This paper offers empirical evidence from Spain of a connection between the tax administration and the political power. Firstly, the regional tax administration is not immune to the budgetary situation of regional government, and tends to exert a greater (or lesser) effort in tax collection the greater (or lower) the (expected) public deficit. At the same time, the system of unconditional grants from the central layer of government provokes an ¿income effect¿ which disincentivises the efforts of the tax administration. Secondly, these efforts also decrease when the margin to lose a parliamentary seat in an electoral district is cut, although the importance of this disincentive decreases according to the parliamentary strength of the incumbent

Public agencies in Iowa are continually challenged with reduced staff levels, reduced budgets, and increased expectations for services provided. Responding to these demands requires a well-informed and coordinated team that includes professionals, supervisors, technicians, lead workers, and workers. Becoming a coordinated team requires the training and interaction to produce a common foundation to build upon. In 2007, a training program did not exist in the state to provide this level of training for existing or upcoming managers and leaders of public agencies. The Iowa Local Technical Assistance Program (LTAP), in conjunction with Iowa public agency representatives, set out to provide that foundation by developing the Iowa Public Employees Leadership Academy, which was renamed the Public Employees Leadership Institute in July 2011. The Institute is an on-demand, online training program designed to create better (or new) leaders and supervisors for Iowa’s public agencies. The Institute provides a curriculum to train the next generation of leaders, who will replace existing leaders when retirements occur. Through the Institute, Iowa LTAP will provide a coordinated, structured, non-credit educational program available for a modest fee. The techniques and skills offered through the Institute can apply to all who wish to develop or sharpen their leadership and management abilities. This will be true whether the participants are employed in the public or private sector. The 14 courses that were developed and are being offered are as follows: Supervisory Techniques and Skills, Team Development, Communications Skills, Leadership Skills, Community Service/Customer Orientation, Legal Understanding, Fundamentals of Government, Finance, Resource Management, Operations and Maintenance, Basic Management, Emergency Management, Project Management, and Winter Maintenance Management.

Iowa ended its third year of a moderate economic recovery as fiscal year 2012 came to a close. Though many of the fundamentals in the state’s economy reflected strength during the year, employment had not returned to its pre-recession level, and job growth remained tepid. Furthermore, there was a distinct dichotomy in where hiring occurred. Most of the state’s job growth was concentrated in the goods-producing industries of construction and manufacturing, while the service-providing industries showed little momentum except for healthcare. Within the manufacturing sector, machinery products was one of the state’s fastest-growing subsectors in 2011, accounting for the creation of several thousand higher-paying jobs. The state’s nonfarm employment advanced by 12,200 in FY 2012 led primarily by growth in manufacturing and construction, which were up 9,900 and 3,800, respectively. Healthcare was the strongest of the service-providing industries with an annual gain of 2,600 jobs, while government continued to be the biggest drag on the statewide economy. Although all three levels of government employment dropped from one year ago, state government lost the most jobs at 1,900.

Soil slope instability concerning highway infrastructure is an ongoing problem in Iowa, as slope failures endanger public safety and continue to result in costly repair work. Characterization of slope failures is complicated, because the factors affecting slope stability can be difficult to discern and measure, particularly soil shear strength parameters. While in the past extensive research has been conducted on slope stability investigations and analysis, this research consists of field investigations addressing both the characterization and reinforcement of such slope failures. The current research focuses on applying an infrequently-used testing technique comprised of the Borehole Shear Test (BST). This in-situ test rapidly provides effective (i.e., drained) shear strength parameter values of soil. Using the BST device, fifteen Iowa slopes (fourteen failures and one proposed slope) were investigated and documented. Particular attention was paid to highly weathered shale and glacial till soil deposits, which have both been associated with slope failures in the southern Iowa drift region. Conventional laboratory tests including direct shear tests, triaxial compression tests, and ring shear tests were also performed on undisturbed and reconstituted soil samples to supplement BST results. The shear strength measurements were incorporated into complete evaluations of slope stability using both limit equilibrium and probabilistic analyses. The research methods and findings of these investigations are summarized in Volume 1 of this report. Research details of the independent characterization and reinforcement investigations are provided in Volumes 2 and 3, respectively. Combined, the field investigations offer guidance on identifying the factors that affect slope stability at a particular location and also on designing slope reinforcement using pile elements for cases where remedial measures are necessary. The research findings are expected to benefit civil and geotechnical engineers of government transportation agencies, consultants, and contractors dealing with slope stability, slope remediation, and geotechnical testing in Iowa.

Brushy Creek is a tributary of the Raccoon River, which is a regular source of drinking water for over 400,000 Iowans. Regular monitoring by Des Moines Water Works (DMWW) and Agriculture’s Clean Water Alliance (ACWA) over the last eight years has shown the stream to be highly impaired for coliform bacteria and nitrate. Both Brushy Creek and the Raccoon River are on the 303(d) impaired waterbody list. A December 2005 fish kill in Brushy Creek resulted in administrative actions against seven livestock producers. Several open feed lots exist in the watershed. The community of Roselle (in the Brushy Creek watershed) has been identified by IDNR as unsewered, and many dwellings throughout the watershed discharge untreated human waste. No Watershed Improvement Association (WIA) exists in this sparsely-populated area. This outcome-based project will: • Enhance nutrient and manure management to reduce agricultural inputs to the stream. • Assess the amount of human waste reaching the stream from Roselle. • Engage and inform local residents so a WIA can be formed. • Monitor performance through a rigorous water and soil testing program. This project embraces a concept of participation from all levels of government, commodity organizations, and the private sector. The largest drinking water utility in the state will lead and administer this effort. The participating parties will work to establish a functioning WIA so that progress achieved through this project will be robust and long-lasting. The participants believe this will be the most effective approach to correct the situation, and will serve as a model for other problem watersheds throughout the state.

This is a study of how transportation policy can be fashioned to improve Iowa's long-term economic prospects. The research focuses on the state level and covers pricing, resource allocation, investment, and other issues that directly affect the performance of public facilities that support transportation of goods and people to and from points in Iowa. Chapter 1 is an introduction. Chapter 2 begins with an assessment of how Iowa's economy is changing, both functionally and spatially. Commuting patterns and methods of goods movement are then discussed. The purpose of this analysis is to provide a context for the exploration of transportation policy issues in subsequent chapters. In Chapter 3 a framework is established for evaluating changes in transportation policies. A working definition of economic development is given and the role of government policies in making an area more attractive to economic activity is considered. Chapter 4 analyzes public policy options for Iowa's roads and highways. These policy options are intended to help the state compete for economic activity. Chapter 5 assesses alternative investment strategies for major navigational facilities on the upper Mississippi River. Chapter 6 examines major transportation policy issues in Iowa's agricultural sector. The current magnitude of agricultural shipments and the roles of several modes are presented. After focusing on issues related to railroad competitiveness, the analysis turns to how Iowa's rural roads should be financed. The need for joint investment and pricing decisions affecting waterways, railroads, and rural roads is stressed. Chapter 7 examines the current status of freight transportation in Iowa. An assessment is made of issues related to trucking and of intermodal transportation and its potential for cost-effective shipping to and from businesses in Iowa. Chapter 8 summarizes the key findings of this study, offering ten recommendations. These recommendations relate to transportation as a means of facilitating economic development.

Strong leadership from heads of state is needed to meet national commitments to the UN political declaration on non-communicable diseases (NCDs) and to achieve the goal of a 25% reduction in premature NCD mortality by 2025 (the 25 by 25 goal). A simple, phased, national response to the political declaration is suggested, with three key steps: planning, implementation, and accountability. Planning entails mobilisation of a multisectoral response to develop and support the national action plan, and to build human, financial, and regulatory capacity for change. Implementation of a few priority and feasible cost-effective interventions for the prevention and treatment of NCDs will achieve the 25 by 25 goal and will need only few additional financial resources. Accountability incorporates three dimensions: monitoring of progress, reviewing of progress, and appropriate responses to accelerate progress. A national NCD commission or equivalent, which is independent of government, is needed to ensure that all relevant stakeholders are held accountable for the UN commitments to NCDs.

Industrial symbiosis (IS) emerged as a self-organizing business strategy among firms that are willing to cooperate to improve their economic and environmental performance. The adoption of such cooperative strategies relates to increasing costs of waste management, most of which are driven by policy and legislative requirements. Development of IS depends on an enabling context of social, informational, technological, economical and political factors. The power to influence this context varies among the agents involved such as the government, businesses or coordinating entities. Governmental intervention, as manifested through policies, could influence a wider range of factors; and we believe this is an area which is under-researched. This paper aims to critically appraise the waste policy interventions from supra-national to sub-national levels of government. A case study methodology has been applied to four European countries i.e. Denmark, the UK, Portugal and Switzerland, in which IS emerged or is being fostered. The findings suggest that there are commonalities in policy instruments that may have led to an IS enabling context. The paper concludes with lessons learnt and recommendations on shaping the policy context for IS development.

Lleida, una ciudad media de España en el XIX que tiene como particularidad ser una capital de provincia con una economía tradicional a medio camino entre las actividades del campo y las incipientes urbanas, es nuestro marco de estudio para analizar el comportamiento de los grupos sociales de su comunidad ante los cambios políticos operados en España durante el siglo XIX para consolidar el liberalismo como sistema de gobierno. Las fuentes consultadas fueron los archivos locales mediante el contraste de los censos de población, sus rentas y la lista de políticos y milicianos implicados en el proceso político para establecer pautas y analogías entre ellos según su filiación política. Con estas pautas nos acercamos a la sociología de su población y sus concreciones políticas durante este período. De esta manera, descubrimos los mecanismos de resistencia del grupo dominante del antiguo régimen para mantener el poder y las tácticas de los liberales para conseguir desbancarlos y conseguir mayor representación política en el municipio. La conclusión de este estudio es que mediante el acomodo de los grupos privilegiados del antiguo régimen al liberalismo moderado, estos consiguieron su espacio político en la comunidad para mantener la mayor parte del tiempo su cuota de poder, mientras que los liberales, mediante su identificación al progresismo, tenían enormes dificultades para conseguir el control y poner en práctica su proyecto político.

The purpose of this thesis is to describe the meaning of cooperation for the entrepreneurs who have planned to establish a co-operative. The objective is to understand what kind of benefits, expectations and challenges entrepreneurs see in the co-operative business and its establishment. The context of the study is welfare sector. As the population ages, increases the need for welfare services and the role of private service providers emphasizes. The study is based on qualitative theme interview. The empirical material was collected by interviewing eleven entrepreneurs in home care and home nursing sectors. The interviews were executed during the summer and autumn 2006. As an additional material there have been used five interviews of entrepreneurs who are members of co-operatives in different sectors. These interviews were executed during the spring 2007. The results show that the entrepreneurs experience that cooperation brings noticeable added value to their business activity. Cooperation is believed to be a channel to develop business activities. Besides development, co-operative business is expected to reply to the collective needs of entrepreneurs. The biggest challenges of functional cooperation are opportunistic behavior and finding a trustworthy group of entrepreneurs to establish the co-operative. Successful cooperation with the public sector would be the mutual benefit of government, companies and clients.

We distinguish and quantify which part of the expenditures of the Spanish central government are on own competences, on competences of the regional governments and those that are on shared powers between both levels of government. The results obtained show that a great amount of the expenditures actually done by the central government are in fact on competences of the regional governments and on shared powers

This paper analyzes the effects of parliamentary representation on road infrastructure expenditure during the Spanish Restoration. Using a panel dataset of Spanish provinces in 1880-1914 we find that the allocation of administrative resources among provinces depended both on the delegation characteristics (such as the share of MPs with party leadership positions, and their degree of electoral independence), and the regime"s global search for stability. These results point to the importance of electoral dynamics within semi-democratic political systems, and offer an example of the influence of government tactics on infrastructure allocation.
