y la Sociedad Rural Argentina (SRA). Como afirma Katz (2006) aquella reconfiguración regional, además de estar influenciada por las protestas sociales antineoliberales, también respondió a la demanda de una diferente inserción regional por parte de las clases dominantes locales. Mediante el análisis de la prensa escrita y de documentación de las corporaciones, observaremos los posicionamientos sobre el ALCA y el MERCOUSR, el tipo de intervención del gobierno que reclaman y por qué apoyan o rechazan las negociaciones entre 2003 y 2004, en la reunión de la Ronda Doha de Cancún de la Organización mundial de Comercio (OMC) y en las Minicumbres del ALCA de Miami y Puebla, donde quedaron trabadas las negociaciones del ALCA y se produjo la reorientación del MERCOSUR

Commerce in rural territories should not be considered as a needed service, but as a basic infrastructure, that impact not only existent population, but also tourism, and rural industrialization. So, the rural areas need not only agriculture but industry and services, to have a global and balanced development, including for the countryside and the population. In the work presented in this paper, we are considering the formulation of the direct relation between population and the endowment of commerce sites within a geographical territory, the ?area of commercial interactions?. These are the closer set of towns that can gravitate to each other to cover the required needs for the populations within the area. The products retailed, range from basic products for the daily lives, to all other products for industry, agriculture, and services. The econometric spatial model developed to evaluate the interactions and estimate the parameters, is based on the Spatial Error Model, which allows for other spatial hidden effects to be considered without direct interference to the commercial disposition. The data and territory used to test the model correspond to a rural area in the Spanish Palencia territory (NUTS-3 level). The parameters have dependence from population levels, local rent per head, local and regional government budgets, and particular spatial restrictions. Interesting results are emerging form the model. The more significant is that the spatial effects can replace some number of commerce sites in towns, given the right spatial distribution of the sites and the towns. This is equivalent to consider the area of commercial interactions as the unit of measurement for the basic infrastructure and not only the towns.

Esta investigación nace de la necesidad de aunar el máximo conocimiento sobre el sector Desarrollo Rural, Seguridad Alimentaria y Nutrición en la Cooperación Española, tanto desde un punto de vista teórico como práctico, que facilite, por un lado, precisar los límites que abarca el sector, conceptuales y de aplicación, mejorando la eficiencia y eficacia de las intervenciones en él, y por otro, conformar una prospectiva del mismo. La tesis propone una metodología de investigación-acción, puesto que por la propia posición de trabajo de la investigadora en la AECID y en el sector, esta es, a la vez, objeto y actora de la realidad vivida y del cambio a futuro. Para el trabajo de campo se ha contado con un importante grupo de expertos en la materia, que han participado en talleres de reflexión y en la encuesta Delphi, así como con una serie de entrevistas en profundidad. El requisito de contar con un marco teórico en el que se sustente el sector es esencial y el capítulo IV contempla este, partiendo de los antecedentes y marco normativo de la política de cooperación española, substancialmente la Ley de Cooperación Internacional para el Desarrollo, pasando por los principales instrumentos de planificación de esta política: Planes Directores, Estrategias sectoriales y Plan de Actuación Sectorial de Desarrollo Rural y Lucha contra el Hambre. Se puntualiza la cooperación reembolsable en el sector, y se repasan las principales actuaciones que han tenido lugar en el contexto internacional con especial hincapié en la crisis provocada por la subida del precio de los alimentos y las medidas más significativas que se tomaron para combatirla, pasando a continuación al proceso post-2015, los Objetivos de Desarrollo Sostenible y la posición española en él. En el marco conceptual se revisan términos tales como Derecho Humano a la Alimentación, Seguridad Alimentaria y Nutrición, Seguridad alimentaria, Seguridad alimentaria nutricional, Soberanía alimentaria, Seguridad alimentaria como Bien Público Mundial, Desarrollo Rural, Desarrollo Rural Territorial, Enfoque Territorial y Resiliencia, concluyendo este apartado con la búsqueda de las interrelaciones entre Seguridad alimentaria, Derecho Humano a la Alimentación y Desarrollo Rural Territorial. El capítulo termina con un breve repaso de lo que hacen en esta materia las principales agencias de Cooperación Internacional de los donantes más importantes del CAD. En el Marco de Aplicación se acomete una comparación de la evolución de la AOD en el marco temporal de la investigación, del 2000 al 2013, concedida al sector por la Cooperación Española en función de los distintos subsectores y también una comparativa de la ayuda otorgada por los principales donantes del CAD para este mismo periodo. Posteriormente se examinan las intervenciones centrales de la Cooperación Española en Derecho Humano a la Alimentación con la sociedad civil, con la FAO y con el relator especial de NNUU para el Derecho a la Alimentación, Seguridad Alimentaria Nutricional, destacando el Fondo España-ODM y el Programa Especial de Seguridad Alimentaria (PESA)y Desarrollo Rural Territorial , sobre el proyecto EXPIDER I y II (Experiencias de desarrollo local rural en América Latina) , y el proyecto PIDERAL ( Proyecto de políticas innovadoras de desarrollo de los territorios rurales en América Latina ) y tres intervenciones con enfoque regional como son :La Iniciativa América Latina y Caribe sin Hambre (IALCSH), la Estrategia Centroamericana de Desarrollo Rural Territorial (ECADERT) y la intervención de la Cooperación Española apoyando la Política Agraria de la CEDEAO. La investigación empírica esencialmente con un enfoque cualitativo, se examina y detalla en el capítulo VI, reflejándose las principales conclusiones de la misma en el capítulo del mismo nombre, tras haber contrastado las hipótesis formuladas y posteriormente cotejar las aplicaciones prácticas de la tesis y proponer posibles nuevas líneas de investigación. ABSTRACT This research stems from the need to combine the best knowledge about the Rural Development, Food Security and Nutrition sectors in Spanish Cooperation, both from a theoretical and practical point of view, that enables, on the one hand, to specify the limits that the sector covers, both conceptual and of implementation, improving the efficiency and effectiveness of interventions in it, and on the other, shape the future thereof. The thesis proposes a methodology of research-action, which is the AECID researcher´s own position in the sector, being at the same time, both researcher and participant of the reality experienced and future change. The field work benefitted from the support of a major group of experts in the field, who participated in reflection workshops, the Delphi survey and a series of in-depth interviews. The requirement for a theoretical framework that sustains the sector is essential and Chapter IV provides for this, starting with the background and legal framework of the policy of Spanish cooperation, essentially the International Development Cooperation Law, through the main instruments of policy planning: Master Plans; sectorial strategies; the Sectorial Action Plan for Rural Development; Fight against hunger. Refundable cooperation in the sector is specified, and the key actions that have taken place in the international context with special emphasis on the crisis caused by rising food prices and the most significant measures taken to combat it are reviewed. Then continuing with the post-2015 process, the Sustainable Development Objectives and the Spanish position in them. Conceptional framework terms such as Human Right to Food, Food Security and Nutrition, Food Security, Nutritional Food Security, Food Sovereignty, Food Security as a global public good, Rural Development, Rural Regional Development, Regional Approach and Resilience are reviewed, ending this section with the search for the interrelationship between Food Security, Human Right to Food and Rural Regional Development. The chapter ends with a brief overview of what the main agencies for International Cooperation of the major DAC donors do in this area. In the implementation framework, a comparison is provided of the evolution of the ODA within the time frame of the investigation, from 2000 to 2013, granted to the sector by the Spanish Cooperation in terms of the various subsectors and also a comparison is made of the support provided by the DAC's major donors for the same period. Subsequently the core interventions of Spanish Cooperation in the Human Right to Food with civil society, with FAO and the UN Special Rapporteur on the Right to Food, Food Security Nutrition are examined, highlighting the Spain MDG Fund and the Special Programme for Food Security (PESA) and Regional Rural Development on the EXPIDER I and II project (Rural local development experiences in Latin America), and the PIDERAL project (Innovative policy development project of rural areas in Latin America) and three regionally focused interventions such as: the Latin America and Caribbean without Hunger (HFLACI) Initiative, the Central American Strategy for Rural Development (ECADERT) and the intervention of the Spanish Cooperation to support the ECOWAS Agricultural Policy. Empirical research, essentially with a qualitative approach, is examined and detailed in Chapter VI, reflecting the main conclusions of the investigation in the chapter of the same name, after having contrasted the ideas put forward, and then later compares the practical applications of the thesis and proposes possible new lines of research.

Resumo Em resposta aos desafios atuais de muitas grandes cidades, o contexto institucional e o planeamento territorial formam dimensões para melhorar a governação metropolitana. No quadro das regiões capitais do sudoeste europeu, quais poderão ser as inovações e diferenças nos seus modelos e processos em curso? Este artigo propõe uma investigação aplicada para apresentar a análise da governação metropolitana. Através do método de estudos de caso em perspectiva comparada, vários elementos e entrevistas são ponderados qualitativamente nas regiões de Madrid, Barcelona, Paris e Lisboa. As conclusões encontram uma tendência para o equilíbrio entre os esforços dessas duas dimensões da governação territorial metropolitana, não impedindo registrar os seus diferentes percursos: por exemplo Ile-de-France desenvolveu boas iniciativas em matéria de planeamento, que então pedem alguns ajustamentos no quadro político, enquanto Madrid teve “menos actividade” nos últimos anos, em resultado da sua grande estabilidade institucional. A região de Lisboa permanece talvez numa “posição intermédia”, com uma dinâmica de evolução pouco previsível. Mas de acordo com este argumento, admite-se que os seus processos podem levar a melhorias graduais no sistema de governação, com o seu próprio percurso, implementando acções que devem respeitar, em particular, a geografia do território. Abstract Addressing the running challenges of several greater cities, the institutional mark and regional planning are dimensions for improving metropolitan governance. Regarding the southwest European capital regions, what can be the innovations and differences in their currently processes and models? This paper proposes an applied framework to present the metropolitan governance analysis. Through a comparative case study methodology, various elements and interviews are qualitatively measured in the regions of Madrid, Barcelona, Paris and Lisbon. The conclusions find a tendency to balance between the efforts on those two regional metropolitan governance dimensions, which does not prevent to register their different paths: for example Ile-de-France has developed good initiatives in terms of planning, which then require some adjustments in the political mark, while Madrid had in recent years “less activity”, in result of his institutional stability. The Lisbon region maybe stays in an “intermediate position” with a dynamic evolution that is difficult to predict. But according to that argument, it’s possible to admit that his processes can gradually lead to small improvements in his governance system, with his own path, implementing actions that must respect, in particularly, the geography of the territory.

Esta pesquisa examina o discurso de um programa televisivo regional brasileiro de canal aberto para identificar qual é a linguagem utilizada na abordagem de assuntos de Ciência e Tecnologia. O corpus compõe-se de um recorte baseado nas exibições do ano de 2006 do programa televisivo Caminhos da Roça - criado e exibido desde 2002 pela EPTV Ribeirão (Empresas Pioneiras de Televisão) afiliada da Rede Globo em Ribeirão Preto/SP. A proposta foi analisar, em relação ao formato, à linguagem e aos conteúdos as matérias jornalísticas que tratam especificamente de assuntos de ciência e/ou tecnologia voltadas para o agronegócio e que tenham mostrado algum contato entre pesquisador e cidadão do campo. Este trabalho, de natureza qualitativa, empregou a metodologia de Análise de Discurso de linha Francesa (AD) e identificou C&T como um assunto bastante presente no Caminhos da Roça. Constatou-se ainda que, embora haja muita divulgação de C&T não há um padrão de aprofundamento desses assuntos e que a abordagem varia de edição para edição, além da ciência ser mostrada em forma de tecnologia que se aplica ao campo. A linguagem empregada pelo Caminhos da Roça para o tratamento de assuntos de Ciência e Tecnologia é, predominantemente clara e simplificada e o discurso mais encontrado se define como uma mescla entre o tecnológico, o informativo e o pedagógico.(AU)

This paper provides an overview and comparison of labour markets in agricultural and rural areas in the three candidate countries for the EU membership: Croatia, the Former Yugoslav Republic of Macedonia and Turkey. We analyse and compare the labour market structures and the factors driving them. The analyses are based on the available cross-section and time-series data on agricultural labour structures and living conditions in rural areas. Considerable differences are found among the candidate countries in the importance of the agricultural labour force, between rural and urban labour, and in poverty and living conditions in rural areas. Agricultural and rural labour market structures are the result of demographic and education processes, in addition to labour flows between agricultural and non-agricultural activities, from rural areas to urban ones and migration flows abroad. Declines in the agricultural labour force and rural population are foreseen for each of the candidate countries, but with significant variations between them. Showing different patterns over time, labour market developments in the sector and rural areas have been shaped by the overall labour market institutions, conditions and other factors in each country, such as the legal basis, educational attainment and migration flows, as well as the presence of non-agricultural activities in rural areas.

The paper looks at the link between human capital and regional economic performance in the EU. Using indicators of educational stock, the matching of educational supply and labour demand, and migration extracted from the European Community Household Panel (ECHP), it identifies that the economic performance of European regions over the last few years is generally associated with differences in human capital endowment. However, and in contrast to previous studies, the results highlight that factors such as the matching of educational supply and local labour needs, job satisfaction, and migration may have a stronger connection to economic performance than the traditional measures of educational stock.

This paper examines the association between one of the most basic institutional forms, the family, and a series of demographic, educational, social, and economic indicators across regions in Europe. Using Emmanuel Todd’s classification of medieval European family systems, we identify potential links between family types and regional disparities in household size, educational attainment, social capital, labour participation, sectoral structure, wealth, and inequality. The results indicate that medieval family structures seem to have influenced European regional disparities in virtually every indicator considered. That these links remain, despite the influence of the modern state and population migration, suggests that either such structures are extremely resilient or else they have in the past been internalised within other social and economic institutions as they developed.

SUMMARY Switzerland is facing an aging population and a growing amount of patients with chronic diseases. It is crucial to display health care processes and pathways, to identify inequalities and obstacles, and to point out possibilities for improvements of the Swiss health care system (e.g. increase efficiency). The introductory part of the thesis presents a brief description of the Swiss health care system, health services research and regional variation as well as an introduction of CVD and its epidemiological key figures, aetiology and treatments. This is followed by the description of the utilized methods and data, and the objectives of this thesis. The subsequent sections present the four articles included in this thesis. The first article focuses on a small area analysis on regional variation of avoidable hospitalisations in Switzerland including density of primary care physicians and specialists, rurality and hospital supply factors as explanatory variables in the analysis. Lower rates of avoidable hospitalisations were found in areas with very high supply of primary care physicians, increased avoidable hospitalisation rates in areas with more specialists and in areas with higher proportion of rural residents. The second article aims to examine whether emergency patients with acute ST-segment elevation myocardial infarction were adequately treated, i.e. according to the treatment guidelines, in Switzerland. Results show that older and female patients were less likely to receive revascularization which suggests that the treatment guidelines may not be uniformly applied in Switzerland. Similar to the first article, also in the third article a small area analysis was performed but this time investigating regional variation in costs at the end of life. Strongest associations of cost was found with cause of death, age and language region of the decedents. The strong spatial variation of costs could only partly be explained by the included covariates. Article four aims to examine the relationship of distance to different hospital types and mortality from AMI or stroke. We found that AMI mortality in the Swiss population 30 and older and stroke mortality in those 65 and above increased with distance to central and university hospitals, while adjusting for sociodemographic and economic characteristics of the population. The presentation of the four articles is followed by a discussion, which summarizes the main findings and the strengths and limitations of the presented articles. The thesis concludes with a discussion about the challenges for policy, practice and future research.
